\b0 Approximately 7,800 Peace Corps Volunteers (PCVs) are serving at posts in mo
re than 70 countries worldwide. These overseas posts are located in three region
s:\par
\par
Africa; \par
Europe, Mediterranean and Asia (EMA); and\par
Inter-America and the Pacific (IAP). \par
\par
A complete listing of the regions, posts and volunteer counts, as of September 2
006, is included. The number and location of posts may increase or decrease bas
ed on expansions and closures. \par
\par
The Volunteer assignment is for 27 months. During this time, the Volunteer\rquot
e s medical care \par
is coordinated and provided by Peace Corps medical staff located overseas and in
the United States. The Volunteer Health System is administered by the Peace Co
rps,Office of Medical Services (OMS) located in Washington, DC. \par
\b\par
\ul Purpose and Objectives\ulnone\line\par
Peace Corps seeks a contractor to provide worldwide emergency evacuation service
s, to include:\par
\b0\par
Land and/or air medical evacuation from remote locations to appropriate medical
treatment facility; \par
Trained medical personnel and medical equipment sufficient to maintain a critica
lly ill Volunteer in a stable mode from time of acceptance until transferred to
receiving medical treatment facility;\par
Medical management, relevant technology, case consultation, timely and accuratel
y communication; and \par
Maintaining confidentiality of all records in accordance with agency policy and
federal regulations.\par
\par
Peace Corps is especially committed to doing no harm, to acting in good faith, a
nd to preserving its reputation as an agent of good will in the eyes of the host
country, Volunteers and of the American public. The Contractor, therefore, shal
l provide quality, responsive and timely services in a manner that preserves Pea
ce Corps' harmonious relationship with those who access services provided under
this contract. \par

The Peace Corps is only soliciting proposals on a fee for service basis, and is
not soliciting proposals for international travel insurance services. \line\p
ar
\b\par
\ul Requirements of the Contractor\ulnone \par
\par
\b0 The emergency medical evacuation program for PCVs working or traveling overs
eas during their assignment gives the OMS access to prompt assistance. Emergenc
y air evacuations require a coordinated effort between the contractor and Peace
Corps and are used for acute, life-threatening emergencies.\par
\par
In the case of these emergencies, to ensure timely delivery of care, Peace Corps
OMS will request the needed services of the contractor. In addition to medical
evacuations, these services may include medical arrangements and healthcare man
agement. The contractor will accept referrals for such services 24 hours per day
7 days per week via telephone or other secure electronic means. \par
\par
The contractor will ensure that all business related and required licenses, cert
ificates and insurance coverages are secured, maintained and renewed. The contra
ctor will provide satisfactory assurances that all personnel will protect the co
nfidentiality of protected health information received from the Peace Corps, as
required by the Health Information Portability and Accountability Act (HIPAA) an
d ensure that the confidentiality of information received from the Peace Corps a
bout a Volunteer will be protected as required by the Privacy Act. \par

The contractor arranges for all transportation and logistics associated with eme
rgency evacuations. This includes, but is not limited to:\par

The contractor is responsible for maintaining communications with the Peace Corp
s overseas medical staff, and OMS throughout the emergency evacuation process.
