it would raise the matter in Parliament tomorrow as the
statement was incorrect.
The statement of Modi, his claim of standing up for food
security in the interest of farmers by taking up a stand in
opposition to the one taken by the UPA government is misleading and given with the objective to confuse the people,
former Commerce Minister Anand Sharma said.
Sharma, who is the Deputy Leader of Congress in Rajya
Sabha, said that when both the Houses are in session, it
becomes a question of privilege of the members to know
what is the truth.

Black money: India gets


pieces of secret data
New Delhi, Aug 10 (PTI):
In its effort to unearth black money stashed away abroad, India has received data on over 24,000 instances of alleged tax evasion and dubious
funds which has been detected in foreign shores in the last
nancial year.
These cases are now under investigation by the taxman even as the Special Investigation Team (SIT) on black money has set its eye on tracking
the outcome of this classied information which has been received from
over a dozen countries during the 2013-14 scal year.
The bulk of the information on these foreign accounts and statements,
with a basic edgling domestic connect in each of them, has been received
from New Zealand, followed by Spain, the United Kingdom, Sweden and
Denmark.
According to the data accessed by PTI and provided to the SIT by the
Finance Ministry, its special unit designated for the task and placed under
CBDT received a total of 24,085 pieces of data under the automatic tax
information exchange route, which is also the legal treaty for exchange of
data related to tax matters.
Central Board of Direct Taxes (CBDT), which uses Double Taxation Avoidance Agreements (DTAAs) and the Tax Information Exchange Treaties
(TIEAs) to obtain such data, has reported to SIT that these gures have
increased as compared to last year and are set to explode in the future.
Automatic exchange of tax information is done as per the norms set by
OECD, said the nance ministry report. The Paris-based Organisation for
Economic Cooperation and Development (OECD) is a global body which
sets international tax and economic policies which are followed by over 34
member countries, including India.
While New Zealand shared 10,372 pieces of data with Indian authorities,
the share of the other countries was: Spain (4,169), UK (3,164), Sweden
(2,404), Denmark (2,145), Finland (685), Portugal (625), Japan (440) and
Slovenia (44).
Other countries which responded to Indias request with relatively smaller
pieces of data in the last scal include Australia, Mexico, Italy and Trinidad
and Tobago.
Sources privy to the development said the data, which was received in
batch-wise dockets over the last scal, has now been sent to the various
ranges of the Income Tax department and, in some cases, to the investigation units of the department for full verication under tax laws.
Some pieces of data also have the foreign bank account details of the
holder, they said.
For this exclusive liaison with foreign tax authorities, CBDT has created
an Exchange of Information (EoI) cell in its set-up and has strengthened its
protocols over the last three years after the clamour for unearthing black
money gained momentum in the country.

50 dead in Iran

Tehran, Aug 10 (AFP):
A civilian airliner crashed on take-off
in a residential area near Tehrans
Mehrabad airport today, Iranian news
agencies said, with reports that almost
50 people were killed.
The plane was headed to the eastern
city of Tabas, the IRNA and Fars news
agencies said, and crashed at 9.18 am
(local time).
The ofcial IRINN television channel
said the plane crashed in the Azadi
neighbourhood, west of the airport, but
did not state if fatalities were conned
to passengers or if people were also
killed on the ground.
All the passengers are dead, a re
service spokesman said on IRNA. A
second unnamed ofcial said 48 people
were on board the turboprop Antonov
An-140 aircraft when it crashed.
There were conicting accounts of
the airline that the plane belonged to,
with one report saying it was a Taban
Airlines aircraft while another said it

Four children
drown
Bijnor, Aug 10 (PTI):
Four children, including three
siblings drowned while bathing
in a canal here, police said today.
The incident took place last
evening when Imran (11), his
sisters Shahana (12) and Rehana
(8) and neighbour Nadeem, all belonging to Thana Noorpur village
had gone to graze the cattle, following which Imran and Nadeem
started bathing in the canal, they
said.
Seeing them drown, Shahana
and Rehana came to their rescue
but all four of them met a watery
grave, police said. Upon getting information by passersby,
locals tried to rescue the children but they had succumbed
by the time their bodies were
discovered.

Indias UN vote decision

New Delhi, Aug 10 (PTI):
Days after India voted against it at the UN, Israel today hoped the
Indian decision would not impact on the robust Indo-Israel ties in
strategic areas of defence and security, to which they have added
some more ingredients in the past few months.
Noting that Israel was in touch with Indian government at various
levels before, during and after the voting on the UN Human Rights
Council resolution to launch a probe into Israels offensive on Gaza,
newly-appointed Israeli Ambassador Daniel Carmon says his country
would appreciate better understanding among its international interlocutors on its role in the current Gaza conflict.
However, Carmon, who assumed charge 10 days back, did not
comment on whether he conveyed Israels disappointment to Indian
interlocutors after New Delhi voted against Jerusalem and said, We
have expressed to all our interlocutors including in India, how we
feel about the conflict, sources of the conflict...and we will continue
doing so.

NASA test paves way for


sending heavy payloads to Mars
I

n its quest to explore Mars surface, NASA has successfully conducted


a test flight of a saucer-like vehicle high above the earth as part of a
project designed to place more massive payloads on the red planet.
The vehicle, called the Low Density Supersonic Decelerator (LDSD), flew to
57,900 metres at more than four times the speed of sound
and simulated Martian landing conditions.
The experimental flight, which cost about $150 million
and was conducted from the US Navys Pacific
Missile Range Facility
on Kauai, Hawaii in late
June, was intended as a
dry run for two more tests
scheduled for next year.
The space agency said the
project will allow access to more
of the planets surface by enabling landings at
higher altitude sites. The goal of this experimental
flight test was to determine if the balloon-launched
design could reach the altitudes and airspeeds
needed to test two new breakthrough technologies
destined for future Mars missions.
A good test is one where there are no surprises
but a great test is one where you are able to learn
new things, and that is certainly what we have in
this case, said Ian Clark, principal investigator
for LDSD at NASAs Jet Propulsion Laboratory in
Pasadena, California.

arahagiri Venkata Giri, commonly known


as V V Giri, was the fourth President of the
Republic of India from 24 August 1969 to 23
August 1974. He also served as acting President
of India from 3 May 1969 to 20 July 1969, before
getting elected.
He was born to Varahagiri Venkata Jogaiah
in a Niyogi Telugu Brahmin family, residing in
Brahmapur (Berhampur) in the Ganjam district of
the erstwhile Madras Presidency. The town and
district are now part of the state of Odisha. His
father, Jogiah Pantulu, was an eminent lawyer
and migrated to Brahmapur from Chintalapalli
village, now part of East Godavari District Andhra Pradesh State.
In 1913, he went to University College Dublin
to study law. There, he joined the Sinn Fin
movement, and was a friend of amon de Valera,
as a result of which he was expelled from Ireland
in 1918.
Upon returning to India, he became heavily
involved in the labour movement, becoming
general secretary and then president of the
All-India Railwaymens Federation and twice
serving as president of the All-India Trade Union
Congress. Giri became a member of the Imperial
Legislative Assembly in 1934.
In the 1936 General Election in Madras, Giri
was put up as the Congress candidate in
Bobbili against the Raja of Bobbili and he won
that election. He became minister of labour
and industries in 1937 for the Congress Party
government formed by C Rajagopalachari in
the Madras Presidency. When the Congress
governments resigned in 1942, he returned to
the labour movement as part of the quit India
movement and was imprisoned by the British. He
was lodged in Rajahmundry jail.
After India gained independence, he was first
appointed high commissioner to Ceylon and then
successfully ran for parliament in 1952. He was
elected for 1st Lok Sabha from Pathapatnam Lok
Sabha Constituency and served as minister of
labour until resigning in 1954.

irls feel the need to play down


their intelligence to not intimidate
boys, according to a new research.
The research, conducted by Dr Maria
do Mar Pereira from the University of
Warwicks Department of Sociology,
found that boys aged 14 had acquired
the belief that girls their age should be
less intelligent.
There are very strong pressures in
society that dictate what is a proper
man and a proper woman. Young
people try to adapt their behaviour
according to these pressures to fit into
society, said Pereira.
One of the pressures is that young
men must be more dominant - cleverer,
stronger, taller, funnier - than young
women, and that being in a relationship
with a woman who is more intelligent
will undermine their masculinity, she
said.
To conduct the research Pereira spent,
with permission of the school and

relevant authorities, three months


as a student in a Year Eight class
observing the everyday lives
of school children. In order
to gain as much insight as
possible, she participated
in all aspects of their day
at school: she attended
classes, did Physical
education (PE) lessons,
took exams, had lunch in the
cafeteria, played in the playground and
joined them in trips to shopping centres
after school.

As a result, she was able to observe


aspects of young peoples interactions,
feelings and behaviours that teachers
and parents are often unable to access.
Our ideas of what constitutes a real
man or woman are not natural; they
are restrictive norms that are harmful to
children of both genders, Pereira said.
The belief that men have to be dominant
over women makes boys feel constantly
anxious and under pressure to prove
their power - namely by fighting,
drinking, sexually harassing,
refusing to ask for help,
and repressing their
emotions. Girls feel they
must downplay their own
abilities, pretending to
be less intelligent than
they actually are, not speaking
out against harassment, and
withdrawing from hobbies,
sports and activities that might seem
unfeminine, she said.

Fast food major Kentucky Fried Chicken (KFC) has refreshed its menu across
its outlets in the country.
The chicken restaurant chain which is a subsidiary of Yum Brands has
introduced new rice bowlz called Fab Five range targeting the rice eating
consumer base in India.
The Fab Five rice bowlz includes vegetable strip rice bowlz, masala corn
rice bowlz, popcorn chicken rice bowlz, hot wings rice bowlz and ery grilled
rice bowlz.
Speaking about the new inclusions in its menu at a KFC outlet in Chennai on
Friday, director of food innovation, Yum Restaurant, Praneet Singh said that the
new range was predominantly a combination of vegetarian rice items called Fab
Five rice bowlz and the aim was to leverage the vegetarian platform of the brand.
He said that KFC was known and had lot of non-vegetarian items and the idea
behind introducing the rice varieties was to reach out to a larger community as
42 per cent of the population was vegetarian.
Praneet said that 35 per cent population were vegetarian on specic days in a
week so the aim was to cater to that segment.
The new items will be part of the daily menu and Fab Five starts from Rs 59
onwards.

Chennai, Aug 10:
In a major step to protect Adyar
River from being polluted, Corporation has come forward to provide free
sewage line for residents who live
along the banks of the river.
Though the civic body has set up a
separate sewage lines, most of the
houses are letting out the sewage via
stormwater drains and it is then left
into Adyar and Cooum Rivers.
According to a survey conducted
by the Health Department of Corporation, it was found that 1.68 lakh
illegal sewage connections have
been provided. Based on the Mayors
instruction, 1,500 connections have
been disconnected till now.

Apollo Hospitals, Chennai successfully performed a combined heart and
double lung transplant on the oldest
recipient recorded in the countrys
medical history.
The Department of Cardiothoracic
Surgery at the hospital performed the
surgery on a 67-year-old-man and the
patient is now on the road to recovery.
Speaking about the surgery at a
press meet here on Friday, Dr T Sunder, senior cardio-thoracic and heart
and lung transplant surgeon at Apollo
Hospitals, said Hanifa, a businessman from Kerala was suffering from
Idiopathic Pulmonary Fibrosis with
severe irreversible right heart failure
(corpulmonale) leading to combined
end stage heart and lung failure.
He was completely dependent on
oxygen and was put on the list for
a heart and lung transplant. He was
however admitted late one evening
with extreme breathlessness, a very
low oxygen content in his blood and
a low blood pressure, he said.
Hanifa was fortunate that a matched
donor was available within 12 hours.

Setting aside a single judges order, the Madras
High Court has made it clear that for the post of appointment as Post Graduate Assistant teacher only
candidates who possess degree after passing plus
two course are eligible.
A division bench, comprising Justice Sathish
K.Agnihotri and Justice M.M. Sundresh, was allowing
an appeal led by The Chairman,
Teachers Recruitment Board and
the Director of School Education,
Chennai, challenging a single
judges order directing authorities
to appoint a candidate for the
post of Post Graduate Assistant
Teacher in Tamil who obtained
her degree rst and then passed
Plus Two.
In its order while referring to
a government order which prescribed quali cation for the appointment in public
services, the bench said it is clear that a diploma/
degree/Post graduation can only be considered for
appointment in public services after a candidate
passes Tenth Standard as well as Higher Secondary(+2) exams. The bench, while referring to the
candidate V.Kanimozhi, who passed Plus Two after
obtaining the degree by writing the exam privately,
said admittedly at the time of completing degree,
the candidate did not complete the Plus Two Course
and she thereafter completed the course.
The question for consideration is as to whether
the said action would cure the defect. In our view,
the said attempt cannot be substituted to the government order. Any interpretation would amount
to re-writing the provisions of the said government
order which is impermissible in law, without there

being a challenge to the said government order


which was upheld by the High Court.
The bench said the appointment is to the post of
Post Graduate Assistant Teacher in the Higher Secondary Schools. The appellants thought it t to make
sure that only those who have completed Plus Two
course and thereafter the degree course be eligible to
be considered for a particular post of a teacher, then
the wisdom and rationale behind
the same cannot be questioned.
The bench said when the rationale of the government order
has not been questioned before
it there is no arbitrariness in the
order which was already upheld.
The bench further said that the
issue of recognition of a
degree is different from a qualication xed in service matters
and said an eligibility criteria
xed cannot be said to be an indirect way of derecognizing a degree or diploma. To
put it differently, such a degree cannot be termed as
an eligible qualication for a particular post. Setting
aside the single judges order, the court said that in
the case on hand the candidate has written the examination as a private candidate without undergoing
Higher Secondary Course for a duration of two years.
It is the prime duty of the authorities to see to it that
the quality of education is maintained for the purpose
of imparting the same to the students. Certainly,
there is a difference between a candidate who had
undergone a regular course as against the others
who complete it by writing the examination privately.
Therefore, even on that score, we do not nd anything
arbitrary in the decision of the authorities in rejecting
the candidature of the petitioner.

Chennai, Aug 10 (PTI):
Finding fault with the way family courts deal with interim applications,
the Madras High Court has directed them not to adjourn matters in which
maintenance was ordered and not implemented by the parties.
Justice S Vimala reminded the family courts that they have means and
ways to make the parties obey the orders for maintenance without granting adjournments which will give an opportunity to the husband to drag
the proceedings.
Quoting several judgments, the judge in her order said even though
there are no express provisions enabling the court to strike out pleadings/
defenses in case of non-payment of maintenance, non-obedience to the
orders of the court, still various courts have held in order to effectively
adjudicate and to administer the justice in a meaningful way by invoking
section 151 of the Civil Procedure code which gives inherent power to the
courts below to strike out the defenses.
The matter relates to a Civil Revision Petition led by a woman to dispose
of the interim application led by her in the family court which adjourned the
matter. Originally, the family court ordered the husband to pay Rs 10,000
per month as interim maintenance to his wife on 26 April, 2013 from the date
of ling of petition by husband seeking divorce i.e from 21 December, 2011
which amounts to Rs.3.20 lakh as on August 2014. As the husband did not
comply with the order, the wife led an interim application to dismiss the plea
led by the husband for divorce. As her plea was adjourned, the wife led the
Civil Revision Petition in which she sought a direction to dispose of her application.
Finding fault with the way the family courts deal with such applications, the judge,
in her order, said the Family Courts Act is a most exible one, enabling the family court judges to invoke novel and creative ideas so as to dispose of the cases
quickly and effectively. Still, it is not being done.
When the application has been led by the wife thereby expressing the
imminent need to get the maintenance, the family court should have acted
in a sensible manner and should have passed the order immediately, the
Judge said.

trace man-eater animal
Erode, Aug 10 (PTI):
Intensifying their efforts to nab the man eater leopard which killed a 42-year old
farmer, three teams have been formed to scour the Thimbam, Hassanure and
Thalamalai forest ranges to capture the elusive feline, ofcials said yesterday.
CCTV cameras have also been placed at around 20 to 25 locations to monitor
the movement of the animal, they said.
The farmer had ventured into the forest on Thursday to tend to his cattle, but
did not return home. His relatives who launched a search, found his severely
mauled body on Friday in Kalithimbam forest area. Forest ofcials are divided in
their opinion about the type of animal that killed the farmer. While some suspect
it to be a man eater leopard, others said the exact type of animal has not been
established so far but opined it could be some carnivore. Correct information
would be available in a day or two, ofcials said.

The operator of Japans crippled Fukushima nuclear
plant today unveiled a plan to dump scrubbed water
directly into the ocean, sparking concerns over whether
it would be properly decontaminated.
The plan, which still needs approval from the nuclear
agency and local residents, comes as workers are
locked in a daily struggle to safely store radioactive
water used to cool reactors that went into meltdown
after Japans 2011 quake-tsunami disaster.
The tainted water is stored in hundreds of on-site
tanks but operator Tokyo Electric Power (TEPCO) has
admitted that its running out of space. It is also ghting
to contain contaminated groundwater around the plant
from seeping into the ocean, more than three years

As part of steps to achieve her Vision 2023 for
the State, Chief Minister J Jayalalithaa announced
setting up of Tamilnadu Innovative Initiative and
other measures. Presenting a statement under
Rule 110 of the Assembly, she said the Tamilnadu
Innovative Initiative will implement measures to boost
innovativeness in government departments and Stateowned companies. Stating that the initiative will also
be extended to non-government enterprises, she said
a fund will be created for this. An annual amount of Rs
150 crore will be given to this fund, she said.
She said the Planning and Estimation Department

Under chronic stress, these same naturally-occurring steroids damage
the protective functions of normal skin and inhibit wound healing, but
during shorter intervals of stress, they are benecial for inammatory
disorders and acute injury in both mice and humans, said senior
investigator Peter Elias, a UCSF professor of dermatology based at the
San Francisco VA Medical Center (SFVAMC).
We believe that our ndings explain why this otherwise harmful
component of the stress response has been preserved during human
evolution, he said.
The scientists studied mouse models of three types of common skin
irritations: irritant contact dermatitis, caused by exposure to an irritant such
as a soap or solvent; acute allergic contact dermatitis, of the sort caused by
poison ivy or poison oak; and atopic dermatitis, or eczema.
After exposure to irritants on a small patch of skin on one ear, one group
of mice was returned to its regular cages, while another group was put in a
stressful situation - being placed in very small enclosures for 18 hours a day
over the course of four days.
The researchers found that the stressed mice showed signicantly reduced
inammation and faster healing in all three types of skin irritation.
When stressed mice were simultaneously given mifepristone, which blocks
steroid action, all of the healing benets of stress disappeared.
This demonstrated the central role of internal steroids in providing these
benets, said Elias. According to Elias, the study provides a clue to an
evolutionary puzzle: why, over millions of years, humans have preserved
the tendency to produce steroids under stress.

other than the said building work, shall liable to pay,

State-run Dena Bank reported
a 57 per cent drop in its net
profit at Rs 81.52 crore in the
June quarter due to rise in nonperforming assets.
The net profit of the company
stood at Rs 189.2 crore in the
same quarter last fiscal.
Its total income stood at Rs
2,824.58 crore in the reporting
period as against Rs 2,765.68
crore in the year-ago quarter.
Asset quality of the bank deteriorated in the quarter with
gross non-performing rising to
4.21 per cent from 2.70 per cent,
while net NPA jumped to 2.94
per cent from 1.74 per cent.
Provisions in the quarter reminded steady at Rs 228 crore.
The capital adequacy ratio (CAR)
under Basel III stood at 11.16 per
cent, the bank said.

The Employees Provident Fund
Organisation (EPFO) had provided
8.75 per cent rate of interest on PF
deposits for 2013-14, which was
higher than 8.5 per cent paid for the
previous scal.
According to a senior ofcial, the
computation of the interest rate for the
current scal would be a vexed issue
this time as the new government has
announced raising of wage ceiling

from Rs 6,500 per month to Rs 15,000


per month.
However, the new wage ceiling has
not been implemented so far as government is yet to issue a notication
on this. At present, all those workers
in organised sector who have their
basic wages up to the prescribed wage
ceiling are covered under the social
security schemes run by the EPFO.
The ofcial said that with the increase
in wage ceiling, the EPFO coverage
and deposits would increase. Thus the
EPFO would have prepare an income
projection for the current scal on the
basis of enhanced coverage and deposits.
It is estimated that the around 50
lakh more workers would under
the EPFO coverage once the new
monthly wage ceiling of Rs 15,000
is implemented.
As per practice, the CBT decides
rate of interest based on the income

estimates for a nancial year by the


EPFO, which later requires concurrence by the Finance Ministry.
The CBT is headed by the Union
Labour Minister with Minister of State
for Labour, Labour Secretary, unionists, employers representatives and
other ofcers on its board.
Besides interest rate, the trustee
would also deliberate on issues
including appointment of consultant
for selection of its fund managers,
custodian and concurrent auditor and
performance evaluation of selected
portfolio managers. The trustee would
also constitute committee for the purpose.
The CBT will also deliberate on
long term funding with public sector
undertakings like power major NTPC.
They will also take a decision regarding the extension of the tenure of their
custodian Standard Chartered Bank till
October 31.

After 30 years of selling cars and
revolutionising personal transportation
in India, Maruti Suzuki is embarking on
its next phase of journey with an eye on
selling three million vehicles annually.
Spelling out the road map for the next 30
years -- Maruti 2.0 -- Maruti Suzuki India
(MSI) Chairman RC Bhargava said the
company would be at the forefront of the
efforts to make India a signicant player
in the global market place.
With an eye on annual sales of two
million units in the next five years,
MSI is enhancing its research and
development capability to increase
fuel efciency of all models, develop
eco-friendly vehicles and provide more
fuel options of diesel, CNG and LPG in
existing models.
It is also developing 800cc compact
diesel engines for Indian roads apart
from giving special focus on electric
vehicles and hybrids.
In his address to shareholders in the
annual report FY14, Bhargava said:
2013-14 was a signicant milestone
year for us, as in December we completed 30 years of selling cars. It is

a good time to review what we have


achieved and what we should do in our
next 30 years - Maruti 2.0.
He said the move by MSI to let parent
Suzuki Motor Corp (SMC) invest and
own the Gujarat plant was keeping in
mind the companys future requirements. The much higher availability
of funds with Maruti would enable your
company to strengthen its R&D and
develop, and maintain the much larger
number of models required to achieve
sales of 3 million cars, he said.
In addition, the company would also
be able to invest in strengthening and
de-risking its infrastructure for sales,
service and spare parts, required to
cater to a sale of three million cars a
year, Bhargava said without elaborating
by when the company expects to touch
the annual sales milestone.
In 2013-14, MSI had sold a total of
11,55,041 vehicles. In January, the
company stopped production of the
iconic Maruti 800, the car that revolutionised Indias automobile industry. The
car, produced at the Gurgaon plant, had
sold a total of 2.7 million units since its
launch in 1983.

net profit up
Chennai, Aug 10

Two and three-wheeler tyre maker TVS
Srichakra Ltd has more
than doubled its net profit to Rs 17.26 crore in
the rst quarter ending
June 30, 2014-15.
The company registered 146.9 per cent
jump in net pro t from
Rs 6.99 crore clocked
during the April-June
period of 2013-14 scal.
Total income for the
April-June quarter this
fiscal grew to Rs 451
crore, from Rs 382.43
crore in the year-ago
period.
For the nancial year
ending March 31, 2014,
net prot was Rs 47.45
crore.
Total income for the
financial year ending
March 31, 2014 stood
at Rs 1,670.99 crore,
the statement said.

The decisions reviewed included one single demat account for all nancial assets, introduction of uniform KYC norms and inter-usability
of KYC records across the nancial sector
form KYC norms and inter-usability
of KYC records across the nancial
sector, strengthening and deepening the markets for corporate bond,
currency derivatives and interest
rate futures, and participation of
DFIs and FIIs in commodity market,

said in a statement.
The regulators also reviewed

standards and protocol for setting
up account aggregation facility for
nancial assets was deliberated in
the meeting, it added.

the functioning of the various Tech-

nical Groups which are under its


ambit. The FSDC was set up to
strengthen and institutionalise the
mechanism of nancial stability and
development.

Rail lines to clear


coal will take time
New Delhi, Aug 10 (PTI):
Stating that the completion of three critical rail lines may
take considerable time, Coal and Power Minister Piyush
Goyal has asked state-owned Coal India Ltd (CIL) for an
alternate action plan to meet the demand of coal projected
on year-on-year basis.
Minister of Power and Coal expressed that the three
critical railway lines required to be constructed in different
coalelds have been taken up with Minister of Railways
who assured to extend support, but it is likely to take
considerable time, said an ofcial source.
The ofcial further added that he (the minister) directed
(CIL) to submit an alternate action plan for meeting the
demand for coal projected on year-on-year basis.
CIL and the CMDs of its subsidiaries recently shared
with the minister their concern about some of the virgin
coalelds being unable to operate in the absence of
adequate evacuation system either through road or rail.
The government had said last month that it will expedite
the construction of three critical rail lines to facilitate faster
transportation of coal to power plants, thereby helping in
bringing nearly 100 million tonnes of incremental trafc
to Railways.

Railways will speed up construction of critical coal connectivity lines in Tori-Shivpur-Kathautia Area (in North
Karanpura, Jharkhand), Jharsuguda-Barpalli-Sardega
(in IB Valley, Odisha) and Bhupdeopur-Raigarh-Mand
Area (in Chhattisgarh), Railway Minister Sadananda
Gowda had said while presenting Railway Budget
2014-15.
This will bring nearly 100 million tonnes (MT) of incremental trafc to Railways and will also facilitate faster
transportation of coal to power houses, he had said.
The three rail corridor projects, entailing about Rs
7,500 crore expenditure, are under different phases
of development.
As per original plans, rail project for North Karanpura
coal eld, work on which had started in 1999, was
scheduled for completion in 2005.
Likewise, the IB Valley project in Odisha which too
started long back, should have been completed in
2009. CIL has already provided over Rs 300 crore to
Railways for the projects.
CIL accounts for over 80 per cent of the domestic coal
output. It missed output target of 482 MT for 2013-14,
producing 462 MT.

Skipper Mahendra Singh Dhoni blasted his top-order batsmen for
their spineless show after India slumped to a humiliating innings and
54-run defeat against England in the fourth Test, here.
The loss was set up on the opening day itself, when electing to bat
in overcast conditions India were reduced to eight for four and were
eventually bowled out for 152.
It is important to put runs on the board. The number 7, 8, 9, 10 and
11 batsmen have masked the top-order so far in this series, Dhoni

havent been able to convert those starts. They need to start converting

Snubbed Razzaq
takes up coaching
Karachi, Aug 10 (PTI):
Pakistan allrounder, Abdul Razzaq has decided to take up coaching seriously after being constantly snubbed by the national selectors since last year.
Razzaq, 34, is presently in England to play league cricket and is also attending a level two coaching course run by the England and Wales Cricket Board.
Yes I am interested in coaching because I want to pass on my experience
to youngsters, Razzaq told PTI on telephone.
I am doing a level two coaching course because it appears to be a very
interesting and challenging profession and I would love to teach youngsters
how to become good allrounders and big hitters which are essential requirements of modern day cricket, he said.
Razzaq, who played 46 Tests scoring 1946 runs and taking 100 wickets, said
he also had every intention to play in the new domestic season in Pakistan
starting later this year.
I have God gifted skills and I dont want to waste them. No matter what the
situation I know what I can do even now. My bread and butter is still cricket
and I want to show everyone I am still good enough to play for Pakistan, said
Razzaq, who also represented Pakistan in 265 ODIs scoring 5080 runs and
taking 269 wickets. The allrounder last played in two T20 matches against
South Africa in October, 2013 in the UAE and was also selected for the return
series in South Africa but had to withdraw due to tness issues.

Mushtaq Ahmed has defended the
performance of spinners, Saeed
Ajmal and Abdul Rehman in the
ongoing rst cricket Test against
Sri Lanka in Galle.
Mushtaq, who has worked as spin
bowling consultant with the England
team before joining the Pakistan
team, said Pakistan was playing a
Test match after a six months gap
and that made a huge difference to
the bowlers. Spinners need to get
into a groove and nd their rhythm
and this has not been possible for
our spinners as they havent played
a test for six months now, said the
former Test spinner.

Mushtaq also blamed the pitch for


the struggle that the bowlers had to
face in the rst Test so far. There
is nothing in the pitch for the spinners so it has been a long struggle.
But I am condent the more tests
Saeed and Rehman play and even
our other bowlers they will nd their
rhythm and start bowling much better, he added.
Incidentally, Pakistan last played
a Test also against Sri Lanka in
January in Sharjah.
Mushtaq, who took charge of the

adopting
New Delhi, Aug 10 (PTI):
Foreign couples adopting Indian
children prefer girls to boys, the
Women and Child Development
Ministrys data has revealed.
According to the data, a total of
105 Indian children were adopted
by foreign couples between April
and July this year, and of them 72
were girls and 33 boys. Similarly,
of the 422 Indian orphaned
children adopted between April
2013 to March 2014 under the
inter-country adoption policy, as
many as 294 were girls.
As per the data, couples from
the United States, who top the
list of foreigners adopting Indian
children, too prefer girls to boys.
In the period between April and
July this year, couples from the
US adopted 42 children, of which
33 were girls. The Americans
were followed by couples from
Spain who adopted 25 children
during the same period and all
of them were girls. Couples from
Italy took charge of 19 orphaned
children during this period and
nine of them were girls, the data
reveals.
Between April 2013 and March
2014, US couples took charge of
as many as 155 -- 119 girls and 36
boys -- of the total 422 adoptees.
During the same period, couples
from Italy adopted a total of
98 Indian children, of which 61
were girls. And of the 42 children
adopted by couple from Spain, 26
girls were and 16 boys.

The ASEAN, considered one of the
worlds fastest growing regions, today
resolved to significantly enhance
cooperation with India in combating growing challenges of maritime
security, terrorism, drug trafcking
and cyber crime besides expanding
trade ties.
The 10-nation grouping, particularly
emphasised on close engagement
with India to deal with issues relating to maritime security, freedom of
navigation and maritime security in
the seas of the region.
The comments by ASEAN (Association of Southeast Asian Nations)
came on a day when the dispute relating to Chinas territorial claims over
the South China Sea was dominating
the meeting of foreign ministers of
the powerful bloc here. We agreed
to further promote maritime cooperation to address common challenges
on maritime issues, the ASEAN said
in a statement.

The CBI registered the PE based
on a complaint led by the Surveyor
General of Indias ofce to the Union
Home Ministry, in which it was alleged
that Google had been indulging in
activities of mapping several areas
which were not included in the maps of
the country. Highlighting the violations
to the Home Ministry, the SoI said
only it was mandated to undertake
Restricted category surveying and
mapping, and no other government
or private organisations or individual
are authorised to do so. As per
the National Map Policy 2005, the
responsibility for producing, maintaining
and disseminating the topographic map
database of the whole country, which is
the foundation of all spatial data, vests
with the Survey of India.
It was alleged that Google India had
launched a nationwide contest and
people might have passed on maps
and other key details of strategic
installations located in other cities and
states to the US company, the sources
added. For SoI, it was clarified that the
company never took any permission
before undertaking the mapping
exercise, and from national security
point of view, civil and military Vital
Areas, Vital Points (VPs) cannot be
shown in the map/data published in
public domain.

The grouping also reiterated the
need to strengthen ASEAN-India
cooperation in agriculture and energy
in order to ensure long term food security and energy security, especially

Election Commissions plan to ensure that young
citizens are registered as voters as soon as they turn
18 has run into difculties as the Attorney General has
opined that the move to have multiple cut-off dates
contradicts provisions of the Constitution.
The EC had earlier this year told the government
that the 1 January cut-off date set for the purpose
deprives several youths from participating in the
electoral exercise. The Law Ministry had opposed
the move, but following ECs persistent demands, it
had referred the matter to Attorney General Mukul
Rohatgi for his opinion.
Rohatgi is learnt to have supported the view of the
Law Ministry that the move to have multiple cut off
dates contradicts Article 326 of the Constitution and
to have such a system is not practical.
EC, which had initially raised the issue earlier this
year, brought up the matter again with the Law Ministry
after the Narendra Modi government assumed power.
Law Ministry is the administrative ministry for the EC.
According to the EC guidelines on enrolment of
voters, for an election to be held in a particular year,
only an individual who has attained the age of 18
years as on 1 January of that year is eligible to be
enrolled in the voters list. As a result, if a person
is becoming 18 years on 2 January, he cannot be
registered. Therefore, a person who is turning 18
beyond 1 January will have to wait for next year to
get registered. In case elections are taking place
subsequently, they will have to wait for a longer
period,
Election Commissioner Nasim Zaidi had said when
the proposal was moved.
But according to the Law Ministry, a change in rules
or even an amendment to the Representation of the
People Act will not help. Article 326 states that every

said. We recognised that ASEAN

EC plan on young voters


enrolment faces hurdle

New Delhi, Aug 10 (PTI):


Delhiites will get a free ride on all Delhi Transport Corporation buses from
6 am to 10 am across the national capital on this Independence Day. Also,
for the rst time, around 10,000 seats will be available for general public
at the historic Red Fort where they can witness Prime Minister Narendra
Modi deliver his maiden Independence Day address to the nation.
The members of the public will be seated to the right of the Red Fort in
the public enclosure, next to around the same number of schoolchildren
clad in colours of the tricolour. We are arranging for the seating, security
checks and trafc management for 10,000 people. DTC is also making
special arrangements, a senior police ofcial said.
According to DTC spokesperson R S Minhas, the corporation will provide
free rides to commuters on 15 August between 6 am and 10 am.
Frequency of DTC buses will be increased around Red Fort in order to
make commuting easier for those coming to witness the Independence
Day function. The visitors, however, will not be allowed to carry mobile
phones, cameras, binoculars, handbags, briefcases, cigarette lighters,
transistors, tifn boxes, water bottles, lunch boxes, etc.,to the venue
and would be subjected to heavy security checks.
Given the security threat to Prime Minister Modi from several terrorist
outts, the security apparatus for the Independence Day celebrations
has been scaled up this time. A multi-layered security cover consisting
of thousands of armed personnel will keep a hawk-eyed vigil to pre-empt
any possible terror strikes in the city.
A ground-to-air security apparatus will be put in place, especially near
Red Fort. Heightened security will also be in place along the route to
be taken by the Prime Ministers cavalcade and around Rajghat, where
he will lay a wreath at the Samadhi of Mahatma Gandhi.
Thousands of Delhi Police and paramilitary personnel will be deployed
at market places, airport, railway stations, inter-state bus terminals,
metro stations and places of strategic importance. Besides the patrolling
of the skies by helicopters, an air defence mechanism will be put in
place around the venue. Around 5,000 personnel of Delhi Police will be
deployed for security, frisking and trafc management in and around
the venue. Security personnel from the central paramilitary forces will
be also be pressed into service. Sharpshooters of NSG and spotters
will be deployed on the high-rises near the 17th century Mughal fort,
ofcials said. Specialised units like Quick Reaction Teams, SWAT and
Vajra will be deployed along with the commando units of Delhi Police
at strategic locations, police said.

Google polluted internet


New Delhi, Aug 10 (PTI):
After registering a Preliminary Enquiry
against Google for alleged mapping of
classied areas, CBI has sought help of
Survey of India which has alleged that the
Internet giant continued to pollute the
web with classied material despite being
warned against it. As the probe continues,
Surveyor General of India Swarna Subba
Rao alleged that the Internet giant did not
refrain from mentioning classified site
even after having been asked not to do so.
During their (Googles) Mapathon
2013 exercise, they collected lot of
classied data and we had approached
them to refrain from doing so when
we came to know about it, Dr Rao
told PTI from Dehradun. He said,
instead of desisting, Google polluted
the Internet with the coordinates of
classied locations on the map. They
(Google) have expressed their desire to
meet me at some hotel but I have been
rm of a meeting in ofce, he said.
The Survey of India (SoI), the ofcial
mapping agency of the country, is the
complainant in the case. After initial probe
by Delhi Police, the case was handed
over to the CBI as the investigation
involved a company which is based
in the US. Google had not taken
permission from SoI before organising
a mapping competition in FebruaryMarch 2013 in which they asked
citizens to map their neighbourhoods,
especially details related to hospitals
and restaurants. Alarmed by Mapathon,
SoI, Indias national survey and mapping
organisation under the Department
of Science and Technology, asked
the Internet giant to share its details
and found that there were several
coordinates with information on sensitive
defence installations which are out of the
public domain.

Addressing the 12th India-ASEAN


meeting here, External Affairs Minister Sushma Swaraj had yesterday
said India supported freedom of
navigation and access to resources
in the South China Sea in accordance
with principles of international law,
including the 1982 UN Convention
on the Law of the Sea. State-run
ONGC Videsh Limited has operation in number of oil blocks in South
China Sea which were offered to it
by Vietnam.
China has been objecting to Indias oil exploration projects in the
disputed waters. The ASEAN said
there should be greater cooperation
between the member countries of
the grouping and India in combating transnational and non-traditional
security challenges and specically
sought better coordination to deal
with combating terrorism, illicit drug
trafficking, human trafficking and
cyber crime.

based on a story titled Kurangaatti
written by Ram Thiruvudaiyaan.
Cuckoo had impressed many and
Dhanush being one of them had met
Raju Murugan. If everything goes on
well, Dhanush may be in this project.
The crew is expected to get the
necessary rights from the author of
Kurangaatti before starting the lming process.

most famous institutions and laboratories. Vingyani
is produced and directed by S Parthiban (who is also
the protagonist). Maruthi takes care of the editing
while Aravind Kamalanathan wields the camera.

on a modest budget. MS Annadurai handles the cinematography for
the lm while K Thanigachalam takes care of editing. Shooting has
been wrapped up and the lm is in post production stage. The movie
is scheduled for release in September
