[On 01/18/15 at approx. 1453 hours I was working as West ACT unit 197 in full
uniform in the area of the 1000 block of Occidental AVE S. I was tasked as an
emphasis unit during the Seattle Seahawks VS Green Bay Packers football game. I

was working with SGT Edwards, #5969.

At this time, we were alerted by V/
that an individual who would be
identified as A/
had a knife and had just menaced him with it. V/
ran into the 1000 block of Occidental AVE S. and pointed out A/
saying,
"He's got a knife!"
I made contact with A/
and ordered him to the ground. A/
was slow
to respond to commands, but was compliant. A/
was placed into handcuffs
and a "STANLEY" multi tool was recovered from a pouch on his belt. A/
was stood up and read his rights.
V/
told police that he had been leaving the game when he was approached
by A/
who began asking why he was leaving the game so early. A/
was excited and made reference to the amount of money that V/
had spent
on his ticket, saying that he should go back inside the stadium. A/
then
brandished a "knife" which he held to V/
belly. V/
reported
feeling threatened and fearful for his safety.
V/
backed away and located police moments later.
The multi tool recovered from A/
has several bladed attachments. This
item was subsequently placed into evidence.
A/
was very intoxicated when he was contacted. He smelled very strongly
of alcohol and spoke with very slurred speech. His eyes were blood shot and
watery, and his pupils were large. After A/
was read his rights, he
apologized numerous times and said words to the effect of, "That was a stupid
thing I did?."
V/
told police that he would cooperate with prosecution, although he did
not wish to give a statement at the time of A/
arrest. V/
was
provided a case number on a business card and said he would give a statement to
detectives if he was contacted. V/
was not injured.
A/
was transported by Officers Godsoe and Persons to the KCJ jail where
he was booked Investigation of Assault. The incident and arrest were screened
by SGT O'Quin.
