The Commuter
TCC Update

As is highly visible from Rt. 18, tremendous progress has occurred on the erection of the new TCC
parking deck. It is already approximately 50% assembled and it is expected to be fully operational
by the fall.

Once the deck is ready for service, the Parking Utility expects to issue permits to most, if
not all, Township residents on the permit waiting lists. If you are a Township resident and
wish to get a monthly permit, please submit your name ASAP to be added to the waiting list.
The permit application form can be found in the waiting rooms. There is no obligation to accept a
permit if it is offered to you.

The Parking Utility will also have many additional important announcements to make as
implementation plans are developed, so we strongly encourage all commuters to sign up for our e-
mail list as discussed at the end of this newsletter if you have not already done so.

Parking Preference Poll

In the next few months the Parking Utility will be making numerous important decisions regarding
the operation of the two facilities including issuing the additional monthly parking permits and
allocating parking between monthly permit parking and daily parking. The ability of the Parking
Utility to make the best decisions for all involved on an informed basis would be greatly assisted if
as many commuters as possible respond to our parking preference poll. Many thanks to the

Question: I am/am not a resident of East Brunswick and assuming that the bus operating
schedules will be similar at both facilities once the new Transportation Center (TCC) facility is
completed, my preferred parking location is as shown below. Please assume that the parking
terms in either facility would also be the same (cost of parking, availability of permits, etc.):

Total number of responses to date: 89 E.B. residents and 52 non-residents (NR)

Prefer Neilson Plaza and would not park at TCC - 31% of residents; 48% of NR
Modestly prefer Neilson Plaza but would park at either - 6% of residents; 3% of NR
Modestly prefer TCC but would park at either - 11% of residents; 15% of NR
Prefer TCC and would not park at Neilson Plaza - 47% residents; 28% of NR
I have no meaningful preference between the two and would be happy with either - 2% of
residents; 3% of NR
Other - 1% of residents; 0% of NR
 Odds and Ends

Changes in Evening Stops at Neilson and TCC: For safety reasons, changes have been made
in the location of the evening drop off points at both Neilson Plaza and TCC. At Neilson Plaza,
drivers are to pull far down into the bus lane so other buses pulling in behind them will not block
Tower Center Blvd. as has often been the case in the past. At TCC, the first stop (near the former
daily parking lot) has been eliminated related to the TCC construction. Please do not ask drivers
to stop in these eliminated locations since they have been specifically instructed not to do
so. Thank you for your cooperation with this request.

TCC Redevelopment: As we have previously reported, Toll Brothers has requested, and the
Township has now formally granted, both a delay in proceeding with the planned redevelopment of
the remainder of the site and the elimination of the office component of the plan. Toll has further
indicated that it is possible that the residential component of the plan might also be eliminated if
market conditions remain poor leaving only the retail component. In the meantime, Toll is
expecting to try and locate two restaurants on the Rt. 18 frontage of the property and reverse the
entrances to Sam’s Club and the Rt. 18 Market once the new TCC is completed and open.

Rt. 18 and Buses: The CPAC has brought to the attention of our local state legislators the severe
problems buses have had on Rt. 18, especially those proceeding north from the TCC. In contrast,
the state is considering make changes to both Rts. 1 and 9 to speed bus flow on these roads. In
response to our request, the NJDOT has agreed to look at what they can do on Rt. 18 on this
issue. We thank Sen. Buono for her assistance in bringing this issue to the attention of the
NJDOT. We have received the following communication from NJDOT on this issue:

NJDOT Transportation Systems Planning has just initiated a Concept Development Study of Rt. 18
from Edgeboro Road in East Brunswick to Rt. 1 in New Brunswick. The scope of the study is
operational and safety in nature, and in addition, the interchange at Rt. 1 will be investigated. The
original problem statement did not include a statement of need for bus amenities or priority along
Rt. 18, but we will add it to our work within the prescribed limits. Since we don't have a continuous
shoulder that we can use for a bus lane as we do on Rt. 9, we are limited in what we can do for
buses along Rt. 18; however, we may be able to provide some pull outs and shelters. DOT will be
coordinating with NJ Transit on the project and will accommodate their needs as much as possible.
There will be public outreach meetings held throughout the process to get the opinions of the
people who live in the community and travel along this stretch of highway. The current schedule
calls for completion of Concept Development next summer of 2008.

Gov. Corzine’s Asset Monetization Plan: We are pleased to report this month that Sen. Buono,
and Assemblymen Barnes and Diegnan have all responded to our request for comments regarding
Gov. Corzine’s Asset Monetization plan. All three indicated that they could not support the plan as
it was introduced by the Governor. Each of three legislators responded in a different manner to our
questions. Due to space limitations we are not able to include the complete text of their responses
