REVIEW REPORT
The Annual Accounts of 'Defence Institute of Advanced Technology' have been
audited by the Statutory Auditors appointed by the Chairman, Governing Council and SA to
RM. The Annual Report of 'Defence Institute of Advanced Technology' for the year of 201112 has been approved by the Governing Council of the Institute. The Government is in
agreement with these reports and hence No Review is being laid before the Parliament.

on the defence requirement in general and weapon systems in particular for the officers of the Ministry

Having taken over the reins of this prestigious institute on 11th August 2011, it is a moment of pride to
present the Annual Report for the year 2011-12. Supported by the DRDO, this Institute has embarked upon
major up-gradation of infrastructure and facilities and has inducted highly accomplished faculty. A number
of publications of high quality are rolling out and research output is moving towards products and systems.
International collaboration with many foreign universities of repute has been initiated.
Major research work is in progress in nanotechnology based sensors, high energy materials, nano-materials,
solar cells, RF systems, laser devices, large scale simulations and cyber security. This Institute has bagged a
major Project on Nano-technology costing Rs.43 crores from DRDO and over 13 smaller projects are
running. Also, many high value and state of the art machineries, lab equipments and infrastructure are being
added.
Sharing of customized teaching, research work and innovative ideas among DRDO Laboratories,
Universities and R&D establishments in the country have brought in increased energies and new synergies.
These will only grow stronger and better.
I am happy to present this well-prepared Annual Report for the year 2011-2012 and thank the editorial team
consisting of Dr. Arati Dixit, Dr. U Patro, Ms. Manisha Nene and Shri TV Ananthasubramanian for bringing
out this Report. I am hopeful that the contents of the Report will be of interest to the community interested in
defence science and technology.

About the Institute
Defence Institute of Advanced Technology (DIAT), Pune is a fully funded (through Grants-in-Aid)
Autonomous Educational and Research Institution of Defence Research & Development Organisation
(DRDO) under Ministry of Defence. DIAT enjoys the status of a Deemed to be University and is able to
leverage its wealth of both academic acumen and, administrative and financial freedom.
The statutory bodies have been constituted under the Act and Statutes, which govern and guide the

Owing to the importance of the missile technology, it was realized that imparting training to armed
forces in this area is crucial. The first step in this direction was to ensure that our armed forces were
sufficiently equipped with new generation missile technology. This brought about the need to train
manpower in order to understand the design concepts and to maintain these missiles. Keeping this in
view, DIAT (then known as IAT) was chosen as the center for training. In 1960, the first Special
Weapons Course commenced with ten students selected from the tri services and Defence Science
Organization. Since then, a large number of tailor-made short courses have been conducted to
impart state of the art education and training in the field of missiles and related areas.
Currently the department is engaged in teaching and research in the broad area of aerospace
engineering with stress on technologies for guided missile technology.

The thrust areas of the department are Cyber Security, Digital Forensics, Cyber Warfare, Network
Centric Warfare, Cryptography, Network Security, Information Security Management Systems, Pattern
Recognition, SAR Imaging, Knowledge Discovery and Data Mining, Trusted Computing, Secure
Software Engineering, Cloud Security, Program Analysis, Malware Analysis, High Performance
Computing, Soft Computing, Modeling and simulation, Social Network Analysis, etc.
D. Major Research Facilities:
(a) Network Lab: The lab has a setup of routers and switches. The lab also has network simulator for
designing & configuring the network. The lab carries out projects related to information security and
distributed network applications.
(b) Advanced Computing Lab: The lab has industry standard - OpenSource as well as
commercial operating systems and tools. Cyber Security lab and Network Security lab
constitute the lab-work in M.Tech curriculum. Students carry out experiments in these areas
using latest technologies. Also the programming assignments/projects related to the subjects
in curriculum are carried out in the lab.
(c) Digital Forensics Laboratory: The lab has around 30 open-source tools for Ethical Hacking,
Network Monitoring and Data Forensics. Students carry out real-time case-studies by using
advanced techniques with their respective interest. Installation of several commercial tools
like FTK-3.0 and EnCase form Guidance Software is in process.

Part-I of EMI/EMC was conducted in DIAT (DU), Pune. The three week training programme
was offered for the 28th batch of service officers. The aim of this course is to train officers of

services for solving variety of electromagnetic interference and Radiation Hazard problems

A. A Brief write-up about the department:
1. Army Wing started functioning in 1952. This Wing is primarily responsible
for conduct of
various courses. The first course conducted by this Wing was Technical Staff Course (TSC).
Various long term and short-term courses have been introduced to meet the training needs of the
Officers of Three Services, DGQA, DGOF and Scientists of DRDO. The wing has a wellequipped Vehicle Shed for practical training and demonstration for the student officers. The wing
also has a well-stocked library on various subjects related to armament and general subjects.

POINTS 16 A REPORT
The POINTS-16 Programme started on 20th April 2011 for Directly Recruited Scientists (55 Nos.) at DIAT
(DU) Pune. Subsequently, LDCE Scientists (40 Nos.) joined the POINTS-16 on 2nd May 2011. The training
programme was inaugurated on 25th April 2011 by Dr. Srikumar Banerjee, Secretary, Dept. of Atomic
Energy and Chairman, Atomic Energy Commission and Dr. V Bhujanga Rao, CCR & D (HR) along with
other invitees presided over the function. As a part of welcome to the LDCE Scientists a cultural programme
cum get-together was organized by directly recruited scientists on 20th May 2011.
Dr. VK Saraswat, SA to RM was the Chief Guest during the Valedictory Function organized for LDCE
Scientists on 30th June 2011. On 7th September 2011, Valedictory function of POINTS-16 was organized in
which Dr. BN Suresh, Dr Vikram Sarabhai Distinguished Professor, ISRO, Former Director of IIST,
Trivendrum and Former Director of Vikram Sarabhai Space Center, was the Chief Guest. All functions were
presided by Vice Chancellor, DIAT (DU).
Scientists from 34 DRDO labs of our country have joined the POINTS-16, out of which, 78 scientists
possessed B-tech. / equivalent degree, 11 Scientists were with M Tech and rest 6 scientists were with M. Sc.
Degree. After joining the POINTS, the Scientists with diverse science and engineering backgrounds, were
divided into 7 clusters such as Aeronautics (SET 8 & LDCE 3, total 11), Armament (SET 4 & LDCE 3,

LDCE 5, TOTAL - 11) and Naval sciences (SET 5 & LDCE 4, TOTAL - 9). The academic training
programme consisted of classroom lectures, tutorials, workshops, group tasks and research projects.
The detail activities during POINTS-16 are given as below in terms of various phases. All activities were
running concurrently during the training programme.
Phase- I: General Organizational and Orientation Training (GOOT) - 8 Weeks
1. Organizational orientation-by exposing them to R&D activities and achievements of DRDO labs.
2. High level of Motivation to pursue a scientific career in Defence R&D.
3. Usage of modern management practices for effective management of DRDO Projects and
by the Scientists.
Phase II: General and Advanced Technical Training (GATT) - 8 Weeks
The Technical Syllabus was formulated depending upon the cluster requirements. All Scientists were taught
5 Subjects in this phase. These are Two Foundation subjects such as Material Design and Manufacturing
(MDME) & Productive Research Methodology (PRM) which are compulsory for all Scientists.

As per decision of Standing Curriculum Committee Meeting, the experts for the core and elective subjects
were nominated by the respective cluster coordinators. All the core, compulsory and elective subjects were of
40 contact hours.
Phase IV: Field Attachment 2 Weeks (25 Jul - 05 Aug 2011)
Exposure to the organization and functioning of Indian Armed Forces through field attachment. The directly
recruited Scientists were attached to various field units of Army, Air force and Navy for two weeks during 25
Jul -05 Aug 2011. They visited 04 units of Indian Army in forward areas of north-east (Corp3 Dibrugarh),
Corps 33 (Bagdogra), Corps 4 (Guwahati) and Corps 14 (Leh), 03 bases of Air Force (Pune, Coimbatore,
Agra) and Southern Naval Command, Kochi. All the arrangements for their field attachments were done in
liaison with Hqrs Integrated Defence Staff (IDS). The scientists gained an insight of the problems being faced
by the services and analyzing the problem in their project reports.
Phase V: Yoga & Pranayam 1 Week
Before the departure of LDCE scientists, one week (after the office hours) were devoted for yoga &
pranayam class in order to reduce the stress. The training was imparted by the professional trainers. All the
above 5 phases were running concurrently during the training programme. After the departure of LDCE
Scientists, the directly recruited Scientists have completed their research project, elective subject and field
attachment. They are divided in group and asked to work on defence related research projects under the
guidance of faculty members of DIAT (DU).
After rigorous training at POINTS, all the trainees were evaluated for their performance based on
examination. The Scientists were asked to appear the examination of 2 hours duration for their core and
electives subjects of 50 marks each which was comprising of subjective and objective questions. The

Collection building is one of the important functions of the library that supports academic and research work
of the students, faculty, scientists, staff and other users. Library collection comprising of books, journals,
theses, reports, standards and other reading material in Defence, Science, Technology and Management is
considered one of the best in the country. The total collection of library as on March 2012 stands as follows :

A list of new additions of books, reports etc., is issued every month and also can be accessed through Library
Software. An email alert is also sent to the requesting faculty members, scientists and students about the
arrival of publications requested by them. Special care has been taken to neatly maintain the library stacks to
facilitate users to locate the desired document quickly. A book exhibition was also organized during

September 2011 to facilitate users to browse and select latest publications in their subjects. The ICL provides
web-based access to its resources like electronic journals and databases. The library is a part of the institutewide network and has adequate computing infrastructure to cater to the needs of the users.
The OPAC is one of the most heavily used database of the library and is accessible 24x7 via library web
page. Besides listing all the documents available in the library, it allows on-line renewal and reservation,
circulation, and indicates status of a particular book. OPAC is searchable by author, title, accession number,
subject and other fields.
The ICL provides web-based access to over 401 full text journals and 04 databases 24 x7 on institute-wide
network viz.;

Science Direct
Reference service helps users to make full use of library resources and services. It provides necessary
assistance to users in locating information or document of their choice. The Library loaned 14396 books and
other documents to its members during the year. In addition to members, 2325 visitors including students,
research scholars, engineers and faculty members from other academic and R&D institutions used the
library. It is open from 0800 to 1830 hrs on Monday Friday and from 1000 to 1430 hrs on Saturday (except
Sunday and National Holidays).
The library maintains excellent relations with other library for resources for the mutual benefit of the users.
It loaned 6 and borrowed 2 books to / from other libraries. It provided 185 pages of photocopies to
individuals and organizations. The library also received 101 pages of photocopies from DELNET. The
library also supplied 290 pages of photocopies to the other DRDO TIC.

The 5 Governing Council Meeting of DIAT(DU) decided to restructure the M.Tech courses being
conducted by DIAT so as to make it contemporary, meeting the demands of DIAT and the Tri-services.
As such, the BoS of the various M.Tech programmes met and reviewed the content and syllabus of each
M.Tech programme and brought in changes in content.

As decided by the 5th GC, new courses viz., Advanced Mathematics, Materials for Defence
Applications, Systems Engineering and Technology Management have been added to all M.Tech
programmes so as to give the students, strong fundamentals in Mathematics and Materials, provide
them the technique of systems approach and impart them managerial skills to handle the Technology
that they learn. With the addition of these courses, the number of courses per M.Tech programme has
been increased to 16 from 10.

A team lead by SA to RM and the Vice Chancellor visited the Naval Post Graduate School, USA with an
intend to share academic resources, exchange of students and to sign and MoU for mutual co-operation
on various activities.

A Research Project with a funding of around Rs.43 Cr. under the Nano-Technology programme has
been approved by the GoI for research in allied areas of Nano-materials and technology, a core inter
disciplinary research programme.

DIAT initiated procurement of state of the art lab equipments worth Rs.20 Cr. for the science
departments.
6.
A campus wide broadband connection with a 16 Mbps backbone has been established.

The University Library started subscribing to books & e-journals in a big way increasing the plan outlay
for subscription from the earlier Rs.20 Lakhs to around Rs.2 Cr.

Segregation of Training activities to MILIT enabling DIAT to focus more on the Post-Graduate studies
and Research activities.

The Dept of Applied Physics has peer reviewed about 10 international papers; demonstrated two products on
sensors, which are under industrialization and has organised two customised training programmes on adaptive
optics and high power lasers to DRDO labs.
11. The department of Computer Science and Engineering started M.Tech in Computer Science and
Engineering with specialization in Cyber Security to generate human resources in this prime area
which can contribute towards the increasing demand of Cyber Security experts.

We have audited the attached Balance sheet of Defence Institute of Advance Technology
(DIAT), Pune,as at 31st March 2012 and also the annexed Income and Expenditure Account
and Receipt and Payment Account for the year ended on that date. These financial
statements are responsibility of management of institute (DIAT). Our responsibility is to

c) The fixed assets have been recognized as purchased and accounted in the books of accounts
in the year in the year in which the payments have been made for purchase of the said assets.
d) Depreciation is provided on written down value method at the following rates :

2) No provision has been made in respect of Army Officers pay & allowances, contribution to
pension fund, Retirement benefit, as these expenditures will be taken care by DRDO in the
budget of respective years.
3) Previous year's figures have been regrouped / rearranged, so as to make them comparable
with the figures of current year.
4) Figures shown in Receipts & Payments A/c are the figures (excluding the Project Fund
Amounts).
5) Depreciation excess charged on fixed assets in Financial year 2010-11 has been written back
and net effect is shown in Income & Expenditure Account.
6) Schedules are annexed hereto and form an Integral part of Balance Sheet as at 31st March
2012 and Income and Expenditure accounts and Receipt and Payment Account for the year
ended on that date.
