PLENARY OUTLINE
Introduction
As an HPV, we should be knowledgeable of the things that we need to do in our school. We need to
know what our structure and the people we will be working with. It is also important that we know
the regular cycle of activities for us to be guided on the things we need to prepare. The Club
Meeting or Assembly and Basic 3-Year Formation Track will also be explained to us further, for us to
know our roles and its importance to our members. All these things will allow us to be better HPVs
and will help us with the things that we need to do.
Basic Information about High School Based
If we are to go to the schools and sell High School Based program to the administrations and
principals, we should know our product. We should be able tell them the things that our community
has to offer. So the following information will be most helpful to us.
A. Rationale
YFC High School Based Program was created to actively and deliberately reach out more to
the young generation and saturate them in a stage where discovery and learning is of high
importance thus, the ministry saw the need to target a young persons major venue for
learning and discovery, the schools. As a result, school based programs were established to
reach out to the youth in the schools, one of which is the HIGHSCHOOL BASED PROGRAM.

C. Mission
BUILDING THE CHURCH OF THE HOME AND BUILDING THE CHURCH OF THE POOR

We are Couples for Christ. We are committed to live in Gods righteousness and holiness,
evangelizing people through a life of love and service; we shall work for the renewal of families that will
serve God and build generations of Christian leaders; and, we shall pursue Total Christian Liberation
through social justice, respect for life, and work with the poor.
D. Thrust
Bringing Gods High to the Schools
YFC HS Based envisions, not only touching the lives of the students but also allowing
everyone within the school to experience Gods message of love.
E. Program Verse
Do not let anyone look down on you because you are young, but set an example to the believers in
Christ in speech, conduct, love, faith and purity 1 Timothy 4:12.
F. Objectives of the program:
a) Introduce YFC as an alternative peer environment for the high school student
b) Build and train students who will lead YFC and witness the Christian life to their peers.
c) Provide sustainable, fun, and meaningful activities within the school to help members
grow in their Christian and personal life and service to God. Link the School-Based
program with other high schools and universities with YFC presence for the members to
appreciate and be inspired by their YFC brothers and sisters and for the members to be
supported by college YFC the moment they graduate from high school into college.
Involve parents and faculty in the spiritual growth of the club members.
d) Invite the members to a deeper relationship with Christ and challenge them to love,
honor, and serve God, their family, their brothers and sisters in YFC, their school, and
their country
Structure of HSB Program
A. The People in the High School Based Program
In establishing a High School Based in your area, it is important to identify first who are the
key players or people that ensures the proper procedures in establishing a HSB program is
followed.

1. YFC High School Based Sector/ Provincial / National Program Couple


Coordinator
o Reports directly to the YFC Provincial / Overall Sector/ National Couple
Coordinator and Youth Head.
o Ensures the effective implementation of the program

o Together with the HSB Provincial/Sector/National Program Youth Head,


the High School Based Provincial/Sector/National Couple Coordinators
appoints the HPV for the schools
o Recommends Provincial/Sector/National Program Youth Head to the
Provincial/Sector/National Couple Coordinator.
o Serves as the pastoral head of the HPVs and leads the household
together with the HSB Provincial/Sector/National Program Youth Head.
2. YFC High School Based Sector/Provincial / National Program Youth Head
o Together with the YFC Provincial / Overall Sector/ National Program
Couple Coordinator, reports directly to the YFC Provincial / Overall
Sector/ National Couple Coordinator and Youth Head
o Oversees, trains & encourages to the High School Program Volunteers
(HPV) regarding the program.
o Recommends High School Program Volunteers to the YFC High School
Based Program Couple Coordinators.
o Cascades program direction directly to the Highschool Area heads/HPVs
o In the presence of a Fulltime Worker, reports to Full-time workers and
Mission Volunteers in his/her area regarding status and progress of
schools in his sectors.
o Carries out his pastoral role by conducting one-on-ones with the HPVs,
assists the YFC Provincial / Overall Sector/ National Program Couple
Coordinator in leading the Household, etc.
3. High School Program Volunteer (HPV)
o Establishes linkage with school administrators such as principal, student
affairs coordinator, moderator, etc.
o Guides and leads the school core group in planning and implementing
High School program.
o Visits the schools to guide, inspire and build up the school core group and
the group members in accordance with the mission and vision of the CFC
Youth for Christ and the school.
o Reports progress of his/her school to the YFC HSB
Provincial/Sector/National Program Head and cascades the program
direction to the YFC School Core Group.
o Carries out his pastoral role by conducting one-on-ones with the school
officers.
4. YFC High School Based Program Full Time Worker / Mission Volunteer
o Cascades direction and provides updates of the status of the program to
the program Provincial/Sector/National couple coordinators and sector
youth heads.

o Monitors and tracks the progress of all schools in his/her area and reports it
to the YFC International Program Head.

This is the Basic YFC HSB Program Structure. This means that:
1.) The program starts with having a Program Couple Coordinator and Youth Head
Counterpart as the head of the YFC HS Based Program in the area.
2.) The HS Based Program Couple Coordinator and Youth head conducts service
meetings with the HPVs in its areas to coordinate, plan growth of the program in
their area, and collect status reports.
3.) The YFC HS Based program develops and grows in its structure when schools are
added in the area.
4.) In the presence of the Fulltime Workers or Mission Volunteers, their roles apply.
ACCOMMODATING THE GROWTH OF THE PROGRAM
As evangelization continues to thrive in the area, the area might go through certain difficulties in
handling the programs growth. Issues like lack of manpower in leading the schools, and geographical
location of schools may arise as a province/sector/country begins to increase in its number of schools.
As this happens, the sector/province/country may consider handling the program through the following:

1. The province/sector/country may now appoint a Highschool Area Couple


Coordinator and Youth Head within its structure to handle at least five (5)
schools.
2. Assigning of Highschool Area Couple Coordinators and Youth Heads may arise
due to the following needs:

A province/sector/country reaches more than 10 schools, thus, being too


much for the provincial/sector/national HS Couple Coordinator and its Youth
Head to handle.
A province/sector/country has schools that are difficult to reach in terms of
its geographical location thus needing to appoint a person that is closer to
that area.

3. The High School Based Area Coordinator and Youth Head1 have the following
roles and responsibilities:
Report directly to the YFC HSB Provincial/Sector/National Program head.
Cascade program direction to HPVs in his/her area.
Monitor and tracks progress of schools in his/her area.
Conduct lower households with the HPVs in their area
Collect and consolidate all reports and updates with regard to its status in
the school
Serve as the Pastoral Head of the HPVs in their area.

In our goal to evangelize every school in our respective areas our structure will eventually come
to its full blown stage, thus this structure sets in.

1 An HSB Area Coordinator and Youth Head are assigned given the following provisions. A) proximity of schools and B) Number of
schools when area exceeds 10 schools.

The Provincial/ Sector / Country Program Coordinators together with the Provincial/
Sector / Country Program Youth Heads are the pastors of the HPVs in their areas while the
Provincial/ Sector / Country Program Youth Heads get their pastoral nourishment from the YFC
Provincial/Over-all / Country CCs and YHs. 2
The YFC HSB Program Pastoral structure shows that the HPVs get their pastoral nourishment
from the Provincial/Over-all/National CCs and YHs. 3The HPVs conduct lower households to a
group of YFC Club President (Pres.), and YFC VP of Internal Affairs (VP-IA).4 Upon the
recommendation of the Provincial/Over-all/National Youth Head, an HPV is appointed by the
Provincial/Over-all/National Couple Coordinator.
The brothers household is composed of all YFC brother Presidents headed by an appointed
HPV brother.
The sisters household is composed of all VP-IAs, and YFC Presidents of all-girls schools.
NOTE: Groupings of households depend on the area of proximity between schools.

I.

The YFC HSB Club


The YFC High School Based Program seeks to bring Gods High to the schools. In doing so, the
operations and proper implementation of the program is highly important and considered in
evangelizing schools. It is in this spirit that YFC Highs School Based Program seeks to go in schools as a
Recognized Group.
Recognized Group Setting is a concept that aims to replace and standardize the way school
administrators and /or principals treat YFC High School Based Program. As a Recognized Group, whether
or not we are seen as Club or Organization by a school, it is important that YFC HS Based Program is able
to operate with the following setting:
a. Group Meeting
In a recognized group setting, a group meeting is where teachings of the community using the
Chapter Assembly Manual are cascaded to the members. This must be at least two (2) hours
long in order to ensure effective implementation of the teachings. Preferably, this should be
conducted twice a month.
b. 3 Year Formation Track
In this setting, the YFC HS Based Program should be able to conduct the three (3) year pastoral
formation track. It is to be conducted during weekends but still under the guidance and
permission of the parents and school administration. It may also be conducted during weekdays
if the schedule permits. The schedule of each activity must be strictly followed.
c. Presence of a moderator/adviser
The presence of a moderator/adviser is vital to ensure that a school official lobbies and
champions for the organization.
d. Presence of officers
YFC officers ensure the effective and efficient operation of the club. To properly attain the
objectives of the program, it is highly encouraged to follow the proposed structure of a YFC club.
e. Open Membership
The program may continuously grow through the youth camps throughout the year. It is the
interest of the club to accommodate all interested students to join the organization.
A. Key People in the YFC HSB Club
Moderator

Oversees activities within the school.


Serves as the link of the club to the school and helps in lobbying the club
activities.

Guides the school core group and members in following the rules and
regulations of the school. He/she makes sure that the activities are not in conflict
with school activities schedule.
Coordinates with the HPV in order to update and to ensure that school based
activities are still in line with the over-all direction of YFC HSB Program.
President
(must be a brother for co-ed schools)

Effectively and efficiently leads and rallies the group and makes sure that the

members remain focused on the vision and programs of the group.


Together with the HPV, the President leads the school core group in the
implementation of the 3year Pastoral Formation track except for the Youth
Camp.
Oversees the Conceptualization of all activities together with the High School
Program Volunteer.
Reports to and coordinates with the High School Program Volunteer.
Pastors the high school core by conducting one-on-ones and households with
the brothers
Monitors the progress of each of the member with the help of VP-IA
Recommends the next President for the next school year.

Vice President for Internal Affairs (VP-IA)


(must be a sister for co-ed schools)

Serves as the Public Relations Officer of the group.


Represents YFC in school meetings.
In-charge of coordinating with other groups/ club in the school for projects or
any other dealings that involves the group.
Provides write-ups or other materials that can be used for promoting the club.
Serves as the household head of the members
Vice President for External Affairs (VP-EA)

Serves as the Public Relations Officer of the group.


Represent the group in school meetings.
In-charge of coordinating with other groups/ club in the school for projects or any other
dealings that involves the group.
Provides write-ups or other materials that can be used for promoting the school.

Vice President for Evangelization (VP-E)

Must be a brother for co-ed schools.

Responsible for the evangelization thrust of the school. Schedules and takes care of the
needs of the youth camps and facilitators training for the school.
Responsible for providing the service team, and helps identify resource speakers for the
retreats and recollections requested by the school.
Leads the team in the implementation of the Youth Camp and Covenant Orientation

Vice President for Special Projects (VP-SP)

Leads, supervises and manages special projects for the school.


Identifies talents for dance, music ministry, and other related creative aspects.
Coordinates with the area YCOM heads for support especially in big activities.
Serves as the household head of the members

Batch Reps

Assists all VPs in the implementation of their projects and reports directly to VPE in terms of identifying potential new members for the organization
In charge of disseminating information for their respective batches.
A. The Basic and Full Blown Structure of a HSB Club (Functional and Pastoral)

3. Pastoral Structure
The growth of YFC High School Based Club is categorized into three stages namely Level 1,
Level 2 and Level 3 respectively. The benchmark is determined through the growth in
number of members joining the club. It is our belief that:
a.
As the number of members increases the functional structure automatically
grows into the full blown stage.
b.
The best indicator of growth of YFC HSB Club is the increase of number in
membership thus requiring the club to grow from Level 1 to Level 3.

Level 1 (Household Level)


1. A level 1 YFC HSB Club is defined us the formation of the Basic Pastoral Group. Each of
the core group members are assigned to pastor YFC Club members through a household
setting.

Level 2 (Chapter Level)


1. Batch Representatives are assigned. They are YFC Club member student assigned for
each year level to facilitate the growing number of members and coordinates Club activities
to their respective year level.
2. Batch representatives are made part of the Household of the President and VP
Internal Affairs. Pastoral Groups increases due to the expected increase of YFC Members.
This means that the VP External Affairs, VP- Special Projects, VP - Evangelization and Batch
representatives are now assigned as Household Heads to the existing members

Level 3 (Cluster Level)


1. Apart from the Core Group and Batch Representatives, additional Household heads are
placed to cater to the growing number of members. Because of the expected increase in
number of members, the core group with the guidance of the HPV assigns someone from
the general membership to become a household head. In choosing a household head, it is
important to take note of the maturity, availability and seniority of the person being
considered.

II.

General Description of Activities


Attraction
This is the initial phase wherein the main goal is to attract and excite the youth to the
Christian life. Activities in this phase are presented in the most exciting and relevant
way. (e.g. High School High Party, Club selling, etc.)
Formation
Once they have responded to the invitation, the program aims to provide substance in
the lives of each member and instill in them the values that they need for growth and
development. (e.g. Three year formation track. Refer to Three year formation track
manual)
Empowerment
Once sustained, they are empowered to be the ones calling their friends to Christ by
witnessing their life to them. In this phase they receive leadership training, invitations to
serve in camps and recollections, take on more responsible roles in YFC as a core group,
or be invited to out-of-town mission trips.

Fixed Club Activities


Activities of YFC High School Based are classified into three (3) categories, the Formation
Track, Training Track and the Special Project.
A. Formation Track
a. Group Meetings

These meetings focus on the teachings of the community using the Chapter Assembly
Manual are cascaded to the members. Refer to Chapter Topic Manual for guidelines and
topic selection.

b. Households
These meetings focus on strengthening and inspiring members in a small group setting.
It aims to develop their holistic growth. Refer to Household Topic Manual for guidelines
and topic selection.
c. YFC Youth Camp
The youth camp is part of the three (3) year formation track that serves as the entry
point of a youth to the YFC community.
This is a regular three-day, two-night retreat, which explains basic Christian life
principles in a youthful manner and initiates participants into a deeper and personal
relationship with God. For the planning and execution of the youth camp, refer to YFC
Youth Camp Manual.
This camp is open to all students and scheduled on a regular basis so that they do not
conflict with the schools schedule.
All group members must undergo the YFC youth camp in order to become a full-fledged
YFC.
d. 3-Year Pastoral Formation Track
A compiled pastoral module of YFC given to all members of YFC. It is composed of
twelve (12) modules, which will start with a Youth Camp, the entry activity of those who
want to join YFC.
These projects will fall under at least one of the following categories:
- SELF
Youth Camp
Discovery Camp This talks about more extensively the different aspects of a
YFCs life and shows the YFC Christian way of dealing with these aspect. It also
serves as a refresher course for the YFC members of their experience in their
youth camp. This activity aims to bring them to a deeper level of commitment to
God, to YFC and to their households.
Vocation Recollection A whole day activity, which gives the YFC members a
venue to appreciate the different vocations and Gods personal calling for them.
It is given in a YFC members third year as a YFC.
- FAMILY LIFE
Family Culture- It allows our YFC members to appreciate the different family
cultures which are unique in every family and allows them to appreciate the
entire family and the different personalities of the family members.
Parents Honoring Night- This is a structured fellowship which allows the YFC
members to have a venue to appreciate their parents and vocally honor them in
front of others.
BEST Weekend- This activity reinforces the YFCs role in the family as he/she
enters into a camp with his/her father/mother. It is a great venue for bonding
and sharing between the father and his son and between the mother and her
daughter.

COMMUNITY LIFE
Covenant Orientation The Pastoral Formation Track that laid down the
commitments of the members as YFC, as shown in the YFC Covenant Card.
100% Free- It is all in all encouraging the YFC into aiming and advocating to live
a life free from the bondage of sin and the lures of the world.
Church and Sacraments- A venue for the YFC to appreciate more our faith
through our relationship with the bigger Catholic Church.

SOCIETY
Youth Power- It focuses on YFCs response to the social dimension of the gospel
which is loving others, especially the poor as our expression of our love for God.
Stake For the Nation- This pastoral formation stresses the highest calling of
every YFC, which is being a student
Youth Advocate- An activity for the YFC to actively make stands in society that
will translate their Christian ideals and values and encourage them to actively
pursue these stands.

B. Training Track
These activities equip and empower our YFC leaders as they answer the call of the Lord
and become instruments to spread His message.
a. Household Leaders Training

c. Youth Camp Training

C. Special Projects
These are activities initiated by the YFC Club that involve the whole school and must
reflect the vision and mission of the school and YFC. This may be categorized as a
creative evangelization of the club. Possible activities that can be done are
Greeneration, 100% Free fora, YFC praise concerts, talent workshops, etc

Conclusion
We have to put into our hearts all the things we have learned. It is in our knowledge of our
program that we can truly express our passion and commitment to introduce Christ to the
world. Let us learn all these things and remind ourselves of the information we got But
above all, let us remember the one who gave all these to us-God.
