the wastewater) is situated approximately 150 meters south of the
planned site for the wastewater plant.
Technology
Anaerobic digester
Under the Project activity, an anaerobic digester equipped with a biogas recovery
recover function will be
introduced. The function of the anaerobic digester is to degrade the organic matter in the waste water.
water At
the time of preparing this version of the PDD, the type of digester to be adopted for the Project has not
been firmly decided.. While with the covered lagoon
lagoon reactor is technology is the leading candidate, the
possibility of the Up-flow
flow Anaerobic
Ana
Sludge Blanket (UASB) technology has not been ruled out. UASB
and covered lagoon are predominant technologies for anaerobic digester projects in Indonesia. All the
Indonesian AMS-III.H.
III.H. projects that have been registered use one of them, except for one (ref. 3702)
which adopted the closed continuous-flow
continuous flow stirred tank reaction (CSTR) technology based on a contract
executed in March, 2008.
The anaerobic system of covered
overed lagoon will be based on FMR (fully mixed reactor) technology, with
agitation by gas injection to the bottom of the waste water media in the digester. The system is designed
so that the effluent waste water from biological system can be recycled to anaerobic
anaerobic digester influent, for
improving efficiency and for increasing flexibility.
In the UASB reactor, the wastewater rises through an expanded bed of anaerobic active methanogenic
sludge (the so called "sludge blanket") and an internal device at the top of the reactor, which results in a
separation of the mixed liquor into clarified wastewater, biogas and sludge.
Based on the organic loading of the system and the COD available in the waste stream, it is expected that
the reactor COD removal efficiency
efficiency will be 85 % for both cover lagoon and UASB, with the details
below:

production. In case sludge removal is required, the removed sludge will be used for land application. The
quantity of sludge removal will be measured during
during the monitoring period as described in section B.7.1.
Destination of the collected biogas
As briefly described in section A.2, the
he collected biogas is utilized for the generation of electricity to be
consumed entirely by the tapioca starch manufacturing facility. An open flare will be installed in order to
combust any excess biogas.
Scrubber
When the collected biogas is used for power generation, it will firstly go through a biological scrubber to
remove H2S. The principle of a biological scrubber is
is that the waste air stream is contacted with a
scrubbing solution in a vessel packed with an inert support material. On the surface of the packing, a bio
film of pollutant degrading micro-organisms
micro organisms forms which aerobically degrades the absorbed pollutants1.
The biological scrubber is constructed entirely of corrosion resistant fibreglass in order to handle the
corrosive hydrogen sulphide gas, the humid conditions and the corrosive circulating liquors.

manufacturers of biogas-fuelled

authorized
uthorized distributor of GE Jenbacher. The gen-set

4. Public funding of the small-scale project activity:
1
The amount is the same regardless the choice of the anaerobic digester technology
technology because 1) no difference is expected in COD
removal ratio between covered lagoon and UASB based on the information provided by the technology providers and 2) the
applied methodology does not distinguish between the technologies in terms of leakage from the anaerobic digester. In relation to
1), it is noted that there is no other alternative for the type of digester which will be adopted for the Project.
The Project does not involve public funding from an Annex I country.
A.4.5. Confirmation that the small-scale project activity is not a debundled component of a
large scale project activity:
As defined
efined in paragraph 2 of Appendix C of the SSC M&P, a proposed small-scale
small
project activity shall
be deemed to be a debundled component of a large project activity if there is a registered small-scale

scale CDM project activity with the same project participant, either registered or planned, whose
project boundary is within 1 Km of the project boundary of the small scale project activity.
The Project meets all the applicability conditions of the methodologies, as presented below.
Table 2:: Applicability conditions for AMS-III.H.
AMS
version 16.0
Applicability condition
This methodology comprises measures that
recover biogas from biogenic organic matter in
wastewaters by means of one, or a combination,
of the following options::
(f) Introduction of a sequential stage of
wastewater treatment with biogas recovery and
combustion, with or without sludge treatment, to
an anaerobic wastewater treatment system
without biogas recovery (e.g., introduction of
treatment in an anaerobic reactor
reac
with biogas
recovery as a sequential treatment step for the
wastewater that is presently being treated in an
anaerobic lagoon without methane recovery).
In cases where baseline system is anaerobic
lagoon the methodology is applicable if:
(a) The lagoons are ponds with a depth greater
than two meters, without aeration. The value
for depth is obtained from engineering
design documents, or through direct
measurement, or by dividing the surface area
by the total volume. If the lagoon filling
level varies seasonally, the average of the
highest and lowest levels may be
taken;
(b) Ambient temperature above 15C, at least
during part of the year, on a monthly average
basis;
(c)The minimum interval between two
consecutive sludge removal events shall be
30 days.
The recovered
red biogas from the above measures
may also be utilized for the following
applications instead of combustion/flaring:
(a) Thermal or electrical energy generation
directly;
a) Thermal or mechanical, electrical
energy generation after bottling of
upgraded biogas, in this case additional
guidance provided in Annex 1 shall be
followed;
b) Thermal or mechanical, electrical

New facilities (Greenfield projects) and project
activities involving a change of equipment
resulting
ng in a capacity addition of the wastewater
or sludge treatment system compared to the
designed capacity of the baseline treatment
system are only eligible to apply this
methodology if they comply with the
requirements in the General guidelines to SSC
methodologies.
In addition the requirements for demonstrating
the remaining lifetime of the equipment
replaced, as described in the general guidelines
shall be followed.
The location of the wastewater treatment plant
as well as the source generating the wastewater
shall be uniquely defined and described in the
PDD.
Measures are limited to those that result in
aggregate emission reductions of less than or
equal to 60 kt CO2 equivalent annually from all
type III components
mponents of the project activity.
11
Project case
Not applicable. The Project does not involve
activities described in paragraph 3(b) or 3(c).
12
lity condition
Applicability
This methodology is applicable for project
activities that: (a) Install a new power plant at a
site where there was no renewable energy power
plant operating
rating prior to the implementation of
the project activity (Greenfield plant); (b)
Involve a capacity addition, (c) Involve a retrofit
of (an) existing plant(s); or (d) Involve a
replacement of (an) existing plant(s).
7 In the case of project activities that involve the
capacity addition of renewable energy generation
units at an existing renewable power generation
facility, the added capacity of the units added by
the project should be lower than 15 MW
M and
should be physically distinct from the existing
units.
8 In the case of retrofit or replacement, to qualify
as a small-scale
scale project, the total output of the
retrofitted or replacement unit shall not exceed
the limit of 15 MW.
9 If the unit added has both renewable and nonnon
renewable components (e.g. a wind/diesel unit),
the eligibility
lity limit of 15MW for a small-scale
small
CDM project activity applies only to the
renewable component. If the unit added co-fires
co
fossil fuel, the capacity of the entire unit shall
not exceed the limit of 15MW.
10 Combined heat and power (co-generation)
(co
systems are not eligible under this category.
11 If electricity and/or steam/heat produced by the
project activity is delivered to a third party i.e.
another facility or facilities within the project
boundary, a contract between the supplier and
consumer(s) of the energy will have to be
entered that ensures that there is no double
counting of emission reductions.

Description of how the anthropogenic emissions of GHG by sources are reduced below
those that would have occurred in the absence of the registered small-scale
scale CDM project activity:
Consistent with Attachment A of Appendix B of 4/CMP.1 Annex II, the Projects additionality can be
established to show that the project activity would not have occurred anyway due to at least one of the
following barriers:
1. Investment barrier;
2. Technological barrier;
3. Barrier due to prevailing practice; and
4. Other barriers
The Project faces an investment barrier, where
where it is not sufficiently financially attractive without the CER
revenue.
1. Investment Barrier
This PDD has opted to establish the Projects additionality through the investment barrier that, in
accordance with paragraph 1 of Non-binding
Non
best practice examples to demonstrate additionality for
SSC project activities (EB 35 Annex 34), includes a benchmark analysis. The ensuing section carries
out the benchmark analysis in accordance with the relevant part (Option
Option III)
III of the Tool for the
demonstration and assessment of additionality version 06.00
0
(EB 65,, Annex 21), hereinafter referred to
as the Additionality Tool.. In line with the tool, the Internal Rate of Return (IRR) is chosen as the
financial indicator.

Some registered project activities (for example ref. 4106) have relied on the CAPM applied to the Indonesian equity market in
combination with an industry beta value calculated
calculated in a study by New York University. With the same method of calculation, the
beta (unlevered) for the Project would be 2.37 assigned to the food processing industry by the said study since the Project is
developed within a tapioca factory company,
company therebyy raising the benchmark significantly. For the sake of conservatism, this
PDD does not follow the approach and instead chose a neutral beta of 1.0.

It is noted that the Projects design is such that all the electricity consumed for the sake of the Project is
supplied by the Project itself under normal circumstances. The parameter ECPJ,grid,y is relevant only when
the electricity consumed by the digester operation (EC
( PJ,y) exceeds the electricity generated by the Project
(EGgenerated,y), a net amount after considering
cons ring the parasitic consumption related to power generation.
generation
ECPJ,grid,y will be 0 when EGgenerated,y > ECPJ,yand
ECPJ,y- EGgenerated,y when EGgenerated,y < ECPJ,y
The latter case will be extremely
mely rare. ECPJ,,grid,y and therefore PE power,y are assumed to be zero in the ex
ante calculation in the PDD.

2. AMS-I.F. component
This Project applies technology consistent with paragraph 1 of AMS.I.F.

low-cost/ must-run
run power plants/units. The simple OM may be calculated by choosing one of these below
two options:
Option A :
Based on the net electricity generation and a CO2 emission factor of each power unit; or
Option B:
Based on the total net electricity generation of all power plants serving the system and
the fuel types and total fuel consumption of the project electricity system.
Option B can only be used if:
(a) The necessary data for option A is not available;
available and
(b) Only nuclear and renewable power generation are considered as low-cost/
low
must-run power
sources and the quantity of electricity supplied to the grid by these sources is known; and
(c) Off-grid
grid power plants are not included in the calculation (i.e., if Option
Option I has been chosen in Step
2).
The calculation of the simple OM emission factor uses option B, whose prerequisites (a), (b) and (c)
above are all met by the Project. Thus, the
he simple OM emission factor is calculated based on the net
electricity supplied
plied to the grid by all power plants serving the system, not including low-cost/
low
must-run
power plants/units, and based on the fuel type(s) and total fuel consumption of the project electricity
system, as follows :

Step 5:: Calculate the build margin (BM) emission factor
In terms of the vintage of data, the EF tool allows project participants to choose one of the following two
options:
Option 1:: For the first crediting period, calculate the build margin emission factor ex ante based on the
most recent information available on units already built for sample group m at the time of CDM-PDD
submission to the DOE for validation. For the second crediting period, the build margin emission factor
should be updated based on the most recent information available on units already built at the time of
submission of the request for renewal of the
the crediting period to the DOE. For the third crediting period,
the build margin emission factor calculated for the second crediting period should be used. This option
does not require monitoring the emission factor during the crediting period.
Option 2: For
or the first crediting period, the build margin emission factor shall be updated annually, ex
post,, including those units built up to the year of registration of the project activity or, if information up to

Any comment:
It is noted that the Projects design is such that all the electricity consumed for
the sake of the Project is supplied by the Project itself under normal
circumstances. The parameter ECPJ,grid,y is relevant only when the electricity
consumed by the digester operation (EC
( PJ,y) exceeds the electricity generated by
the Project (EG
( generated,y), a net amount after considering
ring the parasitic consumption
related to power generation.
ECPJ,grid,y will be 0 when EGgenerated,y > ECPJ,y and

BASELINE INFORMATION12
The baseline emission factor is calculated following the steps stipulated in the Tool to calculate the
emission factor for an electricity system version 2.2.1. The ex ante option is chosen.
The determination of the emission factor is performed by following the steps below:
Step 1: Identify the relevant electricity systems.
According to PLNs actual grid structure, Sumatera grid covers NAD Province, North
N
Sumatera Province,
Riau Province, Jambi Province, West Sumatera Province, South Sumatera Province and Lampung
Province. The project activity is located in Lampung province which is covered by Sumatera Power Grid.
Thus, the relevant electric power system
syst is Sumatera Power Grid.
off grid power plants in the project electricity system (optional).
Step 2: Choose whether to include off-grid
Option I is chosen in this calculation which includes only grid power plants.
Step 3: Select a method to determine the operating
operat
margin (OM).
The Tool to calculate the emission factor for an electricity system Version 02 offers four methods to
calculate the operating margin (OM):
a. Simple OM; or
b. Simple adjusted OM; or
c. Dispatch data analysis OM; or
d. Average OM
Pursuant to the specific data in Annex 3,
3 the low-cost/ must-run
run resources in Sumatera grid accounted for
less than 50% of the total amount in the Sumatera grid. Accordingly,
According , the simple OM method is selected
for calculating the emission factor.
The ex-ante option is chosen,, using a 3-year generation-weighted
weighted average, based on the most recent data
available at the time of submission of the CDM-PDD
CDM PDD to the DOE for validation.
Step 4: Calculate the operating margin emission factor according to the selected method.
The
he simple OM emission factor is calculated as the generation-weighted
generation weighted average CO2 emissions per unit
net electricity generation (tCO2/MWh) of all generating power plants serving the system, not including
low-cost/ must-run
run power plants/units. The simple OM may be calculated by choosing one of these below
two options:
Option A
: Based on the net electricity generation and a CO2 emission factor of each power unit; or
Option B
: Based on the total net electricity generation of all power plants serving the system
syst and
the fuel types and total fuel consumption of the project electricity system.
Option B can only be used if:
(a) The necessary data for option A is not available; and
12
67
(b) Only nuclear and renewable power generation are considered as low-cost/
low
must-run power
sources and the quantity of electricity supplied to the grid by these sources is known; and
(c) Off-grid
grid power plants are not included in the calculation (i.e., if Option I has been chosen in Step
2).
The calculation of the simple OM emission factor uses option
optio B, whose prerequisites (a), (b) and (c)
above are all met by the Project. Thus, the
he simple OM emission factor is calculated based on the net
electricity supplied to the grid by all power plants serving the system, not including low-cost/
low
must-run
power
wer plants/units, and based on the fuel type(s) and total fuel consumption of the project electricity
system, as follows :

calculated ex ante,, as described in Option 1 above. For the third crediting period, the build margin
emission factor calculated for the second crediting period should be used.
Option 1 is chosen by the project participant
part
in terms of the vintage of data.
Identify the group of power units to be included in the build margin (BM).
The sample group of power units m used to calculate the build margin for the Project is determined to be
SET20% as defined in the EF tool, considering that:
that
(a) SET20% represents a larger amount of generation than SET5-unit; and
(b) None of the power plants in SET20% started to supply electricity more than 10 years ago.
