INSTRUCTIONS FOR FILLING-UP OF PRICE SCHEDULE

1. The Lump Sum price offer shall be deemed to include all items, parts and
works etc. necessary to complete the works in accordance with the KTMB's
requirements whether or not such items, parts, works etc. are specifically
detailed in the Price Schedules.
2. Information shall be inserted on the price breakdown schedules either via
printed copies or inked in clear and legible form.
3. Where Contractor is confident that his designs do not require specific items
shown in the price breakdown they may enter “Not Applicable” (N/A) denotation
against that item. Should it subsequently transpire that such item is actually
necessary for the work finalization, the work will need to be executed at the
Contractor's cost. If any unfilled/ blank column/ blank space is found in the offer
it shall be treated as “Not Applicable”.
4 The contract is on Design & Built basis and Turnkey in nature and thus no extra
payment shall be made for any additional item other than agreed at the tender
awarding stage.
The conceptual typical line diagrams/schematic layout plans of all
communication sub- systems for some stations & halt along with conceptual
signaling plans have been given along with this tender document, which are
purely for indicative purpose. Contractor have to assess quantities for
remaining stations in similar line based on these diagrams/plans/layouts.
However, a separate detailed design diagram for all sub- system for the
stations, halt & the project area shall be submitted by contractor as a part of the
proposal at the bid submission. Based on the detailed design by the contractor
(which shall fulfill and comply with tender requirements), the contractor has to
quote the quantity and rate of the item in the Price Schedule. It shall solely be
the responsibility of the contractor to supply, install and commission the system
as per design finally approved by KTMB within the same overall cost i.e. no
additional cost shall be paid if any additional item is required to be supplied,
installed and commissioned on account of approved design. The extra payment
would be applicable only if there is any change in these Yard layouts,
conceptual signaling & communication plans & diagrams requiring operation of
additional quantities. However, in the event of change in these plans, layouts &
diagrams, no extra payment shall be payable towards design change or
software changes. The additional payment would be only if the contractor has
to provide any additional equipment due to change in these
plans/drawings/diagrams and he has to fully justify these additional quantities.
Any reduction or increase in quantity will be on contractor account except
where increase/decrease is due to revision in yard layout, conceptual signaling
& communication plans & diagrams. The necessary variation order on this
account will be based on the variation clause no 13.4 of ASCOC.

5. The rates are to be quoted by the bidder inclusive of all taxes, duties & levies
and transportation for supply of material at nominated stores depot and further
transportation of materials from store depot to site of work and releasing
material of existing communication installation and transporting the same to the
nominated place.

6. The bidder shall clearly spell out the break-up of various taxes, duties & levies
considered in their offer. However, if any duty/tax/levy is not considered by the
bidder at this stage, the same shall be on bidder’s account completely. If there
is any upwards revision or if any tax/duty/levy is imposed due to subsequent
legislation, the same shall be reimbursed by Ircon on proof of evidence
acceptance by Ircon. At the same time, if there is any downward revision or if
any tax/duty/levy is withdrawn/abolished due to subsequent legislation, the
same shall be passed on to Ircon. The contractor has to bring such changes
into notice of Employer promptly.
7. Price Schedules in the document shall be completed which included all costs
and relate such costs to geographical areas of work. The prepared schedules
included in this document illustrate a minimum breakdown only. It is
Contractor's responsibility to ensure the completeness of the cost & pricing
information.

8. The list of spares shall be very exhaustive, distinct and without any ambiguity.
It may be noted that the cost of spares shall be less than the cost calculated in
the main price Schedule and the contractor shall be able to justify this cost
based on breakup of such items used in equipment.
9. Signatures and company stamp shall appear at the bottom of each page of the
Price Schedules and at complete tender document.
10. All the items shall be priced in Malaysian Ringgit only.
11. Ircon reserves the right of awarding all the items or part of items as given the
summary of the price.
12. Ircon also reserves the right of supplying part equipment covered under
contract by way of directly procuring the same from reputed vendors to meet
the timely completion of the project.
13. Contractor have to assess quantities based on the survey, conceptual typical
line diagrams/schematic layout plans of communication sub- systems which are
for indicative purpose and quantities may vary based at detailed design,
tenders to consider the same while quoting.
14. If as per contract design, any additional item is required to meet the final
objective of the project, the same shall be indicated in “Other items (to be
specified)” indicated in every sub schedule of sub system.
