1.0 (VOID)

2.0 CABLING AND TRANSMISSION EQUIPMENT

2.1 General

2.1.1 This section of the Specification comprises: -

(i) Copper cables utilised for Signal Post PAX extensions, PABX extensions,
electric traction, substation including feeder stations, track sectioning location
and the circuit breaker location and general distribution.

(ii) Fibre Optic cable supporting the main transmission medium network.

(iii) Digital transmission equipment conforming to the 2Mbit/s and SDH STM-1 or
STM-4 hierarchy.

2.2 Copper Cables

2.2.1 The purposes of the copper telecommunication cables is to connect office and line-
side communication facilities to a main distribution node: -

(i) Provision of services to Halts, Electrical Substations, Stations etc., and forms
the backbone of the general distribution from the transmission nodes.

(ii) Any other telephone or data circuits as necessary i.e. Signal Post PAX
extensions and PABX extensions.

(iii) At the completion of cabling and before bringing into traffic there shall be a
joint telecommunications / electrification test involving short circuit and load
tests to ensure that results are within specification.

Their design and construction shall comply with the British Standard Specification
BS 3573:1972.

The S.O. will consider cable designs complying with other recognised specifications,
provided that the detailed requirements of such specifications are submitted and are
considered to be similar or equivalent.

2.2.2 Construction of the cables shall be as follows:-

(i) Conductor : annealed copper

(ii) Insulation : cellular polyethylene for type A cable

(iii) Core structure : twisted pairs or twisted quadding

(iv) Stranding : 10 pair sub-unit; or according to BS 3573-1972

(v) Tape : polythene terepthalate and non-hygroscopic and


non-wicking dielectric material.

(vi) Moisture barrier : a nominal 150 µm aluminium tape applied


longitudinally with an overlap of not less than
6.5mm.

(vii) Sheath : polythene compound Type 03C as per BS 6234.

(viii) Armouring : galvanised steel wire according to BS 6234.

(ix) Outer Sheath : polythene compound Type 03C as per BS 6234.


The colour of the outer sheathing shall be black,
achieved by adding appropriate quantities of
carbon black during manufacture. The outer
sheath shall be of such chemical composition so
as to protect the sheath from attack by termites.

(x) Identification : A sequentially numbered cable length marker


shall be printed on the outer sheath, at a
regular intervals of 1 metre for indication of
cable length. The word “KTMB”, the year of
manufacture and the name of manufacturer
shall be embossed at intervals of 1 metre along
the outer sheath.

(xi) The number of different cable size shall be kept to a minimum and shall be of
the preferred sizes 10, 20 and 20+ pairs.

(xii) The nominal diameters of the copper conductor shall be 0.63mm and 0.9 mm.

(xiii) Conductors and conductor groups in the cable shall be separated from each
other with clear markings.

2.2.3 The average D.C loop resistance for a pair of conductors, at +20 degrees C, shall not
exceed the following values.

2.2.5 Cable Drums

Cable shall be delivered on strong wooden drums. The cable must be wound on
the drum in a way to afford easy inspection of ends. The ends of the cable must

be well protected mechanically and sealed for normal handling and storage. The
drum shall be covered with a weatherproof board. The name of the
manufacturer, number of the drum, the type and length of the cable and an arrow
which shows the permitted direction of rotation when moving the drum shall be
marked on the flange of the drum. The Contract Number shall be marked in the
cable drums.

2.2.6 Cable Test

All copper cables shall be tested in accordance with the testing specification
KI/SP/TS/I issue I dated 2.12.1995 (see Appendix 1).

All cable test results shall be submitted to the S.O. a minimum of four weeks prior
to the planned bringing into service date of the cable.

2.2.7 Cable Distribution

(i) Every track-side telephone, i.e. Signal Post PAX extensions and line-side
location cases.

(ii) Every overhead electrification trackside substation will be supplied by a


10 pair cable.

(iii) Distribution to all line-side facilities, stations and other railway building
complexes etc.

Based on the above and taking account of facilities detailed on the Layout Plans
the Contractor should propose a cable layout plan which would provide for the
services required and allow for 25% future expansion.

2.2.8 Cable Termination

The copper cables shall be brought into all intermediate and terminal stations and
halts as listed in the Schedule, to a suitable frame, mounted in these equipment
rooms. The sheath shall be removed from the copper cable to the bottom of the
termination frame. The copper cables pairs formed into a neat loom and laced
with plastic adhesive tape, shall be run to the allocated position on the frame.
The conductors shall be terminated on Krone insulation displacement connectors,
type LSA or equivalent.

2.2.9 Cable Laying

The cables shall be laid within the KTMB’s right of way in the buried concrete
cable trough along the railway, under track and road crossing, ducting etc.
Unless otherwise specified cables will be laid within the envelope of the overhead
electrification structures.
Approval shall be sought from the S.O. as to the distance and depth from the
overhead line equipment mast foundation in which the cable may be laid.

2.3 Optical Fibre Cables (Single mode)

2.3.1 The Optic Fibre to be supplied shall be of the mono-mode type.

2.3.2 The cable design shall be able to withstand pulling or compressing during
installation. Round wire armouring is required for the cable - (Clause 2.3.35
refers).

2.3.3 The cable shall be protected against damage by insects, termites and rats.

2.3.4 (void)

2.3.5 The cable design shall make it impervious to moisture.

2.3.6 The outer sheath of the optical shall be clearly marked for ease of identification.

2.3.7 The geometrical, optical fibre and transmission characteristics of the fibres are
defined according to the C.C.I.T.T. Recommendation G.652. The measurement
of the characteristics shall be made in accordance with the same C.C.I.T.T.
recommendation.

2.3.8 The main operating wavelength is around 1300mm. There are also requirements
concerning the future use at wavelengths around 1550 nm.

2.3.9 The mode field diameter shall be between 8.5 µm and 10.5 µm measured at 1300
nm.

2.3.10 The cladding diameter shall be 125 +/- 3µm.

2.3.11 The cladding non circularity shall be less than 2%.

2.3.12 The mode field concentricity error shall be less than 1 pm.

2.3.13 The cut-off wavelength of the second order mode shall be in the wavelength
range 1150 nm to 1330 nm. (Note: The requirements for cut-off wavelength of
cabled fibres are stated in relevant cable specifications).

2.3.14 The fibres shall be proof tested with at least 0.7% strain with a minimum duration
of 1second.

2.3.15 The primary coating shall be uniform and firmly attached to the fibre cladding.
The coating shall be capable of being stripped mechanically. Acceptable fibre
types are described below:-

(i) Tight buffer type

The nominal outer diameter of the coating of tight buffer type fibres shall
be 0.9 mm. The buffer layer shall be made of silicon or some other
material which has corresponding softness.

(ii) Fibres with thickened primary coating

The nominal outer diameter of the thickened primary coating shall be 400
or 500µm. The coating shall be coloured, that is, no fibre with natural
colour is acceptable.

2.3.16 Attenuation change of 3 meters of the fibre bent into loose loops with a radius of
50mm, when cooled from room temperature to -45 degree Celsius, and
measured at a wavelength of 1300 nm and 1550 nm, shall be less than 0.1 dB.

2.3.17 The requirements for transmission characteristics apply for cabled fibres at a
temperature of + 20 degrees Celsius, measured on a reel under normal operation
conditions as described in the relevant cable specifications.

2.3.18 The average attenuation of the fibres measured in a cable of delivery length shall
not exceed 0.4 dB / km and any single attenuation value shall not exceed 0.5
dB/km over wavelength range from 1285 nm to 1330 nm. The attenuation shall
be constant over the fibre length and there shall be no attenuation steps
exceeding 0.1dB.

2.3.19 The average attenuation of the fibres measured in a cable of delivery length shall
not exceed 0.3 dB/km and any single attenuation value shall not exceed 0.4
dB/km at the wavelength of 1550 nm. The attenuation shall be constant over the
fibre length and there shall be no attenuation steps exceeding 0.2 dB.

2.3.20 The dispersion shall not exceed 3.5 ps/km/nm for the wavelength range 1285 nm
to 1330 nm and 20 ps/km/nm at the wavelength of 1550 nm.

2.3.21 The following data shall be supplied by the manufacturer for each fibre type.

(i) The strength distribution (Weilbull’s plot) of proof tested primary of buffer
coated fibres measured in the laboratory atmosphere. The slopes of the
distribution shall be given (m extrinsic flaws; m manufacturing process
and intrinsic flaws). Number of samples shall be at least 50, gauge length
10 m or 20 m and strain rate 5% min. The gauge length may be shorter
(minimum 1 m) but the total length of tested fibre sample shall be at least
500 m.

(ii) The failure number per unit length during proof testing. The proof test
strain shall also be given.

(iii) Static fatigue curves (time to failure against stress) and stress corrosion
factors (n) determined for relative humidity of 40% and 100% at a
temperature of 25 degrees Celsius, for the proof tested primary coated
fibres.

(iv) The base and dopant materials of the fibres in MUL%.

(v) The coating materials and dimensions of coating layers.

(vi) The nominal refractive index profile. The nominal mode field diameter
and its variation limits.

(vii) Test results of hydrogen effects on the attenuation of the fibres. Both
reversible and non-reversible parts of the attenuation shall be measured.

(viii) Test results of the splice losses when the fibre is fusion spliced to other
commercial matched cladding and depressed cladding fibres types.

(ix) The wavelength area where dispersion-zero appears, the slope of the
dispersion curve, and the maximum absolute values of dispersion
measured at the wavelength of 1285 and 1330 nm.

2.3.22 The optical fibres shall meet the requirements stated in preceding part of the
Specification. All the fibres in a cable delivery lot shall be of the same quality and
origin, and from the same manufacturer. Fibre splices in a cable delivery length
are not acceptable. Fibres with thickened primary coating are not acceptable for
use in buried cables.

2.3.23 The attenuation variation for any cabled fibre shall not exceed 0.1 dB/km over the
temperature range from -20 to + 25 degrees Celsius and 0.3 dB/km over the
temperature range from -45 to + 55 degrees Celsius, measured under normal
operating conditions and on a reel of cable, for the wavelength range from 1285
nm to 1330 nm and for the wave length of 1550 nm. The cables shall be tested
in accordance with the test method FI of I.E.C. Publication 794-1.

2.3.24 For the purposes of this test, cables shall be subjected to the temperature
change cycles described below. The attenuation of each fibre shall be measured
for every temperature step mentioned, when the cables have reached that
temperature.

Temperature change cycles: The temperature in the chamber (in degrees


Celsius) shall be changed to:-

(1) -45 degrees


(2) +55 degrees
(3) -20 degrees
(4) +25 degrees
(5) -45 degrees
(6) +55 degrees
(7) Room temperature

Requirement:- There shall be no visible deterioration in the cables after the


test and they shall meet the limits stated in the preceding
paragraph.

2.3.25 The cable shall be designed and manufactured for an operating life cycle of 30
years. The cable construction shall be such that the total strain of the fibres,
including the permanent strain caused by the cabling process, shall not exceed
0.2% under any normal condition during or after installation. The normal
installation and operation conditions are described in this Specification.

2.3.26 All the cable materials shall be compatible with each other. It shall be the
responsibility of the manufacturer to establish quality assurance by quality control
procedures, which ensure that the cables meet the requirements of the
Specification.

2.3.27 Each cable shall contain as many fibres as indicated in the schedules for the
cables required. The cable core shall be entirely non-metallic.

2.3.28 The fibres shall be marked by continuous colouring of the fibre coatings. The
colours shall be in accordance with IEC Publication 304. In the basic layer
construction the following colour code shall be used:-

The colour of the filler elements shall be black.

In special construction, for example, multiple fibres in a slotted core, the same
principle shall be followed.

2.3.29 The cable core shall be filled with a filling compound in order to prevent
longitudinal water penetration. The filling compound shall be free from any visible
impurities and water. The compound shall be odourless and non-toxic, and its
chemical properties shall be compatible for use with the coating and sheath
materials. The compound shall be non-liquid at temperature below 70 degrees
Celsius. The compound shall be capable of being easily removed using normal
work method with an aliphatic solvent, the boiling point of which is between 190
and 240 Celsius.

2.3.30 Water penetration test: the cable shall be tested in accordance with the test
method F5 of IEC Publication 794-1.

Note: The tightness requirements shall apply to all the interstices inside the
moisture barrier, the moisture barrier itself and the polythene sheath
immediately surrounding the moisture barrier. The cable shall be
considered to have failed if two consecutive samples taken from a cable
length fail in the test.

2.3.31 The cable shall pass the test for filling compound flow in accordance with EIA
Standard 455-81, method A. The test sample is laid horizontally in the oven at a
temperature of 70 degrees Celsius (+/- 3 degrees) for one hour. Thereafter the
test sample is laid in the vertical position in the oven at the same temperature for
24 hours. There shall be no signs of the filling materials under the sample, at the
end of the test period.

2.3.32 An aluminium laminate coated on both sides by a polymer film shall surround the
cable core. The laminate shall be applied longitudinally with a aluminium tape
shall be not less than 0.15 mm and the nominal thickness of the polymer film
coating 0.04 mm.

2.3.33 The sheath of the cable be made of black weather-resistant polyethylene. Unless
otherwise specified the sheath shall be in accordance with the IEC-Publication
708-1.

2.3.34 The inner sheath of the cable shall be fully attached to the aluminium tape that
surrounds the cable core. The nominal thickness of the inner sheath shall be 1.4
mm. The mean value for the thickness of the inner sheath shall not be less than
the nominal value and at any single instance shall not be less than 1.0 mm.

2.3.35 The cable shall be armoured throughout with circular zinc coated steel wires.
The armouring shall be sealed longitudinally with bitumen. The preferred
diameter of the armouring wire is 1.4 mm. In lieu of armour, the S.O. may
consider alternative means of mechanical protection of the cable, subject to
approval.

2.3.36 The tensile strength of the armouring wire shall be between 340 and 490 N/mm2.
The tensile strength shall be calculated from the original real cross-sectional area
including the zinc coating.

2.3.37 The armouring wire shall not break when it is wrapped 8 turns around a mandrill
of the same diameter as the wire. The speed of wrapping shall not exceed 1 turn
per second.

2.3.38 The amount of zinc coating on the armouring the wire shall be at least 180 g/m2.
The zinc coating shall be evenly distributed and adhere firmly to the steel. The
quantity of zinc shall be measured in accordance with the ISO Standard 1460.
The quantity of the zinc coating shall be tested by wrapping 8 turns around a
mandrill having a diameter of three times the diameter of the wire. The zinc
coating shall not exhibit splits where zinc scale can be rubbed off by fingers.

2.3.39 The cable sheath shall be marked clearly with the word “KTMB, cable type
designation, the year of manufacturer, the mark of the manufacturer and a
running length reading in meters starting with 0 m at the beginning of the
manufacturing length. The marking shall be done at 2 m or shorter intervals.

2.3.40 The sheath which is directly covering the armouring shall withstand for one
minute without breakdown the application of a test voltage of 1500 V r.m.s. 50Hz
or 2000 V d.c., after the cable has been submerged in water at least two hours.
The test voltage shall be connected between the armouring and the water. This
under water test may be replaced by a dry test in which the sheath shall
withstand for one minute without breakdown the application of a test voltage of
3500 V r.m.s. 50 Hz or 500 V d.c., the test voltage being connected between the
armouring and an outer electrode.

2.3.41 The inner sheath shall withstand for one minute without breakdown the
application of a test voltage of 300 V r.m.s. 50 Hz or 500 d.c. The test voltage
shall be connected between the aluminium tape and armouring.

2.3.42 Buried cables may be installed into the ground without any other protection by
ploughing or by laying them into a trench. The cables may also need to be pulled
through ducts, therefore the minimum bending radius of the installed cables will
be 300 mm.

2.3.43 The strain in the fibres shall not exceed 0.2% when the cable is tested according
to the test method E1 of IEC Publication 794-1. The maximum tensile force of
the test shall be 8000 N and the cable section under test shall be at least 100m
long. The attenuation of the fibres during the test shall be within the limits stated
in the relevant section of the Specification, concerning optical fibres. The strain in

the fibres and the change of the attenuation shall be recorded as a function of
load.

2.3.44 The attenuation of any fibre measured at the wavelength of 1300 nm and 1550
nm shall not increase more than 0.1 dB during the test E3 of IEC Publication 794-
1.

2.3.45 The edges of the movable plate shall be rounded with a radius of more than 5
mm. The load shall be 6000 N and shall be applied for 60 seconds. After the
test the cable shall not exhibit any visible mechanical damage or any change in
transmission characteristics. (for the purpose of this test, external deformation of
the cable will not be considered as mechanical damage, However, cracking,
splitting or other similar damage in the sheath are not acceptable).

2.3.46 The attenuation of any fibre measured at the wavelength of 1300 nm and 1550
nm shall not increase more than 0.1 dB when compressed with a mandrill of
diameter 25 mm crossing the cable at 90 degrees angle. The mandrill shall be
applied at a load of 2000 N. After the test the cable shall not exhibit any visible
mechanical damage of any change in transmission characteristics. (For the
purpose of this test, external deformation of the cable will not be considered as
mechanical damage. However, cracking, splitting or other similar damage in the
sheath are not acceptable).

2.3.47 The attenuation of any fibre measured at the wavelengths of 1300 nm and 1550
nm shall not increase more than 0.1 dB and the cable shall not exhibit any visible
mechanical damage after the impact test made in accordance with the test E4 of
IEC Publication 794-1. The radius (r) of the intermediate piece shall be 50 mm.
The test shall be carried out at a temperature of 20 degrees Celsius (+/- 5
degrees). The mass of the weight and the height from which the weight falls shall
be adjusted to give an impact energy of 50 Joules. (For the purpose of this test,
external deformation of the cable will not be considered as mechanical damage.
However, cracking, splitting or other similar damage in the sheath are nor
acceptable).

2.3.48 There shall be no breakage of any fibre or strength member and no visible
mechanical damage in the cable when subjected to the repeated bending test in
accordance with test E6 of IEC Publication 794-1. The bending radius (R) shall
be 200 mm., the load 75N and the number of bends 1000. (Breakage of the
aluminium laminate shall not be considered as mechanical damage for the
purpose of this test).

2.3.49 There shall be no breakage of any fibre or strength member and no visible
mechanical damage in the cable when subjected to the torsion test in accordance
with test E7 of IEC Publication 794-1. The length (L) shall be 1000 mm and the
load 150 N. The test shall consist of 20 cycles with torsion of +180 degrees and
-180 degrees.

2.3..50 The attenuation of the fibres shall meet the requirements stated in the relevant
section of the Specification, for the optical fibres, after the cable has been pulled
through a 180 degree bend around a mandrill with a diameter of 800 mm, for 10
cycles back and forth, while a tensile load of 8000N is applied on the cable. The
cable shall not exhibit any mechanical defects after this test of cable bending
under tension.

2.3.51 Attenuation of any fibre measured at the wavelength of 1300 nm and 1550 nm
shall not increase more than 0.1 dB and there shall be no visible mechanical
damage in the cable when tested for cable bending at low temperature according
to the test E11 of IEC Publication 794-1 (refers to Sub-Clause 9.1 of IEC
Publication 540). The diameter of the mandrill shall be 600 mm and the
temperature -10 degree Celsius (+/- 3 degrees). The cable shall be wound 4
times around the mandrill.

2.3.52 A cable ageing test shall be carried out. For this purpose a 20 m cable sample
bent around a mandrill shall be warmed to a temperature of +70 degrees Celsius
(+/- 3 degrees) and maintained at that temperature for 168 hours. The diameter
of the mandrill shall be 600 mm. The cable shall maintain the mechanical and
transmission characteristics specified for operation.

2.3.53 Test for evolution of hydrogen from cable materials shall be made using a 15 cm
length of cable from which the armouring has been removed. This sample shall
then be kept at a temperature of +70 degrees Celsius (+/- 3 degrees) for 168
hours. The amount of hydrogen involved from the sample shall be recorded.

2.3.54 Measurement of the transmission characteristics and geometrical parameters of


the cable shall be carried out in accordance with the C.C.I.T.T. Recommendation
G.652.

2.3.55 Test results from the manufacturer shall be provided as follows: -

(i) For each cable type

(a) The difference between length of cable and cable fibre. The
velocity of propagation of the test pulse in a straight fibre at the
wavelength of 1300 nm.

(b) Test results of the hydrogen evolution test for cable materials
measured. In addition an estimate of the amount of hydrogen
inside the cable during its life shall be provided.

(ii) For each delivery lot

(a) The attenuation at the wavelength of 1300 nm and 1550 nm in


dB/km, of every fibre, for at least 5% of delivery lengths of each
cable construction (for one delivery length minimum per
construction) at temperatures of -45, -20, +25 , and + 55 degrees
Celsius.

(b) The attenuation verses wavelength plot of each cabled fibre for
one delivery length for wavelengths over the range from 1000 nm
to 1800 nm.

(iii) For each cable length

(a) The attenuation of each fibre at one wavelength within the range
from 1285 nm to 1330 nm and in the region of 1550 nm measured
at laboratory temperature. The spectral line width (FWHM) of the
test signal shall not exceed 20 nm. The wavelength used for
measurement and the temperature shall be issued.

(b) The transmission delay for at least one fibre in micro-seconds at a


wavelength of 1300 nm.

2.3.55 Nominal delivery length shall be 2000 m. At least 80% of drums delivered shall
be with cables 2000 +/- 200 m in length. Lengths shorter than 900 m or longer
than 2200m shall not be accepted. If cables which are shorter than the nominal
length are to be delivered, the reason for this and the original manufacturer
reference numbers for such cables shall be stated.

2.3.56 Cables shall be packed according to separate packing instructions.


2.3.57 Manufacturer shall provide all information required for installation of the cables,
including the preferred methods for the removal of the coating materials from the
fibres, the preferred splicing and reinforcement methods, instructions for the
fabrication of cable pulling eyes, grips or other methods for cable attachment etc.
All details essential for proper installation of the cables shall be included.

2.4 Compatibility

The optical fibre links constructed from the contractor’s equipment must be
suitable for interconnection to other optical fibre links constructed from another
manufacturer’s equipment, as long as the links are designed to operate at the
same I.TU-T recommended digital interfaces.

2.5 Cable Installation

2.5.1 The Contractor shall arrange for every cable joint position to be clearly marked
along the physical route for ease of maintenance and fault location purpose.
There shall be no more than two (2) joints per 2 km of optic length. If more joints
are found to be necessary, reasons for this shall be forwarded to the S.O for
approval.

2.5.2 Diagrams shall be supplied by the Contractor, indicating specific laid cable
lengths and cable joint positions by distance from the terminal location.

2.5.3 Test results of the installed cables by individual fibre and cable section shall be
provided (OTDR prints) to the S.O at least 4 weeks prior to the bringing into
service date of the cable. Each print should indicate as a minimum the power
budget, power loss and individual joint position and attenuation.

2.5.4 Any cable joint boxes required for cable joints in the main cable route shall be
provided by the Contractor to the satisfaction of the S.O.

2.5.5 Telephone Cable Distribution System

2.5.5.1 The works shall be carried out by qualified telephone wiring contractor.

2.5.5.2 Telephone wring diagrams shall be prepared and submitted to Telekom Malaysia
for approval.

2.5.5.3 Each distribution frame shall be supplied with termination records. Accurate
records ad documentations shall be provided.

2.6 Transmission and Terminating Equipment (Optical Fibre Cable System)

2.6.1 The optical fibre cables to be installed along the railway route shall form part of
KTMB’s dedicated telecommunications network. For this phase it is proposed to
make use of optical fibre pairs along extended route, as follows: -

- 1 pairs of fibres for a SDH STM-1/4 system trunk for the main route

- 1 pairs of fibres reserved for signalling throughout the entire double tracking
area. This pair shall be terminated with 2 Mbit/s optical line equipment only
and shall include facilities for remote monitoring.
- 1 pair for loop-back protection

2.6.2 The transmission system conforming to SDH STM-1/4 shall include the following
devices:

- optical line equipment


- add drop multiplexer equipment
- 2Mbit/s digital branching equipment
- Subscriber and voice frequency (VF) interface units
- Data interface units
- Optical fibre cable boxes.
- Power supplies
- Racks and cases.
- 2Mbits/G 703 interface units.

2.6.3 The transmission network shall be equipped with a local and remote supervision
system for maintenance services. The primary PCM Multiplex Equipment shall be
able to detect the following minimum fault conditions: -

- failure of power supply


- loss of incoming signal at 64 Kbit/s input port
- loss of incoming signal at 2048 Kbit/s
- loss of frame alignment
- excessive error ratio
- remote station alarm

2.6.4 Provision of loop back protection at STM-1 level for the transmission networks.

2.6.5 The KTMB’s existing digital transmission equipment (DTS) and ancillary
equipment as part of KTMB’s trunk digital transmission network within the project
site installed under KTMB’s nationwide digital transmission network shall be
retained and reused or expanded (if necessary) as part of the Finished Work
under the System Contract.

2.6.6 As part of interim works, the Contractor is required to relocate the digital
transmission equipment and ancillary equipment installed within equipment
rooms of the existing station buildings to interim equipment rooms and/or new
station buildings provided under the Infrastructure Contract.

2.6.7 The equipment shall have automatic laser shut down facility in case of breakdown
of the cable.

2.6.8 The optical line equipment shall comply with the CCITT recommendations G703,
G.823, G956, G.561 and G652. The wavelength region shall be 1300 nm or
1500nm, as applicable. The transmitter shall be a light emitting diode (LED) or
laser device.

2.6.9 The 8Mbit/s second order digital multiple equipment, where provided shall comply
with CCITT recommendations G.742, G.703 and G.823 (Red Book).

2.6.10 The 2Mbit/s first order digital multiplex equipment shall comply with CCITT
recommendations G.703, G.704, G.711, G.732, G.735, G.736 and G.823. The
equipment must incorporate the interfaces fir the 8Mbit/s multiplex equipment,
2Mbit/s branching equipment, the interface for analogue or digital PABX -
subscriber, data 2Mbit/s (inter-exchange trunk, common channel signalling) and
1200-9600 bit/s, base station voice/control and remote omnibus (signalling) line.

2.6.11 The 2Mbit/s branching equipment shall comply with the CCITT recommendations
G.703, G.704, G.711, G.732 and G.823. The equipment must incorporate the
interfaces for the 2 Mbit/s multiplex equipment, analogue or digital PABX -
subscriber, train controller’s omnibus telephone, data 1200 -9600 bit/s, base
station voice control and remote control omnibus (signalling) channel.

2.6.12 The subscriber and VF interface units shall comply with the CCITT
recommendations (Red Book) G.711, G.712, G.713, G.714, G.517, G.732 and
G.735. The units must have the interfaces for the analogue or digital PABX -
subscriber, base station voice /control, train controller’s omnibus telephone and
remote control omnibus (signalling) channel.

2.6.13 The data interface units shall comply with the CCITT series V, and X.,
recommendations, G.703, G.704, G.732. The units must have the interfaces for
the 1200-9600 bit/s data channels in the 2Mbit/s multiplexing and branching
equipment, interfaces for the 2Mbit/s data channel in the 2Mbit/s multiplexer unit
(inter-exchange trunk, common channel signalling).

2.6.14 The Contractor will be expected to offer a solution incorporating all equipment
and services necessary to meet the specification. This includes the following: -

(i) DC standby power supplies


(ii) coaxial cabling
(iii) all other necessary cabling
(iv) racking
(v) DDFs (as necessary)
(vi) installation
(viii) commissioning

The system shall meet all the relevant recommendation / specifications as


detailed in this section.

2.6.15 DC Power Plant

(i) Power supplies shall be derived from U.P.S. system. All equipment shall
be powered from a nominal - 48VDC supply. The Contractor shall detail
the steps taken to protect the operation of the equipment from the failure
of individual Dc supplies / circuits.

(ii) The equipment shall be capable of continuously providing the rated DC


output within an AC input voltage range 216 to 264 volts at 48 to 52 Hertz.

(iii) The DC power plant nominal output voltage is 48V positive earth within a
tolerance of ± 20% (i.e. from 38 V to 58 V). The limit of hum ripple shall
not be greater than 100 mV within the frequency rage of 50 Hz to 100 Hz.

(iv) The nominal specified load at each site shall consist of the maximum
current used by the equipment supplied by the Contractor plus 100%
capacity for expansion. The stand-by time for the specified load shall not
be less than 12 hours. The Contractor shall include a detailed breakdown
of the equipment and power loading with the Proposal return.

(v) The Contractor shall ensure that the battery unit distribution cabling is
protected to prevent accidental contact by personnel whilst carrying out
routine maintenance tasks.

(vi) Each equipment shelf shall be powered through a separate miniature


circuit breakers (MCBs). The MCB for each shelf in each rack face shall
be located on an MCB distribution panel mounted at the top of the
corresponding rack face. Alternatively fuses may be offered, however
MCBs would be preferred.

2.7 Network Management System

2.7.1 The remote supervisory and fault diagnostic system for the transmission network
shall be a computer system to facilitate monitoring of the optical fibre cable and
terminal equipment. In addition, the system must:

(i) Indicate the alarm in the local equipment at site as well at the Remote
Control Centre in Kuala Lumpur and new North CTC.

(ii) Include remote control facilities that shall be utilised to switch traffic from
faulty links.

(iii) Include provisions for fault indication and analysis for interface link to the
other KTMB telecommunications equipment within the area.

2.7.2 The transmission system networks for Klang Valley and the project site shall be
fully compatible and integrated with the NMS system in CTC-central to provide
centralised monitoring and supervisory of KTMB’s digital transmission network.
The integration and interfacing of the systems which may involve reconfiguration,
modification and/or upgrading of software/hardware, wiring at Kuala Lumpur
Sentral shall be part of the Contractor’s scope under the Contract.

2.8 System Performance

2.8.1 The Contractor shall satisfy the S.O. of the reliability of the equipment over an
assumed minimum operational life of 15 years.

2.8.2 The Contractor shall provide details of equipment mean time between failure
(MTBF) performance for all operational equipment. The MTBF figures shall be

quoted for each item of equipment and calculations shall be provided for the
reliability of the complete system.

2.8.3 The Contractor shall give justification for his expected MTBF figures based on
either or both of the following sources:

(i) A prediction; in which case the component reliability data used and the
calculations shall be forwarded to the S.O. The component reliability data
used shall be applicable to the quality of devices to be employed in
production of equipment.

(ii) Experience of equipment already in service; in which case quantities and


time in service shall be given.

2.8.4 The Contractor shall maintain statistics relating to the failure of supplied units as
well as the most probable cause of each failure for units returned during warranty
period. This information shall be made available to the S.O. on a regular basis
and when requested by the S.O.

2.9 Testing

2.9.1 The Contractor shall provide all test equipment necessary for the acceptance
tests of the equipment.

2.9.2 The Contractor shall ensure that all test equipment is designed for the function
that it is being used.

2.9.3 The Contractor shall ensure that all test equipment is correctly in the accordance
with BS 5781. The S.O. shall require documentary evidence of calibration.

2.9.4 Any equipment proved to be faulty during testing shall be replaced from the
Contractor’s own stock and must NOT be taken from the consigned stock of
spares designated for the S.O. Such defects shall be recorded and presented to
the S.O. with the test results.

2.9.5 The Contractor is to produce a test plan detailing the proposed testing methods,
procedures, record sheets, resources and management. This should be
designed to provide the most efficient testing solution and should be supplied to
the S.O. eight (8) weeks before the start of testing for the S.O.’s approval.

2.9.6 The Contractor shall carry out a full site inspection of the quality of installation.

Final acceptance tests.

2.9.7 The Contractor shall, be means of the planned testing, prove to the S.O. that the
system meets its full specification, has in no way been damaged, degraded
during transportation or installation and is fit for bringing into service. It is also
required that levels and correct function are recorded for future maintenance.

In order to prove the above, the following types of test shall be carried out: -

(i) Power Plant

The Contractor shall discharge the cells fully to their specified capacity
and recharge them using a method approved by the battery manufacturer.
All tests necessary to prove the correct operation of the charges, load
disconnects units and distribution cabling shall be performed.

(ii) Audio Parameters

Audio circuits shall be tested to prove their correct function to the limits
recommended in CCITT recommendations G.711, G.712, G.713 and
G.714.

(iii) Alarms

All equipment' s alarm circuits shall be tested.

(iv) Optical Line Equipment

Optical power levels shall be tested and the optical power budget
confirmed.

(v) Configuration and Software

The software functions shall be tested and the configuration of the


equipment checked.

(vi) Analogue cross-talk

All analogue circuits shall be tested for cross-talk.

(vii) Stability Tests

All digital circuits shall be stability tested. The minimum duration shall be
as follows:-

64kbit/s 15 minutes
2Mbit/s 24 hours
8Mbit/s 24 hours

The method of stability testing shall be to apply a pseudo random bit


sequence to the circuit’s input recording the errors received at the circuits
output on the DDF/S. During the test all coaxial connectors, cables, cards
and shelves shall be thoroughly percussion tested. The stability test shall
only be passed if zero errors are recorded. Should any errors be
recorded the Contractor shall be obliged to prove their cause and record
and the remedial action required preventing their repetition.

(viii) End-to-end function

The correct function of all circuits in a specified configuration shall be


proved from en-to-end.

(ix) Transmission network element management system

The Contractor shall carry out a full functional test of the element
management system.

The Contractor shall also carry out any other tests that the S.O. considers
necessary to ascertain that the equipment meets the specification and is
fit for the purpose for which it is supplied.

2.9.8 The S.O. reserves the right to witness any or all such tests. The responsibility for
commissioning the system rests with the Contractor.

2.9.9 At least 2 weeks notice shall be given to the S.O. that the equipment / system is
to be inspected and tested in the factory or on site.

2.9.10 On completion of the tests, all test results shall be collated and bound and 3
copies presented to the S.O., within 2 weeks. In addition, 1 complete set of
results, in draft form shall be supplied to the S.O. before leaving the factory / site.

2.9.11 The equipment will only be accepted when all faults and discrepancies diagnosed
during the installation testing period and following commissioning have been
found and corrected by the Contractor to the satisfaction of the S.O.

2.9.12 All test documentation produced by the Contractor must meet the S.O.’s
requirements and conform to the standard laid down in BS 5750: 1987 standard
or equivalent.

2.9.13 The system shall be compatible with the existing system installed at existing
stations within the project area. System hardware and software shall be able to
be interfaced and driven from the existing NMS that has been installed in this
region.

2.9.14 The contractor shall verify the existing equipment facilities installed at existing
stations within the project site to be reused, upgraded and expanded for
incorporation as an integral part of the system in the Finished works under the
Contract.

2.10 Racking Installation

2.10.1 The Contractor shall specify the racking/cubicles in the proposal, with full
information regarding proposed layout. All equipment shall be clearly indelibly
labelled / sign written with a legend that uniquely and easily identifies it.

2.10.2 The Contractor shall be quoted for the supply and installation of the racking /
cubicles necessary to contain the offered equipment and allow a minimum of 50%
space for future expansion.

2.10.3 All cables shall be installed in a protected route, e.g., cable tray, under floor
ducts, conduit or trunking. The Contractor is responsible for the provision of
additional mechanical structures required to support and protect the cables
supplied under the contract.

2.10.4 The Contractor shall supply and install all telecommunications wires and cables
between the equipment and distribution frames / shelves, all wiring associated
with power supplies, both AC and DC and all wiring associated with earthing.

Every cable must be indelibly labelled / sign written not further than 150mm from
each end with a legend that uniquely and easily identifies its function, local and
far end connections. Factory terminated and tested cabled should be used
wherever possible to limit the possibility if faulty connections.

2.10.5 At all sites the Contractor shall connect the equipment to the main station earth
using cables conforming to BS 6004 having a minimum cross sectional area of
25mm2 and sheath coloured green / yellow. The cable shall be properly
terminated using correctly sized insulated compression terminal, these are to be
bolted to a suitable point on the equipment rack and the main station earth bus-
bar.

2.10.6 Power supply wiring cables (both AC and DC) shall be of single core insulated
copper conductors confirming to BS 6004. AC mains cables must carefully
segregated from all others by being insulated in separate (or divided) trunking
where conduits are not used. DC power supply cabling shall have the following
colour code:

Positive (earth) - black


Negative - blue

AC power shall be taken from a local isolator or fused spur.

3.0 AUTOMATIC TELEPHONE SWITCHING EQUIPMENT (PABX), EXTENSION.

3.1 Requirements

3.1.1 New PABX equipment, already installed within the project area (as part of a
nation-wide railway communications network being implemented under a
separate project) shall be relocated and/or reused, as appropriate, and retained
as part of the Finished Works.

3.1.2 The Contractor shall examine and verify that the KTMB’s network of integrated
exchanges currently in place within the project site is sufficient to meet KTMB’s
operational needs for the new electrified railway network. The Contractor shall
upgrade or expand the KTMB’s network of integrated exchanges if required.

3.1.3 As part of interim works, the Contractor shall be responsible to relocate: -

1) The existing PABX and ancillary equipment at stations to the new station
buildings which will be built as part of Infrastructure Works, as required;

2) Telephones lines and telephone sets at the existing stations (or halts) to
interim and/or new buildings which will be built as part of Infrastructure Works.

3.1.4 Provision of new PABX lines complete with phone sets at new stations, halts,
new railway offices, CTC office, ECR, railway quarters, new depots, workshops,
TSL buildings, Feeder Station buildings, lineside cabinets and other locations
designated by the S.O as part of the System Contract.

3.1.5 Provision of interconnection between PABX to enable calls to be made to and


from the following systems

1) PAX type Signal Post Telephone System

2) Train Radio System

3.1.4 General

3.1.4.1 All telephone instruments shall be equipped with push button key pads (DTMF
dialling).

3.1.4.2 The PABX shall be equipped with a single position operators console.

3.1.4.3 In order to determine whether the KTMB’s existing network of integrated


exchange is correctly sized (dimensioned) to meet the traffic flows it shall be
necessary to carry out detailed traffic studies of both existing and planned traffic
patterns. This may involve artificial loading of the system. A copy of the studies
shall be forwarded to the S.O. as part of the Contractor’s Proposal to determine
any upgrading of the P.A.B.X is required.

3.1.4.4 The equipment supplied must be type approved for connection to the public
network, shall comply with the relevant CCITT recommendations for a national
telephone service and shall be capable of interfacing with other equipment (i.e.
mobile radio). PABX plug points / phones are required at: -

(a) Electrification Switching locations


(b) Line-side cabinets including the way side maintenance technician panel.
(c) North CTC office.

3.1.4.5 Before ready for service, the Contractor shall supply to the S.O. the following
drawings and documentation inclusive of programming information:-

Three copies of diagrams, diagram notes, part / stock list specifications, operating
instructions, engineering handbooks, remote diagnostic instructions, software
command manuals and one site log relevant to each system provided. This to
include modems, battery chargers, batteries and all peripheral equipment.

3.1.4.6 It shall be possible for KTMB to reconfigure the PABX as an owner, operator,
maintainer who will be in total control of its work.

3.1.4.7 In order to determine whether the proposed exchange is correctly sized


(dimensioned) to meet the traffic flows it shall be necessary to carry out detailed
traffic studies of both existing and planned traffic patterns. This may involve
artificial loading of the system. A copy of the studies shall be forwarded to the
S.O. prior to the commencement of the detailed engineering design of the
P.A.B.X.

3.2 Bringing Into Service (BIS) and Bringing Into Traffic (BIT)

3.2.1 The BIS date for the exchange equipment will be specified by the S.O.

3.2.2 The BIT date for the exchange equipment will be specified by the S.O.

3.3.1 For design purpose the distribution of traffic at an exchange shall be assumed to
be:

Local traffic 40%


Long distance traffic 40%
Traffic to/from the public network 20%

3.3.2 The capacity of the common modules such as processors, shall be large enough
to handle all the traffic up to the final capacity of the exchange without increasing
the blocking value which should be less than 20%.

3.3.3 The exchange shall contain all equipment, (including common cards), wiring and
software such that additional facilities may be used after the addition of the
relevant card e.g. extension card, trunk card etc.

3.3.4 The exchange shall be capable of being extended to its ultimate size with no
degradation of service and shall contain the necessary processors, software and
common equipment to contain expansion.

3.3.5 The call barring facilities shall include at least seven programmable categories as
follows:

(i) No restrictions, access to the public automatic network (national and


international)

(ii) Access to the national public automatic network

(iiii) Access to the local public automatic network (long distance calls are
barred)

(iv) Access to the public automatic network possible only with the assistance
of the operator.

(v) Access to the public telephone network prohibited, (long distance and
local calls within the KTMB network are permitted).

(vi) Access only to KTMB local telephone network (Long distance calls are
barred).

(vii) Closed user group i.e. restricted group access for Train Control extension
working.

3.3.6 Access to the emergency numbers of the public network shall be provided for
every extension.

3.3.7 The transmission characteristics shall meet the CCITT recommendation Q.507.

3.3.8 The extension line interface in the exchange equipment shall match analogue or
digital extension equipment, as required, and fulfil the following requirements:

(i) Extension line circuits shall work without the use of externally mounted
long line units to telephone instruments terminated on physical cable pairs
of up to nominally 2000 ohms loop resistance (including the telephone
instrument).

(ii) The minimum value for the leakage resistance of the line shall be 25 k
ohms. (This value refers to resistance of one “leg” in a star network
representation of the leakage resistance between the line wires and
earth).

(iii) The transmission bridge shall be symmetrical with respect to earth and
the resistance shall be 2 x 400 ohms ± 10% with a nominal voltage of 48
V d.c.

(iv) The exchange equipment shall block the extension line after certain
period of “off-hook” condition without a selection being received. This
period shall be between 10 and 20 seconds. Busy tone shall be sent to
the blocked extension.

(v) The “recall” facility shall be initiated by a momentary breaking of the line
circuit. An earth recall system shall not be accepted.

3.3.9 It shall be also possible to connect individual extensions (digital or analogue) to


the exchange equipment via the PCM transmission system, when the distance
are too great for the extensions to be served directly via cable connections. The
appropriate interface for such applications shall be provided on a ratio of 1:4
extensions.

3.3.10 The trunk line (and tie lines) for the KTMB network shall be connected via PCM
transmission equipment. It shall be possible to route the trunks individually in
separate time slots within the same 30-channel group.

3.3.11 The interface for the trunk lines shall meet the CCITT recommendation G.734 for
2 Mbit/s primary block.

3.3.12 The exchange equipment shall be capable of interfacing with traffic to and from
the public exchange, and shall include “direct-dial-in” (DDI) facilities of 4 line
(provisional)

3.3.13 There shall be six direct exchange lines between the PABX and the public
telephone network (provisional figure)

3.3.15 The required connections to the public network, including their electrical
characteristics and signalling methods, shall be investigated by the contractor
and provided as required.

3.3.16 The required connections and interfaces for the Train Radio System shall be
provided.

3.3.17 The following requirements apply for signalling over the network: -

(i) The network shall operate with the national R2 signalling method, and
comply with the CCITT recommendations Q.400 to Q.480.

(ii) The line signalling should be the digital version for national use (CCITT
recommendation Q.421 to Q.424).

(iiii) The signalling system between the exchange and the connections for the
Trunk Radio System shall be compatible (appropriate interface or
conversion equipment to be provided). The Contractor shall also provide
interface equipment in the PABX for links to four (4) service radios at the
base stations.

(iv) The relays for different operations shall comply with the CCITT
recommendation Q.504.

3.4 Numbering Scheme

3.4.1 The new numbering scheme shall be proposed for KTMB’s Telephone network
which will be divided different areas.

3.4.2 A national numbering scheme is to be proposed by the Contractor for K.T.M.B.


based on the ultimate capacity of voice telephone network as shown in fig. 1. The
existing numbering scheme for the existing network in the K.L. area is shown in
fig.2.

3.5 Synchronisation

(i) A master clock is provided at the main exchange in Kuala Lumpur. Slave
clock throughout shall be synchronised to the master clock.

(ii) The slave clocks shall be able to run independently during a failure of the
master clock. In this case, the errors shall stay within the limits set in the
relevant CCITT Q-series recommendations, during the repair time.

(iii) It is preferable that separate lines are not needed to provide the
synchronisation between exchanges.

3.6 Operators Consoles

3.6.1 Operator console shall incorporate to provide comprehensive information to the


operator regarding the current status in the exchange, including:

- calling, party numbers


- extensions busy or free
- calls on queue
- alarm indications
- incoming, calls, etc.....

The consoles shall include the equipment for collecting the billing information in
case of operator assisted calls to public network.

Sufficient number of suitable chairs shall be provided for operators at the operator
consoles.

3.6.2 A telephone concentrator system shall be provided for every of CTC operator
console.

3.7 System Programme

3.7.1 The following requirements apply to the system programme:-

(i) The system programme shall include parts or modules necessary to


handle all the facilities mentioned in this Specification.

(ii) The programme shall be written in high level language and any changes
to the system parameters (such as routing, extension numbers and
facilities) shall be capable of implementation by operator commands.

(iii) The programme shall be modular and it must be possible to add and clear
any module without effect on other modules.

(iv) The programme shall also include the on-line diagnostics and statistical
routines.

3.8 System Management

3.8.1 It shall be possible to manage and supervise the network remotely. The following
facilities and equipment shall be provided at the exchange.

(i) V.24 type connections shall be provided for a maintenance terminal and
for a remote control modem.

(ii) A maintenance terminal. In addition to having a terminal at the exchange,


it shall be possible to use a remote terminal at the maintenance centre,
operating via the network. The main facilities required on these terminals
are: -

- control of the diagnostics programmes


- collection of statistics and alarms
- changing the extension facilities
- changing the routing parameters.

(iii) The system shall provide reports on the traffic volumes, the busy hour
data and error reports in such a form that, normally, there shall be no
need of further processing of the statistical data.

3.9 Call Information Logging

3.9.1 The exchange shall be provided with call information logging, equipment to
record all pertinent data on every call from every extension, such as:

- calling extension number


- time (and date)
- called number
- duration of call

3.9.2 The equipment provided shall be capable of producing bi-weekly or monthly


reports of such data for each extension, as well as statistical data on circuit

utilisation (for example, total number and duration of local and long distance calls
over the public network and

3.9.3 Within KTMB network, appropriate date for billing the extension user (or
department) shall also be available.

3.9.3 Call logging Formats / outputs required are:-

(i) 40 longest calls in one sheet. Calls to be sorted preferably in the order of
call duration’s. Longest call on top.

(ii) 40 most expensive calls in one sheet. Calls to be sorted preferably in the
order of cost. Highest cost call on top.

(iii) Call summary by Divisions. Each division comprises of certain number


(say 25) Departments.

(iv) Specified Call Number Reports. A Call Report listing out all call details to
specified number. The number selected is 600700 which could be
changed at the time printing.

(v) Departmental Reports on individual calls of more than RM X or Y minutes.


The value X and Y need to be changed from time to time , however right
now the values to be used are X=1 Y=20.

(vi) Extension Reports. Each PABX Extension shall have one report which
begins in fresh sheet. It shall be possible to give commands to the
system to print all Extension Reports within one department by a single
command rather than giving command each time an Extension Report is
required. If there is no call recorded for certain Extension in the selected
period, the particular Extension report need not be printed out. (for
Heads).

(vii) Time Checking Report. This report lists out call records at specified time
(say 0100 hr. to 0500 hrs) in specified period (say 1/10/95 to 15/10/95).
This report is required to confirm the clock used in the system is correct.
(for Signal & Communication Department).

(viii) Cost table and house keeping (clearing if call records) must be password
controlled.

3.10 Cabling and Wiring

3.10.1 All external connections for the exchange (such as extension lines, trunk lines
and tie lines) shall be wired via distribution frames. The exchange side of a
distribution frame shall be equipped with “break jacks” which enable the lines to
be isolated for testing. The distribution frames shall also incorporate over-voltage
and surge protection devices.

3.11 Power Supplies

3.11.1 The power supplies shall be derived from U.P.S. system. The operating voltage
of the exchange equipment shall be 48 V d.c. (+/- 10%). Storage batteries and
charging equipment shall be provided to enable the equipment to operate
normally during a failure of the mains power supply.

3.11.2 The standby battery shall be capable of supporting the exchange load for a
minimum of 12 hours. The stand battery shall require minimum maintenance.

3.11.3 Physical size(s) of all power plants shall be supplied under the Contract. Power
plant shall be of end of suite or cabinetised type.

3.11.4 Manufacturer(s) of batteries and battery charges offered to be stated by the


Contractor.

3.12 Reliability

3.12.1 The system and equipment design shall ensure high reliability. The failure
frequency (long term average) shall be less than four failure per 100 extension in
use per year. Important parts which may cause a system failure shall be
duplicated. Other methods can also be considered for preventing such system
failures.

3.13 External Connections

3.13.1 The Contractor shall be responsible for the following External Connections to the
exchange:-

(i) All Extension and Trunk connections. From the PABX to the MDF/IDF, to
the extension and trunk/junction connection.

(ii) All PABX power connections.

(iii) PABX and power alarms to the M/IDF and to the alarm monitoring
facilities.

(iv) Remote diagnostic facilities.

(v) Console Sockets.

(vi) Supply and connection to the telephones instruments.

(vii) PABX extension plug points capable of accommodating a portable field


telephone instrument shall be provided to all line side equipment cases
and at al electrification switching points. One PABX number shall be
allocated at each station or interlocking and adjacent half block section
areas. Where lineside equipment is within 100 meters of an electrification
switch or when electrification switches are within 100 meters of each
other, than duplication of these plug points is not required i.e. only one
extension plug point is required in the locality. All externally accessible
PABX extension points shall be weatherproofed.

3.14 Maintenance Spares

3.14.1 The Contractor shall submit an itemised list of recommended spares giving costs.

3.14.2 The spares shall be supplied individually contained in electrostatic protective


bags or envelopes which will then be contained within good quality aluminium
protective transportation boxes with card slots.

3.14.3 Boxes will be labelled “Quality Assured Spares”.

3.14.4 A complete set of consumable spares shall be quoted for the exchange and
clearly itemised in tender.

3.15 Earthing

3.15.1 All exchange cabinets, power cubicles, termination frames and associated
metalwork shall be bonded to the main station earth.

3.16 Feature Phones

3.16.1 The Contractor shall give details of any feature telephones approved for use on
the equipment which give facilities such as:-

Extension line status


Calling line identification
Single key reporter dialling
Single key feature access
Hands-free working or on-hook dialling.

3.17 Facilities

3.17.1 The Contractor shall give details of any facilities extra to those available to
extensions, trunks, consoles, or the equipment in general, and how these
features may be programmed into the equipment.

3.17.2 The Contractor shall state any Technical Codes (numbers not forming part of the
standard numbering range) used or inserted into routing information for the
purposes of control or routing of calls in the network.

3.17.3 There shall be a short form dialling code (174) available for use by the
Electrification Division staff to make direct contact with the Electrical Control
Room, Kuala Lumpur.

4.0 PAX TYPE SIGNAL POST TELEPHONE SYSTEM.

4.1 General

4.1.1 A Signal Post PAX system shall be supplied and installed at all main running
signals within the project site. It shall provide communication facilities between
railway staff along the track or at any other places where field telephone units are

available with station master of adjacent station or the operator at the CTC
centre.

4.1.2 The Signal Post PAX system offered shall be fully compatible with the SPT
system installed under the Rawang to Ipoh project.

4.1.3 The new SPT system shall be terminated on an Operators console at the station
control panel. Each telephone connected to the system shall be identified by a
unique description. It shall not be possible for the operator to converse with 2 or
more telephone users on the same system simultaneously, i.e. no conference
facility.

4.1.4 The Signal Post PAX systems shall be linked to the CTC-central at Kuala Lumpur
Sentral station, which will allow the CTC operator to call or to receive call from
any PAX extension when the stations are under the CTC control. The integration
and interfacing of the systems which may involve reconfiguration, modification
and/or upgrading of software/hardware, wiring, provision of new equipment at KL
Sentral station shall be part of the Contractor’s scope under the System Contract.

4.1.5 The Signal Post PAX system shall be linked to the main PABX systems in
Seremban and Gemas, so that the CTC Operator/Station Master shall be able to
connect a PAX extension to any PABX extension if required.

4.1.6 A Signal Post PAX extension shall be provided at every signal where a train may
be required to stop, including shunt signals at sidings. However, in station areas,
when adjacent signals are provided for parallel sections of track (for example,
Starting Signals for main and loop lines), it shall suffice to provide a telephone for
only one of the signals (usually for the main line). Along the main tracks, every
signal shall be equipped with a Signal Post PAX extension except for two aspect
(yellow/green) distant signals.

4.1.7 A Signal Post PAX extension shall be required at sidings entry/exit and at level
crossing.

4.1.8 The operator telephone console may be placed on the station’s signalling control
panel if permitted, comprises of the necessary push-buttons, indication lamps and
a telephone hand-set. This telephone console may be installed on one side of
the signalling control panel if allowed, and within easy reach of the operator. The
associated switching equipment cabinet, if required, shall be installed either in the
communication equipment room, or subject to approval by the S.O., in the room
where the control panel is installed.

4.1.9 The telephone sets to be installed on signal posts or at other designated places
shall be resistant to vandalism, theft and shall be contained in lockable and
weatherproof cases, which may be unlocked using KTMB’s standard “carriage
door” key in order to gain access to the telephone. As an optional item, the
telephone set on the signal post will have a hands-free feature with push button,
built-in speaker and microphone to replace the hand set. The caller from this
phone, will press the button to call and to speak to the nearest station or the CTC
operator, which ever one is in control.

4.1.10 Call sounder shall be easily heard at a certain distance from the telephone unit,
so that any call been made to the PAX extension can draw the attention of
working personnel near the signal.

4.1.11 The weatherproof cases of the PAX telephones shall have durable bright orange
colour finish and marked with a “T” within a circle in black.

4.1.12 The PAX system shall not be rendered inoperative in case the telephone hand-
set at one or more extensions has not been replaced properly after use. The
operator shall be able to call that extension. This feature is not required for the
telephone set at the signal post if a hands-free feature is to be provided.

4.1.13 The panel operator shall be able to call any extension by dialling the extension id
and initiating a call sequence. The sounder at that particular extension shall then
ring and communication shall be established as soon as the hand-set is lifted.
The same call procedure shall be possible even if the hand-set not been replaced
properly at the extension after previous use.

4.1.14 The complete Signal Post Telephone system shall be designated to be able to
operate from the electrical power supply (from mains or form a standby diesel
generator set) or, during a power supply failure, from an Uninterruptible Power
Supply (UPS) system.

4.1.15 The equipment supplied must be type approved for connection to the public
network, which meet the CCITT recommendations for a national telephone
service.

4.1.16 Before the system is ready for service, the contractor shall supply to the S.O. the
following drawings and documentation inclusive of programming information:-

Three copies of diagrams, diagram notes, part / stock list specifications, operating
instructions, engineering handbooks, remote diagnostic instructions, software
command manuals and one site log relevant to each system provided. This
should cover modems, battery chargers, batteries and all peripheral equipment.

4.1.17 It shall be possible for KTMB to reconfigure the PAX system as an owner,
operator, maintainer who will be in total control of its work.

4.1.18 The proposed exchange at each station shall be correctly sized (dimensioned) to
meet the traffic flows which will be determined by the number of signals and other
required locations under the control of that stations. The proposal shall be
forwarded to the S.O. before the procurement of the PAX system.

4.2 Bringing Into Service (BIS) and Bringing Into Traffic (BIT)

4.2.1 The BIS date for the exchange equipment will be specified by the S.O.

4.2.2 The BIT date for the exchange equipment will be specified by the S.O.

4.3 System Requirements

4.3.1 The requirements shall be provided but not limited to the followings:-

(a) System programme.


(b) Supervising and managing system at terminal or remote.
(c) Call information logging.

(d) Cabling and wiring.


(e) Power supply, including standby batteries (maintenance free) with charger for
a minimum of 12 hours backup capacity.
(f) External connections to all extensions, trunk, power, alarm, remote diagnostic,
console socket, telephone instruments, etc.
(g) Maintenance spares.
(h) Feature phones such as hands-free, single key access and dialling, calling line
identification, extension line status, etc.

4.4 Design requirements

4.4.1 The capacity of the common modules such as processors shall be large enough
to handle all the traffic up to the final capacity of the exchange without increasing
the blocking value.

4.4.2 The exchange shall contain all equipment, (including common cards), wiring and
software such that additional facilities may be used after the addition of the
relevant card, e.g. extension card, trunk card etc.

4.4.3 The exchange shall be capable of being extended to its ultimate size with no
degradation of service and shall contain the necessary processors, software and
common equipment to contain expansion.

4.4.4 The call barring facilities shall include at least seven programmable categories as
follows:

(i) Access to the national public automatic network

(ii) Access to the local public automatic network (long distance calls are
barred)

(iii) Access to the public automatic network possible only with the assistance
of the operator.

(iv) Access to the public telephone network prohibited, (long distance and
local calls within the KTMB network are permitted).

(v) Access only to KTMB local telephone network (Long distance calls are
barred).

(vi) Closed user group i.e. restricted group access for Train Control extension
working.

4.4.5 Access to the emergency numbers of the public network is not required for every
extension.

4.4.6 The transmission characteristics shall meet the CCITT recommendation Q.507.

4.4.7 The extension line interface in the exchange equipment shall match analogue or
digital extension equipment, as required, and fulfil the following requirements: -

(i) Extension line circuits shall work without the use of externally mounted
long line units to telephone instruments terminated on physical cable pairs

of up to nominally 2000 ohms loop resistance (including the telephone


instrument).

(ii) The minimum value for the leakage resistance of the line shall be 25
kohms. (This value refers to resistance of one “leg” in a star network
representation of the leakage resistance between the line wires and
earth).

(iii) The transmission bridge shall be symmetrical with respect to earth and
the resistance shall be 2 x 400 ohms ± 10% with a nominal voltage of 48
V d.c.

(iv) The exchange equipment shall block the extension line after certain
period of “off-hook” condition without a selection being received. This
period shall be between 10 and 20 seconds. Busy tone shall be sent to
the blocked extension.

(v) The “recall” facility shall be initiated by a momentary breaking of the line
circuit. An earth recall system shall not be accepted.

4.4.8 It shall be also possible to connect individual extensions (digital or analogue) to


the exchange equipment via the PCM transmission system, when the distance
are too great for the extensions to be served directly via cable connections. The
appropriate interface for such applications shall be provided on a ratio of 1:4
extensions.

4.4.9 The trunk line (and tie lines) for the KTMB network shall be connected via PCM
transmission equipment.

4.4.10 The interface for the trunk lines shall meet the CCITT recommendation G.734 for
2 Mbit/s primary block.

4.4.11 The required connections to the public network, including their electrical
characteristics and signalling methods, shall be investigated by the Contractor
and provided as required.

4.4.12 The following requirements apply for signalling over the network:-

(i) The network shall operate with the national R2 signalling method, and comply
with the CCITT recommendations Q.400 to Q.480.

(ii) The line signalling should be the digital version for national use (CCITT
recommendation Q.421 to Q.424).

(iii) The signalling system between the exchange and the connections for the
Train Radio system shall be compatible (appropriate interface or
conversion equipment to be provided).

(iv) The relays for different operations shall comply with the CCITT
recommendation Q.504.

4.5 Reliability

5.0 PASSENGER INFORMATION (P.I.) SYSTEM

5.1 General

5.1.1 A Passenger Information (hereby known as P.I.) system shall be provided as part
of the System Works. The system will provide concise, accurate, timely, relevant
information on the running of trains. This information shall be displayed along
passenger platforms, waiting halls and other areas at railway stations and halts.

5.1.2 The system shall be fully compatible with the existing system installed at any
stations or halts in the existing KTMB Double Tracking area in Klang Valley and
installed under the Rawang-Ipoh project. System hardware and software shall be
able to be interfaced with and driven from the existing Central Control Unit at
Kuala Lumpur

5.1.3 The Contractor shall identify the location of the P.I. equipment for station and
halts, which shall be subject to the S.O.’s approval. For the purpose of this
contract, internal/external wiring, trunking etc. from the station equipment to all
salve units shall be deemed to be included in the contract cost.

5.2 Previous Installations

The Contractor shall submit a comprehensive list identifying the countries and
organisation where the proposed systems are use in an electrified railway
environment. Full details of the size of the system the inherent characteristics,
circuits and protection used shall be included.

5.3 The PI system hereby mentioned shall include the following components:-

5.3.1 On-line, real-time and automated train information system displayed in dot matrix
form at station and halts. The type of display boards to be provided are as
follows:-

(i) Type A 1 Display

One arrival and one departure board of 8 rows. This display shall be
provided at major stations. It should be able to used as a full display for
advertisement or message when is required. The location of the boards
shall be decided on site by the S.O.

(ii) Type A2 Display

A full matrix board using LEDs for outdoor consisting at least made up of
5 rows per display board. These displays shall be provided in the waiting
hall of station. It should be able to used as a full display for advertisement
or message when is required.

(ii) Type A3 Display

A double sided full matrix board using LEDs for outdoor consisting at least
made up of 4 rows per display board. These displays shall be on the
platforms of stations and halts. It should be able to used as a full display
for advertisement or message when is required.

5.3.2 On-line, real-time and automated Centralised Clock System comprising the
Master Clock at the Centralised Traffic Control (CTC) Centre and slave clocks at
remote stations. The clocks at station shall be provided in the following form:

(a) One double sided full matrix display of 2 rows consisting of 8 characters
per row (the board size shall be like 792mm x 312mm).

(b) In a digital form.

The Contractor shall take note that additional clock display (Type B) may be
required to be provided in stations and halts.

5.4 The display of wrong information due to any failure shall be avoided. As far as
possible, the display units shall be made to show a blank indication under failure
conditions.

5.5 On-line, real-time (life) and automated Long Line Public Address (LLPA) System
shall be provided at all stations and halts. The LLPA should be capable of
operating in either a stand-alone mode at the station or from CTC office in Kuala
Lumpur Sentral station.

5.6 The operator from the Central Workstation located at the CTC Office shall
supervise, monitor, control and diagnose the operations of the above facilities.
Another standby workstation having identical facilities as the Central Workstation
is provided as a functioning backup.

5.7 The Works

5.7.1 The outline requirements for each station are Display Board (type A2 and A3),
stand alone P.A. system with background music, LLPA Control Station etc. shall
be submitted as part of the Contractor’s Proposal.

5.7.2 The equipment and materials required for the PI System supplied by the
Contractor for the area referred to shall included all indoor and outdoor
equipment, cabling, trunking, ducting outdoor protection etc. and all other items
necessary to operate, commission and maintain the PI system.

5.7.3 The scope of work shall also include the preparation of all drawings, including
circuit plans and wiring diagrams, cable plans and working drawings, all final
drawings (as built) relating to the indoor/outdoor equipment, systems and
maintenance manual.

5.7.4 This 25Kv electrified double track sector is in the region with a high incidences of
severe electrical storms. Adequate protection against damage to, or malfunction
of the system due to lightning strikes or high voltage or current transients shall be
incorporated (The lightning activity here is about 200 days per year).

5.8 Power Supply

5.8.1 Commercial mains power supply of 415 Volts, 50Hz, three phase and 240 Volts,
50Hz, single phase will be available at all stations and halts respectively. The P.I.
system shall be designed to operate from one phase of this power supply. The
Contractor shall however supply and install all power outlets, ducting, race-ways,
cabling to the mains and any other item necessary to supplement those already
provided but found to be inadequate. The works shall be included as part of the
Contract.

5.8.2 Commercial single-phase power supply is available at all the stations and halts.
The Contractor shall furnish requirements for power outlets, ducting, raceaways,
cabling infrastructures and any other items necessary for incorporation by the
Infrastructure Contractor.

5.9 Station Buildings

The Contractor shall identify the location of the PI equipment subject to S.O.’s
approval. For the purpose of this contract internal / external wiring, trunking etc.
from the station equipment to al slave units shall be deemed to be included in the
contract cost.

5.10 System Architecture

(i) A Central Control Unit (CCU) shall collect data by interfacing other
computer based Railway Operating Systems. The unit processes the
data, initiates, disseminates and controls the displays and messages
throughout the sector.

(ii) The local system at individual stations shall manage all activities of the
station and adjacent halts. It receives from the CCU system, data related
with the train movements and distributes the information to the display
boards and Public Address systems.

(iii) The connection of the stations to the central system shall be through the
KTMB fibre optic system, local connection to the P.I. system including
display illumination shall be provided by the Contractor.

5.11 Central Control Unit (CCU)

5.11.1 The central system consists of the Central Control Unit (CCU). This is located in
the Centralised Traffic Control where all the control and monitoring functions are
performed.

5.11.2 The CCU is connected to the CTC Signalling/ Train Describer systems and Radio
system via dedicated lines using Transmission Control Protocol Inter-Network
Protocol (TCP/IP) or a protocol offering superior functionally.

5.11.3 The CCU forms the hub of one or several data networks. Management and
control of all communication for P.I. is provided. Great care is taken to ensure
only accurate, timely information is passed to sub systems.

5.11.4 The CCU will allow the following functions to be performed: -

(i) Providing a permanent operational database containing current train


details and positions with up to 500 trains on different circulation routes.

(ii) Managing database of operational train according to the current status


and locations data.

(iii) On-line manual updating of records on the operational and train status
files.

(iv) Viewing the current train operating patterns at any station or halt by CTC
or local panel operator. The local panel shall be of VDU type.

(v) Modifying the system operational parameters by the authorised operator.

(vi) Create diagnostic reports, showing all alarms and current status of the P.I.
transmission network and peripherals. Deliver edited reports to
authorised terminals.

(vii) Indicating and controlling in real time the status of all peripherals.

(viii) Provide layout and display editing and logo generation facilities.

(ix) Provide information editing, formatting, addressing and control facilities.

(x) Provide comprehensive communications handler functions and


management facilities.

(xi) Access the timetable data held in the Train Describer System.

5.12 Local Control Unit (LCU)

5.12.1 Local Control Unit in the form of VDU shall be provided at station for functional
requirements to operate the passenger information system displays and the local
and long line P.A. system.

5.12.2 The LCU shall be designed in such a manner whereby under a fault condition at
the CCU and/or the transmission network, the link is disconnected and the LCU
shall continue to provide all P.I. facilities. On failure of the Central PIS Unit or
Communication link, the LCU shall continue to function on a timetable basis,
editable as necessary by local staff.

5.12.3 Any equipment or system failure at a station or the associated halt shall not affect
the normal operation of the other stations, halts or the CCU.

5.13 Networking Features

5.13.1 The system component is connected together by local area networks (LAN) to
enable the devices on the networks to communicate with one another.

5.13.2 Each local area network shall include gateways, e.g. bridges, routers or hubs,
networking boards, cables and any other equipment and software necessary for
the system. Ethernet is the connection currently used.

5.13.3 The local area networks are then interconnected to form a wide area network
(WAN). The Contractor shall propose a suitable system that is capable of
interfacing the transmission network. The Contractor shall provide all additional
transmission equipment and the necessary peripheral equipment to operate the
P.I. system.

5.13.4 The transmission at 64Kbit/s over dedicated channels is used.

5.13.5 The system offered shall be resilient, robust and easily maintained. It will make
efficient use of the KTMB transmission network. The Contractor shall included
details of all fault management facilities provided.

5.14 Software

5.14.1 The existing software shall be suitable modify and tested to accommodate the
new extension.

5.14.2 The application software is be based on a real time, multi-user, multi networking
operation system to provide a large computer system environment for IBM PC
and compatibles.

5.14.3 The software package used in the P.I. system consists of a number of basic, well-
structured modules, such as system operating database, off-line data
preparation, engineering diagnostics and system configuration, software modules
etc.

5.14.4 Facilities provided within the software includes the following:-

(i) Real time clock and calendar and synchronised to other


telecommunication/signalling systems.

(ii) System status page showing current status of the display and information
system.

(iii) Storage and management of audio announcement and other data to the
remote LCU.

screens and display boards.

(vi) Deletion, cancellation and possible retrieval of any given train information.

(vii) Management of operational database and files.


(viii) Generation, distribution and control of all P.I. displays and P.A.
announcements.

(ix) Logo and display layout generation.

(x) Ensuring all information is complete and accurate.

(xi) Management of timetable data form the Train Describer System.

(xii) Remote interrogation handling.

5.14.5 The CCU system gathers and computes the details of trains for P.I. system to
both the operator and the public which includes but is not limited to the following:-

(i) Origin and destination stations (up and down directions) from the TD
system.

(ii) Types of trains

(iii) Compute the expected time of arrival and / or departure using current
running details.

(iv) Recorded announcement and display message formatting.

(v) Train describer system data.

(v) Special commands.

(vii) Timetable information.

5.14.6 The off-line data preparation packages shall be well-design to be used for the
preparation or amendment of the database to permit operational data alterations
by traffic operators with minimal training.

5.14.7 A disc management regime shall be adopted for data protection to ensure current
backup copies are available in case of failures. The methods of back-up and
replacing data at LCU shall be included. The Contractor shall describer the
processes involved in meeting this requirement and advise on operational data
preparation processes.

5.15 Connection to Signalling System

The connection between the units of P.I. CCU and the Signalling / Train
Describer / Radio Systems uses dedicated direct lines within the CTC relay room.

5.16 Display Board

5.16.1 Information concerning the arrival and departure of trains are displayed
throughout the station. Two display boards per platform are required unless
otherwise stated. Arrival boards are required at terminals. Quantities and final
locations of display boards are to be decided by the S.O on site.

5.16.2 All displays shall have a character height and width of not less than 65mm and
39mm respectively. It shall have a viewing angle of not less than 50 degrees.
The reading distance shall be not less than 35 metres. This must be in all normal
light conditions by a person with average 20/20 eyesight

5.16.3 The physical structure of the Type A2 single-sided display boards shall be such
that the units are mounted on the walls of the station and/or it can be suspended
from the ceiling. The number of rows on the type A2 display board shall reflect
the number of platform faces.

5.16.4 Requirement of Type A3 double -sided display boards.

(i) The physical design of Type A3 display boards shall be such that the units
can be suspended by the Contractor from the station’s ceiling or on a
standing alone mast with shelter. The design of which shall be approved
by the S.O.

(ii) Sufficient display lighting shall be provided on both sides of the A3


displays. The 240V 50Hz power source shall be from the station
emergency supply under power failure condition. The Contractor will
provide all connection to the supplies.

(iii) The lighting intensity shall be controlled automatically. The Contractor


shall also provide a switch in the station master office to disable the
lighting power supply under failure conditions.

5.16.5 The “clock” indication displayed on Type A2, A3 and / or B boards shall be
different in colour and size from the train display.

5.16.6 All displays of the P.I. System, visible to the public shall not be used by the
Contractor for the advertisements of any brand names, product, logos and
trademarks. Any advertisements for the above if so desired by the Contractor
shall be subjected to the prevailing terms and conditions of KTMB.

5.17 Reliability and Expansion

5.17.1 The system will be highly resilient and provide accurate, timely information at all
times. The Contractor shall state all provisions made to ensure reliability and
usability. Details to access the facilities for cleaning and maintaining the devices
shall be clearly stated. The anticipated frequency of such maintenance, cleaning
and the actual work required shall also be stated.

5.17.2 The P.I. system will support and drive the various display types and Public
Address (PA) systems detailed in this specifications. The Contractor must also
show that other types of displays can be supported such as VDU’s.

5.17.3 The Contractor shall clearly indicate the proposed methods to access, clean and
maintain the boards including all precautions required due to the overhead 25kV
traction system.

5.18 Centralised Clock System

5.18.1 The Primary master Clock is located in the CTC Centre with the provision to
synchronise with the Malaysian standard time. It will also provide a formatted
output message to other computer base system such as CTC, Train Describer
etc. All these systems synchronise with the Primary Master Clock.

5.18.2 The public clock shall display a uniform time within the contract area. The clocks
shall be centrally controlled and the clock system will be monitored from the CTC.

5.18.3 The clocks displays time in digital form (HR.MIN.SEC) and shall be where
possible integrated within the P.I. display boards.

5.18.4 This system comprises the Primary Master Clock and the appropriate
infrastructure necessary to operate, control and monitor the clock at the remote
stations and halts. It uses the same transmission network, omnibus channels
and protocols as the P.I. system. See 5.4.4. above.

5.18.5 In case of power or system failure at the CTC Centre, the clocks at the station
shall remain uninterrupted, the clocks shall remain uninterrupted and free
running.

5.18.6 The power source is from the U.P.S. In instances where the U.P.S. to clocks are
interrupted, the clocks shall be automatically re-synchronised on restoration of
the U.P.S., the Contractor shall provide and install all the connections to the
power supplies at all sites.

5.19 Primary Master Clock

5.19.1 The Primary master Clock shall include two master clock units provided with
changeover unit such that one of the master clocks shall be online while the other
shall be standby. In case the on-line, clock is faulty, an alarm will be initiated and
the system will change over automatically to the standby clock without any
adverse effects to the system during and after the changeover. In addition, the
changeover can be initiated manually for servicing purposes.

5.19.2 The Primary Master Clock will automatically reset to standard time after repair
and routine servicing.

5.19.3 In case of power failure, the Primary Master Clock shall remain uninterrupted via
supply from the U.P.S.

5.20 Secondary Master Clock

5.20.1 The Secondary master Clock shall be synchronised by the signal generated from
the Primary Master Clock via the data transmission network.

5.20.2 In case of loss of synchronisation pulses, the Secondary Master Clock will still
function independently.

5.20.3 Interface unit shall be installed in the Secondary Master Clock to connect to other
display slave clocks within the area.

5.20.4 The Secondary Master Clock can be manually adjusted to correct the time after
repair and routine servicing. It will automatically restore synchronising if required
and rest all slave clocks.
5.20.5 When synchronising signal is lost, an alarm indication shall be initiated at the
CTC Centre.

5.20.6 When synchronising signal is restored, the Secondary master Clock shall be
capable of automatically restoring synchronisation with the Primary Master Clock.

5.21 Public Address System (System Concept)

5.21.1 A Local Public Address (P.A.) system shall be provided at all stations and halts.

5.21.2 A Long Line Public Address (LLPA) is intended to complement the on-line
display system.

5.21.3 The Long Line Public Address System shall allow a central point to make
announcements (by announcer or automatically by a voice synthesiser) to
remote stations and halts, either independently or in groups. Digital transmission
methods will be used throughout, designed to minimise the use of the data
networks.

5.21.4 The Long Line Public Address System shall interface with the LCU and the Local
Public Address system provided at each station and halts. Most equipment will
be common to both systems.

5.21.5 The Long Line Public Address can only access the Local Public Address system
if the latter is not in use. An indication to the central point shall be provided. The
LCU will be able to store and delay messages until the P.A. system is free.

5.21.6 Fault indications shall be given to the central operator/announcer and individual
stations. The Contractor will provide documentation and training to ensure
efficient responses to all alarms.

5.21.7 If any individual station fails due to a local or power supply failure, the remaining
stations on the circuit will not be affected.

5.21.8 The CCU will control and distribute data message using information from the
train describer system. Messages shall be stored digitally at the LCUs. LCUs will
process and control the broadcasting and repetition of messages in the local
area.

5.21.9 The design must minimise the capacity demands on transmission systems.

5.21.10 The Contractor shall provide a long line public address (L.L.P.A.) on both sides
of the platform and other parts of the stations and halts. Announcements shall
be clear and audible on both sides of the platform, concourse, public and staff
areas. The cost shall include all wiring, cabling, raceaways, ducting, location,
power supply requirement and all other equipment necessary to operate the
system.

5.22 Public Address System (Specifications)

The contractor shall supply, install and commission a complete high quality public
address and background music system. The Contractor shall furnish and install a
complete sound system of professional quality excellent working order.

5.22.1 System Description

The system shall comprise of mixer pre-amplifiers, power amplifiers, cassette


tape / CD players, DVD, electronic chime unit, paging microphone, FM radio
turner, patching panel, equipment rack, furniture, speakers and all necessary
materials.

The proposed operator control console shall provide with a paging zone selector
switch, electronic chime, tone control module, volume control, VU meter,
emergency over-riding switch and a paging microphone.

The paging system for the public areas shall have facilities for selective zone
paging to enable certain areas to remain interrupted. However, during
announcement, facilities shall be provided to enable over-riding into all zones for
announcement/alarm signal. This overriding arrangement shall be operated by
an emergency switch located in the operator’s console.

Paging and announcement through the sound system shall be simple actuation of
a switch. A two-tone chime signal shall precede the paging and shall be initiated
by the

“paging switch”. During paging or announcing, the “pipe-in” music shall be faded
out automatically and music be resumed immediately when the “paging switch” is
returned to the normal position.

Individual local volume control shall be provided in the designated areas.


Provision shall be incorporated to enable the area speakers to be transferred
from background music to a portable amplifier output, such provision shall be of
the jack outlet type and for automatic transfer from one function to the other.
During emergency, over-riding facilities shall be provided as described above.

All amplifiers, cassette tape / CD players, DVD, FM radio tuner, patching panel,
monitor speaker, etc. shall be mounted on a standard 19 “free standing type, slim
equipment rack, to be fabricated from sheet steel. Adequate provision shall be
made for air ventilation. All the equipment installed shall be able to withdraw from
the front for easy servicing or replacement. Tape storage space within the rack
shall be provided.

Patching facilities shall be incorporated to enable-connections of power


amplifiers, mixer pre-amplifiers, tape player, etc. Shielded patch cards of

appropriate lengths shall be supplied. All parts shall be clearly labelled on the
patch panel.

A monitor loudspeaker shall be incorporated in the main equipment rack with a


selector switch, and a volume control to monitor output of all channels of mixer
pre-amplifier/ power amplifier.

All input/output of pre-amp/power amplifier shall be provided at the patching


panel. All equipment wiring shall use the approved type of plugs to enable easy
withdrawal of amplifiers or other equipment for servicing.

All equipment switches, switch positions, etc. shall be labelled with engraved
lettering.

5.22.2 Mixer Preamplifier

The mixer preamplifier shall be equipped with at least 2 inputs. Common treble
and bass control plus individual volume controls for the two channels shall be
provided. Bass cut filter shall be incorporated for microphone usage.

The minimum performance characteristic of the mixer preamplifier shall be as


follows:-

a) Equip with input transformer, floating with respect to ground and designed
to accept 150ohm microphones, convertible; by means of plug in
transformer to bridge a 600 ohms line with line level signal.

b) Frequency respond + 1dB from 20Hz to kHz.

5.22.3 Power Amplifier

The power amplifier of the approved make shall employ solid state tape and of
high for music and speech reproduction.

The power amplifier shall have protective sensing circuits incorporated to


withstand overload up to 110dB and / or short circuit output for not less than15
seconds, without causing audio signal interruption or component damage.

The power amplifier shall be provided with integral output transformer designed
for operation in constant voltage loudspeaker power distribution system with
output voltages of 50, 70 and 100 volts. Output transformer shall allow for
balanced connection of loudspeaker lines, floating and fully isolated with respect
to ground.

The minimum performance characteristic of the power amplifier shall be as


follows:-

Rated Output : To match connected load, with minimum 20%


spare capacity.

Input Sensitivity : 0.8V rms. for rated output.

The mains voltages shall be of 240V, 50Hz. The levels of the volume control
shall only be adjusted/set by means of screwdrivers or other appropriate tool: and
a lockout should be provided. Volume control knobs shall not be provided.

The rated power of the amplifier shown on the schematic diagram is indicative
only. It is the responsibility of the Contractor to provide the amplifier, which shall
have an output, power sufficient to operate simultaneously all speakers, with a
spare capacity of minimum 20%.

5.22.4 FM Radio Tuner

The tuner shall be capable of receiving a high quality FM transmission and shall
be completely solid state. The unit shall be designed for continuous operation.

The FM portion shall have a tuning range of 88-108Mhz and shall have a
sensitivity of 3.5 UV(IHF) wit a frequency response of 30 Hz to 15kHz + 1dB.
The FM harmonic distortion shall be less than 1% with a signal to noise ratio of
60 dB.

The tuner shall have an easy to read, illuminated FM running scale, an


illuminated tuning meter, a Led Stereo indicator to provide accurate and steady
tuning.

The output impedance and voltage shall match the preamplifier supplied in this
sub-contract. The mains voltage shall be of 24V, 50Hz.

5.22.5 Equipment Rack

The rack shall be designed to provide easy operation and maintenance of all the
installed equipment / panels. Lockable compartmentalised drawers, with chrome,
plated handles shall be incorporated for the storage of cassette, microphones,
tools service annuals and other accessories. Forced ventilation fan shall be
incorporated for the equipment rack. The equipment rack shall be constructed of
19” racking system.

All wiring the rack shall be fixed securely without strain by means of approved
Nylon/PVC cable ties. The wiring shall be formed in a neat and systematic
manner. For the purpose of identification, all wires should be numbered.

One 240 volts single-phase outlet shall be provided and all distribution to the
individual equipment shall be from this outlet so that isolation of the complete
sound system shall be through this isolator.

All incoming and outgoing signal sources from the equipment racks to the
operator control console shall be inter-connected via approved type of
communication plugs/sockets.

5.22.6 Ceiling Loudspeakers

Recessed mounted loudspeaker shall be of dual cone, full range, high quality
type with good speech and music reproduction. Ceiling speakers complete with
matching transformer, terminal blocks, etc. shall be housed in a protectively
acoustic enclosures complete with acoustic padding, mounting ring, baffles and
necessary mounting brackets, etc. All enclosures and baffles / diffuser shall be
protected against rust and corrosion.

The finishing colour of the ceiling speakers shall be able to match with the ceiling
boards and shall be approved by the Architect.

The technical performance of the dual cone loudspeakers shall meet generally
with the following specification:-

Diameter : 200mm
Voice coil impedance ; 4 - 6 Ohm
Power handling capacity : 6 watts with taps
Sound pressure level : min. 90 dB at 1 metre
Frequency response : 200 - 14,000 Hz.

5.22.7 Horn Loudspeakers

Horn loudspeakers shall be provided for outdoor platform areas. The horn
loudspeakers shall provide good quality sound reproduction and shall have good
resistance to weather, dirt, grease, vibration and shocks. The horn loudspeakers
completed with line matching transformer, mounting brackets shall be mounted
on to hot dipped galvanised steel poles. Mounting brackets shall supplied,
allowing elevation adjustments.

The technical performance of the horn loudspeakers shall meet generally with the
following specification:

Sound pressure level : min. 104dB at 1 metre


Frequency response : 400 Hz - 9000 Hz.
Rated power : 20 watts with tapings at 10w, 10w, 15w
and 20w.
The matching line transformers shall be tapped at 15W output.

5.22.8 Wiring

Microphone level circuits, line level circuits, and loudspeakers circuits shall run in
separate conduits /trunking from power conduits. All conduits / trunking shall be
well spaced from power conduits. Microphone and 600 ohm line shall be
insulated from the conduit and from each other for the entire conduit length.

Microphone lines and 600 ohm line entering and leaving the equipment racks
shall be connected via moulded terminal blocks.

All speakers wiring from the equipment rack to the distributed speakers shall be
of at least 16 gauge twisted colour - coded pair of stranded conductors such as
Belden 8471 or approved equal. 600ohm lines cable shall be of Belden 8762 or
approved equal.

All audio equipment grounds in the sound control equipment rack shall be
connected to a common point on the rack. This point and the rack shall be
grounded to the sound system ground connection.

The complete system and installation shall prevent cross talk between any music
channels and there shall be no electromagnetic and electrostatic hums in the
system.
All loudspeaker wiring or 2.5mm sq. shall run in conduits.

5.22.9 Commissioning Tests

The complete installation or any part thereof shall be tested by the Contractor to
the satisfaction of the S.O

The Contractor shall be responsible for all tests and shall be represented by a
competent person during the whole of the period required for the tests.

The Contractor shall make accurate records of all tests and shall furnish a
schedule of the test results in an approved form. All tests shall be in accordance
to the guaranteed performance as stated in the technical specification.

5.23 Cable Installation for Passenger Information Systems.

5.23.1 The Contractor is required to carry out all cable related operations such as the
terminating of cables, providing cable joints where necessary, installing cable
junction boxes, cabinets and selves, as well as connecting up all equipment
components.
5.23.2 Cable cores shall be designated at the terminals by different markings. Drawings
showing “as installed” must be provided.

5.23.3 Every outdoor cable shall be terminated at each end within an equipment case,
junction box or equivalent. Intermediate joints within a section of cable shall be
avoided by providing the cables in full lengths.

5.25.4 The use of cable joints shall be subject to approval by the S.O and will be
permitted only under exceptional situation, for example very long sections. Such
joints where approved, shall meet KTMB standards.

6.0 CLOSED CIRCUIT TELEVISION (CCTV) AND AUTOMATION SYSTEMS FOR


STATIONS & HALTS

6.1 The Contractor shall provide Closed Circuit Television (CCTV) and Stations &
Halts Automation systems (SCADA) as part of the System Works. Interface and
integrate at Centralised Control Equipment at Kuala Lumpur Sentral shall be
provided to enable monitoring and control of all the stations, halts and other
facilities within the project site.

6.2 All supervisory and remote control/monitoring (including CCTV) at wayside


stations, halts and other facilities shall be transmitted back to CTC in KL Sentral
for remote supervision and surveillance.

6.3 Both the above systems offered shall be fully compatible with the CCTV system
installed under the Rawang-Ipoh project. The systems shall be linked and
integrated with the remote supervision facility at the CTC Central in Kuala Lumpur
Sentral for centralised remote supervision and surveillance. The integration and
interfacing of the systems which may involve reconfiguration, modification and/or
upgrading of software/hardware, wiring, and provision of new equipment at Kuala
Lumpur Sentral shall be part of the works under the Contract.

6.4 Requirements for the new CCTV system which shall include, but limited to, the
following: -

(a) Provision of colour CCTV facilities at all stations and halts with closed
circuit cameras installed at strategic locations for crowd control and safety
of passengers. It shall include surveillance of platforms (at least to cover a
full length of a 6-car EMU set), booking offices, flap gates, waiting halls,
ingress/egress and corridors of main entrances and other areas (e.g.
where there is potential safety and threat to passengers).

(b) All Feeder Stations and TSL shall be provided with CCTV cameras for
remote surveillance of the compounds. The images shall be relayed
backed to CTC North and CTC-central for remote surveillance.

(c) Cameras are connected to a Video Remote Terminal Unit (VRTU) normally
located in the Communication equipment room. The VRTU will be able to
digitise and compress the analogue video signals prior to transmission and
viewing at the CTC regional and central office via the same communication
channel as the telemetry data when requested by the operators.

(d) Digital images will be stored in a Hard Disk located at each station to
provide historical video data covering at least the previous ten (10) days of
operation. The Hard Disk will have a storage capacity of at least 20GB for
recording of historical images. Historical images from each camera may be
readily retrieved for viewing by the CTC operator by remotely interrogating
the station Hard Disk on specifying the date and time of event.

(e) The CCTV facilities will enable the CTC operators to remotely monitor
strategic areas of the stations, control the PTZ features of the selected
cameras. Also, the CTC operators will be able to monitor main equipment
alarms appropriate to the CCTV.

(f) At the CTC, Man Machine Interface (MMI) facilities will be provided to
display, monitor and where appropriate, control the CCTV images from
station cameras. The MMIs must be capable of displaying Station SCADA
and video images. The MMIs are capable of displaying simultaneous
multiple video images from cameras located at different locations. MMIs
are to be duplicated, operating in hot standby, dual redundant mode.

(g) Video quality shall be of minimum resolution of 352 luminance pixels and
288 luminance lines (352 X 288).

(h) The cameras to be provide shall be capable of being controlled e.g zoom,
pan etc. from remote supervisory centre.

(i) Provision of a localised CCTV system with appropriate video cameras


within railway tunnels for surveillance of the tunnels under low light density.
Video images shall be relayed to tunnel control centre located in adjacent
to the tunnels.

6.5 The following requirements shall be included in the design of new CCTV system:-

(a) The VRTU will perform data acquisition and/or point control of ten (10)
associated field I/O points and will relay these information to or from the
CTC as appropriate.

(b) In the event of communication failure from the station to CTC, the VRTU
data buffers for the site will save Station SCADA data until a maximum of
100 records of Station SCADA events have been recorded.

6.6 The controlling, motorised breaker and Remote Terminal Unit (RTU) of the
automation system shall be part of contractor’s works. All the following items at all
stations and halts shall be controlled and monitored by station SCADA/Station
Automation which shall include but not limited to the following.

6.7 Cabling and Wiring

All external connections for the exchange (such as extension lines, trunk lines
and tie lines) shall be wired via distribution frames. The exchange side of a
distribution frame shall be equipped with “break jacks” which enable the lines to
be isolated for testing. The distribution frames shall also incorporate over-voltage
and surge protection devices.

6.8 Power Supplies

6.8.1 The power supplies shall be derived from the U.P.S. system. The operating
voltage of the exchange equipment shall be 48 V d.c. (+/- 10%). Storage
batteries and charging equipment shall provided to enable the equipment to
operate normally during a failure of the mains power supply.

6.8.2 The standby battery shall be capable of supporting to exchange load for a
minimum of 12 hours. The stand battery shall require minimum maintenance.

6.8.3 Physical size(s) of all power plant shall be supplied with tender. Power plant shall
be of end of suite or cabinet type.

6.9 Commissioning Tests

The complete installation or any part thereof shall be tested by the Contractor to
the satisfaction of the S.O.

The Contractor shall be responsible for all tests and shall be represented by a
competent person during the whole of the period required for the tests.

The Contractor shall make accurate records of all tests and shall furnish a
schedule of the test results in an approved form. All tests shall be in accordance
to the guaranteed performance as stated in the technical specification.

6.10 Cable Installation for CCTV/SCADA Systems

6.10.1 The Contractor is required to carry out all cable related operations such as the
terminating of cables, providing cable joints where necessary, installing cable
junction boxes, cabinets and selves, as well as connecting up all equipment
components.

6.10.2 Cable cores shall be designated at the terminals by different markings.


Drawings showing “as installed” must be provided.

6.10.3 Every outdoor cable shall be terminated at each end within an equipment case,
junction box or equivalent. Intermediate joints within a section of cable shall be
avoided by providing the cables in full lengths.

6.10.4 The use of cable joints shall be subject to approval by the S.O and will be
permitted only under exceptional situation, for example very long sections. Such
joints where approved, shall meet KTMB standards.

8.0 IMMUNISATION

8.1 General

8.1.1 The equipment required will be operated in conjunction with a railway electrified
at 25kV 50Hz single phase A./C. All parts of the outdoor equipment must be
fitted in metal cases, which will be connected by multiple lugs to an earth.

8.1.2 Each continuity and reactance must be such that an r.m.s. voltage greater than
12 V must not be developed between any point on the housing and earth lugs
with fault current of 2,000 A r.m.s. flowing. Earthing of all indoor metalwork not
part of the circuitry must be carried out to the satisfaction of the S.O.

8.1.3 The cabling to which the equipment may be connected will lay alongside a
railway electrified on the 25kV 50 Hz overhead system. Electromagnetic ally
induced longitudinal voltages will be produce on the cables by this type of
traction.

8.1.4 No malfunctioning of equipment shall occur under the following normal operating
condition.. Induction at the fundamental frequency (50Hz) which will produce
voltages up to 60 V r.m.s. The induced voltage will include harmonics, and in the
audio frequency all odd harmonics of 50Hz will be present, their amplitude the
harmonic components of induction will result in a longitudinal “weighted” voltage
up to an equivalent 5 V r.m.s. (CCITT psophometric weighting).

Note : This limit 60 V concerns only the safety of personnel and should no be
taken to be a limit for the purpose of ensuring that there is no interference
to the signalling system. In the case of unbalanced signalling such
interference may be caused by much lower voltages (By signalling it is
meant the signalling in telephone and other telecommunication lines).

8.1.5 No damage shall be caused to the equipment under the following fault conditions
on 25kV systems. The maximum induced voltage on line-side cable conductors
will be 430 V r.m.s. The fault condition duration will not exceed 200msecs. The
initial surge voltage, produced as the fault occurs, will contain a transient that can
cause the peak voltage within 5msecs of the incidence of such a fault to
approach 1,000 V.

8.1.6 The balance to earth presented by the equipment shall be better than 66 dB, but
in any case shall not be worse than 60 dB, over the frequency range 50 to 3,400
Hz. This balance to earth shall be maintained when the equipment is subject to
any combination of voltages on the connected cable pair as detailed above.

8.1.7 As a consequence of constructing a 25kV, 50Hz electrified railway it is essential


to maintain induced voltages at safe levels, therefore preventing the incidence of
dangerous voltages on cables and equipment that might cause injury to
personnel or damage to telecommunications equipment.

8.1.8 In order to achieve this the 25kV system will incorporate both booster transformer
and return conductor.

8.1.9 To further prevent the incidence of induced voltages a separate screening


conductor shall be installed, adjacent to and in the same cable route as the main
track-side signalling and telecommunication cables. It shall be through jointed for
electrically continuity throughout the length of the scheme. The screening cable
shall be laid adjacent to the telecommunication copper cables in the main cable
route.

8.2 Requirements

8.2.1 The screening cable shall be:-

(i) 19/3/25 mm. hard drawn stranded aluminium conductors sheathed with
general purpose PVC (nominal cross sectional area to be 150 mm/sq).

(ii) Supplied in 1020m lengths.

(iii) Through jointed using in-line compression connectors and heat shrink
closures.

(iv) At nominal 1000m intervals, the Screening Cables shall be connected to


the Earth Farm System of 4 ohms value or less. These Earth Farms will
be installed and tested by the Contractor.

(vi) The Screening Cable shall be connected to the Earth Farm by means of a
16mm sq. stranded copper, OVC insulated lead and aluminium
compression tap connector and heat shrink closure. During installation,
the screening Cable shall be proved for electrically continuity and prior to
the connection of the Earth farm, shall be proved free from earth contact.

(vi) The insulation resistance between the stranded aluminium conductor and
earth shall not less than 1m ohm for 1Km measured with a dc voltage of
not less than 500v after an electrification time of not less than 1 minute
and not more than 5 minutes. The humidity and temperature at the time
of the test shall be recorded.

(vi) Test shall be carried out to ensure that the conductor resistance of the
screening cable does not exceed the value quoted below:-

(viii) The screening cable shall be installed on all branch lines radiating from
the main line where copper cables exist. The screening cable shall be
installed on the branch line for a distance of 1.5km.

8.2.2 The Contractor shall show the screening effect on the telecom cables by
theoretical calculations (quantified) and field tests to the satisfaction of the S.O.
