I now call this Barangay Assembly to order.

In behalf of the Sangguniang Barangay of Merville, allow me to extend our profound


gratitude to our distinguished guests and fellow public servants for sharing with us
their precious time to be with us for this very important undertaking of our
barangay which is also being conducted nationwide, thru the Synchronized
Nationwide Barangay Assembly Day for the Second Semester of Calendar Year
2008. This is in compliance with the Presidential Proclamation No. 342 declaring the
last Saturday of March and the third Saturday of October each year, as Barangay
Assembly Day.

With our theme, Tuloy-tuloy ang TrabahoTuloy-tuloy ang Serbisyo. Your


Sangguniang Barangay has successfully accomplished the priority projects,
programs and activities it has lined-up from the first semester of calendar year 2008
up to the second semester of calendar year 2008. These have been accomplished
through your untiring support and continued trust and confidence in our leadership.

You have been our constant partners in the continued progress and economic
stability of our community. You have served as our inspiration in performing our
sworn duties in serving the public and in achieving our noble goals and objectives
for the benefit of all of our constituents.

We also thank our Paraaque City Government thru Honorable Florencio M.


Bernabe, Jr., our city Mayor, for their continued support in all the undertakings of
your Sangguniang Barangay. Without the valuable support of our beloved Mayor Jun
Bernabe and the Sangguniang Panglunsod, we would not achieve these
accomplishments we have endeavoured to our barangay constituents. Our beloved
Mayor Jun Bernabe has been very supportive in various projects of our barangay
particularly in our infrastructure projects, peace and order, health, education and
other community programs.

Of course, I would also like to thank my fellow public servants in the Sangguniang
Barangay for their efforts and perseverance in accomplishing the various tasks we
have envisioned to our community and for the successful management of the
various committees assigned to them. Allow me to introduce each one of them to all
of you

Kagawad Alice Benzon, she is the Chairman of the following committees:

Finance and Appropriation - which is responsible in ensuring that appropriation on


various barangay projects, programs and activities are well spent in accordance
with the Sangguniang Barangay approved budget.

Rules and Ethics - which is responsible in the conduct of our barangay officials
during our meetings and various public undertakings

Kagawad Dr. Edgar Caballero, he is the Chairman of the following committees:

Social Services and Urban Poor Affairs - which is responsible for extending various
aids and assistance to our less destitute constituents. Being a doctor by profession,
he was able to send several patients from our barangay to hospitals free of charge
from various hospitalization expenses. Some of the programs, projects and activities
undertaken by this committee were as follows:

1) Installation of street lights along the entrances of Tinitigan property and Cubic
Homes;
2) Operation Bukol on May 29, 2008 at the Barangay Health Center and Lying-in
Clinic;
3) Maynilad Water Connections for various mission areas particularly along Sitio
Manggahan II;
4) Operation Bukol (Part II) in coordination with the Knights of Columbus Council
10734, Holy Infant Jesus Parish held at the South Admiral Village Clubhouse;
5) Supplemental Feeding along the areas of Cubic Side, Sitio Tuyu-an and Sitio
Malaya in coordination with the Paraaque City Social Welfare and Development
Office;
6) Major repair/renovation of the Barangay Merville Health Center and Lying-in Clinic
in preparatory for the conduct of the NCR Project Management Program on NonCommunicable Diseases wherein our barangay has been chosen by the National
Capital Region-Metro Manila as the pilot area for the said program;

Children/Women & Family Welfare and Disabled Persons - which is responsible for
assisting battered housewives, abused children and disabled persons This
committee thru our Gender program was able to give assistance to those
housewives who were physically abused by their husbands and children who were
maltreated by their parents.

Dr. Edgar Caballero was also instrumental in the successful implementation of our
various health programs wherein he assisted Dr. Dante Mendoza, Chairman of the
Committee on Health, details of which were specified in the next Committee on
Health report.

Kagawad Eddy Chan, Chairman of the following committees:

Livelihood - which is responsible in the conduct of various free livelihood Training


programs in the barangay thru the assistance of the Paraaque Livelihood Resource
Management Office or PLRMO and TESDA. Several livelihood training programs have
been conducted in the past by this committee such as cosmetology, meat
processing, puto-making, hotel and restaurant services wherein most of its
graduates are now gainfully employed in various hotels and restaurants in the
metropolis. In addition to this, this committee is also responsible in extending
employment referrals in various companies within our barangay as well as in our
city. One of the proposed projects of this committee is o establish our own
Livelihood Training Center adjacent to our Barangay Hall. Recently, the committee
has launched a Soap-Making Project for the residents of Gawad-Kalinga Village,
Cubic Side and Candle-Making Project for the senior citizens of our barangay.

Cleanliness, Beautification and Sanitation or CBS - which is responsible in keeping


our barangay clean and green. This committee is also responsible in supervising our
barangay street sweepers to ensure that the cleanliness of all major thoroughfares
of the barangay have been properly taken cared of. Some of the programs, projects
and activities it has accomplished lately were as follows:

1) Assistance in the maintenance of the cleanliness and beautification of the new


Merville C-5 Access Road in coordination with the Merville Park Homeowners
Association and Soroptimists International; and

2) Inclusion of Jade Manor Townhomes in the regular collection of garbage of the


Paraaque City Government;

Kagawad Dr. Dante Mendoza, Chairman of the following committees:

Health - which is responsible in ensuring the health welfare of our constituents


against any impending sickness or epidemics by providing free medical and dental
health care, free pre-natal and well-baby examinations including free blood pressure
reading for the general public. Lately, they have conducted an Anti-Dengue
Campaign Programs in various areas of our barangay. Also, being a doctor by
profession, he maintained his committees close coordination with our Barangay
Health Center medical staff in extending various free medical and dental services to
our constituents such as the recent free blood sugar determination and kidney care
programs. Other programs, projects and activities that were accomplished thru the
assistance of Dr. Edgar Caballero were as follows:

1) Conduct of Anti-Rabbies Vaccination Program within the barangay during the


month of April wherein about 239 dogs were given free anti-rabbies vaccination;
2) Operation Tule on April 18, 2008;
3) Free Eye Check-up on May 21, 2008;
4) Free Aceto Wash & Pap-smear on May 23, 2008;
5) Free Medical Outreach Program of Sweetness Diabetic Club for FBS Screening,
Urinalysis, Aceto Wash, Pap-smear, Eye Check-Up and Blood Typing conducted last
July 22, 2008;
6) Health Teaching Activity in Sitio Malaya for Lung Cancer, Family Planning and
DOTS on August 7, 2008;
7) Induction of Officers of TB Task Force (World Vision) on August 22, 2008;
8) Participation of our barangay in the Buntis Congress held last September 16,
2008 wherein our First Lady of Paraaque City, Madam Girlie Bernabe was one of
the guests of honor;

9) Blood Donation Activity on September 19, 2008; and


10) Conduct of Garantisadong Pambata, a project wherein our children were given
free Vitamin A and de-worming medicines from October 6 to October 31, 2008.

Environment and Natural Resources - which is responsible in ensuring our clean


and healthy environment. This committee is also responsible in monitoring air and
other environmental pollutions that threatened the health of our constituents.
Lately, this committee has conducted a cleaning of the creeks project along the
areas of Sitio Tuyu-an and Sitio Malaya.

Kagawad Joel Dayrit, chairman of the following committees:

Transportation - which is responsible for the monitoring and supervision of all


public transport utilities in the barangay such as the operations of various tricycle
operators and drivers associations or TODA within our barangay. This committee is
also responsible in taking appropriate actions for various complaints against erring
tricycle drivers, over-charging and others. This committee has also initiated, in
coordination with the Merville Park Homeowners Association, the conduct of LTO
vehicle registration at the Belvedere Community Center every 3rd Saturday of the
month under the sponsorship of our barangay

Trade and Industry - which is responsible for monitoring and regulating all
business establishments within the barangay to ensure that no illegal business
activities exist within the barangay.

Kagawad Joel Dayrit was also instrumental in the successful conduct of the recent
SK & MYF Sportsfest wherein he assisted SK Chairman Aljohn Sercado in its
various events planning and implementation.

Kagawad Pablo Marquez, Chairman of the following committees:

Education and Culture - which is responsible in extending free education program


such as the Day Care Center programs within our barangay. This committee is
presently exploring the possibilities of establishing an elementary school within our

barangay thru the assistance of our Mayor Jun Bernabe. Other projects, programs
and activities conducted by this committee recently were as follows:

1) Installation of electric fans for all the Day Care Centers of our barangay;
2) Distribution of free cheese food product and Christian Bible/CD to the poor
residents of our barangay courtesy of the Family International;
3) Repair of Sitio Wella Day Care Center; and
4) Free daily rice distribution to Day Care Center students courtesy of the Paraaque
City Government

Senior Citizens Affairs - which is responsible in assisting the various needs of our
senior citizens and the implementation of national and local programs, projects and
activities for the senior citizens. Some of these projects, programs and activities
were as follows:

1) Assisted in the conduct of a Raffle Draw of the Association of Senior Citizens of


Barangay Merville held at the Belvedere Community Center last April 27, 2008;
2) Assisted in the mobilization of senior citizens in the conduct of an Annual/Outing
by the Paraaque City Federation of Senior Citizens held last May 21, 2008;

Kagawad Pablo Marquez also initiated the conduct of follow-up actions from the
Office of Congressman Roilo Golez for the monitoring of some violations of various
airline companies against air noise pollution within the areas of our barangay.

Kagawad Jun Galang, Chairman of the following committees:

Infrastructure - which is responsible in monitoring the construction of residential


and/or business structures to ensure that they comply with the existing national
Building Code, city and barangay ordinances regarding infrastructure
projects/activities. This committee is also responsible in monitoring the proliferation
of illegal settlers/dwellers thru proper control of all construction materials being
brought inside the sitios and puroks within the barangay. Some of the important

project this committee have accomplished for the second semester of calendar year
2008 were as follows:

1) Asphalting of roads in Merville Park, South Green Park Phase I, II and VII with the
assistance of Honorable Paraaque City Mayor Jun Bernabe;
2) Renovation of South Admiral Basketball Court, also with the assistance of
Honorable Paraaque City Mayor Jun Bernabe;
3) Repair of pathways along Sitio Tuyu-an;
4) Rip-rapping of creeks along Guadalajara Park;
5) Rip-rapping of the creek along Citihomes Regency
6) Construction of new Tanod & Traffic Outpost along the corner of Edison Avenue
and West Service Road with the help of Robinsons Supermarket;
7) Removal of illegal and ambulant vendors along Edsion Avenue (Barangay Merville
side);
8) Creation of Joint Task Force Edison Avenue to supervise and manage traffic,
maintain peace and order along Edison Avenue and West Service Road thru a
Memorandum of Agreement signed by Merville Punong Barangay Gloria Gutierrez
and Sun Valley Punong Barangay Daniel Santos; and
9) Employment opportunities for the barangay residents in coordination with
Robinsons Supermarket

The Committee on Peace and Order is presently being handled by yours truly. I am
happy to inform you all that our barangay has been cited by the Philippine National
Police for three (3) consecutive years as one of the most peaceful barangays in our
city.

SK Chairman Aljohn Sercado, our Sangguniang Kabataan Chairman, who is


responsible in the development of our youth and of their physical well-being. Among
the projects, programs and activities they have conducted lately are as follows:

1) April-May, 2008 - conduct of SK-MYF Summer Sportsfest

2) April, 2008 - conduct of a mini-concert entitled Kakaibang Summer held at the


Maria Montessori Childrens School participated by more than 200 youths from
various areas of the barangay

3) April-October, 2008 - provision of various sports equipment, trophies and medals


to different subdivisions/villages who had conducted their own sports events and
leagues

4) May, 2008 - participation to the 1st Batang Paraaque Billiard tournament held
at the Magallanes BEC Billiard Hall

5) June, 2008 - conduct of Tayo ng Magbigay ng School Supplies sa Kabataan,


beneficiaries were about 150 youths from various mission areas of the barangay

6) July, 2008 - conduct of 2008 Sangguniang Kabataan Coordinators Meeting with


more than 50 youth coordinators participated held at the rooftop of Barangay
Merville Hall

7) September, 2008 - participated in the Junior Chamber Concert with Gary


Valenciano by about 20 youth delegates from our barangay

8) October, 2008 - organization of Clean and Green Brigade composed of more


than 100 youth from various mission areas

Mr. Nestor Mose, our Barangay Secretary, who is responsible for the safekeeping of
our barangay records and for various documentation needs of our constituents.
Lately, he was elected President of the Samahan ng mga Barangay Kalihim (SABK)
Paraaque City, Inc., an association of all the Barangay Secretaries within our city.

Concurrently, he also acts as the Action Officer of our Barangay Disaster


Coordinating Council including our Fire and Emergency Rescue Services.

Our Fire-Fighting Team has been very effective in the past in various fire-fighting
activities not only within our barangay but also in other adjacent barangays in the
metropolis.

Our Fire and Rescue Team was among the few teams that were accredited by the
Manila International Airport Authority to be a part of the Crash and Rescue Exercise
(CREX) conducted last year.

Our Emergency Rescue Ambulance was able to transport several patients coming
from various villages and sitios to various hospitals in the metropolis free of charge.

Ms. Marezel Chavez-Olaco, our Barangay Treasurer who had just married recently,
whose task is to ensure that our barangay budget has been used and spent in
accordance with the existing government accounting and auditing procedures.

Mr. Froilan L. Montecillo, our Administrative Officer, has been ably performing
general administrative functions in the barangay office. He has been an efficient
assistant to me.

These are the people behind our success in the barangay. Without them, we cannot
achieve these significant accomplishments for our constituents.

We also thank the various homeowners associations for their continued support in
various projects, programs and activities being undertaken by our barangay in their
respective area, our purok chairmen in various sitios and puroks and other officers
of our barangay such as the members of the Lupong Tagapamayapa who have been
very diligent in performing their duties.

We will continue to count on your support in the implementation of our Barangay


Action Plan for this calendar year particularly on the maintenance of peace and
order, health and safety, cleanliness and beautification, livelihood programs, the
general welfare of the senior citizens, disabled persons and destitute families, the
protection of women and children from any sort of abuses.

For my last, I am appealing to each and everyone to continue the camaraderie and
harmonious working relationship we have established in our community in the past
years, to continue the good team work, to continue serving our community as one
family with one noble goal in mindtuloy-tuloy ang trabahotuloy-tuloy ang
serbisyo.
