Economist
Pablo Antolin is Principal Economist and Head of the Private Pension Unit of the
OECD Financial Affairs Division. He manages the research and policy programme
of the Working Party on Private Pensions, a body that brings together
policymakers, regulators and the private sector of almost 40 countries around
the world. His work covers issues related to the operation and regulation of
funded retirement income systems. In the past, he has worked on the impact of
ageing populations on the economy and on public finances. He has produced
several studies examining options available to reform pension systems in several
OECD countries, including public pensions. Previously, he worked at the IMF and
at the OECD Economic Department. He has published journal articles on ageing
issues as well as labour market issues. Mr. Antoln has a PhD in Economics from
the University of Oxford and an undergraduate degree in Economics from the
University of Alicante (Spain).

Rob Bauer is the Executive Director of Rotman International Centre for Pension
Management (ICPM). He is internationally recognized for his research focus on
pension funds, mutual funds, behavioral finance, socially responsible
investments (SRI) and corporate governance. His investment consulting firm

Chairman
Gabriel Bernardino is Chairman of the European Insurance and Occupational
Pensions Authority (EIOPA). He is responsible for the strategic direction of EIOPA
and represents the Authority at the Council of the European Union, the
European Commission and the European Parliament. Mr. Bernardino prepares
the work of EIOPAs Board of Supervisors and also chairs the meetings of the
Board of Supervisors and the Management Board. Mr. Bernardino is the first
Chairperson of EIOPA. He was elected by the Board of Supervisors of EIOPA on
10 January, 2011. His nomination followed a pre-selection of the European
Commission and was confirmed by the European Parliament after a public
hearing held on 1 February, 2011. Mr. Bernardino assumed his responsibilities on
1 March, 2011. Prior to his current role, Mr. Bernardino was the Director General
of the Directorate for Development and Institutional Relations at the Instituto de
Seguros de Portugal (ISP). He has served in several positions of increasing
responsibility since he joined the ISP in 1989 and represented EIOPAs preceding
organisation, CEIOPS, as Chairman between October 2009 and December 2010.

Lans Bovenberg is a professor of economics at Tilburg University. He has
published extensively in the leading international journals on a variety of topics:
public economics, tax policy, environmental economics, institutional economics,
pensions and aging, international macroeconomics and labor economics. Lans
Bovenberg is one of the most-cited Dutch economists in the international
academic literature. At the same time, for more than two decades now, he has
been the most-cited Dutch economist in policy-oriented journals aimed at
practitioners and policymakers. In 2003, Lans Bovenberg won the Spinoza prize -the most prestigious and highest academic award in the Netherlands. With the

Marcie Frost was appointed director of the state Department of Retirement
Systems in January 2013. She was elected to serve as Vice Chair of the Board in
September, 2013 and is a member of the WSIBs Private Markets, Public
Markets, and Administrative committees.In addition to serving as one of the
three ex-officio members on the Board, Frost is a member of the Pension
Funding Council and the Select Committee on Pension Policy.As DRS Director,
Frost oversees one of the most complex public retirement systems in the country
that serves nearly 700,000 current and former public employees at both the
state and local government levels.Frost began her career with the state
Department of Labor and Industries, where she advanced to a leadership role in

director for operations; and, most recently, deputy director.Frost leads a
comprehensive organization with a focus on strengthening agency performance,

Amit Goyal is professor of finance at the University of Lausanne where he holds a
senior chair from the Swiss Finance Institute. Formerly on the faculty of the
Goizueta Business School at Emory University (USA), he has a Ph.D. in Finance

Campbell R. Harvey is Professor of Finance at Duke University and a Research
Associate of the National Bureau of Economic Research. From 2006-2012, he
edited The Journal of Finance. Next year, Harvey will become President-Elect of
the American Finance Association. Harvey also serves as the Investment Strategy
Advisor to the Man Group PLC. Professor Harvey obtained his doctorate at the
University of Chicago in business finance and is the author of over 125 scientific
publications. Harvey has been honored with eight awards for excellence in
financial writing from the CFA Institute and three awards from the Institute for

Catherine Lubochinsky is Managing Director, Research at the Global Risk Institute
in Financial Services (Toronto). She holds PhDs in Economics from the University
of Paris I (Panthon-Sorbonne) and in Finance from the University of Orlans.
She is Professor at the University of Paris 2 (Pantheon-Assas), on leave since
February 2013. Her research interests covers interest rates, derivatives, asset
management, banking and financial regulation. She is a member of the Cercle
des Economistes and the European Shadow Financial Regulation Committee
(ESFRC). She has been President of The European Money and Finance Forum
(2006-2012), an advisor to several private sector financial institutions over the
years and a consultant to the Financial Markets and Stability Department of
Banque de France. She is the author/editor of several books and a number of
articles, in both French and English, on various challenges facing the global
financial services sector, including increased short-termism. Catherine
Lubochinsky will discuss how the root of short-termism has stemmed from the
securitization/financialization of capitalism, and how regulation, including
increased transparency, has reinforced short-termistic behavior.

Norwegian Ministry of Finance. The Department is responsible for the

Ambrogio I. Rinaldi is currently Central Director at COVIP (Commissione di

Ole Settergren is director of R & D at the Swedish Pensions Agency. During the
1990:ies he led the work on the automatic balance mechanism of the Swedish
inkomstpension plan. Work that that resulted in the development of what
allegedly is the worlds only income statement and balance sheet for a pay-asyou-go financed pension plan yearly published in the Orange Report, which he

JUAN YERMO is currently Senior Advisor to the OECD Secretary-General. He is in
charge of the OECD Better Policies Series, which provides analysis and
recommendations across a wide spectrum of policy areas. He also coordinates
CleanGovBiz, the anti-corruption and integrity initiative of the OECD. Prior to this
role, he was Deputy Head of the Financial Affairs Division and Head of the Private
Pensions Unit. He joined the OECD in 1999. He has published various books and
articles on pensions and investments and regulatory issues. He also serves in the
Investment Committee of the OECD Provident Fund and the Oversight

Aleksandar Andonov is a PhD Candidate in Finance at Maastricht University,
where he also teaches master courses on institutional investors and behavioral
finance, and bachelor courses on investments. In his doctoral work, Aleksandar
focuses on institutional investors, in particular pension funds and the money
management industry, investigating the asset allocation and performance of
these investors in public and private markets. His research ideas and findings
have been presented at academic and industry conferences, and have been
covered in popular financial media, such as the Economist and Financial Times.
Aleksandar spent the 2012 spring semester at the International Center for
Finance, Yale School of Management. In 2013, he visited the University of Notre
Dame, Mendoza College of Business. From September 2014, Aleksandar will start
as an Assistant Professor in Finance at the Erasmus School of Economics in
Rotterdam.

Craig Ansley was appointed to the Board of the Guardians in September 2011.
His term of office expires on 30 September 2016. Craig is currently Visiting
Professor, Faculty of Business and Economics at Macquarie University in Sydney
and teaches honours and Masters courses in institutional investment at the
University of Auckland. Prior to his retirement in October 2010, Craig spent many
years in senior roles with Russell Investment Group. A founder of Russell's New
Zealand office, Craig has been the Director of its Australasian consulting practice,
the Director of Capital Markets Research in Australia and New Zealand Chair.
Craig was a member of the Savings Working Group and has been a director of
the Mortgage Corporation of New Zealand Limited and Mortgage Services

Craig has a BSc (Hons) in Mathematics from the University of Canterbury, and a

John is the President of the Queensland Council of Unions, and currently the
General Secretary of the Queensland Teachers Union, the largest registered
industrial organisation in Queensland with 44,000 members. As such, he has an
extensive knowledge of the state, regularly visiting major centres and towns and
remote areas of Queensland. John has extensive directorship experience. He is
currently Chair of the Queensland Residential Tenancies Authority (RTA) which
regulates the residential rental market. The RTA is responsible for investments of
over $500M. He is also a member of the Board of Lady Bowen Trust, a registered
charity established to assist the homeless. In addition, he was recently appointed
as a board member of Skills Queensland, which is responsible for delivering the
states skills and workforce development plan. He has also been Director of
WorkCover Queensland, a private health insurance fund and a private
investment group of companies. As a consequence of this extensive reference,
he has developed a very good understanding of corporate governance
responsibilities and the way in which government departments, agencies and

Mr. Blitzstein established a consultancy in 2014 that provides professional
trustee services and strategic advice to labor unions and employee benefit trust
funds. During the prior 35 years, Mr. Blitzstein served as a collective bargaining
expert on pension and health insurance and a multiemployer plan trustee for the
United Food & Commercial Workers International Union (UFCW) and the United
Mine Workers of America (UMWA). Between 2006 and 2013 Mr. Blitzstein
served as the Special Assistant for Multiemployer Plans for the UFCW. In that
capacity, Mr. Blitzstein was a trustee/fiduciary on six Taft-Hartley pension funds
and one health fund representing half a million plan participants. In addition, Mr.
Blitzstein advised the UFCW leadership on public policy issues related to
retirement and health insurance. Mr. Blitzstein has been a director of the
Pension Research Council of the Wharton SchoolUniversity of Pennsylvania
since 1997. In 2008, Governor OMalley appointed Mr. Blitzstein to be a trustee
of the Maryland State Retirement and Pension System, and reappointed him to a
second term in 2012. In 2011, Mr. Blitzstein was appointed by President Obama
to the Advisory Committee of the Pension Benefit Guaranty Corporation (PBGC),
and reappointed in 2014. In 2013, Mr. Blitzstein was elected to the Board of
Directors of CareFirst of Maryland, Inc. Mr. Blitzstein was named by Institutional
Investor Magazine to its Pension Forty most influential leaders list in
November 2013. Mr. Blitzstein is a graduate of the University of Pennsylvania
and holds a Master of Science in Labor Studies from the University of
Massachusetts in Amherst.

By a decree published on June 11 2008, Mr Philippe DESFOSSES has been
appointed as the new Chief Executive Officer of ERAFP, the French Public Service
Additional Pension Scheme. Mr DESFOSSES is a graduate of Sciences Po in Paris
and the French National School of Administration. He started his career at the
French Treasury (Ministry of Economy and Finance) in 1985, successively as
Deputy Head of the Enterprise Financing Desk, Deputy Head of the Sub-Saharan
Africa Desk, Financial Attach in New York (1989-1992) and Head of the
Insurance Desk (1992-1995). From 1995 to 1997, he was Special advisor to Mr
Jacques Barrot, the French Minister of Labour and Social Affairs, in charge of the

promoted to Deputy CIO in January 2006. She has been involved extensively in
the development of the investment department and the long term investment
strategy of the fund, and completed the funds first direct private equity
investments. In August 2012 Elizabeth was appointed Head of Equities, which is
a new role at USS. The Head of Equities has responsibility for total equity

Sadayuki Horie is a senior researcher at the Nomura Research Institute(NRI) in
Tokyo, the largest think tank in Japan. In 1986, he developed the NRI-Bond
Performance Index (later renamed as the Nomura BPI), which is now the industry
standard. From 1996 to 2001, he was the head of the quantitative group of
Nomura Asset Management, managing over $1bn through GTAA & currency

Mr Lyttyniemi joined the State Pension Fund in 2003. The State Pension Fund

Benne van Popta was born in The Netherlands. He studied macro-economics,
public finance and political economics (1970 1976). He worked at the Ministry
of Finance for thirteen years (Treasury, 1976-1979; Budget Department, 1986
1995; lastly as deputy director for Budget Affairs) and was Chief Economist at the
Secretariat of the Social and Economic Council (one of the two social dialogue
institutions in The Netherlands) for six years (1980 1986). In 1995 he joined the
small business organization MKB-Nederland. There, Mr. van Popta was Director
Economic and Social Affairs, Director European Affairs and CFO. On behalf of this
organization he was a member of the Board of UEAPME (the European
Association of Craft, Small and Medium-sized Enterprises), where he served two
terms as a Vice-President, responsible for European social affairs and European
social dialogue. Since 2000 he has chaired the Pension Fund for the Retail Sector
on behalf of the employers organizations in the retail sector, and from 2011 he
is the employers chair of the Pension Fund for Small Industry, on behalf of the
employers organizations in the small industry sector. (These sectoral employers
organizations are members of MKB-Nederland). He was the representative of
MKB-Nederland in the recent round of negotiations (2010/11) on pension reform
in The Netherlands. He is also a member of the Board of the recently founded
Pension Federation in The Netherlands and is the employers chair of the Dutch
Association of Industry-wide Pension Funds (2005). In May 2011, he was elected
Vice-Chair of the Occupational Pensions Stakeholder Group at the European
Insurance and Occupational Pensions Authority, EIOPA. In autumn 2011 Mr van
Popta has joined the board of the EFRP (European Federation of Retirement
Provisions) on behalf of the Dutch Pension Federation.
