4.4 Drive-aways
Moving a vehicle while it is loading product or driving away with the hose still
connected can have serious consequences. The breakage of hoses can result
in spills that could ignite, endangering lives and damaging property. Even if a
spill does not occur, the loading equipment may be badly damaged.
Therefore, the following immobility protection measures may be implemented:
Dry break couplings that disconnect the hose from the tanker if it moves away
may be used as additional protection.
73
Ensure road trucks ready to load are parked at a safe distance from
the gantry and their movement is strictly controlled by the supervisor.
74
Gantries are structures that facilitate the loading of product into road and rail
tankers from storage tanks. The structure houses loading arms and platforms
for top loading tankers and flexible hoses for bottom loading tankers. Devices
and instruments are provided for spill prevention and containment, and
effective earthing/grounding of vehicles. Canopies provide rain protection for
the product and operator.
75
additional emergency shutdown button located away from the loading area;
76
Loaders and operators are fully trained and adhere strictly to procedures.
77
A risk assessment to determine the necessity for unique couplings for each
product /chemical or alternatively keeping the unloading point /valve locked.
Clearly defined responsibilities for the activities undertaken by the driver and
the receipt operator.
Clearly marked off-loading point with product name with NFPA / HAZCHEM
labels.

Check that the right product will go into the right tank before
unloading commences through sampling, documentation and
labelling.
Good practices to avoid the hazards of misidentification of tanker contents are
detailed in the publication Procedures for offloading products into bulk storage
at plants and terminals, published by the Chemical Industries Association in
1999 (ISBN 1 85897 087 3).

All shore tank inlet lines will be fitted with non-return/check valves.
