Rational and Justification


1. Problem Statement
- Factory workers were abused by employers.
- Most workers are lack of labor law knowledge, thus they do not know their right
-

while the conflict appears.


Most worker are lack of skills, thus after they stop working at factory, they may

not know how to do.


ASEAN Integration 2015, the requirement of free market is foreign language

thats why workers need to be improved.


2. Target Group
The primary beneficiaries in this project are factory workers who work in Phnom
Penh.

with equal right in worked place, and improved quality of life.

To increase the legal awareness specifically to factory workers, and foster to the
relevant stakeholders at national and international of issues relating to humanright, especially labor right, and equity at workplaces based on the principle of
laws.

To offer legal supporting and advisory for factory workers in particular purpose of
resolving conflict at work place.

To provide skills and vocational trainings which extent capacity of factory


workers.

2. Deliverable:

Established 1 training seminars for every early of the month at twenty factories in
Phnom Penh for two year plan, which aim to launch at the beginning of January
2015 and will continue until the end of 2017. These activities related to the labor
law, constitution, social security law, and human right

Create two hotlines (023 888 77..../ 023 777 44) for those workers who has
discriminated or violated on human right through strength corporation with our
national stakeholders including government official, CCHR, and Licadho within 2
years respectively.

To provides an effectively legal services, Cambodian Legal for Development


Consulting team (CLDC) is established with four members who have a high
knowledgeable of laws, and offers its services to factory workers as following:
o Labor law consulting and assistance
o Procedures of conflict resolving at workplace
o To introduce workers to be in touch with any NGOs in term of their needs,
especially when conflict reach to Arbitration step which required them
more time and cost spending.

Create two hotline (023 666 77..../ 023 555 44) for those conflicted workers or
those need legal service consultation related to labor law and what mentioned
above. These activities are two years plan.

Create one Drop-in- Center for vocational training that workers can learn for free
of charge a day per week, and those skills are foreign languages, make-up and
tailoring skills.

4. Technical requirement

Through training seminars and legal approaches providing, the target
group, specific to factory workers, will be gain many beneficial under two years of the
project. Thought this project plan will not provide workers for grant or court
representative, but worker are free of charge with our plan, similarly it will give
workers a knowledgeable of laws relating to their field of work, so that they can
improve their work condition and how to resolve working conflict with the employers
within their organization. Overall, this project is created with a precisely objectives,

be deliverable, specific milestone event, and have a correlate technical requirement in


response with time and cost spending.
