1.General definition
Manual
The purpose of this manual is to serve as a guide to the functions,duties and
responsibilities of consulting architects and engineers in the design, documentation, administration
and building projects for the department. You are required to execute your work in accordance with
this manual and with such supplementary instruction as the department may issue from time to
time.
The office network consist the following departments

2.General Guidelines
Office working hours:
Working hours of the office will be from 8.30 a.m. to 5.15 p.m. With 45 minutes
lunch break from 1.00 to 1.45 p.m.
The prescribed working hours,including the lunch break,should be strictly adhered
by every body.
Entry&exit timing register and attendance register at are to be signed daily
Late attendance of an employee may be condoned if caused by reasons beyond his control
but not more than twice a month .Staff should in office within 8.30am.We give grading of
No1 from 8.30 to 8.45am,No2 8.45 to 9.00am and goes on. So 15 points make half day
leave.

Use of private e-mail is discouraged and use of internet chatting is prohibited.


Official telephones should not be used for private calls.
Visitors
Personal visitors are not encouraged during office hours, If for urgent or unavoidable
reasons,visitors do come to office premises, they will be requested to give their full
particulars in the Visitors' Book at the Reception and wait at the Reception. The
Receptionist will inform the Engineer/Architect supervising the work of the person whom
the visitor wants to meet and, on his approving it, the person may meet the visitor in the
Reception premises. Personal visitors cannot visit the working area or the Pantry under any
circumstances.
Conduct and discipline
All persons working in the office shall maintain proper decorum in office at all times
All employees are expected to be properly and neatly dressed while they are on duty.
Talking very loudly so as to cause disturbance for others should be avoided.
Use of cell phones
Personal cell phones shall be kept in 'silent' mode during office hours
Economy

Filing of papers
A proper filing system is essential for convenient identification,sorting,storage and retrieval
of papers

All files in the office shall be opened under the Functional Filling System as described

Purchase of stationary and related consumables
Office Administrator exercises full power to authorize purchase of stationery for use in the
office.
Purchase shall be made as follows:
Items shall be identified in terms of category,specifications and quantities.
A register in the format prescribed shall be maintained to keep records of acquisition
and issue of various items of stationery.
Articles of stationery shall be issued only on receipt of a formal requisition from the
users. These requisition slips shall be numbered consecutively, preserved in a folder
and referred to at the time of audit and/ or verification of stocks etc.
All cases of unusually high consumption shall be brought to the notice of

Administrator.

3.b. House keeping


Sanitation:
Cleaning and dusting of entire office including the Reception area,all rooms cubicles
and hall on all working days and other days when staff is present in the office.
Intensive cleaning/ vacuuming of the entire office premises will be undertaken on
Saturdays for which at least three persons will be deployed.
Daily cleaning of computer server rooms.
Removing of litter and waste material from waste baskets etc.
Cleaning of toilets,washbasins and other surfaces,and maintaining them in
clean and sparkling state through out with adequate disinfectants and fragrance,Liquid soap
will be filled in dispensers, naphthalene balls placed in urinals and air purifiers provided and
maintained. Tissue rolls will also be replenished.
Provision replacement and cleaning of towels in the officers rooms and on washbasins etc.
Cleaning and dusting of entire furniture. fittings and equipment and other vertical surfaces
House keeping check list
House Keeping:
Replenishing drinking water in bottles on water dispensers.
Placing drinking water in clean flasks and glasses in Conference rooms.
Switching on and putting off the Air conditioners at appropriate times and maintenance
of proper temperature.

Architect
The role of architect is to produce a design for a physical structure that meets
the aesthetic,Structural and safety factors that must go into the construction of any type of building.
Taking into consideration the anticipated junction of the space and any
requests for aesthetic features that may be especially appealing to the client. Every aspect of the
building will be designed to comply with local building codes and standards.

Senior Architect:
Design&Produce detail drawings for various projects handled by the Senior Architect
Authorised person to handle all files and folders of the Architecture Department
Authorised person to create or delete files & folders in the Architecture department
To Co-ordinate with other departments & Jr Architects to meet the Architectural needs on
time
Responsible to issue all the Architectural drawings to the site
Junior Architects:
Design&Produce detail drawing for various projects handled by them
To follow the check list at the various stages of the project flow
Is responsible to co-ordinate with site & produce report to meet architectural needs
Drafts men(Architecture):
An architectural drafts man works under the direction of an architect,responsible for
preparing detailed technical drawings and plans of buildings and structures.
The following are the responsibilities of drafts men
a. Prepare detailed architectural drawings for residential and commercial
construction projects.
b. Create architectural drawings based on building specification calculation
and sketches.
c. Visit construction sites to collect measurements and dimensions as needed
d. Analyse building specifications,codes,space to create Arch. design
e. Use CAD equipment and conventional drafting station to prepare
drawing,charts and records
f. Develop electrical & structural design to incorporate into architectural dwgs
g. Work with architect to ensure that construction project is in accordance
with design specifications.

6.c. Structural department
Senior Structural engineer
The structural engineer is responsible for the design and evaluation of
anything that supports or carries a load. The role of a structural engineer can be divided into two
primary areas,building and non building areas.
The structural engineers who focus on buildings are responsible for
evaluating schematics and ensuring that the building meets the building codes for structural safety,
is safe for occupancy and is able to withstand the elements.
The structural engineer is called into inspect @ specific stages of project
completion, and official approval is other required before the next stage of development can begin.
Draft-man (Structural)

Quantity Surveyor
A quantity surveyor is a construction professional who controls the cost on a
construction project, using a variety of professional skills acquired through training and practice.
Quantity surveyor is involved with a project from the day the idea of a project
is developed to the final walk through once the project is complete. They are involved in the cost
estimation process,using their knowledge about the industry and similar projects that determine how
much a project should cost.
The quantity surveyor helps to keep cost reasonable and fair, they should be
familiar with industry standards.

1. Shop drawing and detailed working method documents should be submitted to architect
office and after getting approval they should proceed the work at site.
2. Contractor should take responsibility to abide by all the standards of practice set by bureau
of Indian Standards or any other standards and guidelines by National and International
organizations.
3. Contractor should take responsibility to satisfy the requirements of the all the concerned
authorities like Labour welfare, Safety, Fire safety system, Building regulation authorities.
6.d.2 Estimation Check List

Project Coordinator
The primary responsibility of a project Coordinator is to keep the project and

all related processes running smoothly

Project team often require coordination of activities , resources, equipment, and
information. The project coordinator should ensure that the people and resources
denoted to completing a good are used appropriately.

The following all the responsibilities of a project coordinator.

SCHEDULE II
GENERAL INSTRUCTIONS TO THE CONTRACTOR
These instructions apply to contractor invited by Ar.M.Arivudainambi, Nambi + partners,160,
Central Avenue,G.V.Residency ,Sowripalayam Coimbatore-641028
for the construction of the Residential Building for
No contract will be considered unless it is submitted in the prescribed form obtainable from the
Office of Ar.M.Arivudainambi, Nambi + partners, 160, Central Avenue,G.V.Residency
,Sowripalayam Coimbatore-641028
If the contract is made by an individual, it shall be signed with his full name and his address shall
be given. If it is made by a firm, it shall be signed with the partnership name by a member of the
firm, who shall sign his own name and the name and address of each member of the firm shall be
given. If the contractor is made by a Corporation it shall be signed by a duly authorized officer,
who shall produce with his contract, satisfactory evidence of his authorization. Such tendering
Corporation, may be required before the contract is executed, to furnish evidence of its corporate
existence.
1.CONDITIONS FOR RATES IN CONTRACT DOCUMENT

The unit rates should be filled up neatly in figures for the furnished items of work given in
schedule of quantities. Scribblings, over-writings should be avoided as far as possible.

The rate quoted shall include all Royalties, Terminal Taxes, Octroi duties, Central or
provincial Excise, Sales Tax and any other Taxes liveable under the State or Central
Government Rules. Except the service tax levied by the central excise.
If the rates are not separately called for similar items of work in different floors,the
contractor shall note one rate applicable for all floors indicated in detailed Plans. Any claim
for extra rates for such items floor-wise will not be entertained under any circumstances.
The total for each page should be arrived at and carried over to the next page and the
grand total value of work should be shown at the end.
Every tenderer is expected before quoting his rate to inspect the site of the proposed
work. The tenderer shall take all necessary precautions to satisfy himself as to the roads,
existing means of communications and correct execution of the work. The company will
not, however, after acceptance of work, pay any extra charges incurred in consequence of
any misunderstanding or incorrect, or incomplete information or description.

2.MATERIALS & SPECIFICATIONS


The tenderer shall examine closely the Madras Detailed Standard Specifications of the
public Works Department and also the Standard Preliminary Specifications contained
therein, and also the relevant I.S Codes for particular item of works which are applicable to
works undertaken by the Company. He shall also carefully study the drawings and
additional conditions, and specifications and all the documents connected with the contract.
The Materials necessary for the entire construction (except where specially provided) and
labour to be employed must be very best of their respective kinds and the responsibility for the
soundness of the materials used and the efficiency of the labour employed shall be vested

with the contractor. No materials should be used unless and until got approved well in advance
before actually put to use.

3.CONTRACTORS FIELD ORGANISATION, EQUIPMENT ETC

Power will be supplied by the owner, if required at one point and the contractor should
make necessary distribution and the charges to be borne by the contractor. If night work is
required to fulfill the agreed rate of progress all arrangements shall be made by the
contractor inclusive of lighting without any claim for extra rate.
The contractor shall provide all necessary scaffolding and in sound condition, plant, labour
and materials, for the completion of the work and shall remove the same at the end of the
contract.
The tenderers will furnish a list of the Tools and plants & Machinery proposed to be brought
to work-site and ensure their good working condition at all times throughout the execution
of works of this contract and to be noted in the enclosed Schedule adequate
arrangements should be made for the required equipments to ensure speedy progress of
work as per the directions of the Architect.

4.CONTRACT DRAWINGS
The contractor will be furnished with copies of the signed Articles of Agreement,
schedules, General conditions of contract, other specifications, all particulars and
drawings which shall be kept at the site of work at all times.
During the progress of work, the detailed working drawings whenever necessary will
be furnished by the architect from time to time.
The detailed plans for structural steel work, joinery items etc., other than working
drawings can be inspected at the Architects office during working hours.
5.ARCHITECTS INSTRUCTION
The Architect shall have the privilege of ordering modifications, omission or additions of any
item or items at any time before the completion of the work and for such modification the
Architect will issue revised plans and no modifications, omissions or additions shall be
made unless so approved in writing.
6.SUBMISSION OF BILLS
Running bill to be released at each stage of completion of work. The stages are plinth
stage, ground floor roof concrete, first floor roof concrete, second floor roof concrete, third
floor roof concrete, terrace floor roof concrete, brick work, plastering, final bill.

Three copies of each bill in the prescribed form should be submitted in office at each stage.

5 % of the total amount will be withheld from which 50 % will be released after the
completion of work and the rest 50% will be released after 6 months from completion of
work.

Advance amount paid will be deducted from the billed value.

Bills will be sanctioned within a period of 15 days from the date of submission in the office.

7.CLAIM FOR EXTRA

During the progress of work, should any contingency arise and extra work is carried on
verbal orders of the Engineers or Architect, the contractor must immediately forward a
statement in writing of such works, to the engineer or Architect and have the claim of such
extra work and obtain an order sanctioning the same. Any such variations must be
measured and valued at the same rate contained in the tender. These should be reconciled
and got approved for rate, value etc. within a week at the maximum.
Upto 5 % of the variations observed in basic material price by the contractor to be intimated
immediately on escalation order and must accompany with every bill submitted.

8.SETTING OUT & REPORTING OF WORK

The contractor shall set out the works and be responsible for the same and shall amend at
his own cost and to the satisfaction of the engineer, any error which may through inaccurate
setting out.
The contractor shall also be responsible for any error in construction and amend the same
at his own cost unless the engineer decides otherwise.
The contractor must also submit the monthly work progress report in Architect's office every
month. It should contain the works that were completed in the particular month and the
work planned for the following month.
The Contractor will be held responsible for the finished accuracy of the work as per the
drawings and specifications.

9.ACCESS OF OFFICERS TO WORK & RECORDS

It shall be the privilege of Architect, engineer or the Company or any person authorized by
any one of them to have at all times access to site and be at liberty to order other trade
men to execute the work not include in contract, and such person or their representatives
shall have access to the workshop of the contractor where any or part of work / works of
this contract is done, at all times. Any records advised by the architect should be
maintained at the site and available for Architect and Owner for inspection at any given
time.

10.DEFECTS

Any defects, shrinkage, dry rot or other faults appearing either within six months from the
date of completion, which in the opinion of the Architect have been caused by the faulty
materials and defective workmanship or through non-compliance with the specifications or
instructions from the Architect, shall upon a written direction from the Architect be made
good by the contractor at his own cost, unless it be so recommended by the Architect that
he be paid for the same.
In case of default to amend such defects, the Architect or the owner may employ other
persons to do the work and the expense consequent on, and incidental to, such
employment will be recoverable from the contractor or deducted from any money that may
be due to him or may become due to him without liability on part of the Architect to have the

contractors concurrence obtained before doing so.

11.INSPECTION
It shall be within the power of the Architect within a reasonable time to direct the contractor
to open up for inspection any work covered up and in case of refusal the former shall have
power to open up such work with the aid of other workmen. If the said work has been
covered up contravention to the Architects examination and if on examination the work is
found to be defective the contractor must make good such defective work and close up at
his own cost.
12.CONTRACTORS RESPONSIBILITIES AND LIABILITIES

The contractor shall at all times, be co-operative, assist, attend on and afford facilities to
such other persons or contractors as may be employed by the owner on other works in
connection with the building allowing them free of charge, the use of all plant, light and
water installed in the work. The contractor shall also cause such special work or protect it
as instructed to avoid injury during progress of works. For failure to protect so, the
contractor must make good any
damage caused.

The contractor shall make all provisions such as holes, recess, openings for the insertion of
water, gas, power and electrical services, fittings, sanitary arrangements and other
disposal, which shall be carried out as directed by the Architect during progress of the work,
without any claim of extra charges.

The contractor should take care that in conveying materials to the works, the roads and the
footpaths are not obstructed or traffic impeded and he must conform to the relevant
regulations in force.

The work executed by the contractor shall be maintained at the contractors risk until the
work is taken over by the owner. The contractor shall accordingly arrange measures at his
cost against fire and all other risks during such period.

The contractor shall cover up and protect from injury all new work and shall be responsible
for any injury to the structure any deterioration of this or to adjoining properties.

The contractor shall be responsible for the safety and structural soundness of the building
during the progress of work and till six months after the issue of the certificate of
completion. Any defects detected during the progress of work or during the period of
maintenance will have to be made good by the contractor at his own cost.

It shall be the contractors sole responsibility to protect the public and his employees
against accidents from any cause and he shall indemnify the company from any
proceedings caused by such accident or injury or any claim that may have to be settled in
respect thereof, and shall, where the provisions of the Work mens Compensation Act
apply, take steps to properly insure against claims there under.

The contractor shall maintain and shall cause his sub-contractors to maintain such

insurance in force till the completion of these works as are necessary to cover these
liabilities.

The contractor shall insure against any loss or damage, by fire, storm, lightning, floods,
earth tremor, landslides etc. or any other natural calamities for the full value of works and
for all unfixed materials and goods intended for and placed adjacent to the place of work.

13.ACCOMMODATION FOR THE USE OF CONTRACTORS


The contractor shall provide at his own cost all accommodation which will be required for
the housing of his skilled and unskilled labours , Architect and other staff in addition to office
and store and workshop accommodation required for the own use. Land required for
putting up such accommodation will be given to the extent necessary and available free of
charge to the contractor.

Electric current for work sites, workshops and offices and stores will be supplied by the
Owner and charged for at the standard rate detailed in clause 3 below. The contractor is to
put up his own distribution system at his own cost from the points of take off from the
nearest mains of the Owner within the site.

Electric current will be charged for at the prevailing tariff and the meter rent charged by
Electricity Board. Only one common meter will be provided by the owner at a central point.
Meter rent will be payable at standard rates by the contractor.
The contractor has to make at his own cost the necessary water and sanitary
arrangements for quarters built by him for his own use and for the use of his labours, skilled
and unskilled, engineering, and other staff.

Adequate and sanitary accommodation in reasonable proximity to the works is to be


provided by the contractor, at his own cost for the labours and in full conformity with
relevant acts applicable for this purpose. This accommodation must be clean and suitable
latrines are to be frequently disinfected and kept clean during the progress of work and
cleared away on completion. Any failure in this respect will not be tolerated and the owner
will provide such sanitary convenience where necessary at the contractors expense.

14.ASSIGNMENT OR SUBLETTING

The contractor will not be empowered except under special written prior sanction by the
owner to assign his contract or sublet any portion of the work. Any breach of this provision
will render the contractor being disabled from receiving any further payment resulting in
rescission of the contract without reference or concurrence, forfeiture of Security Deposit,
withheld amount etc.

15.CLEANING DURING CONSTRUCTION AND ON COMPLETION

All rubbish and debris etc. as they accumulate from time to time during the progress of work
and at the completion including the contractors materials are to be cleared away from the
site by the contractor from time to time. The contractor is to provide all necessary
workshops and sheds for use of the workmen and storage of materials and is to maintain
and keep the same in order and to the satisfaction of the Architect and remove the same on
completion. All floors, pavings, staircases or to be scrubbed and all glasses cleaned on

cleared and the premises left cleaned and perfect on completion.

16.ARBITRATION
In case of any dispute or difference which may at any time hereafter arise between the
parties hereto (their respective representative) touching these presents or the subject
matter thereof arising out of or in relation thereto respectively and whither as to
construction or otherwise shall be referred to the Architect whose decision shall be final.
But the progress of the work shall not be delayed and account of the account of the
reference of any dispute or difference under this clause.

The Madras Detailed Standard Specifications and the preliminary specifications shall
apply as regards to all liabilities of the contractor, the materials, the workmen and the
workmanship adopted on the work, so far as they are applicable to the works comprised in
their contracts as determined by the Architect. If there is any dispute or difference or doubt
about any of the clauses contained herein concerning the indent and measuring on
pointing out which all clauses are applied for the particular work in hand, the decision of
the Architect shall be final and binding on the parties.

17.DAMAGES FOR NON-COMPLETION

In case of failure to complete the work within stipulated time and to maintain uniform
proportional progress of work at any and all the time during the period of contract, the
contractor shall be liable to pay the owner a sum of Rs 1000 per day for each days delay
for the delay in the first week. Rs. 5000 per day for each days delay in the second week,
Rs. 10000 per day for each days delay in the third week. Rs 15000 per day for each days
delay in the fourth week and Rs 20000 per day for each days delay beyond the fourth
week as liquidated damages and the owner may deduct such sum of damages for any
amounts otherwise payable to the contractor under the contract. The owner shall also
impose in addition, consequential damages for such delays on the contractor.

The owner shall have power to suspend any or all works at any time during the contract
by an order in writing. The contractor may be allowed a corresponding period of extension
of time where applicable but no other claim be entertained on this score.

18. CONTRACTOR LAWS


The contractor and the concerned has to strictly abide by , and ensure the provision of
following laws:
Minimum wages Act 1948
Payment of wages Act 1936
Work men's Compensation Act 1923
Contract Labour ( Regulation and Abolition ) Act 1970 and the rules framed thereunder.

SCHEDULE III
AGREEMENT FORM
Articles of Agreement made this day

Between

(Hereinafter called the Owner) the one part and


(hereinafter called the Contractor the other part).
Whereas the owner,

has decided to construct the residential building as per specifications, conditions and requirements
attached to this agreement, and signed by both the parties to this agreement,
Whereas the contractor has agreed to execute and complete the above work at the places
reserved for the purpose within the specified period and in accordance with the specifications,
conditions and requirements. Now it is hereby agreed as follows: 1. In consideration of the payment by the owner at the unit rates for each item of work
specified, the contractor agrees to execute and complete the work
2. In accordance with the specifications, conditions and requirements its agreed to have the
overheads &profit fixed at 17.5% for all the items included in the schedule or any other new
items ordered further to.
3. Every month the contractor shall give basic rates of materials along with the bill. Variations
in the price of these materials up or down above 5% will be raised in item rates with in 5%
up or down shall be absorbed by the contractor.
4. The above work should be completed by the contractor as per specifications and other
requirements laid down in the Agreement and to the satisfaction of the Architect appointed for this
purpose, within a period of 9 months from the date of handing over of the site.
5. Upon the satisfactory completion of the Terms and Conditions of this Agreement, 50% of
withheld amount ( ie 5% of total amount) shall be returned to the contractor on such satisfactory
completion of the work as certified by the Architect and the balance 50% shall be paid to the
contractor after a period of 6 months from satisfactory completion of the work. The above sums
will not carry any interest.
6. Failure to carry out, perform or complete the work within the time stipulated and to maintain
uniform proportional progress at any and all the time during the period of the contract according to
the specifications, programme, conditions and requirements laid down in the Agreement, will entail
forfeiture, in favour of the company, of the amounts withheld from the contractors Bills and
Security Deposit and the company will be at liberty to make arrangements for completing the work

specified in the Agreement without giving notice or obtaining the consent of the contractor and the
additional costs, if any, shall be recovered from the contractor.
7. Failure of start the work within 15 days after the receipt of the work order will entail cancellation
of contract and the owner is at liberty to make other arrangements to execute the work without
giving any further notice to or obtaining the consent of the contractor,
