PT Budi Acid Jaya (BAJ) is a tapioca processing plant in the
Lampung Province of Indonesia. The plant has a design starch production capacity of 100 tons per day.
The tapioca process leads to the generation of wastewater with a high organic
ganic content.

The proposed Project, Biogas Project BAJ, Menggala (the Project)) will involve the installation and
operation of a digester for wastewater treatment and biogas extraction. . At the time of preparing this
version of the PDD,, the type of digester to be used has not been firmly decided. While the covered lagoon
reactor technology is the leading candidate, the possibility of the Up-flow

(UASB) technology has not been ruled out. The newly installed digester will facilitate the growth of
microorganisms under anaerobic conditions to digest organic materials in the wastewater. The amount of
organic materials in the wastewater (as characterized by the Chemical Oxygen Demand or COD levels)
after digestion is expected to be reduced by approximately 85% for both covered lagoon and UASB.

open lagoon system that would continue to be used in the absence of the project activity and
2. Displacing electricity generation from fossil fuel (grid) with electricity generated from biogas in
respect of the electricity consumed at the tapioca starch production facility.
The project activity is expected to reduce GHG emissions by an annuall average of 23,449 tCO2e during
the crediting period.
The project activity will contribute to sustainable development of Indonesia in several ways:

so that the effluent waste water from biological system can be recycled to anaerobic

In the UASB reactor, the wastewater rises through an expanded bed of anaerobic active methanogenic
sludge (the so called "sludge blanket") and an internal device at the top of the reactor, which results in a
separation of the mixed liquor into clarified wastewater, biogas and sludge.
Based on the organic loading of the system and the COD available in the waste stream, it is expected that

Secondary waste water treatment and sludge treatment


The effluent from the reactor is further treated by an open lagoon system, referred to as the secondary
treatment system, in order to meet the Government regulations,
regulation in particular Government Regulation No.
82/2011.. Then, the effluent is discharged to waterway/river or applied for irrigation. Regarding the
sludge production, the reactor design enables the utilization of a technology to minimize the sludge

production. In case sludge removal is required, the removed sludge will be used for land application. The
quantity of sludge removal will be measured during
during the monitoring period as described in section B.7.1.
Destination of the collected biogas
As briefly described in section A.2, the

consumed entirely by the tapioca starch manufacturing facility. An open flare will be installed in order to

When the collected biogas is used for power generation, it will firstly go through a biological scrubber to

recover biogas from biogenic organic matter in
wastewaters by means of one, or a combination,
of the following options::
(f) Introduction of a sequential stage of
wastewater treatment with biogas recovery and
combustion, with or without sludge treatment, to

without biogas recovery (e.g., introduction of
treatment in an anaerobic reactor

The baseline scenario for the methane avoidance component is a continuation of the existing anaerobic
open lagoons and release of methane

1.2 IRR Calculation
The financial attractiveness of the Project is determined by comparing the project IRR (without CER
revenue) with the WACC benchmark. As stated in Section A.4.2.2, att the time of preparing this version of
the PDD, the type of digester to be adopted for the Project has not been firmly decided. Thus, the IRRs
for both of covered lagoon and UASB are calculated for the Project.

Some registered project activities (for example ref. 4106) have relied on the CAPM applied to the Indonesian equity market in

The sensitivity analysis demonstrates that after the parameter

It is noted that items of any significance for the total capital investment costs and annual O&M costs are
based either on quotations/contracts with technology providers or on the

The costs are unlikely to deviate more than 10% from the projections in the base case.
The amount of grid electricity displacement (saving that accrue from the Project) is dictated by the
demand for electricity at the tapioca
tapioca starch factory, which in turn is correlated to the production level at
the factory. The base case considered by this PDD corresponds to tapioca starch production at 81% of the
capacity. Thus, the sensitivity analysis with an increase of 10% means 89%

starch production, which is extremely unlikely to be exceeded due to constraints on raw material
procurement. Historical data shows that in no year the actual production at the tapioca starch factory

Grid Emission Factor


The gridd emission factor is calculated as a combined margin emission factor (EFgrid,CM) consisting of the
combination of operating margin (EFgrid, OM) and build margin (EFgrid, BM) emission factors calculated
according to the six steps defined in the latest version

BASELINE INFORMATION12
The baseline emission factor is calculated following the steps stipulated in the Tool to calculate the
emission factor for an electricity system version 2.2.1. The ex ante option is chosen.
The determination of the emission factor is performed by following the steps below:
Step 1: Identify the relevant electricity systems.
According to PLNs actual grid structure, Sumatera grid covers NAD Province, North

Step 5:: Calculate the build margin (BM) emission factor


In terms of the vintage of data, the EF tool allows project participants to choose one of the following two
options:
Option 1:: For the first crediting period, calculate the build margin emission factor ex ante based on the
most recent information available on units already built for sample group m at the time of CDM-PDD
submission to the DOE for validation. For the second crediting period, the build margin emission factor
should be updated based on the most recent information available on units already built at the time of
submission of the request for renewal of the crediting period to the DOE. For the third crediting period,
the build margin emission factor calculated for the second
second crediting period should be used. This option
does not require monitoring the emission factor during the crediting period.
