MINUTES
1) OAS Survey (Mawe Duque)
Mawe Duque: There was a stakeholder meeting with OSA. Ryan & other stakeholders will
sign new matrix, and mamimigay ng new info to the students.
Ryan Yu: Suggestion on my end. Maganda siyang initiative not just as a survey, but as a
constant feedback mechanism. Baka pwedeng iGoogle doc na shorter form na every time
may org interaction with OAS, pwede siya. Pero for next year.Precious Almendras: We
were banking on the fact that the main part of the campaign would be the blackout, but
when na-remove yung idea na yun, nahirapan kami na irevolve yung whole WhiCare sa
remaining aspects of it.
Mawe Duque: Just to share you the timeline, this is based from COAs end. We will
have one week of data gathering then sabi ng COA if we can extend if longer for the
assessing of the data, so we will extend it to two weeks. However, during the assessing
of data, makikialam na ako ng konti kasi uunahin na natin yung mga response na may
violation ng students rights sa Magna Carta as an institution na dinedefend yung
Magna Carta of students rights, papakialaman ko na yung responses na may mga
ganon at baka di ko na mahintay yung final na study results bago aksyonan yung
issue.
Ryan Yu: If were going to use this as data for next year, it wont be relevant data. Parang
it wont be coming from neutral ground din. I guess you dont call it an OAS study, you
call it an OAS complaint system kasi this is what it is. Otherwise, youll have to change
the form in such a way na hindi directed pero more open-ended yung questions just to be
clear on what were doing talaga kasi I dont think that it would be wise to meet with OAS
with just negative stuff. Ako rin, I think it might be good to have numbers like a rating
system na how did each org find it? para well have a benchmark for next year na this is
the rating OAS gave and these are the improvements that happened
Mawe Duque: Can I clarify with the rating system? Pano siya?
Ryan Yu: Most of them are just what are the problems diba? Pero it could
be also in terms of overall performance. There has to be some positives and
not all orgs probably encountered problems, so just get the other side also
TJ Santos: Suggestion lang. Maybe you could also add, were you on time
reserving? baka kasi one-sided.
Ga-el Mendoza: May chance rin bang gumawa ng recommendation for
suggestions kasi parang sinabi mo dito merong tungkol for positives eh like
what can we change? baka pwede tayong gumawa ng alternatives then
ipresent sa OAS like the students think na mas okay kung ganito yung
process."
Louis de Jesus: Is there a question of objectivity parang gusto ba natin or is it

to forward complaints to the OAS? I mean its okay either way. Its our job.
Ryan Yu: Call it as it is. If it really is a complaint study, call it a complaint
study.
Mawe Duque: I have to take a stand that the study should have some positive
side to it. Dadaanan na lang ito sa strategy kung paano kakausapin yung
OAS. Rest assured it will not only be complaints, meron ring possible
recommendations for OAS for improvements and for all to be happy.

2) Buklod Resolution (CJ Leong)


CJ Leong: So far the past two conferences in Buklod, we have passed a total
of 18 resolutions and all the resolutions are uploaded in the Dropbox since
summer pa, except for the other two, which were approved noong midyear
conference lang. Yung summary of what happened in Buklod, yung pinakagist, nakapost na sa super Sanggunian tracker natin. Im here to discuss the
three priority resolutions before our terms end.Ray Gomez: Nag-usap-usap
na lahat. Theres a Facebook group, theres Sanggu reps in it, nandoon yung
COP, Assembly, A-Stat so ang mangyayari is Guidon, Matanglawin and
Heights wont act as a PRR of that committee anymore. So magkakanyakanya sila, but ang mangyayari is tayo mauuna, we process our own, we
release our own then theyre gonna respond. What links us all is that we all
have the same data.
2016 National Elections (COMELEC)
Requirements:
Voters Reg - Yung nakuha kong information from the previous national elections,
hindi daw tayo nakabuo ng satellite reg inside campus, but what we had was a
transpo to the satellite reg. But then may question rin sa feasibility ng paggawa ng
satelling reg kasi one, January na so its a bit late and two, may resolution na pinass
yung national COMELEC saying na political or religious institutions are not allowed
to be satellite reg. Im not sure kung Ateneo, as a Jesuit institution, is considered as
one. I have a suggestion lang for the voters reg since its online na yung pagfill up ng
form and then all you have to do is go to the satellite reg and send your application
form, I was thinking that what we can do, as the current administration in Sanggu, is
to blast information about this like where you can fill up your registration forms etc.
Voters Education - Yung mga suggested na pwedeng gawin is one, town hall talks.
Context nito, its also in partnership with the other Ateneo schools so feasible for
other schools rin. And debates. The target date is Feb. 2015 according to the
resolution. But I think its quite early kasi wala pa namang official list ng candidates,
etc. so I think it can be moved to a later date.

Mock Elections - Hinihingi is hold the mock elections inside school then publicize
the results. The goal is Feb. 2016. This is a note to the incoming ambassador kung
sino naman and to the next administration.
Poll Watching - Suggestion is to join a group called Parish Pastoral Council for
Responsible Voting. Two weeks before May 9.

Alecs Reasonda: If I recall correctly, wasnt there supposed to be a committee?


CJ Leong: The plan was to put it under CSPA, but then hindi naasikaso kasi
madaming nangyari for first sem, di na gumalaw yung resolution. We have to talk
about what we can do before our term ends.
Ryan Yu: Feel ko for the voters reg, you still need to have a manual station kasi
kahit na magblast tayo, wala paring assurance At least kung manual, you can see
people actually logging on. For the others, di ako sure kung gaano ka-feasible na
gawin within our term. If ever, baka iresolution nalang for the next set of officers.
Theres no buzz at all, but what we can do is magstrategize yung next set of
officers lalo na sa two months na break talaga kasi ang aga pa talaga.
Alecs Reasonda: Thats why I was asking about the committee kasi diba its
supposed to be in partnership with other organizations also? I think mas madali
kung may committee para sila nalang yung bahalang magtransition
CJ Leong: I think we can do something about this one na like one, yun nga, form
a committee, and may suggestion na plan for the manual set up in school.
Mawe Duque: Kapag ba gagawa ng manual set up sa school, kailangan pa bang iinform yung national COMELEC?
CJ Leong: It depends kung ano gagawin natin doon kasi if its something to raise
awareness, then hindi naman. But if were gonna do something beyond that, then
were probably gonna have to inform COMELEC.
Alecs Reasonda: So you can register to be a voter online?
CJ Leong: Hind pa siya full, may form na pwedeng ifill up. All you have to do is
go the satellite reg mismo and show a few documents. The process will be much
easier
Mawe Duque: For example, taga-Pampanga ako, pwede na akong magregister dito
kahit di ko hometown?
CJ Leong: Kung saan ka magreregister, diba doon ka magvovote? Im not sure
kung pwedeng palitin ngayon. What you can do is to fill up the forms online then
go to the satellite reg.
Mawe Duque: Suggestion ko yun if we can clarify with COMELEC how we can
disburse this to our school for the service of our students. Kasi kung mapapadali
nga, Ill do it.

Ele Gealogo: If Im not mistaken, may separate form for updating where your
place is.
Ryan Yu: Just to benchmark, La Salle is also promoting this, so I dont think na
problem siya with COMELEC. Its just a first step, we have to emphasize lang na
hindi pa tapos yung reg process pag nag-online ka.

STRAW
Requirements:

Raise Awareness
Release a Stand
Create a Task Force - What we want to do is make sure the bill gets passed sa senate,
so what were doing is were creating task forces per school that will not be dissolved
until the bill gets passed to ensure that it really gets passed.
Gather Complaints - Currently ginagawa siya ng STRAW desk and theyre asking for
help form our Buklod network para mas malakas yung hatak natin when we present
it to senate and congress na urgent talaga ma-pass yung bill.
STRAW Champion - Meaning magkakaroon tayo ng face. Preferably, galing talagang
Sanggu yung champion saying na ito yung stand ng Buklod Atenista na the youth
really believes that this is urgent etc.

CJ Leong: I think we should focus on creating this non-dissolvable task force to


really monitor yung resolution, and I talked to STRAW Coalition Lobbying Chair
and he said that we should expect frequent visits from the House of Reps. So its
necessary to create a task force para we can delegate people to congress as soon as
possible
Ryan Yu: With regards to the stand, I think may stand na tayo from many years
ago. I think best if we just bring out the previous stands and reiterate it. With
regards to the group, I think dapat ilagay siya under the office of the Buklod
ambassador. I think best now na ma-establish na natin. We dont know what kind
of structure well be operating next year so might as well put it under someone
whoever will be the ambassador next year.
CJ Leong: Suggestions on how we can form this team?
Ryan Yu: Can we have four school champions? To engage the school boards. I
want each school board to field someone.
Mawe Duque: Diba yung STRAW champion sa congressmans side?
CJ Leong: Atenean.

LED monitors para ma lessen expenses ng Sanggunian for the future
TJ: Original plan was once we determine the numbers we need, it was
supposed to be through sponsorship
TJ: if experimental work does not push through, then the TVs will be service
monitors to be used by any other org.
