The specification has been revised both in the content and in the style according to
EU reference codes which require the functional requirements are pointed out and
the discriminating elements are excluded, in particular UNI, UNI CEI and UNI EN
codes have been added.
All the references to Individual Protection Devices have been removed, since these
devices will be considered by another specification.
The following equipment have been included:
- equipment for intervention on electric systems;
- eye-washers and emergency showers;
- hand held gas detectors;
- sand boxes for hydrocarbons loading bays.
- all the requirements already provided by the above mentioned reference codes
have been eliminated, in order to avoid repetitions.

INTRODUCTION
The codes considered for the drafting of this specification are UNI and UNI EN
which define, with sufficient detail, the general criteria for designing and supplying
of the considered personal safety equipment.
Some criteria of good operation coming from the Companys experience and not
considered by the legislation relevant to this field have been maintained too.

FUNCTIONAL NORMATIVE REQUIREMENT

2.1

Operative environment
Environmental conditions of the installation site, defined by the design
specification, shall be kept into consideration during the positioning and installation
of safety equipment.
All the materials, the equipment and the personal safety supplies shall be fit to
resist to corrosion coming from particular environmental conditions define in the
documents issued for the specific design.
The equipment described in the specification shall be fit for the following reference

2.2.1

Emergency equipment boxes


The fire hydrants shall be in accordance with the provisions of "Regolamento
concernente i criteri generali per la sicurezza antincendio delle piattaforme fisse e
strutture fisse assimilabili", following article 49 of D.P.R. 24/5/1979, n 886.
The emergency equipment shall be to position near the heliports.
For offshore heliports the equipment shall be contained into standard boxes as
hereinafter specified.
Taking into consideration the widest space involved, for onshore heliports the
equipment shall be contained even into another box.

The boxes shall be of monobloc fiberglass externally finished and sealed, with
dimensions 1200 x 400 x 800 mm with the following characteristics:
- wall thickness 3 mm;
- supplied with inner drip on the windowed front perimeter with vertical
diaphragm at 69 cm from the left wall;
- n.3 fixed shelf 50 x 40 cm in the upper right part at a distance of 30 cm from
each other;
- n.1 panel as tool-holder 50 x 85 cm in dimensions fastened to the back with
supports and clothes-stand tube of 70 cm in the upper part of the left side;
- n.4 feet fastened on the bottom;
- n.2 Plexiglas doors of 3 mm on a Fiberglas frame with standards and ledgers 9
cm in width fastened to the box by brass zips and stainless steel screws and
pallet locks for each door;
- painting with red colour, RAL 3002.
The emergency equipment box shall contain the following emergency equipment,
supported into the box in a suitable way. The following list includes what provided
by D.P.R. n.886 as a minimum supply and the Companys additional requirements.
- n.2 helmets (UNI 7154) with fireproof visor;
- n.2 firemans axes;
- n.2 safety knives;
- n.2 safety electric torches;

Emergency supplementary equipment


On every platforms the following equipment shall be always available:
- n.2 fireproof overalls (UNI EN 366 and UNI EN 367);
- n.1 net for loading (Japanese);
- n.2 open cycle self-breathing apparatus cylinder capacity (7 Lt);
- n.1 loudspeaker;
- n.1 hand held battery safety light with an endurance of 2 hours. The light shall
be supplied with a rechargeable Ni-Cd batteries and with the relevant charging
device;
- n.1 binoculars;
- n.1 firemans axe;
- n.1 fireproof blanket;
- n.1 floating cage for transport of material and personnel;
- n.1 safety belts with ropes;
- n.1 safety harness with quick release device, supplied with rope (1.5 m) and
snap link;
- n.2 intrinsic safety hand torches;
- n.1 hand held explosimeter for methane gas, supplied with case of PVC and
strapping for transport and spare filaments of feeler pipe of plastic 15 m in
length;
- n.7 fully anatomical gas masks, supplied with CO filters;
- n.7 universal filters for gas masks;

Supplementary equipment for plants with H2S presence


Beside of what above stated, the following emergency equipment shall be to
provide:
- breathing apparatus, gas masks and filters shall be more than the people
provided simultaneously on the plants;
- hand held H2S electronic detectors.

2.2.3

Breathing apparatus

2.2.3.1

Construction and installation requirements


The breathing apparatus shall be realized in accordance with the requirements of
UNI EN 137 code.
The breathing apparatus shall fulfil the following characteristics:
- the anatomical backplate shall be supplied with two handles for an easy
transport, and cylinder fixing band fit for containing a 7 litres cylinder or two 4
litres cylinders.
The cylinder clip shall be fit to avoid any accidental opening, but in the same
time allow a quick cylinder replacement;

- the support harness shall be realized in order that the user can put on and take
off quickly, without any assistance; shall be easy to clean, with all components
easily detachable and replaceable.
The shoulder straps shall be easily adjustable in order to fit the operator; all the
adjustable devices shall be to realize in order that once adjusted they can not
slide unintentionally.
The harness shall not have parts or edges which can get ensnared in narrow
passages.
The belt fastening shall be of quick release type; a quick release device shall be
to fit in on the female part in case of emergency;

- the overpressure/demand valve shall be supplied with a male threaded coupling


easily screwing even with the mask put on (standard UNI EN 136, UNI EN
140, UNI EN 142).
The valve shall be fit to maintain a static pressure into the mask not higher than
0.5 kPa (5 mbar) in equilibrium conditions (by membrane servo-controls).
The medium pressure pipe connected to the overpressure/demand valve shall be
supplied with a quick male connection with filter for the connection to the
pressure reducing valve.
The conversion from over pressure to demand and vice versa shall be operated
by a manual knob;

- the pressure gauge for high pressure shall be supplied with pipes and fittings, fit
for pressure up to 30 MPa (300 bar), protected by a rubber gasket.
The pipe fittings to the pressure reducer shall be suitable to resist a pressure of
45 MPa (450 bar); it shall be hosed in the suitable slides placed on the left
shoulder straps, protected and not hinder the operators movements, it shall
have a length fit to allow the operator an easy reading.
The instrument body shall have a diameter higher than 63 mm.
When the pressure gauge and the pipe fittings are not connected to the
equipment, the resultant flow rate shall not overcome 25 l/min at the cylinder
maximum pressure.
A safety valve shall be to provide on the pressure gauge case. Figures and hands
shall be phosphorescent type on a black background in order to allow an easy
reading even with low lighting;

- the pressure reducer shall be piston type with balanced pressure, in order to
allow an outlet constant pressure of 0.7 MPa (7 bar) also for pressure ranging
from 30 to 2 MPa (300 to 20 bar) into the cylinder.
The pressure reducer shall be fit to operate up to 30 MPa (300 bar); it shall be
equipped with a safety valve, positioned in order to not create any obstacle to
the operator in case of shut down of reducer, set at 1.1 MPa (11 bar), since the
pressure shall not exceed 1.0 MPa (10 bar) into the medium pressure system.
This safety valve shall allow breathing even during its start up.
The air exhaustion signal, installed on the pressure reducer, shall be equipped
with a splash guard hood.
It shall be set in order to produce a continuous acoustic signal of 90 dB(A)
when at least 400 litres of air are available (at atmospheric pressure); the signal
shall operate until air reserve is nearly finished (about 140 litres;

- the compressed air cylinder with a capacity of 7 litres, charged at 20 MPa (200
bar), shall comply with the provisions of the law and supplied with single test
certificate issued by ISPESL - Minister of Transport.
The cylinder shall be equipped with a balanced pressure shut off valve which
allow and easy opening and closing without manual pressure. This valve shall be
realized in order that complete opening is possible by turning the wheel at least
two times.
The cylinder shall be equipped with float in order to avoid impurities transport,
the threaded couplings on the cylinder shall not supplied with Teflon tape, in
order to avoid that any fragment can flow clogging the filter.
The compressed air into the cylinder shall be fit to human breathing in
accordance with the provisions of UNI EN 132 code.
A spare cylinder shall be to provide for each breathing apparatus.

- the fully anatomical facial mask (UNI EN 136 and UNI EN 405) shall be
shaped in order to assure the maximum seal on every face.
The panoramic visor shall be fit in a rubber edge of the mask and opportunely
blocked.
The pipe union fixed to the lower part of the mask shall contain the inhalation
valve and the speaking diaphragm, into a metallic case.
An oro-nasal mask, placed into the mask, shall avoid the visor fogging even in
serious conditions (low temperatures and high humidity). The expired air shall
be breathed out without any contact with the visor.
The mask shall be equipped with a strapping fit for putting on and taking off
quickly and easily and using every type of helmet.
The exhalation valve shall be fixed, by metal ring and clamp, in the lower part of
the mask in a protected position; it shall be adjusted in order to assure
overpressure in the mask and flameproof.
The opening pressure of the exhalation valve shall be of 0.3 kPa (3 mbar);

- the breathing apparatus shall be contained into a metal container of corrosion


resistant alloy, equipped with side straps;
The cover shall be supplied with a rubber gasket for dust and water protection.
The metal container shall be fit to contain also a spare cylinder with a capacity
of 7 litters at 20 MPa (200 bar), equipped with a metal protection cap;

- for each breathing apparatus an instruction book shall be available, with a


complete description of the operations for a right use and procedures for a good
maintenance.

2.2.3.2

Requirements on materials

The breathing apparatus shall be realized with the following materials:


- the anatomical backplate shall be of strong, heat resistant and antistatic
reinforced plastic;
- the support harness shall be of fire resistant material.
The strappings shall be of fire resistant and antistatic fibers. The exposed parts,
except for cylinder, such as those which can be shoved during utilization, shall
not be of magnesium, titanium , aluminium or alloys which can produce sparks.
All the metallic parts shall be of corrosion resistant steel;
- the overpressure/demand valve shall have a male threaded coupling of high
resistant plastic. The quick connection to the pressure reducer shall be of
corrosion resistant material.
The servo-control membrane shall be proofed to hydrocarbon vapours;
- the pressure gauge for high pressure shall be connected to the reducer through a
reinforced neoprene pipe; the pressure gauge case shall be of chromed brass;
- the pressure reducer shall be of brass, with stainless steel piston and springs; the
air exhaustion device shall be of brass and good plastic;
- the compressed air cylinder shall be of Cr/Mo steel alloy;
- the fully anatomical facial mask and the harness shall be of anti-irritating rubber,
perspiration and cream resistant; the panoramic visor shall be of methacrylate.

Gas masks

2.2.4.1

Construction and installation requirements


The gas masks shall be realized in accordance with the requirements of UNI EN
136 and UNI EN 405 codes; the filters according to UNI EN 141, UNI EN 143,
UNI EN 371 and UNI EN 372 codes; the mask filter connections according with
the provisions of UNI EN 148 code.
The gas masks shall fulfil the following characteristics:
- the mask shall be of fully anatomical facial type, with visor fit in a rubber edge
of the mask and opportunely screwed.
The panoramic visor shall allow a visual field approximately equal to the natural
field;
- the exhalation valve shall have a surface enough that expiration resistance is
very low. It shall allow the elimination of condensation.
According to the mask utilization, a protection can be required for the
exhalation valve fit to protect the valve from possible flames.
- the harness shall allow to put on and to take off the mask quickly and easily and
to use every type of helmet.
The shoulder-belt shall permit to have the mask on the breast, ready for the
utilization.
- the oro-nasal mask shall be positioned into the mask and shall avoid the visor
fogging even in serious conditions (low temperature and high humidity), the
expired air shall be breathed out without any contact with the visor;
- the unified filter coupling shall be mounted on the lower part of the mask; it
shall contain the inhalation valve and the speaking diaphragm protected in a
metal container:
The speaking diaphragm shall permit normal conversation and utilization of
loudspeakers, phones and portable radios;
- the gas mask shall be equipped with a rigid plastic case and hermetic seal fit to
contain the mask with the filter already mounted;

Requirements on materials
The materials for the gas masks shall fulfil the following requirements:
- The mask shall be made of a special anti-irritation rubber, resistant to creme and
perspiration;
- the visor shall be of methacrylate;
- the harness shall be of the same material of the mask;
- the exhalation valve protection, if required, shall be of a special flameproof
rubber.
The exhalation valve shall be fixed to the lower part of the mask by a stainless
steel ring and clamp.
The masks shall be positioned as follows:
- n.1 into the emergency power generators room;
- n.2 at the main deck;
- n.2 to the cellar deck;
- n.2 into the gas and main generators rooms.

2.2.5

Gas filters
The gas filters shall comply with the provisions of UNI EN 141, UNI EN 143, UNI
EN 371, UNI EN 372 codes and legislation dated 4.12.92 n.475. The gas filters
shall have an unified UNI En 148 coupling; the capacity shall be of 500 cc.
According with the utilization the filters can be as follows:
- filter for every gas, besides carbon monoxide (CO), which shall have a
maximum duration of 2 hours at a maximum CO concentration of 0.5% by
volume.
The resistance at 30 l/min (inhaled air flow) shall not exceed 0.2 kPa (2 mbar);
- H2S hydrogen sulphide filter (code letter B, grey colour);
- SO2 sulphur dioxide filter, (code letter E, yellow colour);
- methanol filter and organic vapours filters (code letter A, brown colour, to be
used one time only);
multivalent filter, for organic vapours, acid gas and sulphur dioxide (type
ABEK);
This type of filter shall resist gas or organic vapours concentrations of 0.5%,
acid gas and vapours, sulphur dioxide and hydrochloric acid for at least 1 hour a
resistance to 0.1% concentration of ammonia is sufficient, the filter shall also
resist solid and liquid particles.
The resistance to inhalation of 30l/min of air can range from 0.18 to 0.2 kPa
(1.8 to 2 mbar).
The gas filters shall contain soaked coal which keep dangerous substances both
chemically and physically.
The carbon monoxide CO filter shall contain, besides carbon, a catalyst, opcalite,
for turning carbon oxide into carbon dioxide.
The gas filter shall be protected by a waterproof envelope, vacuum sealed.

Fireproof overalls

2.2.6.1

Construction and installation requirements


The fireproof overalls shall be in accordance with UNI EN 366 and UNI EN 367,
UNI 4783, UNI 5114, UNI 8121, UNI 8639, UNI 9274, UNI 9294/5 codes and
legislation dated 4.12.92 n.475.
The fireproof overalls shall have the following characteristics:
- the overalls shall permit moving near radiant heat sources and a possible
operation on fire;
- the overalls shall be able to shield the operator form possible warm and cold
liquid splash;
- the outer fabric shall be fireproof with a high reflecting power (not less than
90% of the radiant heat shall be diverted);
- the inner fabric shall be fireproof with high insulating power;
- the outer surface of the overalls shall be waterproof;
- the overalls and their components shall permit the maximum freedom in
movement and the total weight shall not exceed 14 kg;
- the overalls shall be in a single piece with a front opening closed by a zip,
covered by a strip with press studs;
- the overalls shall be wide enough to contain the operator equipped with fully
anatomical facial mask with filters or with self-protector equipped with cylinder
of 4 litres;

description of the operations for a right use and procedures for a good
maintenance.

The materials for the realization of fireproof overalls shall have the following
characteristics:
- the overalls shall be made of two layers of different materials in order to
maintain the required performances but with the highest freedom for operators
movements;

Miscellaneous safety equipment

2.2.7.1

Safety belts
The safety belts shall be in accordance with the provisions of UNI EN 353, UNI
EN 361 codes and with the requirements of Technical Specifications of Center for
Fire Studies and Experiences of the Minister of Interiors for the firemans safety
belts.
The belts shall be of two types:
- waist safety belt, equipped with rope or fixing chain, length of 1.20 m;
- safety belt as above but with shoulder straps and tigh fastening, equipped with
rope or fixing chain, length of 1.20 m;

2.2.7.2

Fire blankets
The fire blankets shall be of wool, with minimum dimensions of 150 x 190 cm in
order to permit an easy wrapping of the body to extinguish the burning clothes.
Each blanket shall be to put away with plies hold by buttonholes to permit an easy
taking out from the storage box.
The storage box shall be of red coloured oven -baked painted metal easy to identify
and wall mounted.
The box shall have a window for a visual inspection of the blanket.
The blanket shall be taken off by a rope coming out from the box.

Safety lights
The lights shall be intrinsic safety type, usable in areas where he presence of
explosive gas mixtures can occur.
They shall have a mechanically resistant and highly electric insulating plastic case.
The lamp shall be mounted on an elastic support able to open the electric circuit in
case of breakdown of the bulb in order to avoid possible gas ignition.
These lamps shall have a real duration of 2 hours.
The batteries shall be Ni/Cd rechargeable type and a recharging device shall be to
provide.

2.2.7.4

Hand torches
The hand torches shall have the same safety requirements of the safety lights
previously described.

Loudspeaker
The loudspeakers shall be intrinsic safety type, battery supplied, usable in areas

Equipment for intervention on electric plants


According to the requirement of D.P.R. n.547, the equipment for intervention on
electric plants shall be insulating-rod or insulated pincers, pliers with insulated hilt,
insulated gloves and shoes, ladders belts and crampons. Insulating carpets and
footboards shall have dimensions fit to allow the safe operation and to avoid
overturning.

2.2.7.9

Detectors of O2, H2S and other substances


The detectors of gas and toxic vapour in air shall be in accordance with the
requirements of UNI 9608 and UNI 10271 codes.
The following type of detectors shall be supplied:
- portable electronic detector of O2, H2S, and other substances;
- portable gas detectors with colorimetric vials.

Further equipment for hydrocarbons loading bays


According to the provisions of D.M. dated 31.07.34, sand boxes shall be provided
near the hydrocarbons loading bays.

The test pressure of the cylinders, of the pressure reducer and pressure gauge shall
be equal to 30 Mpa (300 bar). This supply shall however be supplied with the test
certificate issued by ISPESL - Minister of Transport.
The normative requirements considered in the previous paragraphs contain also the

2.8

Documentation
The Supplier shall send to the Company all the documents listed in the design
specification (Required Technical Documentation Data Sheets) as agreed in ways
and times.

installation of the component/s.
Generally, the documentation shall include at least:

- functional layouts, link interfaces;
- normal operating nominal and maximum values of the characteristic values.
