SUMMIT OF THE APR FORUM OF HEADS OF STATE
AND GOVERNMENT

1. Statement of 1st Seating at the Summit of


APR Heads of State and Government
1.1 This is my first seating at the
Africa Peer Review Heads
Government, and it gives me
part of this Africa owned
accountability mechanism.

1.2 I pay tribute to the founding Leaders of the


APRM process which remains a unique,
innovative and unprecedented governance
framework in the world.
1.3 Kenya was a pioneer in acceding to this
voluntary process of opening itself to a review
of its governance systems. The monumental
and very impactful 1st Peer Review of Kenya
was in 2006 in Banjul, the Gambia and it

anchored key governance reforms evidenced


in the country today.
1.4 I am pleased to inform members of the
Summit that Kenyas preparations for the 2 nd
review are at an advanced stage and the
Country Self- Assessment will be completed in
the next few days.
1.5 My Government is in discussions with the
Panel Chair for Kenya, the distinguished Prof.
Abu Manga to set appropriate dates for the
Review Mission
1.6 Your Excellencies, I am further pleased to
inform you that the Kenya is adopting the
Peer review Mechanism as the framework for
entrenching
accountability,
citizen
participation and Good Governance at the
devolved levels of Government notably, the
Counties.
1.7 The
mechanism
will
enable
County
leaderships to peer review and learn from
each other.

recruitment of CEO and four senior
Divisional Heads for the APRM Continental
office.

At the onset, allow me to appreciate the work


done by the host country of APRM continental
Secretariat in spearheading and managing the
recruitment
process.
We
commend
your
commitment to the integrity of the process in
addition to the financial support for this important
activity. Kenya supports the adoption of the report
as submitted.

Statement on Benin
I congratulate the Government of Benin for acting
upon the commitments made in the 1st Peer
Review Report of the country. We note the
initiatives taken to address corruption in the
Public Service particularly at the point of
procurement and the annual publication of the
directory of prices.
Kenya has undertaken similar measures and we
encourage Benin to take this current initiative a
step further. Should you require technical support
in implementation frameworks for this initiative,
Kenya will be glad to offer. I congratulate His
Excellency for the commendable efforts in
implementing the National Plan of Action.
