MUNICIPAL RESOLUTION NO. 099-2014

GRANTING AUTHORITY TO HONORABLE ANN Y. ONGJOCO TO ENTER INTO A
MEMORANDUM OF AGREEMENT WITH THE DEPARTMENT OF SOCIAL WELFARE AND
DEVELOPMENT FOR THE TULONG PANGHANAPBUHAY SA ATING DISADVANTAGED
(TUPAD) WORKERS PROGRAM.

WHEREAS,
the Tulong Panghanapbuhay Sa Ating Disadvantaged (TUPAD) Workers
Program is a project for the unemployed poor and workers displaced by the global financial crisis
that provides short-term wage employment as immediate source of income for the beneficiaries
and their families;
WHEREAS,
the Tulong Panghanapbuhay Sa Ating Disadvantaged (TUPAD) Workers
Program is being implemented by the Department of Social Welfare and Development (DSWD) in
partnership with the local governments for its implementation;
WHEREAS,
this august body hopes that the implementation of the same would provide
assistance to disadvantaged workers in the municipality for them to be able to sustain their basic
needs and to develop sustainable enterprises to generate income through wage and selfemployment, thus grants authority to the Local Chief Executive to enter into an agreement with the
DSWD;
WHEREFORE, in view of the foregoing premises, be it now:
RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay
in session assembled, to grant as it hereby grants authority to Honorable Ann Y. Ongjoco, to enter
into a Memorandum of Agreement with the Department of Social Welfare and Development for the
Tulong Panghanapbuhay sa ating Disadvantaged (TUPAD) Workers Program.

RESOLVED FURTHER, that the provisions of the Memorandum of Agreement are made
an integral part of this resolution and a copy of which is hereto attached as Annex A;
RESOLVED FURTHERMORE, that a copy of this resolution be furnished the Hon. Mayor
Ann Y. Ongjoco, the Department of Social Welfare and Development, and such other concerned
offices or agencies, for their information and appropriate action.
APPROVED UNANIMOUSLY, on motion of Honorable Councilor Frances John M. Oxales
and duly seconded by the members present this 1 st day of September, 2014 during their 31 st
Regular Session.
