Achievements of the Ministry of Social Justice & Empowerment During 2013

Department of Social Justice & Empowerment

The Ministry of Social Justice & Empowerment (Department of Social Justice &
Empowerment) is entrusted with the empowerment of the disadvantaged and marginalized
sections of the society. The Target groups of the Department are: (i) Scheduled Castes, (ii)
Other Backward Classes, (iii) Senior Citizens and (iv) Victims of Substance Abuse.
Enhancement in Plan Outlay in 2013-14

There was an increase of 16.66% in the Plan outlay of the Ministry from Rs.5915
crore in 2012-13 to Rs 6625 crore in 2013-14 which includes the Budget Estimate of the
Department of Disability of Affairs. The Plan Outlay allocated to Ministry of Social
Justice and Empowerment has been enhanced from Rs 13043 crore in the 11 th Five Year
Plan to Rs 32684 crore for 12th Five Year Plan.
In 2013, many initiatives were taken to empower these weaker sections:
Scheduled Castes Development

Revision in the Scheme of Post Matric Scholarship for the Scheduled Castes Students

The objective of this Scheme is to provide financial assistance to scheduled caste


students studying at post matriculation or post-secondary stage to enable them to complete
their education. The financial assistance includes maintenance allowance, reimbursement
of non-refundable compulsory fee, Book Bank facility and other allowances.

The Scheme has been partially revised w.e.f. 01.04.2013. The annual parental income
ceiling on the eligibility condition has been revised from existing Rs.2.00 lakh to Rs. 2.50
lakh.

Scheme of Top Class Education for Scheduled Caste Students: Inclusion of New
Institutions
Under this Central Sector Scheme, SC students who secure the admission in
the notified institutions are provided full financial support to meet the requirements
of Tuition fees, living expenses, books and computer. Maximum number of slots
for new scholarship each year is 1250. Scholarships are granted for Engineering,
Medicine, Law, Management and other specialized courses. Notified Institutions
include Indian Institute of Managements (IIMs), Indian Institute of Technology
(IITs), National Institute of Technology (NITs), commercial pilot training
institutions and reputed medical/law and other institutions of excellence.

Two new institutions have been added into the list w.e.f. April 2013 taking the
total number of notified to 207.
Elimination of Manual Scavenging: New law for prohibition of Employment of
Manual Scavengers and their rehabilitation

"The Prohibition of Employment as Manual Scavengers and their Rehabilitation Act,


2013has been passed by the Parliament and has come into force on 6th December 2013.

The Constitution (Scheduled Castes) Orders (Amendment) Bill, 2012

A Bill namely The Constitution (Scheduled Castes) Orders (Amendment) Bill, 2012
introduced in Lok Sabha on 21.05.2012, to include certain castes as synonyms in the lists
of Scheduled Castes for the States of Kerala, Madhya Pradesh, Odisha and Tripura; and to
omit one caste from the list of Scheduled Castes of Sikkim, was referred to the
Department related Standing Committee, which approved the amendments in the Bill, in
its entirety. The Lok Sabha has passed the Bill on 31.08.2013.

The Scheduled Castes Sub-Plan and Tribal Sub-Plan Bill, 2013

In view of unsatisfactory implementation of the Scheduled Caste Sub Plan (SCSP)


strategy of the Planning Commission, the Ministry had prepared a draft Bill on the
Scheduled Castes Sub-Plan. A draft Cabinet Note on The Scheduled Castes Sub-Plan
Bill, 2013 was circulated for inter-ministerial consultation in October 2013. Based on the
comments received from the Ministries/Departments the note for the Cabinet on The
Scheduled Castes Sub-Plan and Tribal Sub-Plan Bill, 2013 has been forwarded to the
Ministry of Law on 05.12.2013 for vetting. Efforts are being made for obtaining early
decision of the Cabinet.
This legislation, as and when enacted, would ensure flow of SC population
proportionate funds out of the total Annual Plan Outlay for the development SCs.

Extension of Tenure of the National Commission for Safai Karmacharis (NCSK)

The Cabinet, in its meeting held on 21.02.2013, approved the extension of the term of
the National Commission for Safai Karmacharis (NCSK) for a further period of three
years, from 01.04.2013 to 31.03.2016.

Utilisation of 10% of Special Central Assistance (SCA) to Scheduled Castes Sub Plan
(SCSP) Funds for Skill Development

The Finance Minister had, during his Budget Speech 2013-14, announced that 10% of
Special Central Assistance (SCA) to Scheduled Castes Sub Plan (SCSP) Funds would be
utilized for Skill Development. In pursuance of this announcement and with the approval
of the competent authority, the Guidelines have been issued to States/UTs to utilize at least
10% of SCA to SCSP funds for skill development programmes within existing framework
of the Scheme w.e.f. the current financial year 2013-14, in order to enhance the
employability of the Scheduled Caste persons.

Up-gradation of Merit of SC/ST Students

The Scheme has been revised with effect from 01.08.2013 as follows: (a) The number
of slots for each State has been increased; (b) The rate of scholarship has been enhanced
from Rs. 15,000 to Rs. 25,000 per annum; and (c) The rate of Disability Assistance has
been doubled.

The Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989

The Cabinet note on The Scheduled Castes and Scheduled Tribes (prevention of
Atrocities) Act, 1989 was sent to the Cabinet Secretariat on 22.08.2013 and 28.10.2013
containing the proposed amendments in the Act. The Cabinet in its meeting held on
13.11.2013, approved the amendments. The Scheduled Castes and Scheduled
Tribes(Prevention of Atrocities)Amendment Bill has been introduced in the Lok Sabha
during the winter session of the Parliament on 12.12.2013.

UMBRELLA-SCHEME: Scheme for Development of Scheduled Castes


Planning Commission vide its OM No. M-12043/03/2013-PC dated 11.7.2013 has
advised to restructure the seven Centrally Sponsored Schemes for the development of SCs,
by merging them into a single Scheme.
The Umbrella Scheme would subsume the existing Schemes indicated below:i. Post Matric Scholarship Scheme for SC Students,
ii. Pre-Matric Scholarship Scheme for SC students (studying in Classes I & X),
iii. Pre-Matric Scholarship to the Children of those engaged in the unhygienic
occupations,
iv. Up-gradation of Merit of SC students,
v. *Grant for construction of Boys & Girls Hostels for SC students,
vi. State Scheduled Castes Development Corporations,
vii. Protection of Civil Rights (PCR) Act, 1955 & Scheduled Castes and Scheduled
Tribes (Prevention of Atrocities) Act, 1989.
viii. Pradhan Mantri Adarsh Gram Yojana

*The Planning Commission has, inter-alia, indicated to merge the Schemes for
construction of hostels for SCs and OBCs. However, this is not possible due to following
two reasons: -

(i) There are separate departments in the States for dealing with the issues relating to the
development of SCs and OBCs, and
(ii) Since there are separate scholarship Schemes for educational development of the
OBCs, it would be better to merge the hostel construction scheme for OBCs with those
Scholarship Schemes for the educational development of OBCs.

The Schemes proposed to be restructured for the development of Scheduled Castes,


broadly fall in following three categories : -

(i)

Educational Development,

(ii) Economic Development and


(iii) Social Empowerment

The Educational Development Schemes fall in following categories:-Educational


Development (Scholarships Schemes)

(a) Post Matric Scholarship Scheme for SC Students,


(b) Pre-Matric Scholarship Scheme for SC students studying in Classes IX & X (new
Scheme implemented w.e.f. 1.7.2012), and
(c) Pre-Matric Scholarship to the Children of those engaged in the unhygienic
occupations
(d) Up-gradation of Merit of SC students and
(e) Central Assistance for construction of hostels for SCs

Economic Development
(a) State Scheduled Castes Development Corporations

Social Empowerment
(a) Central assistance for effective implementation of the Protection of Civil Rights
(PCR) Act, 1955 & Scheduled Castes and
(b) Scheduled Tribes (Prevention of Atrocities) Act, 1989

Backward Classes Development


During the calendar year 2013 (up to November 2013), Rs.679.74 crore and Rs.80.62
crore were released to State Governments/UT Administrations under the Post-Matric
Scholarship Schemes for OBCs and Pre-Matric Scholarships Schemes for OBCs
respectively.

The authorized share capital of National Backward Classes Finance & Development
Corporation (NBCFDC) was raised from Rs.700 crore to Rs.1500 crore by the
Government. The present Paid up Capital of the Corporation is Rs.775 crore.

Around 1.48 lakh persons belonging to OBCs were given concessional loans under
various schemes of NBCFDC during the period from 1 st January 2013 to 15th December
2013 as per the details:

Marketing support was provided by NBCFDC to artisans belonging to Other


Backward Classes by organizing participation in the following exhibitions and fairs:
(i) Surajkund Craft Mela at Faridabad, Haryana from 1 st to 15th February, 2013 wherein
beneficiaries, artisans/handicraft persons participated to display their products and
handicrafts.
(ii)

5th East Himalaya Expo 2013 at Siliguri, West Bengal from 25th to 31st October, 2013.

(iii) Shilpotsav 2013 on behalf of the Ministry of Social Justice and Empowerment at Dilli
Haat, opposite INA market, New Delhi from 1st to 11th November, 2013
(iv)India International Trade Fair (IITF) 2013 at Pragati Maidan, New Delhi from 14 th-27th
November 2013.
The Corporation provided training to 8970 persons belonging to OBCs under various
trades from 1st January 2013 to 15th December 2013.

Social Defence
National Policy of Senior Citizens (NPSC)

The National Policy on Older Persons (NPOP) was announced in 1999 to reaffirm the
commitment to ensure the well-being of the older persons. The Policy envisages State
support to ensure financial and food security, health care, protection against abuse and
exploitation, shelter and other needs of senior citizens to improve the quality of their
lives.

Keeping in view the changing demography of the senior citizens in the country over
the last decade, the Ministry constituted a Committee to (i) assess the present status of
various issues concerning senior citizens, in general, and implementation of NPOP, 1999,
in particular, and (ii) draft a new NPOP keeping in view the emerging trends in
demographic, socio-economic, technological and other relevant fields. The Committee
submitted the draft National Policy for Senior Citizens (NPSC) on 31 st March 2011. Based
on the draft proposed by the Committee, the Ministry has suitably modified the draft

policy and prepared a draft Cabinet Note. Comments from all related Central
Ministries/Departments have been invited on the draft Cabinet Note. The Ministry expects
to finalise the new National Policy shortly.

Expert Committee Constituted For the Preparation of New Schemes to Be Launched


During the 12th Five Year Plan (2012-17)
An Expert Committee has been constituted for the preparation of new schemes to be
launched during the 12th Five Year Plan (2012-17) with Joint Secretary (SD) as Chairman
vide Order No. 15-40(51)/2012-13/AG-II dated 29-3-2013. The Schemes are:

(i) Awareness generation for the Maintenance and Welfare of Parents and Senior
Citizens Act, 2007.
(ii)

Setting up Helpline for Senior Citizens at the National and District Level.

(iii) Setting up a National Commission for Senior Citizens.


(iv) Creation of a National Trust for the Aged.
(v) Scheme for implementation of various provisions of the New National Policy on
Senior Citizens.

The Committee has held two meetings so far on 7-8-2013 and 30-10-2013
respectively and has been asked to submit the draft proposals on each Scheme.

International Day for Older Persons Celebrated On 1st October 2013

The Ministry observed the International Day for Older Persons (IDOP) on 1 st October
2013. The Ministry collaborated with Help Age India for organising an Inter-generational
Walkathon at the India Gate Lawns, Rajpath, New Delhi on the morning of 1 st October
2013. A function was also organised at the Vigyan Bhawan wherein National Awards were
conferred on eminent senior citizens and Institutions in recognition for their contribution
towards the cause of the elderly on 1st October 2013. The President of India, the Chief
Guest at the function, conferred the awards.

The Ministry also sponsored HelpAge India in organising an Inter-generational


Walkathon in 9 State Capitals, namely Chandigarh, Shimla, Jaipur, Guwahati,
Bhubaneshwar, Bhopal, Chennai, Mumbai and Ahmedabad and one other city, Kochi on
1st October 2013.

Follow-Up of National Conference on Ageing Held On 6th-7th November 2012

The first ever National Conference on Ageing was held in New Delhi on 6 th and 7th
November 2012 with an objective to sensitize all stakeholders on ageing issues and review
the various interventions of Central Government, State Governments/UT Administrations,
NGOs and Civil Society. The focus of the Conference was on best practices and to
prepare a Plan of Action for more effective implementation of various programmes for the
welfare of senior citizens.

A meeting, under the Chairmanship of Additional Secretary (SJ&E) was held on 17th
October 2013 with the representatives of various Ministries/Departments to review the
action taken on the recommendations made by the thematic groups in the National
Conference on Ageing. The meeting was attended by representatives from Department of
Financial Services, Ministry of Health and Family Welfare, Ministry of Rural
Development, Ministry of Urban Development, Ministry of Women and Child
Development and Ministry of Human Resource Development.
Specific
recommendations/Actionable points pertaining to each Ministry has been communicated
to them in order to draw a Plan of Action on their respective part.

Drug Abuse Prevention

The Ministry of Social Justice and Empowerment has been implementing a Central
Sector Scheme of Assistance for Prevention of Alcoholism and Substance (Drugs) Abuse
to address the issue of alcoholism in the country. Under this Scheme, various NonGovernmental Organizations (NGOs), Panchayati Raj Institutions, Urban Local Bodies etc
are provided with financial assistance for running and maintenance of Integrated
Rehabilitation Centers for Addicts (IRCAs). Following awareness programmes were
undertaken to prevent alcoholism in the society:

(i)
First National Awards for outstanding services in the field of prevention of
alcoholism and substance (drug) abuse was conferred on 26 th June 2013 to the individuals
and institutions to encourage them and recognize their efforts.

(ii) The Ministry conducted an awareness generation programme in two states namely
Punjab and Manipur during the year 2011-12 & 2012-13. This programme was envisaged
to cover 3000 villages in ten districts in the state of Punjab and 750 villages in seven
districts in the state of Manipur. Nehru Yuva Kendra Sangathan through its network of
volunteers at village level created awareness about the ill effects of alcoholism and
substance (Drug) abuse among the rural masses. The addicts were identified and deaddiction camps were organized for these addicts.

(iii) This Ministry, in collaboration with the National Bal Bhawan an autonomous
organization under Ministry of Human Rescores Development, had undertaken awareness
generation programmes about the ill effects of alcoholism and drug abuse amongst the
children of the age group of 12 to 16 years through its network of 155 Bal Bhavans and 77
Bal Kendras across the country through a series of activities like poster making, creative
writing, lecture, rally, nukkad, natak etc at local, zonal and national level during the last
two years.

Advanced Pilot Survey on the Extent, Pattern and Trends of Drug Abuse in the State of
Maharashtra, Manipur and Punjab

On the request of the Ministry, a Pilot Survey on the extent, pattern and trends of
drug abuse was carried out by the National Sample Survey Office (NSSO) in March-April
2010 in the cities of Amritsar, Imphal and Mumbai using the method of network sampling.
The survey was conducted with the help of NGOs identified by the Ministry. The main
objective of the pilot survey was to test the efficacy of the sampling design and survey
instrument to be adopted for a national survey.

As the draft report of the pilot survey did not give a realistic picture of the
prevalence of drug abuse, it was decided that on the basis of experience gained during the
first pilot survey, an advanced pilot survey for 3 States viz. Punjab, Maharashtra and

Manipur be conducted in which the left out groups like street children, homeless and
educational institutions should form part of the sample to be surveyed. Accordingly, NSSO
was requested to carry out the survey. Based on the data collected, the NSSO brought out a
report in January, 2011. In this report certain issues relating to under-estimates, noncoverage of certain age groups, limitation of pilot survey being confined to cities of
Amritsar, Mumbai and Imphal instead of entire States of Punjab/ Maharashtra/ Manipur
and non-coverage of other potential selection units such as, homeless/ pavement dwellers,
street children, rag pickers, university/ college/ school campuses/ surroundings, highways/
roadside eateries, liquor vendors, etc. were raised. The Ministry of Social Justice &
Empowerment suggested for a more comprehensive and extended pilot survey so as to
cover some States.

The Ministry of Social Justice & Empowerment constituted a Central Coordination


Committee (CCC) to coordinate and monitor the overall progress of the Advanced Pilot
Survey to be conducted in all the districts of Manipur, Maharashtra and Punjab. National
Statistical Commission (NSC) during a meeting held on 6.9.2013 observed that the
proposed advanced pilot survey may not serve the purpose as the present methodology and
the sampling design was not likely to give accurate result. Accordingly a Working Group
has been constituted for advanced pilot survey to be conducted in two districts of Punjab
and two districts of Manipur.

Celebration of International Day against Drug Abuse Illicit Trafficking on 26 th June,


2013

In order to recognize the efforts and encourage excellence in the field of prevention of
substance abuse and rehabilitation of its victims, Government of India has instituted the
Scheme of National Awards for outstanding services in the field of Prevention of
Alcoholism and Substance (Drugs) Abuse. The 1 st National Awards for outstanding
services in the field of prevention of Alcoholism and Substance (Drugs) Abuse was
conferred on 26th June, 2013.

The main function for observance of this day was presided over by the Minister for
Social Justice & Empowerment. Shri Pranab Mukherjee, President of India attended the
function as the Chief Guest. Minister of State for Social Justice & Empowerment along
with other officials and dignitaries also attended the function. On this occasion, the
message of the UN Secretary General was read by the Representative of UNODC,
Regional Office South Asia, Ms. Cristina Albertan.

Issues Relating to Transgender Persons

The Ministry of Social Justice & Empowerment has been designated as the Nodal
Ministry for Transgender Persons with effect from July 2012. Subsequently, consultations
with the various stake-holders were made on 23rd August 2013. An Expert Committee has
been constituted under the chairmanship of Additional Secretary (SJE) to make an indepth study of the problems being faced by the Transgender Community and suggest
suitable measures for addressing these issues. So far, the Committee has met twice on 6 th
November 2013 and 29th November 2013 to discuss the issues of Transgender Community.
The next meeting is scheduled on 3rd January 2014. The Committee is expected to submit
its report by 22nd January 2014.

Skill Development Training to Youths

Principal Secretary to Prime Minister and National Skill Development Agency


(NSDA) is monitoring the progress in regard to the persons being provided skill
development training vis--vis the annual target set for the Ministry for the year 2013-14.
The target for the year 2013-14 was fixed at 1, 21, 400 for the Ministry of Social Justice
and Empowerment. The Ministry has provided the skill development training to 37077
youths till November, 2013 which is 30.54% through the training providers identified by
National Institutes/ Corporation and State Governments/ Union Territory Administrations.
All out efforts are being made to achieve the target till the end of the current financial year.

Department of Disability Affairs

Rights of Persons with Disabilities Bill, 2013


The Persons with Disabilities (Equal Opportunities, Protection of Rights and Full
Participation) Act, 1995 has been in force for over 17 years. In order to harmonize the
provisions of this Act in line with the United Nations Convention on Rights of Persons with
Disabilities (UNCRPD), the Act has been reviewed and a new Bill namely Rights of Persons
Disabilities Bill, 2013 was finalized after extensive consultations with the Central

Ministries/Departments, State Governments/UTs and various stakeholders. Accordingly, the


Department moved a Cabinet Note on the Rights of Persons with Disabilities Bill, 2013 to
replace the existing Persons with Disabilities Act, 1995 on 11.12.2013. The Union Cabinet in
its meeting held on 12.12.2013 approved the proposed RPwD Bill, 2013. Notice from the
Minister (Social Justice & Empowerment) to Secretary General, Rajya Sabha has already
been issued on 16.12.2013 for early introduction of the Bill in Rajya Sabha.

Review of Identification of post for the Persons with Disabilities

As per Section 32 of the Persons with Disabilities (Equal Opportunities, Protection of


Rights and Full Participation) Act, 1995, the Ministry had issued notifications in 2007
identifying posts (Group A, B, C & D) that can be reserved for the Persons with Disabilities.
The list of these identified posts has been further reviewed and the revised list of identified
posts for persons with disabilities has been notified on 29.07.2013.

International Cooperation
In the year 2012, the Ministry had signed a Memorandum of Understanding with
Government of Afghanistan for bilateral cooperation in the area of Disabilities. In terms of
this MOU, Delegations from Government of Afghanistan already visited India twice this year
and all necessary cooperation was extended to them to promote developing suitable
infrastructure for empowerment of persons with disabilities.

Guidelines for Conducting Examination for Persons with Disabilities


Detailed guidelines for conducting examination by the academic institutions as well as by
recruitment agencies for the persons with Disabilities has been issued by the Department on
26.02.2013. The guidelines provide for scribes, grant of extra time etc. for the persons with
disabilities during examinations.

Scheme of Assistance to Disabled Persons for Purchase/Fitting of Aids/Appliances (Adip


Scheme)

The main objective of the Scheme is to provide grant in aid to the various
implementing agencies (NGOs/NIs/District Disability Rehabilitation Centres/ALIMCO/State
Handicapped Development Corporation/other local bodies) to assist the needy disabled
persons in procuring durable, sophisticated and scientifically manufactured, modern, standard

aids and appliances that can promote their physical, social and psychological rehabilitation,
by reducing the effects of disabilities and enhance their economic potential. The aids and
appliances supplied under the Scheme must be ISI. The scheme also envisages conduct of
corrective surgeries, whenever required, before providing an assistive device.

Under the existing scheme, persons with disabilities (PwDs) with an income upto Rs.
6,500/- per month, get the aids/appliances free. For income level between Rs. 6,501 to
10,000 the aids are provided at 50% of the cost. Only those aids/appliances, which do not
cost more than Rs. 6,000/- , are covered under the scheme.

Revision of Scheme

Since 1981 the Scheme has been revised twice. The Scheme was first revised in 1998.
The Scheme was last revised in 2005.

A Committee under the Chairpersonship of the then Additional Secretary (SJ&E)


was constituted which included representatives from non-governmental organizations
(NGOs), State Governments and National Institutes under the Ministry working in the
specific fields of disability. The Committee in its report suggested various modifications
relating to financial, administrative and procedural aspects.
The Expenditure Finance Committee (EFC) chaired by the Secretary (Expenditure),
Ministry of Finance considered the proposed modifications in the scheme in its meeting held
on 07.12.2012. Draft CCEA Note has been circulated to the concerned
Ministries/Departments on 26.11.2013.

Setting up of National Institute for Inclusive and Universal Design

The Ministry had on 16.09.2010 constituted a Task Force under the Chairmanship of Prof.
Samir K. Brahmachari, DG, Council of Scientific & Industrial Research, New Delhi. The
terms of reference of the Committee were as follows:

To assess the ongoing efforts in the area of universal design and barrier-free environment,
and in that light, to examine the need for establishment of National Centre for Universal
Design and Barrier free Environment (NCUDBE),

In the light of above, to prepare a Project Report for the establishment of an NCUDBE,
which would, inter alia, give the following:Role and Functions-including the extent to which it should do R&D in house, and support
this by other agencies; and whether it should also do R&D in the field of assistive technology.
Structure (including whether it should be set up as an independent entity or
under the umbrella of a suitable existing institution like the National Institute
of Design or CSIR).
Manpower requirements.
Financial implications
Implementation modalities and phasing.
Other incidental matters.
The task force submitted its report on 28.02.2012. Further, an expert group was
constituted consisting of Dr. Gaurav Raheja, Assistant Professor, IIT Roorkee, Dr. Rachna
Khare, Professor, Deptt. Of Architecture, School of Planning and Architecture, Bhopal, Ms.
Shivani Gupta, Founder & Chief Consultant, Accessibility, New Delhi and Dr. Abir Mullick.
Professor, Industrial Design, Georgia Tech, Atlanta. The group submitted its report in June,
2013. Draft EFC note has been circulated to the concerned Ministries/Departments on
20.12.2013.

District Disability Rehabilitation Centres (DDRCs)

To create infrastructure and capacity building at District level for providing


comprehensive rehabilitation services to the persons with disabilities at the grass root level
and for facilitating at the district level for awareness generation, training rehabilitation
professionals the Ministry provides assistance for setting up District Disability Rehabilitation
Centres (DDRCs) in under-served districts of the country. Until March, 2010, 199 DDRCs
have been sanctioned. Out of this 185 such DDRCs are functional as on date.

In the budget speech of the Finance Minister for 2010-11, it was announced that 100
new DDRCs would be opened during the remaining period of XI Five Year Plan.
Accordingly 100 under-served districts in 20 States were identified and concerned State
Governments requested to send proposals for setting up new DDRCs. Sanctions have been
issued for setting up 48 new DDRCs so far.

The National Programme for prevention and control of Japanese Encephalitis


(JE)/Acute Encephalitis Syndrome (AES) in the country prepared by Ministry of Health and
Family Welfare covers 60 priority districts of 5 States and inter alia approved setting up of
15 new DDRCs in the remaining high priority districts of 4 States. The concerned States have
been requested to send proposals for these districts. Out of 15 new DDRCs 4 have been set
up. As on date 237 DDRCs have been set up/functional.

138th Foundation Day of IMD Celebrated

Union Minister for science & Technology and Earth Sciences Shri S.Jaipal Reddy inaugurated the Weather
Services of IMD on Mobile in a glittering function organised to mark the 138th Foundation Day of India
Metrological Department (IMD) here in New Delhi today. Dr. Shailesh Nayak , Secretary, Ministry of Earth
Sciences , Dr L. S. Rathore, DGM, IMD and other senior officers of IMD were present on the occasion.

Nowcasting of Weather

The Indian Meteorological Department (IMD) under the Ministry of Earth Sciences operationalized its location
specific nowcasting weather services through Earth System Science Organization (ESSO)-IMD across the
country. This includes the web based inputs. Under this service activity, that covers 117 urban centres currently
on experimental basis, nowcast of severe weather (Thunderstorms; heavy rainfall from lows/depressions over
the land) in 3-6h range is issued. Origin, development/movement of severe weather phenomena are regularly
monitored through all available observing systems (Automatic Weather Stations-AWSs; Automatic Rain
Gauges-ARGs; Doppler Weather Radars-DWRs; Automatic Weather Observing Systems-AWOS; satellite
derived wind vectors, temperature, moisture fields etc.) are assimilated to generate predictions (prepared both in
text as well as in graphical form) on 3h time range. Web GIS rendering of the nowcast products is implemented
for enhanced spatial representation of the severe weather intensities associated with warnings.

Proposals invited from Indian Reseachers to Carry Out Study in Geology and Related Subjects.

The Earth System Science Organisation (ESSO) under the Ministry of Earth Sciences invited proposals from
Indian researchers working in national research Institutes, Universities and other Govt. organizations to carry
out core related studies in Geology, Geochemistry, Petrography, Geochronology, Palaeo-magnetism, Rock
mechanics, Hydrogeology, Palaeo-environment, Microbial and related studies. The last date of submission in
prescribed format was 31st May, 2013.

The proposal was a follow up of the major scientific programme initiated by ESSO-MoES with National
Geophysical Research Institute (CSIR-NGRI), Hyderabad to understand the mechanism of Reservoir- Triggered
Seismicity (RTS) in the Koyna Warna region, Maharashtra. A significant component of the programme includes,
drilling a set of 4 boreholes initially, each going down to about 1500 m depth. The first borehole in Koyna was
completed, while further work underway. The cores of both the basalt pile and the underlying basement
granitoids retrieved from the borehole form a valuable database and offer a unique opportunity to carry out a
wide spectrum of scientific investigations.

IMD Predicted Normal Southwest Monsoon Seasonal Rainfall during 2013

IMD predicted that in the year 2013 their will be a normal Southwest monsoon seasonal rainfall for the
country as a whole i.e. 96 to 104% of Long Average. during June to September. This was announced by the
Union Minister of Earth Sciences & Science and Technology Shri S.Jaipal Raddy at a Press conference on 25th
April, 2013 in NewDellhi . The prediction was found correct.

LS Rathore Elected as Member of Executive Council of WMO

Dr Laxman Singh Rathore, Director General of Meteorology & Permanent Representative of India with WMO
was elected as Member of Executive Council of WMO during the 65th Executive Council of World
Meteorological Organization (WMO) meeting currently being in progress at Geneva.

recently elected as member of the Executive Council of the WMO and has earlier served a term as Vice

Meteorological Institute has been elected as Chair and Dr Linda Makuleni, South Africa is the other Co-Vice
Chair.
With the appointment of Rathore, India, who is championing the cause of developing nations is poised to play a
crucial role in implementation of Global Framework of Climate Service (GFCS). WMO launched GFCS as key
outcome of World Climate Conference (WCC)-3 aiming to enables better management of the risks of climate
variability and change and adaptation to climate change, through the development and incorporation of sciencebased climate information and prediction into planning, policy and practice on the global, regional and national
scale. The four priority areas of the GFCS are Agriculture and Food Security, Disaster Risk Reduction, Health
and Water.

Prediction of Cyclone Phailin

India Meteorological Department (IMD) gave a clear picture of cyclone Phailin in the bay of Bengal well in
time in October 2013 which helped in saving millions of life in the costal areas of Odisha and Andhra Pradesh.

Space Missions
The Indian Space Research Organisation (ISRO) submitted a plan for 58
space missions to be undertaken as a part of 12th Five Year Plan, 201217.Accordingly, a Plan outlay of Rs. 39,750 crore in 12th Five Year Plan
period was provisionally earmarked under the Plan budget for Space
Programme. During the current year 2012-13, a sum of Rs.
5,615 crore had been allocated.

The ISRO Navigation Centre (INC), established at Indian Deep Space


Network (IDSN) complex at Byalalu, about 40 km from Bangalore, was
inaugurated on May 28, 201) by Mr. V. Narayanasamy, Minister of State in
the Prime Ministers Office, Ministry of Personnel, Public Grievances and
Pensions. INC is an important element of the Indian Regional Navigation
Satellite System (IRNSS), an independent navigation satellite system
being developed by India.

GSAT-15 communication satellite and launch services


The Union Cabinet today gave its approval to the proposal for the GSAT15 communication satellite project along with procurement of launch
services
and
insurance
on
28
June
2013.
The building of the GSAT-15 is part of the Indian Research Organisations
(ISRO`s) efforts towards in-orbit spare capacity to meet contingency and
to protect the services of existing users. The satellite will provide required
redundant capacity, will augment capacity in the Ku band, and shall
provide in-orbit redundant requirement of safety of life operations
benefitting civil aviation services in the country. Nine operational
INSAT/GSAT satellites are currently providing different frequency bands to
nearly 195 transponders. The GSAT-15 satellite will cover the entire Indian
mainland. All heritage proven bus systems will be used to build the
satellite in 18 months. The satellite will be similar to the GSAT-8.
The total cost involved in the project is Rs.859.5 crore including launch
services.

GSAT-16 communication satellite and launch services

The Union Cabinet also on 28 June 2013 gave its approval to the
proposal for the GSAT-16 communication satellite project along with
procurement
of
launch
services
and
insurance.
The project will meet contingency requirements, protect services of
existing users and will augment and support existing telecommunication,
television, VSAT and other satellite based services in the country. Nine
operational INSAT/GSAT satellites are currently providing different
frequency bands to nearly 195 transponders. All heritage proven bus
systems will be used to build the satellite in 24 months. The satellite shall
be
similar
to
the
GSAT-10.
The total cost involved in the project is Rs.865.50 crore including launch
services.

established an endowed fellowship at the Graduate Aerospace
Laboratories of the California Institute of Technology, California, USA. This
fellowship is established in honor of Prof. Satish Dhawan, who was the
former Chairman of Indian Space Research Organisation during its
formative period 1972-1984.

The fellowship was aimed to provide an excellent opportunity every


year starting from the winter session of the academic year 2013-14 to one
meritorious graduating student from the Aerospace Department of the
Indian Institute of Space Science and Technology, Thiruvananthapuram to
be sponsored by the Department of Space, to pursue Masters in
Aerospace Engineering at Caltech.

Indias Weather Satellite INSAT-3D, carrying advanced weather


monitoring payloads, was today launched successfully by Ariane-5
(VA214) launch vehicle from Kourou, French Guiana on 26 July, 2013. The
Indian Space Research Organisation (ISRO) ,after a smooth countdown
lasting 11 hours and 30 minutes, the Ariane-5 launchvehicle lifted off right
on schedule at the opening of the launch windowat 01:24 hours IST today.
After a flight of 32 minutes and 48 seconds,INSAT-3D was placed in an
elliptical Geosynchronous Transfer Orbit (GTO),very close to the intended
one.

ISRO Successfully Launched Indias First Navigation Satellite


IRNSS-1A

ISROs Polar Satellite Launch Vehicle, PSLV-C22, was successfully


launched IRNSS-1A, the first satellite in the Indian Regional Navigation
Satellite System (IRNSS), in the early morning hours of 2 nd July, 2013 from
Satish Dhawan Space Centre, Sriharikota. This is the twenty third
consecutively successful mission of PSLV. The XL configuration of PSLV
was used for the mission. Previously, the same configuration of the vehicle
was used thrice to launch Chandrayaan-1, GSAT-12 and RISAT-1 satellites.

Indias Advanced Communication Satellite GSAT-7 Launched


Successfully

Indias advanced multi-band communication satellite, GSAT-7, was


successfully been launched at 0200 hrs on August 30, 2013) by the
Ariane-5 launch vehicle of Arianespace from Kourou, French Guiana.
Ariane-5 precisely placed GSAT-7 into the intended Geosynchronous
Transfer Orbit (GTO) after a flight of 34 minutes 25 seconds duration

. INSAT-3D Satellite Successfully Placed in Geosynchronous


Orbit

Indias advanced weather satellite INSAT-3D, launched in the early


hours of July 26, 2013 from Kourou, French Guyana, was successfully
placed in Geosynchronous orbit after three orbit raising manoeuvres
commanded from ISRO`s Master Control Facility at Hassan. On 1st August
2013.

GSAT-7 Transponders Successfully Switched on

All the 11 communication transponders (operating in UHF, S, C and Kubands) of India`s advanced multiband communication satellite GSAT-7
were successfully switched on and their performance was found to be
normal. GSAT-7 is positioned at its designated orbital slot of 74 deg East
longitude in the geostationary orbit and In Orbit Testing (IOT) of the 11
transponders were in progress.

GSAT-7 Satellite Placed in Geosynchronous Orbit

Indias advanced multi-band communication satellite GSAT-7, launched


from Kourou, French Guiana in the early hours of August 30, 2013, was
successfully placed in the Geosynchronous Orbit with an altitude of about
36,000 km above Earths surface on September 3, 2013 morning, after
successfully completing the last of the three orbit-raising manoeuvres
commanded from ISRO`s Master Control Facility (MCF) at Hassan.

Realization of Second Vehicle Assembly Building (VAB) at Satish


Dhawan Space Centre, Sriharikota (SDSC-SHAR)

The Union Cabinet on 12 September 2013 approved for realization of


Second Vehicle Assembly Building at Satish Dhawan Space Centre,
Sriharikota (SDSC-SHAR) at an estimated cost of Rs. 363.95 crore with a
foreign
exchange
component
of
Rs.
7
crore.
The Second Vehicle Assembly Building is to provide enhanced launch
frequency of PSLV and GSLV by facilitating parallel integration operations.
It will also provide redundancy to existing Vehicle Assembly Building (VAB)
for integration of GSLV MK-III and also as a prime integration facility for
third launch pad and future general launch vehicles.

PM Unveils New Science, Technology and Innovation Policy at Centenary


Session of Indian Science Congress
The Prime Minister Dr. Manmohan Singh, unveiled the Science, Technology and
Innovation Policy (STI) 2013 by presenting its first copy to the President of India
ShriPranab Mukerjee at the inaugural session of the Centenary session of the Indian
Science Congress at Kolkatta on 3rd January, 2013.

The STI Policy sought to send a signal to the Indian scientific community, both in the
private and public domain, that science, technology and innovation should focus on
faster, sustainable and inclusive development of the people. The policy seeks to focus on
both STI for people and people for STI. It aims to bring all the benefits of Science,
Technology & Innovation to the national development and sustainable and more inclusive
growth. It seeks the right sizing of the gross expenditure on research and development
by encouraging and incentivizing private sector participation in R & D, technology and
innovation activities.
The policy also sought to trigger an ecosystem for innovative abilities to flourish by
leveraging partnerships among diverse stakeholders and by encouraging and facilitating
enterprises to invest in innovations. It also seeks to bring in mechanisms for achieving
gender parity in STI activities and gaining global competitiveness in select technological
areas through international cooperation and alliances. The policy goal is to accelerate the
pace of discovery, diffusion and delivery of science led solutions for serving
theaspirational goals of India for faster, sustainable and inclusive growth. A Strong and
viable Science, Research and Innovation system for High Technology led path for India
(SRISHTI) are the goal for the STI policy.

CSIR-OSDD Collaborates with the Royal Society of Chemistry in Advancing


Cheminformatics for Novel Drugs

In pursuit of common aims and to raise awareness of the importance of Cheminformatics


to accelerate the discovery of novel therapies for neglected diseases like TB and Malaria,
the Council of Scientific and Industrial Research (CSIR), which provides scientific and
industrial R&D that maximises the economic, environmental and societal benefits for the
people of India today signed a Memorandum of Understanding (MoU) between its Open
Source Drug Discovery (OSDD) initiative and the Royal Society of Chemistry (RSC), the
largest European organisation for advancing chemical sciences in its headquarter 0n 29 th
January,
2013..
The MoU, spanning three years, aims to address the objective of finding novel, fasteracting, and more effective regimens for TB and Malaria by advancing the discipline of
Cheminformatics. The collaboration envisions conducting workshops and conferences to
build links between experts and leaders in the coming years and will focus on jointly
building an online repository of real and virtual molecular structures along with
developing free-to -use software tools for drug discovery and development. The
partnership also aims at exploring the possibility of advancing OSDDs e-learning
program for students.

Union Budget Highlights Department of Science & Technology gets Rs. 6,275
Crore

The Department of Atomic Energy got Rs. .6,275 crore for the financial year 2013-14.
This was announced by the Union Finance Minister Shri P.Chidambaram in the Union
Budget proposals tabled in the Lok Sabha on 28 th February, 2013.. He said With the help
of the Ministry of Science and Technology and the Principal Scientific Adviser to the
Government, a few amazing S&T innovations have been identified.He proposed to set
apart Rs.200 crore to fund organisations that will scale up and make these products

available to the people. He also proposed to ask the National Innovation Council to
formulate a scheme for the management and application of the fund.

Measures for High Level Research Promote Science and Technology

Government has taken several measures to promote high level research in science and
technology in Indian Universities and Institutes. Council of Scientific and Industrial
Research (CSIR) has engaged in high end research and has made significant
contributions in many fields including aerospace, health care drugs & pharmaceuticals,
food & food processing, energy etc. Department of Biotechnology (DBT) has
implemented several integrated research programmes related to applications of
biotechnology in agriculture, health care, environment and industrial development.
Department of Science & Technology (DST) has supported frontier areas of research in
several areas including nanoscience and nanotechnology, structural biology,
computational and particle physics, green chemistry, mining and mineral engineering,
molecular materials, solar energy, water etc. The infrastructural support programmes of
DST such as Fund for Infrastructure Strengthening of S&T (FIST) and Promotion of
University Research and Scientific Excellence (PURSE), Consolidation of University
Research, Innovation and Excellence (CURIE) for women only universities, special
packages for regional balancing of R&D infrastructure ( for North East, J&K, Bihar etc)
have helped several universities and institutes to augment their research capability and
engage in high end research . National share of university sector in scientific publications
has increased form 15% to 31% during the last 7 years. The Ministry of Earth Sciences
has supported several high potential areas of research in polar science & cryosphere,
climate
change,
ocean
technology
etc.
Development of critical technologies in space sector such as indigenous cryogenic
engine, air breathing propulsion, microwave remote sensing, deep space tracking
antenna system etc. and reactor technology have demonstrated the focused directions of
Indian research taking place in universities and institutes. The Government has several
plans to boost high quality scientific research in future. The priorities set for the XII Plan
include stimulation of private sector engagement for investment into R&D; public-private
partnerships for promotion of R&D and clean energy; enlarging research in the university
sector. Steps are being taken to launch grand challenge mission mode programmes for
application in biotechnology, healthcare, agriculture and other areas of national priorities
including supercomputing facilities to enlarge the scope of quality research. Budgetary
allocation for the S&T sector have increased from Rs. 25,301 crores in X plan to
Rs.75,304 crores in XI Plan and Rs.1,20,430 crores in XII Plan.

DBT Announces Phase III Clinical Trial Results of Rotavirus Vaccine Developed
in India Say Vaccine Demonstrates Strong Efficacy
Dr. K.Vijayraghavan, Secretary in the Department of Biotechnology (DBT), Government of
India today announced positive results from a Phase III clinical trial of a rotavirus vaccine
developed and manufactured in India. Addressing media persons on 14 th May, 2013 he
said Data from the trial, showed ROTAVAC to have an excellent safety and efficacy
profile.
The clinical study demonstrates for the first time that the India-developed rotavirus
vaccine ROTAVAC in collaboration with Bharat Biotech under the Public-Private
Partnership mode is efficacious in preventing severe rotavirus diarrhoea in low-resource
settings in India. ROTAVAC significantly reduced severe rotavirus diarrhoea by more than

half56 percent during the first year of life, with protection continuing into the second
year of life. Moreover, the vaccine also showed impact against severe diarrhoea of any
cause.

DST-CII White Paper on Stimulation of Private Sectors Investment Into R&D

(CII) today released a white paper on Stimulation of Private Sectors investment into
Research & Development. Union Science & Technology and Earth Sciences Minister Shri
S.Jaipal
Reddy
was
present
on
this
occasion.
Speaking on the occasion Shri Jaipal Reddy said business enterprises are one of the main
source of innovation. They play a significant role in funding and performing R&D in most
countries and, more than ever, governments seek to increase business investment in
R&D and innovation. Global competition has led countries to seek to boost the innovative
capacity
of
the
business
sector.
The minister said Government of India has laid high emphasis on attracting investment of
private sector into R&D to match public investments (that is 1% of GDP each by
Government and Industry) before the end of 12th Five year plan. The minister referred
Prime Ministers appeal to the Private Sector to invest into R&D and match the public
investments into R&D in this regard. He said Science Technology and Innovation Policy
2013 enunciated by the Prime Minister during the Indian Science Congress this year also
gives emphasis on attracting private sector investment in R&D. The minister further
called upon the private sector to work together with public sector in PPP mode for the
public good and happiness of the people of India.

Ministry of Science & Technology, Govt. of India And Riken, Japan Signs MoU to
Launch Joint Research Initiatives

The Ministry of Science & Technology(DBT & DST) ,Govt. of India and RIKEN, Japans
largest research organization have signied MOUs on 14 th September, 2013 for Launching
joint Research programs in the fields of Biology, Life sciences and material sciences.
(Genomerelated research including systems Biology, Computational science including
development of bioinformatics tools, Detection tools (e.g. spectroscopy) for security and
other
areas
of
mutual
interest)
The Memorandum of Understandings (MoUs) were signed by Prof. NOYORI, President of
RIKEN and Dr. T. Ramasami, Secretary, Department of Science& Technology (DST) and Dr.
K. VijayRaghavan, Secretary, Department of Bio-Technology (DBT). This will formally

launch

the

RIKEN-

DBT&DST

Joint

Research

activities.

The cooperation will facilitate exchange and foster collaborations between Japan and
India, in these fields. They extend a long history of collaboration between India and
Japan, two powerhouses of Asian research and innovation.
Ministry of Science & Technology Launches E-Management of Inspire Award
Scheme

The Ministry of Science & Technology has launched its new project of E-MIAS for the
future Inspire Awards. It was launched during the ongoing 3rd National level Exhibition
and Project Competitions (NLEPC) being held under the INSPIRE Awards Scheme of
the Ministry of Science & Technology 0n 10th October, 2013 by Union Minister of Science
& Technology and Earth Sciences. ). The application software is ready for use by all the
States
/
UTs,
Districts
and
Schools
and
the
3
Central
organizations
viz. Kendriya Vidyalaya, NavodayaVidyalaya Schools
and Sainik Society
School. All
the concerned authorities are requested to start using the new application software and
send future proposals for awards and funds for conducting competitions at various levels
online.

What is E-MIAS

Under the INSPIRE Award Scheme, large number of nominations, running into lakhs,
have to be processed for selection of the students for INSPIRE Award. DST plans to emanage the entire INSPIRE Award Scheme by using State-of-Art latest Information
Technology which would enable e-filing of nominations by the schools across the country,
its processing by the District and State authorities as well as DST in accordance with the
norms of the scheme, transmission of data of selected students to the banks, credit of
Award amount to the bank accounts of selected Awardees (wherever notified) or
preparation of INSPIRE Award Warrants by the bank and their dispatch to the selected
Awardees and all such related actitivities.

YEAR END REVIEW-2013 COMPETITION COMMISSION OF INDIA

3rd BRICS International Competition Conference, 2013 hosted by CCI


The year 2013 saw Competition Commission of India(CCI) organizing two major
events. CCI hosted the 3rd BRICS International Competition Conference, 2013 in
New Delhi in which the BRICS Competition Authorities from Brazil, Russia, India,
China and South Africa participated. The Heads of the Competition Authorities of the
BRICS nations signed a Joint Accord namely DELHI ACCORD on November, 22,
2013 during this conference. The event also saw signing of MoU between
Competition Commission of India and DG, Competition, European Union in the field
of Competition Laws.
Competition Commission of India also institutionalized the celebration of
Annual Day by hosting the First Inaugural Lecture that was delivered by Finance

Minister Shri P.Chidambaram. Four significant developments marked the celebration


of the 4th Annual Day as below:
1. Delivery of the Annual Day Inaugural Lecture.
2. Release of a book entitled Competition Commission of India.
3. Unveiling of Vision and Mission 2020 of CCI.
4. Release of the Special Cover on CCI issued by the Department of Posts.

Release of Special Cover

In order to mark four successful years of competition enforcement in India,


the Department of Posts issued a special cover on CCI in limited numbers, which
has similar significance as a memorabilia. The special cover carries symbolic
imprints of features of the Act and depicts vision statement of CCI.

Section 3 & 4 Orders


Some major orders under Section 3&4 of the Competition Act issued during
the year are listed below:
(i) CCI Imposes Penalty of Rs.1773.05 crores on CIL: The Competition
Commission of India(CCI) imposed a penalty of Rs.1773.05 crores on
Coal India Limited for abusing its dominant position.
(ii) NIMPA Found Guilty of Anti-competitive Conduct: The Commission found
North Indian Motion Pictures Association (NIMPA) guilty of anti-competitive
conduct of imposing compulsory registration and refusing to register films.
Information was filed by Shri Ashtavinayak Cine Vision Limited (the
informant), Mumbai against PVR Picture Limited, New Delhi and 17 other
opposite parties including NIMPA.
(iii) Hockey India Exonerated with a Caution by CCI: CCI has begun
scrutinizing sports leagues in India for their anti-competitive conduct.
Although scrutiny of hockey leagues has resulted in exoneration of Hockey
India(HI) in the Dhanraj Pillay & Ors vs. M/s Hockey India, the Commission
has cautioned HI to streamline its regulatory powers so that anticompetitive practices do not creep into Hockey, the national game of India.

(iv) 11 Shoe Companies Penalised for Bid Rigging: In the case of Ministry of
Commerce vs. M/s Puja Enterprises & Ord., with respect to a tender
enquiry dated June 14, 2011 for conclusion of new rate contracts for
polyester blended duck ankle boots rubber sole, CCI held that the biddersuppliers by quoting identical/near identical rates had indirectly determined
prices/ rates in the Rate Contracts and indulged in bid rigging/ collusive
bidding in contravention of the provisions of Competition Act.

(v) Central Bureau of Narcotics and Narcotics Control Bureau are not
Enterprises : In the Om Prakash vs. Central Bureau of Narcotics,
Ministry of Finance & Ors., CCI held that Central Bureau of Narcotics
(CBN) and Narcotics Control Bureau(NCB) are not enterprises or group
as defined under the Act and therefore, the provision of Section 4 relating
to abuse of dominant position is not applicable against him

Amendment of Combination Regulations


CCI has amended the Combination Regulations on April 4, 2013 with a
view to simplify the filing requirements and bring out greater certainty in
the application of the Act and the Regulations.
The provisions relating to regulation of combinations in the Competition
Act, 2002 were enforced w.e.f. 1st June, 2011. In the calendar year 2013,
till 17.12.2013, forty combination notices under Section 6(2) of the
Competition Act 2002 were received in the Combination Division. The
Commission has passed its final order in respect of all except four notices
which are under consideration.

Section 5 & 6 Orders


Some major orders under Section 5 & 6 of the Competition Act issued during the
year are listed below:
(i)

Approval given to ETIHAD Airways and JET Airways under Section 6 of


Competition Act.

(ii) Commission Approved Acquisition of Agila India by Mylan.


(iii)

Titan International Penalised for Delayed Notification: CCI imposed a


penalty of INR One crore on Titan International for its failure to give notice to
the Commission in accordance with Section 6(2) of the Act. This was the
second instance in which the Commission has imposed penalty for filing the
notice within the stipulated time.

(iv) Temasek (Holdings) Pvt Ltd. and its Subsidiaries Penalised for Delay in
Filing the Notice: CCI imposed a penalty of INR Five million on Temasek
(Holdings) Pvt. Ltd. and its two subsidiaries namely Zulia Investments Pte.
Limited and Kinder Investments Pte.Limited for failure to give notice to CCI
under Section 6(2) of the Competition Act.

(v) CCI Approves CIEs Acquisition of Majority Stake and Control in Mahindra
Systech Companies.
(vi) Penalty of Rs. 1 crore imposed to ETIHAD Airways: CCI imposed a penalty
of Rs.1 crore on ETIHAD Airways for operationalising some parts of the deal
with JET Airways without prior approval of CCI.

Advocacy Initiatives

Advocacy with Central Government: The Commission under its advocacy


mandate is making definitive forays in advocating competition assessment of Central
Governments rules, regulations and policies so as to inhibit the potential harm they
may cause to competition and overall economic interest of the country. During the
year, CCI organized preliminary meetings with key policy makers of Ministry of
Surface Transport & Highways, Department of Pharmaceuticals, Defence Research
and Development Organisation, Department of Higher Education and Ministry of
Health & Family Welfare.
Advocacy with Trade Associations: CCI continued the initiatives with trade
associations to generate awareness among trade associations and their members to
adopt competition compliance programme (CCP). This will not only help to avoid
penalties and damage to reputation, but also inculcate good governance in their
associations and respective constituents.
During the year, CCI conducted
workshops for the executive committee of four trade associations viz., All India
Organisation of Chemist & Druggist (AIOCD), Automotive Component Manufacturers
Association of India (ACMA), All India Glass Manufacturers Federation (AIGMF) and
Automotive Tyre Manufacturers Association (ATMA).
Advocacy with States: CCI aims to engage with the States to generate awareness
among their key policymakers about the provisions of the Act. During the year, two
workshops were organized for the key functionaries of Government of NCT of Delhi
to sensitize them about the need to adopt competition friendly policies and comply
with the provisions of the Act as the Act is applicable to all enterprises irrespective of
their ownership.
Advocacy meetings with Investigative Agencies: With a view to build synergy,
CCI organized an interactive meeting with investigative agencies, viz., Directorate
General of Income Tax(Investigation), Directorate General(Central Excise), Financial
Intelligence Unit, Directorate General(International Taxation) and Directorate General
(Serious Fraud Investigation).
Advocacy programmes in Academic Institutions: The Competition Law being a
relatively new Law, advocacy programmes were conducted in various institutions
including judicial academies to create awareness about the Competition Act, role and
functions of CCI.
The Commission decided to initiate an Economic Research Programme. Under
the ambit of the Programme, the Commission entrusts to the India Development
Foundation(IDF) , Gurgaon, Haryana, to set up a Dedicated Research Unit. An
agreement has been executed between CCI and IDF to set up the Dedicated
Research Unit (DRU) at IDF on 22.10.2012. The DRU, has prepared 3 Primer so far
and another 3 are expected to be submitted by the end of current financial year.
Five Seminars/talks/Conferences etc. were conducted by the Economic Division
during the year.
Interactions
with
public/experts/policymakers/regulatory
bodies
on
Competition Advocacy and for creating awareness of competition issues: 11
such interactions were organized during the year.

Capacity building of stakeholders to participate in competition regulatory


process: 14 Talks/lectures were delivered by Members/Officers of CCI.
Competition related Sectoral/Regulatory impact assessment; Market Studies
and research projects carried out by the Commission: In pursuance of the
mandate under Section 49, sub-section 3 of the Competition Act, 2002, the
Competition Commission of India(CCI) continued to undertake projects and
programmes for the promotion of competition advocacy, creating awareness and
imparting training on the competition related issues. Since the inception of the
research study programme in 2003-04, 21 studies were commissioned and
completed.

Events:
National

Dr. Ashok Gulati delivered the Eighth Distinguished Visitor Knowledge


Sharing Series Lecture on Building Competitive Agriculture in India on 26 th
July, 2013 at CCI. Dr. Gulati is a globally distinguished agricultural economis
and presently Chairman of the Commission for Agricultural Costs and Prices.

Mr. Nayan Chanda delivered the Ninth Distinguished Visitor Knowledge


Sharing Series Lecture on Globalisation: Riding the Wave of Competition on
6th August, 2013 at CCI. Mr. Chanda is Director of Publications, Yale Center
for the Study of Globalisation, Yale University.

CCI organized a workshop on the pharmaceutical sector on 19 th July, 2013 for


the officers of CCI with the objective to generate understanding of competition
issues in the sectors with the help of experts in the area.

CCI organized a workshop at CCI on Antitrust/ Merger Issues in


collaboration with the US FTC during July 30-August 1, 2013.

International:

Signing of MOU with Australia: Memorandum of Understanding (MOU)


was signed between Competition Commission of India(CCI) and Australian
Competition & Consumer Commission(ACCC) at Canberra, Australia on June
3, 2013. The MOU was signed by CCI Chairperson Mr. Ashok Chawla and
ACCC Chairman Mr. Rod Sims in the presence of Honble Minister of
State(IC) of Corporate Affairs Mr. Sachin Pilot.

CCI Participation in ICN Annual Conference: A CCI delegation led by CCI


Chairperson Mr. Ashok Chawla participated in the 12 th Annual Conference of
the International Competition Network (ICN) during April 23-26, 2013 in
Warsaw, Poland. Mr. Chawla moderated the plenary session of the Merger
Working Group and CCI officials made presentations in some of the sessions.

CCI hosted BRICS International Competition Conference: The theme of


the Conference was Competition Enforcement in BRICS Countries: Issues
and Challenges. The participants discussed various issues and challenges in
competition enforcement in BRICS countries. The Conference provided
opportunity for wide ranging discussions among the representatives from the
BRICS countries as well as from other enforcement agencies, multilateral
institutions and academia and civil society institutions.

Participation in 2013 Fordham Competition Law Institute Annual


Conference: CCI Chairperson Mr. Ashok Chawla participated in the 2013
Fordham Competition Law Institute Annual Conference and Seventh
Workshop for Heads of Competition Authorities during September 25-27,
2013 in New York, USA.

The Indian Council of Agriculture Research (ICAR) has developed a number
of technologies covering entire spectrum of agriculture and allied sector. Some
of these technologies relate to the latest developments such as genomic
research because of which ICAR has been able to file a number of patents and to
use supercomputers in agriculture research.

The following are the major developments during 2013: -

New cultivars for enhanced production:

For productivity enhancement, the Indian Council of Agricultural Research (ICAR)


released 104 new improved varieties/hybrids for different agro-climatic regions which
include an early-maturing basmati rice variety, Pusa Punjab Basmati 1509 with moderate
resistance to leaf blast and brown spot diseases; a late sowing wheat variety HD 3059; and
the large seeded (>30g/100 seeds) kabuli chickpea variety, CSJK 6, moderately resistant to
root rot and tolerant to wilt. During the year, 11,835 tonnes of breeder seeds, 14,984 tonnes of
foundation seeds, 22,281 tonnes of certified seeds, 14,939 tonnes of truthfully labeled seeds
and 5,237 tonnes of quality planting material were also produced for distribution among
stakeholders. In horticultural crops, Arka Rakshak a tomato variety resistant to bacterial
wilt, TLC V and Alternaria (yielding over 90 tonnes/hectare) were released. First variety of
makhana (Euryale ferox Salisb.) named Swarna Vaidehi (production potential of 2.8-3.0
tonnes/hectare) and a new red skinned advance potato hybrid 2001P-55 (potential yield of
300-350 quintals/hectare) moderately resistant to late blight suitable for Eastern plains of
Bihar, West Bengal, Assam, Odisha and Jharkhand, were also released.

Advances in livestock genomic research:

Mahima, a female calf weighing 32 kg, was born on January 25, 2013 to
Garima-II a cloned buffalo, which had been produced by hand-guided cloning
using embryonic stem cells (ESCs) as donor cells. This is the first calf in the world
to be born to a cloned buffalo. Garima-II had attained early sexual maturity at 19
months of age (compared to her contemporaries at around 28 months) and was
inseminated with frozen-thawed semen of a progeny tested bull on 27 th March
2012, which resulted in conception and delivery of female calf Mahima through
normal parturition. The worlds first test tube yak calf was born at Nyukmadung
farm of the National Research Centre on Yak, ICAR, Dirang, Arunachal Pradesh on
15th July 2013. The male yak calf, weighing 19 kg, has been named orgayal?
The calf is the result of transfer of cryopreserved yak embryo produced through
in vitro fertilization of oocytes through ultrasound guided ovum pick up (OPU)
technique from donor yak.

Climate variability and rain-fed agriculture:

The monsoon-driven Indian agriculture witnessed 106% of long-term


average rainfall during the cropping season 2013 that enabled 105 million
hectare of total area sown during kharif 2013 as compared to about 100 million
hectare during 2012. The first advance estimates target food-grain production of
259 million tonnes and a growth rate of over 5% for agriculture and allied sectors
in 2013-14. Meanwhile, Uttarakhand, Odisha and Andhra Pradesh were struck by
natural calamities of different, but severe intensities. The ICAR prepared doable
and location-specific action plans of agriculture and allied sectors for
rehabilitation and restoration of the affected areas through technological
backstopping. The ICAR demonstrated climate resilient technologies in 100 mostvulnerable districts under NICRA. The ICAR has also prepared the climatic
vulnerability atlas of the country and district level contingency plans to enable
farmers to choose appropriate means and methods for mitigating the climatic
variability in different agro-climatic regions.

Breeding successes in livestock, poultry and fish:

The livestock sector plays an important role in providing livelihood


to small farmers with over 87% of the livestock owned by small and
marginal farmers. At Hisar based Central Institute for Research on
Buffaloes 63,857 frozen semen doses of Murrah bulls were produced as
farmers from all over India are evincing keen interest in Murrah breed
improvement. Physical identification using injectable subcutaneous
microchips was done in all female buffalo progeny under the project to
help in future milk recordings. Under the Mega Sheep Seed Project, flocks
of Chottanagpuri, Mandya, Mecheri and Sonadi were built up for
production of superior seed. Crossbred pig (Hampshire and Ghungroo) was
found suitable for farmers because of adaptive nature and fast growth
(weight of over 75 kg in 8 months) and good carcass characteristics. A
dual purpose poultry variety, Srinidhi was developed for rural areas which
lays 140-150 eggs per year under backyard conditions and males attain a
body weight of over 650 grams in 6 weeks. Shining barb, a new variety of
ornamental fish, developed by selective breeding of rosy barb, Pethia
conchonius was released for field trial on experimental basis to
entrepreneurs. The glittering gold coloured females and shining pink red
coloured males of shining barb appear more attractive compared to the
rosy barb variety. They are amenable to varied culture conditions.
Advances in mariculture:

The seed production technology of silver pompano (Trachinotus blochii), a fast


growing sea fish with high market demand, was scaled up for bulk production of seed and
transportation. Off-season breeding of climbing perch has paved way for round-the-year
production. Spawning of marine fish Cobia Rachycentron canadam in recirculation
aquaculture systems ensured high survival rates (> 86.7%) ensuring availability of quality
seed for culture. Farm made feed enhanced production of Sea bass (> 2.7 tonnes/ hectare in
325 days). An all-time record marine fish catch of 3.94 million metric tonnes was reported
during 2012-13 with annual growth rate of 3.37%. Open sea cage farming for lobster, Indias
largest commercial sea cage farm, launched off the Somnath coast in Gujarat is a joint
venture of Siddi tribe and ICAR. Over 20 Siddi families had formed a society and work in
the farm as partners/owners. 20 cages each with 5m diameter were installed and stocked with
lobster seeds of about 50-80g. After 110 days of rearing the community harvested in April
about 2.5 tons of lobsters generating an income of Rs. 26 lakh. A second crop of lobster can
be raised after September and an equal production and revenue can be obtained. The tribals
who mainly worked as labours are now empowered with a permanent source of livelihood.
Plant genomic research:

Blast resistance gene Pi 54 incorporated into major rice varieties viz., Pusa
Basmati-1, Swarna and BPT 5204. ICAR scientists decoded the genomes of the
cultivated tomato (Solanum lycopersicon) and its closest wild relative, Solanum
pimpinellifolium, in the International Consortium. Genetic resources are of unique
significance, as they provide valuable traits with potential for breeding new
varieties/hybrids/animal strains/breeds. In this endeavour, thirty-three
explorations were undertaken in 16 states and 1,722 accessions collected,
including 322 of wild species. In the National Gene Bank 5,414 accessions of
orthodox seed species and 112 of non-orthodox species were cryo-stored, and
eight accessions were added to in-vitro Gene Bank for long-term storage. Over
44,000 accessions from 42 countries were imported including promising
accessions of wheat, paddy, safflower etc..

Natural Resource Management:

GIS based soil fertility maps (macro, secondary and micronutrients) were
prepared for 20 districts during 2013 totalling 170 districts in 21 states to ensure
site specific balance fertilization and thereby improving soil health and crop
productivity in the country. Atlas on Vulnerability of Indian Agriculture to Climate
Change and established Model Climate Smart Village in 100 most vulnerable
districts was also developed. Prepared District Contingent Plans (50 districts
during 2013 totalling 450 districts out of 572 districts targeted) for agricultural
and allied sectors to cope up with climatic aberrations. Use of over-aged
seedlings, salt resistant rice varieties and flash flood tolerant rice varieties such
as Swarna sub-1 and practice of zero tillage with sunflower, okra, bittergourd
and sweet potato, which will increase water use efficiency from 35% to 62%,
were identified as contingency measures for post-flood situations in the coastal
districts of Odisha. Identified a sodicity tolerant high yielding genotype BTP1-A of
Jatropha curcas.

Extension initiatives:

In an endeavour to reach out to farmers, the ICAR made 2,174 technological


interventions in 4,159 locations in cropping systems, drudgery reduction, farm
machineries and other areas. Over 1.40 lakh extension programmes through
electronic and print media were conducted across the country. The Council also
approved four new KVKs, two in Jammu & Kashmir and one each in Andhra
Pradesh and West Bengal for technological empowerment of farmers and

knowledge sharing. The Council launched social media initiatives to develop a


dialogue and share the vast knowledge resources of ICAR with youth.

Intellectual Property Management:

Eighty-three patents were filed through 26 ICAR institutes. 6 patents


(including two abroad) granted. Indian Patent Office granted 161 patents from 25
institutes. Protection of Plant Varieties and Farmers Right Authority considered
applications and granted registration certificates for 138 varieties. 340
partnerships with 193 public and private organizations were undertaken through
42 ICAR institutes. 79 training and capacity building programmes organized on
IPR and related issues through 33 ICAR institutes were received by 5379
participants. Commercialized 82 technologies/products; transferred 58
technologies to private entrepreneurs with a license fee of over Rs. 3.2 crore.

New Implements in Farm Mechanisation:

To enhance land and labour productivity, tractor operated five-row seedcum-fertilizer-drill was developed which is capable of placing seeds at 50 mm
and fertilizer at 100-150 mm depth and covers 0.2-0.35 hectare/hour. A multimillet thresher operated by 1.5 kw motor with 95% efficiency reduces drudgery
and minimizes post-harvest losses. Machines for roasting and popping of
makhana and extraction of pulp from custard apple were developed. For
improvement in quality of ground spices powder, a cryogenic grinder was
developed. Foldable Plastic Boxes for packaging and transportation of fruits,
Millet Thresher-cum-Pearler, Bullock- drawn wedge- and wing- plough and
Biomass -based decentralized power plant for agro- enterprises were also new
technologies introduced.

National Agricultural Innovation Project:

The National Agricultural Innovation Project (NAIP), made satisfactory


progress in enhancing the competence of NARS towards steering the agriculture
R&D and introducing pragmatic pluralism. 91 public-private partnerships were
established in 203 NAIP supported sub-projects, including three with GEF

support. New 51 rural industries were piloted and over 3,800 hectare area of
farmers agricultural land brought under sustainable land management practices.

AgrInnovate India Ltd.:

AgrInnovate India Ltd., the registered company owned by DARE/ICAR is


working towards promotion and commercialization of ICAR technologies, and
licensed the technology of tissue culture of oilpalm and related knowhow for
commercialization. To augment the availability of FMD vaccine, Agrinnovate has
initiated the establishment of a modern vaccine production plant (capacity 100150 million doses) in PPP mode at Bengaluru campus of Indian Veterinary
Research Institute, Izatnagar. The company is also assisting DARE on projects
related to establishment of facilities for soil, water and tissue testing, seed
production and demonstration.

Quality Assessment and Management Systems:

DARE and ICAR became one of the first Departments in having the
recognition of ISO 9001:2008 certification by implementing Quality Management
System. This is also the success indicator of all the Government Departments,
and testifies the commitment towards assuring quality services to its customers
with continual improvement of its delivery system. DARE/ICAR also achieved
97.6% composite Score of RFD for the year 2012-13.

Advances in Agricultural Statsitics:

The first Supercomputing Hub for Indian Agriculture- ASHOKA (Advanced


supercomputing Hub for OMICS Knowledge in Agriculture) has been established
at Centre of Agricultural Bioinformatics, IASRI. This supercomputing environment
is being developed for high performance computing in the field of agricultural
bioinformatics and computational biology under a sub-project Establishment of
National Agricultural Bioinformatics Grid (NABG) in ICAR of NAIP. The facility is
set up in a state-of-art data centre and two super-computers of this hub are listed
at rank 11 and 24 in the list of top super-computers of India. This supercomputing hub consists of hybrid architecture of high performance computing.

Accomplishments in Agricultural Education:

Globalization of agricultural education by attracting foreign nationals from


42 countries was made possible due to quality assurance, enhanced student
amenities including international students hostels and access of e-learning in
agricultural universities. Niche Areas of Excellence were launched with the
objective of achieving excellence in teaching, research, consultancy and other
services and has enabled up-scaling of research capabilities and technology
empowerment in specific cutting edge areas. During the year, 23 NAE centres
were supported. Capacity building through customised trainings and workshops
has made high impact across the universities in the chosen niche areas. Provided
much needed entrepreneurship skills and confidence through hands on training
at UG level through 375 Experiential Learning modules. Capacity building of
about 2000 faculty in cutting-edge-areas was achieved through Centers of
Advanced Faculty Training (CAFT)/Summer-Winter Schools (SWS).

Endeavours in the pipelines:

The demand for food is continuously increasing with rising population


amidst the production constraints such as shrinking natural resources and
increasing farm operation costs. The present food production has been achieved
through productivity enhancement, striking a balance between environmental
and agricultural sustainability, wherein research innovations are essential
ingredients. Further to corroborate science-led growth, as indicated by the
Scientific Advisory Council to the Prime Minister, the ICAR is contemplating
initiatives such as Farmer FIRST, Student READY, National Agricultural Innovation
Foundation, Agricultural Technology Foresight Centre and Consortia Research
Platforms to enrich agricultural research and education through innovation and
integration.
Year End Review for the Department of Higher Education, Ministry of
Human Resource Development

Rashtriya Uchchatar Shiksha Abhiyan (RUSA) is a flagship programme that has been launched
with an outlay of Rs. 25000 crores under the XII Plan, ending 2017. The programme is aimed
at strengthening and reforming State Higher Education. Under this scheme, 278 new
universities will be set up.

A Single Common Entrance Test for engineering and management programmes has been
implemented so as to reduce the stress of several admission tests.

Around 25 lakh students will be benefitted from an Interest Subsidy of over Rs. 2231 crores
released on Educational Loans. Under the scheme, full interest subsidy is provided during the
period of moratorium (i.e. duration of a recognized professional course plus 1 year, or 6
months after employment whichever is earlier) on educational loans availed by all students
belonging to economically weaker sections from scheduled banks under the Educational

10 Model Degree Colleges, 6 new polytechnics and 25 girls hostels sanctioned in Minority
Concentration Districts (MCDs) in 2012-13.

A new National Mission on Teachers and Teaching (NMTT) is being launched to address the
shortage of faculty, training and capacity building of teachers.

National Mission on Education through Information and Communication Technology


(NMEICT) launched in 2009 has provided connectivity to 403 Universities and 20,685
colleges. Under the Mission, Virtual Labs has been launched and more than 967 courses in 23
disciplines have been developed that include Web and Video courses. 50 DTH channels are
being launched shortly.

The University Grants Commission (UGC) has made accreditation of universities and
colleges (other than technical institutions) mandatory so as to ensure and enhance their
quality.

38 new Polytechnics have been operationalised under the scheme of setting up of


Polytechnics.

Over 84000 persons have participated in the non-formal, short term, skill development
programmes under the Community Development through Polytechnics (CDTP) scheme till
30.11.2013

IMPROVED HEALTH INDICATORS

1) Infant Mortality Rate has come down to 42 in 2012 from 58 per 1000 live births in the year
2005.
2) Maternal Mortality Ratio has declined from 301 per 100,000 live births in 2001-03 to 254
in 2004-06 and further declined to 212 in 2007-09 as per RGI-SRS data. The pace of decline
has shown an increasing trend from 4.1% annual rate of decline during 2001-03 to 5.5% in
2004-06 and further to 5.8% in 2007-09.

3) Total Fertility Rate has come down to 2.4 in 2011 from 2.9 in 2005.
4) Under the Universal Immunization Programme (UIP) 61% of children aged12-24 months
in India are fully immunized (CES 2009) against seven vaccine preventable diseases i.e.
Diphtheria, Pertussis, Tetanus, Polio, Measles, severe form of Childhood Tuberculosis and
Hepatitis B.

Polio: WHO on 24th February 2012 removed India from the list of countries with active
endemic wild polio virus transmission. The last polio case in the country was reported from
Howrah district of West Bengal with date of onset 13th January 2011. India completed 35
months (as on 18th Dec, 2013) without any polio case which is a remarkable achievement,
globally acknowledged.

Government of India declared 2012-13 as Year of Intensification of Routine


Immunization (IRI). As a part the strategy Special Immunization weeks were carried out in
the low coverage pockets in the year 2012 -13 and more than 173 lakh doses of various
antigens have been administered. Special Immunization weeks have been continued to
observe in 2013-14 (April, June, July and August 2013) in 31states/UTs in high risk pockets
as identified under polio programme. More than 98.11 lakh UIP doses of various antigens
administered during these weeks. Monitoring data indicated that nearly 15% of all vaccinated
children in the high priority states received the vaccine for the first time.

7) Japanese encephalitis vaccination program started in 2006 in endemic areas of JE with


strategy to cover all children of 1yr-15 years of age in mass vaccination drive (campaign
mode) and then integrate JE vaccine into routine immunization program between 16-24
months of age with booster dose of DPT vaccine. JE vaccination drive is being carried out in
113 districts in 15 states. In addition, there is a plan to cover another 64 districts in next 2
years.

NEW INITIATIVES
1. National Urban Health Mission
The National Urban Health Mission (NUHM) as a sub-mission of National Health Mission
(NHM) was approved by the Cabinet on 1st May, 2013. NUHM envisages to meet health care
needs of the urban population with the focus on urban poor, by making available to them
essential primary health care services and reducing their out of pocket expenses for treatment.
NUHM will cover all State capitals, district headquarters and cities/towns with a population
of more than 50000. It will primarily focus on slum dwellers and other marginalized groups
like rickshaw pullers, street vendors, railway and bus station coolies, homeless people, street
children, construction site workers. In the 12th Plan an allocation of Rs. 15,143 crores has
been made for National Urban Health Mission.

Rashtriya Bal Swasthya Karyakram (RBSK) is a new initiative launched in


February, 2013 which includes provision for Child Health Screening and Early
Intervention Services through early detection and management of 4 Ds i.e Defects at

birth, Diseases, Deficiencies, Development delays including disability. An estimated


27 crore children in the age group of zero to eighteen years are expected to be covered
across the country in a phased manner. Child Health Screening and Early Intervention
Services will cover 30 common health conditions for early detection and free treatment
and management. In 2013-14, 11089 teams in 33 State/UTs have been approved.
3. New vaccines have been introduced - Hepatitis B vaccine and second dose of measles
vaccine are now part of the Universal Immunization Programme. In 2011-12, Hepatitis
B vaccine has been expanded in the entire country.

Pentavalent, a combination vaccine, which includes DPT + Hep-B + Hib has been
introduced in eight states: Kerala, Tamil Nadu in December 2011 and Puducherry,
Goa, Haryana, Gujarat, Karnataka and J & K in 2012-13. This ensures complete
immunization against five diseases and also reduces the chances of an Adverse Event
Following Immunization due to less injection load.

5. Government of India earlier provided only one JE dose and now has introduced two
doses of JE vaccine under Routine Immunization with first dose at 9-12 months and
2nd dose at 16-24 months w.e.f 1st April 2013.
6. Maternal and Neonatal Tetanus Elimination (MNTE): Government of India with
support of national and international agencies (WHO, UNICEF, others) Maternal and
Neonatal Tetanus (MNTE) validated in 18 states (2005-2013) the most recent states to
have been validated are Uttarakhand, Delhi and Mizoram.
7. Government of India along with the 11 SEARO countries and all partners has resolved
to eliminate Measles and control Rubella in India and the South East Asian Region of
WHO by the end of 2020.
8.

National cold chain management information system: A web enabled National


Cold chain management information system (NCCMIS) developed in 2011-13 to track
the status of cold chain equipment at the country level. It is aimed to capture real time
data of functionality of cold chain equipment at all levels across the country. All states
are uploading the data.

9. National Training Package for Facility Based Newborn Care has been developed
with participation of national neonatal experts in the country. This package will
improve the cognitive knowledge and build psychomotor skills of the medical officers
and staff nurses posted in these units to provide quality newborn care. The training
includes 4 day class room training and 14 day observership training in smaller batches.
10. For management of children with Severe Acute Malnutrition, 872 Nutrition
Rehabilitation Centres have been operationalized in the country till December 2013.
Training Package for Facility Based Management of Children with Severe Acute
Malnutrition has been shared with the States in 2013.

11. Home Based Newborn Care up to 42 days of life has been implemented through
ASHAs. 23 states namely Bihar , Chhattisgarh , Jharkhand , Madhya Pradesh, Odisha,
Rajasthan, Uttar Pradesh, Uttarakhand, Arunachal Pradesh, Assam, Manipur,
Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, Gujarat, Haryana , Karnataka ,
Maharashtra , Punjab , West Bengal , Puducherry have already implemented HBNC
and remaining states are in process to implementing the same.
12. Establishment of Newborn care corners (NBCC) at delivery points and training of
health care providers in NSSK for effective essential newborn care is a key component
of the newborn continuum of care. A total of 13,653 NBCCs have been established in
the country and 124,352 health personnel trained in NSSK by December 2013.
13. Special New Born Care Units (SNCUs) at FRUs/DH and Newborn Stabilisation
Units (NBSUs) have been established to provide care to sick, low birth weight and
preterm newborns. By December 2013, 507 SNCUs and 1737 NBSUs have been made
functional in the country.
14. Promotion of early initiation of breast feeding (within one hour of delivery) , exclusive
breast feeding till 6 months and timely complementary feeding with continued breast
feeding is emphasized under the infant and young child feeding programme. A
Guideline for Enhancing Optimal Infant and Young Child feeding Practices-2013
has been published and shared with the states in 2013.
15. Weekly Iron and Folic Acid Supplementation (WIFS) Programme (2012-13): To
meet the challenge of high prevalence and incidence of anaemia amongst adolescent
girls and boys, the Ministry of Health and Family Welfare has launched the Weekly
Iron and Folic Acid Supplementation (WIFS) Programme for 10-19 years adolescent
population. Till date the programme has been launched in 31 states/UTs. Total number
of beneficiaries covered under this programme, including both in-school and out of
school is about 3 crore.
16. National Iron + Initiative (2012-13): The Ministry of Health and Family Welfare on
7th Feb 2013 has launched National Iron + Initiative for prevention and treatment of
Iron Deficiency Anaemia among different age groups. Under this initiative it is
envisaged to ensure provision of IFA supplementation and therapeutic management of
mild, moderate and severe anaemia in the most vulnerable groups children (6months10 years), adolescents (10-19 years), pregnant and lactating women and women of
reproductive age group (15-45 years) through a continuum of care approach.
17. Child and Dhuan: new Anti-Tobacco health spots for Tobacco-Free Film
Rules under COTPA were released. Two spots Mukesh and Sponge depicting
harmful effect of usage of smokeless and smoking forms of tobacco. The Ministry of
Health and Family Welfare replaced these spots with two new spots titled Child and
Dhuan effective from 2nd October 2013. These spots have been dubbed in 16 Indian
languages for a pan India coverage.
18. JE Vaccine (JENVAC) launched this year. The vaccine is produced by NIV, ICMR
and BharatBiotech.

19. Reverse Dot Blot Hybridization (RDB) Thalassemia Diagnostic Kit launched in
December, 2013.
20. The National Teeka Express launched to protect children from life-threatening
childhood diseases.

21. The NTCC got the approval of the 1st National Level Mass media campaign for the
year 2013-14. The new spot Tears you Apart was aired initially in the government
channels and subsequently on the private C & S Channels.

PROGRESS UNDER VARIOUS SCHEMES/ PROGRAMMES UNDER MINISTRY


OF HEALTH AND FAMILY WELFARE

1. Progress Under National Rural Health Mission (NRHM)

ASHAs: 8.90 lakh Accredited Social Health Activists (ASHAs) have been selected in
the country, of which over 8.29 lakh received training upto 1st Module, 8.00 lakh upto
Module II, 7.92 lakh upto Module III, 7.84 lakh upto Module IV, 7.63 lakh up to
Module V, 5.13 lakh in round 1 & 3.34 lakh in round 2 and 1.44 lakh in round 3 &
1.06 lakh in round 4 of VI and VII Module. Over 8.07 lakh ASHAs have been
positioned after training and have been provided with drug kits.

Infrastructure: 93 District Hospitals (DHs), 526 Community Health Centers


(CHCs), 1498 Primary Health Centers (PHCs), and 16,447 Health Sub-Centers have
been taken up for new construction. Construction work of 34 DHs, 227 CHCs, 770
PHCs and 7,568 SCs has been completed. 659 District Hospitals, 2,800 Community
Health Centers (CHCs), 7,570 Primary Health Centers and 16,454 Health Sub-Centers
have been taken up for upgradation/renovation, out of which upgradation/renovation
of 490 DHs, 1,505 CHCs, 5,922 PHCs and 11,367 SCs has been completed. 8,743
PHCs are made functional round the clock (24X7) and 2,653 facilities were
operationalized as First Referral Units (FRUs). All 1.48 lakh Sub Centers (RHS 2012)
in the country have been strengthened with untied funds of Rs. 10,000 and AMG of
Rs. 10,000 each.

Manpower: 8,513 doctors, 12,420 AYUSH doctors, 2,146 specialists, 70,891 ANMs,
35,172 staff nurses, 14,495 paramedics and 5,516 AYUSH paramedics have been
appointed on contract by States to fill in critical gaps under NRHM.

Management Support: District Programme Management Unit has been established in 654
districts, 590 District Programme Manager and 601 District Accountant are in position.

Nearly 5,352 Block Programme Management Unit has been established with 3,527 Block
Managers in position to support the health system at blocks and below levels.

Mobile Medical Units: 2,062 Mobile Medical Units (MMUs) are operational in
different States, providing services in the interior areas covering 424 districts.

Institutional Delivery: Janani Suraksha Yojna (JSY) is operationalized in all the


States, 7.38 lakh women are benefited in the year 2005-06 and 106.57 lakh in the year
2012-13. Total of 48.17 lakh women received benefits in the year 2013-14 upto
September 2013.

Convergence: Over 64.7 lakh VHNDs were organized in 2012-13 and 28.62 lakh
VHNDs were organized in 2013-14 in the villages across the country. The States have
constituted 5,11,832 Villages Health Sanitation & Nutrition Committees that facilitate
convergence with ICDS/Drinking Water/Sanitation and PRIs. They are also being
involved in dealing with disease outbreak. Rogi Kalyan Samitis (RKSs) have been
registered in 31,584 Health facilities (726 District Hospitals, 5,034 CHCs, 1,045
facilities other than CHCs above block level, 18,739 PHCs and 6,040 facilities above
SC and below block level).

Training: Training in critical areas including Life Saving Anesthesia Skills (LSAS),
BEmoC (Basic Emergency Obstetric Care), FBNC, F-IMNCI and NRC and No
Scalpel Vasectomy (NSV) etc has been taken up for MOs. Skill Development
Training including training on SBA, IMNCI and NSSK has been taken up for ANMs.
Similarly, IMNCI, F-IMNCI, NSSK, FBNC etc. have been taken up for the Staff
Nurses. Professional Development Programme for CMOs is also on full swing.
Upgradation of ANM Schools is being supported.

Health Resource Centers: National Health System Resource Center (NSHRC) has
been set up at the National level. A Regional Resource Center has been set up in
Guwahati for NE. State Resource Centre is being set up in many states.

Monitoring and Evaluation:


o

Annual Common Review Mission- So far seven Common Review Missions


have been undertaken. 7th CRM was undertaken in November 2013.

Moreover, so far eight Joint Review Missions (JRM) were held focusing on
maternal and child health.

Financial & Physical Monitoring System- A Quarterly Financial & Physical


Monitoring System has been instituted at national level to monitor the
implementation of the Mission.

Concurrent Evaluation -A Concurrent evaluation study was done by


International Institute for Population Studies (IIPS) on NRHM.

District level Vigilance & Monitoring Committee (DLVMC) - States have


been asked to constitute these committees at district level to monitor the
implementation of the Mission.

National Ambulance Services: NRHM has supported free ambulance services to


provide patients transport in every nook and corner of the country connected with a
toll free number to a Call Centre. Over 15,000 basic and emergency patient transport
vehicles have been provided under NRHM. Besides these, over 3,000 vehicles have
been empanelled to transport patients, particularly pregnant women and sick infants
from home to public health facilities and back. To increase visibility and awareness102 & 108 ambulances are being repositioned as National Ambulance Service with
universal colour and design.

Mother and Child Health Wings (MCH Wings)


o

100/50/30 bedded Maternal and Child Health (MCH) Wings have been
sanctioned in Public Health facilities with high bed occupancy to cater to the
hugely increased demand for services.

More than 25,000 additional beds have been sanctioned in 2012-13 for these
wings across 418 facilities in 11 States to be completed in next 2-3 years.

In year 2013-14, additional 3,000 beds have been sanctioned across 50


facilities in 9 States as on 30.09.2013.

Janani Shishu Suraksha Karyakaram (JSSK) The scheme entitles all pregnant women
delivering in public health institutions to absolutely free and no expense delivery including
Caesarean section. This has now been expanded to cover the complications during ANC,
PNC and also sick infants. To implement this scheme, more than Rs 2107 crores have been
allocated during the year 2012-13 and more than 2000 crores have been sanctioned up till
now in 2013-14 under RCH and Mission Flexipool.

3. National Tobacco Control Programme

The National Tobacco Control Programme in the 12th Five Year Plan, in synergy with the
National Health Mission and the National Programme for the Non- communicable Diseases
was up scaled to cover 53 districts over 29 states in the year 2013-14. The programme would
be further up scaled, in a phased manner, to cover all the districts over the period of the 12th
Five Year Plan.

The Cigarettes and other Tobacco Products (Packaging and Labelling) Amendment Rules,
2012 were notified GSR 724 (E) dated 27th September, 2012 which came into effect from
1st April, 2013. Three sets of graphic warnings were notified, each for smoking and
smokeless/chewing forms of tobacco products.

The Cigarettes and other Tobacco Products (Prohibition of Advertisement and Regulation of
Trade and Commerce, Production, Supply and Distribution) Amendment Rules, 2012 were
notified vide GSR 708 (E) dated 21st September, 2012 and came into effect from 2nd
October, 2012. These Rules regulate the depiction of tobacco products or their use in films
and television programmes.

To take stock of the implementation of the FCTC at regional level (South-east Asia Region
including India), the Ministry of Health & Family Welfare (MoHFW) in collaboration with
the WHO, held a meeting in New Delhi during 23-26 July 2013.

The Guidelines for Law enforcers, 2013 for effective implementation of tobacco control
laws was developed and released on 28th May 2013.

Communication was sent to Chief Secretaries in the states for implementation of the Food
Safety and Standards Regulation 2.3.4 which prohibits the use of nicotine and tobacco as
ingredient in any food products. Based upon this advisory, 33 states have implemented the
regulation effectively banning manufacture, storage and sale of Gutkha and pan masala
containing tobacco or nicotine.

MoHFW launched a mega outdoor campaign focusing on the harmful effects of tobacco use
and Second hand Smoke across the country. The campaign is using two outdoor medium i.e.
(1) exterior train wrap-up and (2) bus panels.

4. National Programme for Prevention and Control of Deafness


Rs.304.79 crore has been allocated for 12th Five Year Plan for the Programme for its
expansion to 200 more districts in addition to the existing districts. Approved outlay of the
programme for the year 2013-14 is Rs.50.00 crore. An amount of Rs.1.47 crore and Rs.3.46
crore have been sanctioned to 4 existing states and 34 new districts of five States and one UT
under NPPCD during 2013-14.

5. National Programme for Control of Blindness


During the current financial year (2013-14), around 24, 60,171 cataract surgeries have been
performed in States/UTs. Performance of cataract surgery with IOL Implantation has also
improved from 94% in 2007-08 around 95% during 2013-14.During year (2013-14), around
1, 35,800 free spectacles have been distributed to school children with refractive errors.
During the current financial year (2013-14), around 23,392 donated eyes have been collected
for corneal transplantation. Around 350 Eye Surgeons from Government Hospitals/Medical
Colleges were trained in various eye specialties during 2012-13 as against around 300 Eye
Surgeons during 2007-08. During the current financial year (2013-14) around 150 eye
surgeons have been trained in various eye specialties.

6. National Oral Health Programme (NOHP)


The National Oral Health Programme (NOHP) has been approved with a total budget of
Rs.100 crore to implement the programme in 200 districts in a phased manner i.e. 50 districts
each during the remaining four years of the 12th FYP. The main objective of the programme
is strengthening of existing healthcare delivery system at District Hospitals viz.
(i) provision of Dental Chair,
(ii) provision for consumables,
(iii) support for appointment of contractual staff, etc.
The programme has been approved by Empowered Programme Committee (EPC), MoHFW
in its meeting held on 3rd April, 2013. The programme has been subsumed in NHM and is
being run on PIP mode.

7. National Mental Health Programme

The National Institute of Mental Health and Neuro Sciences (NIMHANS), Bangalore Act,
2012 to declare the Institution to be an Institution of National Importance and to provide
for its incorporation and for matters connected therewith received the assent of the President
on 13th September, 2012 and was notified vide Gazette Notification No. 45 dated 14th
September, 2012. It came into force with effect from November, 2013.

8. Pradhan Mantri Swasthya Suraksha Yojana (PMSSY)

Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) has been undertaken by Government of
India with a view to provide tertiary healthcare services and quality medical education in the
country. Under Phase-III, the Cabinet approved upgradation of 39 medical college institutions
at a total cost of Rs.6294 crore.

New AIIMS
All India Institute of Medical Sciences Act, 1956 was amended by All India Institute of
Medical Sciences (Amendment) Act 2012 to provide autonomous status to the six new
AIIMS. Institute body for each AIIMS has also been constituted in July, 2013. 4089 posts for
each of the six new AIIMS have been created. Directors and other key functionaries at the six
new AIIMS have been appointed.The Academic Session of year 2013-14 has also
commenced for second batch of 100 MBBS students and first batch of 60 B.Sc. Nursing
Students. OPD Services have also commenced at all six new AIIMS. Hospitals are likely to
start in January, 2014.

Pharmacy Council of India


The Pharmacy Council of India (PCI) is a body constituted to regulate the profession and
practice of Pharmacy. During the current year the Council arranged 263 inspections of
diploma, degree and Pharm. D. institutions and held a number of Meetings of the Executive
Committee, Central Council and Finance Committee as a result of which Approval of 308
Diploma & Degree institutions was extended u/s 12 of the Pharmacy Act; 120 new Diploma
& Degree institutions was extended u/s 12 of the Pharmacy Act; 31 new Pharm. D.
institutions were granted approval for the conduct of course and 10 new Pharm. D. (Post
Baccalaureate) institution were granted approval for the conduct of course. The Revised
Budget Estimate of the Council for the year 2013-14 is Rs. 914.49 lakhs. The Pharmacy
Council of India Regulations on Curbing the Menace of Ragging in Pharmacy Colleges, 2012
has been notified in the Gazette of India.

Development of Allied Health (Paramedical) Services


Centrally Sponsored Scheme for Establishment of National Institute of Paramedical Sciences
and Eight Regional Institute of Paramedical Sciences and Manpower Development to support
State Government Medical Colleges through one time grant initiated by M/o H&FW has
been continued in XII plan. The Scheme aims to augment the supply of skilled Allied Health
manpower and promote their training through standardization of such education/courses
across the country. Under the scheme Rs. 108.42 crore has been released so far.

Family Planning
o

For ensuring healthy spacing between births another schemes has been
launched in which ASHAs act as the motivator in the community for delaying

age at first childbirth and spacing between births. The scheme is made
operational in 18 states (8 EAG + 8 North East+ Gujarat& Haryana). The
ASHA is being incentivized for the same.

The Ministry is now laying emphasis on promoting post-partum FP services


with introduction of PPIUCD as a method of contraception, within 48 hours of
delivery and promoting minilap as the main mode of providing sterilisation in
the form of post-partum sterilisation to capitalise on the huge cases coming in
for institutional delivery under JSY.

Emphasis is also laid on promoting IUD 380A intensively as a spacing


method and expanding the basket of choice by the introduction of Cu IUCD
375 with effectiveness of five years

For ensuring better FP choice, the availability of RMNCH Counsellors is


ensured at the high case load district level facilities.

As a part of better maternal health and to ensure early management of


pregnancy, Pregnancy Testing Kits are now made available at Sub-center as
well as community level through ASHAs and ANMs.

Food Safety and Standards Authority of India

FSSAI notified standards for Olive Oil.

FSSAI notified Limit of Trans Fatty Acid in partially hydrogenated vegetable


oil.

FSSAI has finalised standards for Antibiotics in Honey and notified it to the
WTO.

At the initiative of FSSAI, a new international Codex Committee on Spices


and Culinary Herbs has been set-up by Codex Alimentarius Commission (a
UN body) and India has been designated as the host country.

FSSAI also conducted surveillance of fruits and vegetables being sold in local
markets of Delhi.

Central Drugs Standard Control Organization (CDSCO)

The sanctioned strength from 111 posts in 2008 has been increased to 475
posts in 2013.

Drugs and Cosmetics (Amendment) Bill, 2013 was introduced in the Rajya
Sabha for upgradation and restructuring the Drugs Regulatory framework for
ensuring the manufacture and sale of safe and efficacious drugs in the country.
It has been proposed to create a Central Drug Authority headed by the
Secretary, Department of Health and Family Welfare and introduction of a new

Schedule under the Act, containing drugs for which Central Licensing
Authority would be empowered to issue licenced. The Bill also contains
separate chapters on clinical trials and regulation of medical devices in the
country.
o

The registration of cosmetics imported into the country was initiated from 1st
April, 2013 to ensure that products imported into the country are not only of
standard quality but also have been manufactured under Good Manufacturing
Practices by genuine/licensed manufacturers.

A new Schedule H1 containing III and IV generation antibiotics, anti-TB


drugs and certain habit forming drugs has been incorporated under the Drugs
and Cosmetics Rules, 1945 for having stricter regulatory control over these
drugs vide Gazette notification G.S.R. 588(E) dated 30.08.2013.

The regulatory provisions relating to conduct of clinical trials in the country


have been strengthened. Amendments have been introduced in the Drugs and
Cosmetics Rules, 1945 like procedures to analyze the reports of Serious
Adverse Events occurring during clinical trials and procedures for payment of
compensation in case of trial related injury or death as per prescribed timelines
has been specified.

Twelve New Drug Advisory Committees (NDACs) related to different


therapeutic areas, consisting of medical experts drawn from various
Government medical colleges and institutes from all over the country help in
evaluation of applications for marketing of new drugs in the country or to
conduct clinical trials on new drugs. 78 meetings of these committees have
taken place wherein a total of 1122 applications were evaluated. Out of these
331 applications were related to global clinical trials including clinical trials
on of new chemicals entities.

Ministry of Health and Family Welfare constituted two committees for


supervising the clinical trials on new chemicals entities.

The office of DCG(I) made it compulsory since 19.11.2013 that in all clinical
trials in addition to the requirement of obtaining written informed consent,
audio visual recording of the informed consent process of each trial subject,
including the procedure of providing information to the subject and his / her
understanding on such consent is required to be done while adhering the
principle of confidentiality for all new subjects to be enrolled in all clinical
trials including global clinical trials.

An Expert Committee has been constituted to examine the reports of deaths in


clinical trials. The committee has prepared a formula for determining the
quantum of compensation in case of clinical trial related deaths which is
available in CDSCO website.

Banning of drugs: During the year 2013, notifications under Section 26A for
suspension of sale, sale and distribution of Dextropropoxyphene, Analgin,
Fixed dose combination of flupenthixol + Melitracen and Pioglitazone for
human use were issued by the Government of India.

Ban on marketing of cosmetics tested on animals: On the initiative of the


office of DCG(I), the Bureau Indian Standard has amended the Indian standard
(IS 4011:1997Method of Test for Safety Evaluation of Cosmetics) to delete

the tests requiring animals for testing the safety of the cosmetics. It is now
proposed to amend the Drugs and Cosmetics Rules, 1945 also to prohibit the
import as well as manufacture of cosmetics tested on animals.

Indian Pharmacopoeia Commission


The Indian Pharmacopoeia Commission publishes periodically the Indian Pharmacopoeia
(IP), the official and authentic book of standards. Its seventh edition of Indian
Pharmacopoeia i.e. IP 2014 was released on 04/11/2013. The book will come into effect
from 01/01/2014.

9. National AIDS Control Programme (NACO)

246 new Targeted Interventions (TIs) have been established till November 2013 against the
target of 300 new TIs for 2013-14. Opioid Substitution Therapy sites in public health settings
have been expanded in 133 centres. The proposals for second phase of Round 9 of The
Global Fund for MSM and IDU have been approved. Revised migrant strategy for HIV has
been rolled out. Link Worker Scheme was established in 159 districts to reach out to rural
HRGs and their partners and vulnerable groups.

The overall condom distribution in the country has risen from 160 crores pieces in 2006-07
to 300.79 crores pieces in 2011-12. During 2013-14, NACO has distributed 15.3 crore free
condoms by October 2013, against the target of 36 crore. 35.54 crore pieces of condoms have
been distributed through social marketing up to October 2013 by NACO contracted social
marketing organizations against the target of 35 crore pieces for 2013-14.

HIV Counselling and testing services were rapidly scaled up through 4,525 standalone
Integrated Counselling and Testing Centres (ICTCs), 9,018 Facility Integrated ICTC and
1,811 under Public and Private Partnership model. 72.03 lakh general clients and 54.64 lakh
pregnant women were tested till October 2013. 88% HIV positive pregnant women and
babies were provided Nevirapine prophylaxis for Prevention of Parent to Child
Transmission of HIV. 8.77 lakh HIV-TB cross referral cases have been reported from April
November 2013.

The coverage of Sexually Transmitted Infection (STI) services has been scaled up through
1,115 designated STI clinics and 57.8 lakh STI/RTI patients managed as per the national
protocol till October 2013 against the target of 68 lakh for 2013-14.

During 2013-14, 30,76,403 blood units were collected through NACO supported blood banks
up to October, 2013 of which, 83% were through voluntary blood donation.

The third phase of Red Ribbon Express (RRE) (2012-13), covered 162 stations in 23 states
before coming to halt on 12th January, 2013 at Delhi Safdurjung station. In its third phase
RRE reached to about 1.14 crore people. Over 90 thousand persons were counseled for HIV
out of which over 70,000 persons were tested for HIV. STI treatment was provided to over
11,000 persons and about 80,000 persons availed general health check.

As of October 2013, 7,26,275 clinically eligible patients are currently receiving free
ART in Government health facilities.

10. AYUSH

So far, 1951 Primary Health Centres, 264 Community Health Centres, 85 District
Hospitals have been provided grant-in aid for co-location of AYUSH facilities. Similarly,
grant-in aid was also provided for 379 exclusive AYUSH hospitals and 415 AYUSH
dispensaries for upgradation.

In the year 2012-13, Ayurvedic Pharmacopoeia of India (API) Part-II Vol. IV consisting
of 51 monographs on formulations, API Part-I Vol. IX consisting of 45 monographs on
single drugs and API Part-I Vol. X consisting of 21 monographs on mineral & metals
have been finalized. Ayurvedic Formulary of India, Part-III consisting of 350
formulations in different doses form and Hindi edition of API, Part-I, Vol. I was printed.

Aimed at scientific validation of the clinical efficacy and safety of twenty nine (29)
classical Ayurvedic Pharmacopoeial formulations, multicentre clinical trials were
completed in eighteen (18) disease conditions involving fifty four (54) M.D. / PhD (Ay.)
research scholars in eight (08) postgraduate Ayurveda colleges across the country as an
activity under the Ayurveda Clinical Trials (A.C.T.). Collectively, 2560 patients have
been covered in eighteen clinical trials in eight Post Graduate Ayurveda colleges across
the country.

Development and standardization of method of preparation, quality parameters for


Compound formulations and their shelf life studies of 25 Unani formulations completed.
Unani Pharmacopeia of India, Part-II, Vol.-III and National Formulary of Unani
Medicine, Part-II,(Hindi edition)have also been completed.

Final draft of Siddha Pharmacopoeia of India (SPI) Part-I, Vol. III consisting of 66
single Drugs, SPI Part-I, Vol. IV (Mineral & Metals) and English translation of SFI Part
III (Tamil) are in progress.

The Central Council of Indian Medicine (CCIM) had notified three Regulations of
Minimum Standard Requirements for Ayurveda, Unani and Siddha Colleges and
attached Hospitals.

Regulations of Minimum Standards of Education in Indian Medicine for Ayurveda,
Unani and Siddha education.

The Central Council of Indian Medicine (CCIM) had notified the Amendments in
Regulations of Post-Graduate Diploma Course for Ayurveda education

Permissions have been granted under section 13A of the Indian Medicine Central
Council (IMCC) Act, 1970 as follows-

to open one new Ayurveda and one new Unani college to start new BAMS and BUMS
course with 50 seats in each course,

to increase the admission capacity of 60 UG seats & 44 PG seats in the existing 10 Ayurveda
colleges, 10 UG seats in existing 01 Siddha college and 10 UG seats & 02 PG seats in
existing 01 Unani College and
to open new post-graduate courses in 63 Subjects with 299 seats in existing 19 Ayurveda
colleges.

On the basis of recommendations and report of the CCIM and


observations/recommendations of the Hearing Committee as required, the conditional
permission was accorded for the academic session 2013-14 to 213 Ayurveda colleges, 41
Unani colleges and 08 Siddha colleges.

Department of AYUSH had organized National Arogya Fairs at Chandigarh, Lucknow


and Jammu. Such fairs are also planned at Bangalore, Kolkata and Mumbai during the
year 2013-14.

State level Arogya Fairs were organized at Sikkim. Such fairs are also planned at
Arunachal Pradesh, Mizoram, Lakshadeep, Himachal Pradesh and Kerala.

To reach the grass root level, the Department had also organized fairs at smaller places
like Gardhiwal, District Hoshiarpur (Punjab) and Kathua (Jammu).

International Conference on Traditional Medicine for South East Asian


Countries was organized by the Department of AYUSH in collaboration with the WHO
Regional office for South East Asia during 12-14 February, 2013. The Conference has
successfully positioned India Globally in the field of Traditional Medicine. Apart from
the representatives from 11 South East Asian Countries, delegates from Brazil, China,
Cambodia, Japan, Jordan, Kenya, Malaysia, Mali, Mongolia, UK and USA also

participated in the Conference. The Delhi Declaration on Traditional Medicine for


the South East Asian Countries was adopted on 13-2-2013.

An MoU was signed between the Government of Hungary and Government of India on
cooperation in the field of Traditional Systems of Medicine during the visit of Hungarian
Prime Minister to India on 17 October, 2013 at New Delhi. Signing of MoUs are in
pipeline with Serbia, Sri Lanka and Nepal.

Information Cells for disseminating authentic information of AYUSH were set up at


Hungary, Indonesia, Cuba; Proposal for setting up of Information Cells in Mauritius and
Russia are in pipeline.

Central Sector Scheme for "Conservation, Development and Sustainable


Management of Medicinal Plants" :
Under this scheme, Rs.363.16 lakhs has been released for livelihood generation through
Joint Forest Management Committees (JFMCs), Rs.2525.79 lakhs for setting up of
Medicinal Plants Conservation Areas (MPCAs) and Resource Augmentation of
medicinal plants in forest areas covering 5310.63 hectares; Rs.487.98 lakhs for IEC and
establishment of Herbal Gardens; Rs.174.07 lakhs for Research & Development of
medicinal plants and Rs.114.85 lakhs for supporting the State Medicinal Plants Boards
(SMPBs), to different states.

Centrally Sponsored Scheme of "National Mission on Medicinal Plants":


Under this scheme, Rs.3154.64 lakhs has been released to different states for supporting
cultivation of medicinal plants over 19045.35 hectares of land, establishment of 51
nurseries and Post-Harvest Management infrastructure.

Development of identity and quality standards of 1037 Ayurveda, Siddha and Unani
(ASU) and 99 Homoeopathic drugs was done, including quality testing of 1903 ASU and
55 Homoeopathic samples during 2010 to 2013 (till November 2013).

It is proposed to establish an All India Institute of Unani Medicines at


Ghaziabad.

11. INTERNATIONAL PRESENCE


India hosted the 2nd BRICS Health Ministers Meeting (HMM) during 10th -11th January, 2013
at New Delhi. During the BRICS Health Ministers Meeting, the Action Plans in respect of
the five thematic areas, as below, were finalized and adopted
a.

Strengthening Health Surveillance System;

b.

Strategic Health Technologies, with a focus on Communicable and Noncommunicable Disease

c.

Medical Technologies

d. Drug Discovery and Development


e.

Reducing NCD Risk factors, prevention and health promotion and Universal
Health Coverage.

The BRICS Health Ministers also adopted the Delhi Communique calling for increased
collaboration amongst BRICS countries in the sphere of health and for renewed efforts
to combat the threats posed by various diseases.
India hosted the 1st South Asian Autism Network (SAAN) Conference on 11th February, 2013
at New Delhi. Issues associated with autism and developmental disorders were discussed
during the meeting with a view to formulating an action plan for the future.
A delegation from Ministry of Health & Family Welfare led by Shri Ghulam Nabi Azad,
Minister of Health & Family Welfare attended the 66th session of World Health Assembly
(WHA) of WHO held in May, 2013 at Geneva. The 66th WHA, inter-alia, discussed the
agenda items, namely, WHO reforms, Programme and Budget matters, non-communicable
diseases, Promoting Health through the Life Course, Preparedness, Surveillance and
Response, Communicable Diseases & Health Systems and the resolutions were adopted on
some of the agenda items.
India hosted the Regional Meeting on implementation of the WHO Framework Convention on
Tobacco Control (WHO-FCTC) during 23rd 26th July, 2013 at New Delhi. The focus of
the WHO-FCTC Regional Meeting are on regional achievements and challenges, based on
implementation experience of the parties and International Development Partners, such as,
the UNDP, UNCTAD, UN WOMEN and also the Civil Society organizations active in the
Region, like the World Lung Foundation.
India hosted the 31st WHO South East Asia Region (WHO SEAR) Health Ministers
Meeting on 10th September, 2013 at New Delhi. Important agenda items on Health issues
concerning SEAR countries were discussed during the meeting. New Delhi declaration on
high blood pressure was also discussed.
Dr. Poonam Khetrapal Singh of India was nominated to the post of Regional Director, WHOSEARO in the election held on 12th September, 2013 during the 66th Session of the Regional
Committee Meeting of WHO South East Asia Region (WHO SEAR) hosted by SEARO
Headquarter at New Delhi. India has not held this position since 1967.
Minister of Health & Family Welfare, Shri Ghulam Nabi Azad led a High Level Delegation to
participate in the PPD Finance & Program Committee Meeting; Partner Country
Coordination (PCC) Meeting; Inter-Ministerial Conference on South-South Cooperation in
the post ICPD & MDGs; 23rd Executive Committee (EXCO) Meeting of PPD; 18th Annual
Board Meeting of PPD and bilateral meeting with the Health Ministry of China during 20th
25th October, 2013 at Beijing, China.
4th meeting of the South Asian Association for Regional Cooperation (SAARC) Technical
Committee on Health and Population Activities was hosted by India for two days in New
Delhi on 9th and 10th October, 2013. Important agenda items on health issues concerning

SAARC countries, including those relating to TB and HIV & AIDS were discussed during the
meeting.
Shri Ghulam Nabi Azad led a High Level Delegation to participate in the 3rd BRICS Health
Ministers Meeting (HMM) hosted by the South Africa at Cape Town on 06th and 07th
November, 2013. During the meeting the Health Ministers discussed the progress on action
plans on the 5 thematic areas agreed during the 2nd BRICS HMM held during January
10&11, 2013 in New Delhi and adopted the Cape Town communiqu, including adaptation of
BRICS Framework for collaboration on Strategic Projects in Health. Statements highlighting
the possible collaboration were made by the Health Ministers. Shri Ghulam Nabi Azad made
a statement highlighting our initiatives in the areas of management of Non-Communicable
Diseases, Medical Education, Pharmaceutical Sector, traditional medicines, Health Research
and in the management of communicable disease like HIV, TB and Malaria.
India has signed bilateral Memorandum of Understanding (MoU) on cooperation in the field of
healthcare and medicine with the Governments of Bangladesh, United Kingdom, Yemen and
Indonesia on 12th February, 2013, 19th May, 2013, 09th June, 2013 and 11th October, 2013
respectively.

Withdraw the Notice for the Proposed Strike.

The Union Minister for Labour & Employment Shri Mallikarjun Kharge and the Minister of
State for Labour & Employment Shri K.Suresh met the representatives of eleven major
Central Trade Unions on 13th February, 2013 in New Delhi to discuss the proposed
country-wide General Strike on the 20th and 21st February, 2013. Senior officers of
various Ministries also attended the meeting.

Government Initiatives on proposed Strike by the Central Trade Unions

As directed by the Prime Minister, senior Ministers in the Union Cabinet Shri A.K.
Antony, Defence Minister, Shri Sharad Pawar, Minister for Agriculture and Shri Mallikarjun
Kharge, Minister for Labour & Employment held a round of discussions with the
representatives of the Central Trade Unions on the evening of 18th February to convey
the serious intent of the Government to resolve the various issues raised in their charter
of demands.

Departmentally Related Standing Committee on Labour Invited Suggestions on


The Child Labour (Prohibition And Regulation) Amendment Bill-2012

Honble Speaker, Lok Sabha has referred The Child Labour (Prohibition Regulation)
Amendment Bill, 2012 as introduced in Rajya Sabha to the Standing Committee on
Labour for examination and Report. Considering the wide implication of the proposed
amendments and the deeper concern for rehabilitation, welfare and security of child
labour, the Standing Committee Labour under the Chairmanship of Shri Dara Singh
Chauhan, MP decided on 15th March,2013 to invite suggestions/comments/views from the
public in general and from individuals/NGOs/Experts/Stakeholders and Institutions in
particular. The memoranda/suggestions submitted to the Committee would form the
records of the Committee and would be treated confidential and privileges of the
Committee. Those who wished to appear before the Committee, besides submitted
memoranda, were requested to specifically indicate so. However, the Committee decision
in this regard remained final.

Second SAARC Regional Workshop on Child Labour

The 2nd SAARC Regional Workshop on Child Labour began on May 29 th, 2013 in New
Delhi to chalk out and promote comprehensive and gender-sensitive approaches to
understanding and responding to child labour; showcasing strategies and initiatives that
have promoted learning and action to ending child labour and protecting adolescents at
work; and fostering cooperation through the SAARC mechanisms and partnerships on the
issue. The 03 day long workshop for SAARC Member countries was jointly organized by
the Ministry of Labour and Employment, Government of India and V.V. Giri National
Labour Institute in collaboration with the International Labour Organization.

Extension of Rashtriya Swasthya Bima Yojana to other occupational groups

The Union Cabinet approved the extension of the Rashtriya Swasthya Bima Yojana (RSBY)
to rikshaw pullers, rag pickers, mine workers, sanitation workers and auto rickshaw
drivers and taxi drivers on 04 June, 2013 . The total number of unorganized workers
estimated to be covered in these categories was supposed to be as under:
i. Rickshaw drivers/pullers 13.68 lakh
ii. Rag pickers
11.63 lakh
iii. Mine workers 17.79 lakh
iv. Sanitation workers 10.08 lakh
v. Auto rickshaw drivers/taxi drivers 35.39 lakh
The total financial implications for extension of RSBY to rikshaw pullers, rag pickers, mine
workers,sanitation workers and auto rickshaw drivers and taxi drivers, would be around
Rs.210 crore approximately for the year 2013-14 and Rs.419.89 crore from the year
2014-15 onwards. The exact amount will be determined on the basis of persons identified
and registered under these categories during each preceding year and actual premium
rates.
The projected benefit would facilitates health insurance cover to rickshaw pullers, rag
pickers, mine workers, sanitation workers and auto rickshaw drivers and taxi drivers.
RSBY is being implemented in 28 States/Union Territories. The target for the year 2013-14
is to cover 3.60 crore Below Poverty Line (BPL) families.

India strongly
put forth the interests of developing countries in their important policy speeches. Poverty
alleviation and attainment of Millennium Development Goals still remain a priority for
developing and low income countries. In the Sustainable Development Committee India
will strongly advocate its stand that all three pillars of sustainable development
economic, social and environmental should be given equal importance. Green economy
and green jobs are not an end in itself but one of the means of attaining the over-arching
goal of sustainable development. India along with other developing countries follows the
principle of CBDR (Common But Differentiated Responsibilities) in the area of
environmental issues i.e. the developed countries should share a bigger responsibility as
compared to the developing countries.

EPFO Employees Contribute Rs. One Crore to Uttrakhand Calamity

Union Labour & Employment Minister Shri Sis Ram Ola flagged off the material, collected
by the employees and officers of the Employees Provident Fund Organisation. The seven
trucks loaded with relief materials flagged off on the occasion carrying rice, atta, pulses,
refined oil, sugar, potatoes, clothes, shoes and other materials to provide relief to the
victims of natural calamity in Uttrakhand on 2nd July, 2013. The officers and staff of
Organisation also presented a Cheque of Rs.1 crore to the Minister on the occasion, for
sending it further to the Chief Minister, Uttrakhand.

Revised Online Transfer Claim Form For EPFO Released

Union Labour & Employment Minister Shri Sis Ram Ola today released Revised
Transfer Claim form for EPFO beneficiaries marking this as first step towards
launch of online Transfer Claim facilities 0n 4th July, 2013. 2013. The revised form
have the following salient features:
The form will be called Transfer Claim Form instead of Form 13 for easy
comprehension by the beneficiaries.
The form can be presented after verification, either through the present
employer or previous employer. Earlier the form could be submitted after
verification only through the present employer.
This form can be submitted online as well as in physical form. The facility of
online submission of this form will be given shortly after process of collecting the
digital signature of the employer is completed.
The facility to file physical form shall continue to cater to the needs of working
class who do not have internet access.
Employee will be allowed to submit their applications online, if their employer is
having registered digital signature.
Online submission of form will introduce paperless process for claim settlement.
Every beneficiary will be informed through SMS and e-mail about the stage of
process of the claim to make the entire process transparent and accountable.
After introduction of online claim settlement, endeavour will be made to
substantially reduce the assured time of settlement of transfer claim which
presently is 30 days.

Software for Updation of Annual Accounts of EPF Members Launched

Chairman, Central Board of Trustees, Employees Provident Fund & Union Minister for
Labour & Employment, Shri Sis Ram today launched a new software for Updation Of
Annual Accounts of EPF Members on 04th September, 2013 The new software Updation
of Annual Accounts (Interest Processing and Approval) will be after office hours and
hence smooth functioning of the office during office hours. However, the timing may be
adjusted according to office convenience.
The time consumption of DA-Accounts and APFC-Accounts for Updation of Annual
Accounts with the System will reduce significantly thereby contributing improvement in
overall productivity

Several Key Decisions Taken by:Ministry of Housing & Poverty Alleviation During 2013 for Improvement
of Infrastructure & Basic Services to Poor

The Ministry of Housing & Poverty Alleviation has taken several important policy
decision during the year 2013 for the improvement of infrastructure and basic services to the
poor residing in cities and towns of India. The details are as follows:

1. Real Estate (Regulation and Development) Bill, 2013,


During the year under review, the Real Estate (Regulation and Development) Bill was
introduced in the Rajya Sabha. Soon after its introduction, the Bill was referred to the
Parliamentary Standing Committee on Urban Development for review and making suggestions.
The Real Estate (Regulation and Development) Bill, 2013 provides for a uniform regulatory
environment, to protect consumer interests, help speedy adjudication of disputes and ensure
orderly growth of the real estate sector and has been much awaited by all aspiring home buyers.
The Bill is a pioneering initiative to protect the interest of consumers, to promote fair play in real
estate transactions and to ensure timely execution of projects.
The Bill contains elaborate provisions to bring in the much needed transparency in real estate
dealings through provisions for registration of real estate projects and real estate agents with the
Real Estate Regulatory Authority; functions and duties of promoters and agents; rights and duties
of allottees etc., The Bill once enacted will lead to establishment of Real Estate Regulatory
Authority and Real Estate Appellate Tribunal in every State for registration of all real estate
projects and for speedier dispute resolution. Stringent penalties have been sought to be imposed
on habitual offenders. This it is believed will act as a deterrent for those few erring builders who
bring bad name to the developer community at large.
Currently, the real estate and housing sector is largely unregulated and opaque, with
consumers often unable to procure complete information, or enforce accountability against
builders and developers in the absence of effective regulation. The Bill is expected to ensure
greater accountability towards consumers, and to significantly reduce frauds and delays. The Bill
aims at restoring confidence of the general public in the real estate sector; by instituting
transparency and accountability in real estate and housing transactions which in turn will enable
the sector to access capital and financial markets essential for its long term growth.

The Bill is also expected to promote regulated and orderly growth through efficiency,
professionalism and standardization. It seeks to ensure consumer protection, without adding
another stage in the procedure for sanctions.

Street Vendors (Protection of Livelihood and Regulation of Street Vending) Bill,


2013 :

The Bill provides for protection of livelihoods rights, social security of street vendors,
regulation of urban street vending in the country and for matters connected therewith or
incidental thereto. The proposed Bill provides for a survey of existing street vendors. The
manner of identification of street vendors will be specified in the scheme made by the concerned
State/UT Governments as per provisions of the proposed Bill . During the year, the Bill was
passed by the Lok Sabha and is pending for consideration in the Rajya Sabha.

3. Rajiv Awas Yojana Scheme Launched :

With a vision to move towards a Slum Free India, Rajiv Awas Yojana ( RAY) was
launched as a Centrally Sponsored Scheme (CSS), and to be implemented in Mission mode
during 2013-2022. RAY will adopt a two pronged approach of bringing all existing slums
within the formal system and enabling them to avail the basic amenities that is available for
the rest of the city and Redressing the failures of the formal system that lie behind the
creation of slums by planning for affordable housing stock for the urban poor and initiating
crucial policy changes required for facilitating the same.
In the implementation phase, RAY will cover all towns, cities and urban
agglomerations in the country. The selection of which will be made by the States in
consultation with the Centre giving priority to District headquarters, cities of religious,
heritage and tourist importance with due consideration to the criterion of pace of growth of
the city, of slums within the city and predominance of Scheduled Caste, Scheduled Tribe and
minority population and other weaker and vulnerable section of the society.
The Government of India would fund 50%, 75% and 80% of the project cost for
towns, cities and urban agglomerations with Population more than 5 lakhs, less than 5 lakhs
and those in North- Eastern Region and special category States of Jammu & Kashmir,
Himachal Pradesh & Uttarakhand, respectively.
4. Affordable Housing in Partnership Scheme (AHP):

The AHP has been dovetailed with RAY with an aim to increase affordable housing
stock. The Scheme which was earlier launched in 2009 in pursuance of the National Urban

Housing and Habitat Policy 2007 to promote the agenda of Affordable Housing for All was
redesigned following the recommendations of the Task Force on Affordable Housing
constituted by the Ministry of Housing and Urban Poverty Alleviation in 2011.
The modified Scheme will provide a subsidy of Rs. 75,000 per Economically Weaker
Section (EWS) or Low Income Group (LIG) Dwelling Units of size 21-40 sqm. for housing
and internal development components in affordable housing projects taken up under various
kinds
of
partnerships.
The projects would have a minimum size of 250 affordable dwelling units (DUs) with
a mix of EWS, LIG, Middle Income Group and Higher Income Groups along with
Commercial space of which at least 60 percent of the Floor Space Index is to be reserved for
dwelling units of Carpet Area of not more than 60 sq. mts. The project shall also mandatorily
reserve 35 percent of the total number of dwelling units for EWS category (21-27 sqm.).The
Scheme will apply to all towns, cities and urban agglomerations, mainly to the cities covered
under Rajiv Awas Yojana.

5. Rajiv Rinn Yojana (RRY):


Under the Scheme , an interest subsidy of 5% (500 Basis Points) on loans will be
granted to EWS and LIG categories to construct their houses or extend the existing ones. The
Loan upper limit would be Rs 5 lakh for EWS and 8 lakh for LIG; with the interest subsidy
however limited to the loan amount of Rs 5lakh, The loan duration of 15 years would be
normally entertained. One million beneficiaries are proposed to be covered under the
Scheme during the 12th Plan period 2012-17, involving a total outlay of Rs 3580 crore. The
outflow in the subsequent three 5-year Plans would be in the order of Rs 8093 crore, Rs 4878
crore
and
Rs
1055
crore
respectively.
6. National Urban Livelihoods Mission (NULM):

During the year under review, the Government also approved the restructuring of the
centrally sponsored Scheme of Swarna Jayanti Shahari Rozgar Yojana (SJSRY) in the 12th
Plan as the National Urban Livelihoods Mission (NULM) with an allocation of
approximately
Rs.
6,405crore.
The NULM will be implemented in two phases: Phase I (2013-2017) and Phase II
(2017-2022). In phase I, NULM will target all cities with a population of 100,000 or more
and district headquarter towns with a population of less than 100,000 as per Census of India
2011. The Mission of NULM is to reduce poverty and vulnerability of the urban poor
households by enabling them access to gainful self-employment and skilled wage
employment opportunities, resulting in an appreciable improvement in their livelihoods on a
sustainable basis, through building strong grassroots level institutions of the poor.

The mission would also aim at providing shelter equipped with essential services to
the urban homeless in a phased manner. In addition, the Mission would also address
livelihood concerns of the urban street vendors by facilitating access to suitable spaces,
institutional credit, social security and skills for accessing emerging market opportunities.

LOKPAL AND LOKAYUKTAS BILL PASSED BY PARLIAMENT


AWARENESS ABOUT GOOD GOVERNANCE INITIATIVES
SIMPLIFICATION OF PROCEDURE FOR PAYMENT OF FAMILY PENSION

During the year 2013, passing of the Lokpal and Lokayuktas Bill, 2011
release of documentary films on good governance initiatives, guidelines for suo
motu disclosure, launching of internship scheme and simplification of procedure
for payment of family pension were some of the important highlights of the
Ministry of Personnel, Public Grievances & Pension.

Lokpal and Lokayuktas Bill

The historic Lokpal and Lokayuktas Bill, 2011 passed by Parliament


(December 17, 2013 in Rajya Sabha and December 18, 2013 in Lok Sabha) paves
the way for setting up of the institution of Lokpal at the Centre and Lokayuktas
in States by law enacted by the respective State Legislatures within one year of
coming into force of the Act. The new law provides for a mechanism for dealing
with complaints of corruption against public functionaries, including those in high
places.

Salient Features of the Bill

The Bill as passed by Parliament provided broadly for the following:


(a)
Establishment of the institution of Lokpal at the Centre and
Lokayuktas at the level of the States, thus providing a uniform vigilance
and anti-corruption road-map for the nation, both at the Centre and the
States.
(b)

The Lokpal to consist of a Chairperson and a maximum of eight


Members, of which fifty percent shall be judicial Members. Fifty per
cent of members of Lokpal shall be from amongst SC, ST, OBCs,
Minorities and Women.

(c)

The selection of Chairperson and Members of Lokpal shall be


through a Selection Committee consisting of

(d)

Prime Minister;
Speaker of Lok Sabha;
Leader of Opposition in the Lok Sabha;
Chief Justice of India or a sitting Supreme Court Judge nominated
by CJI;
An eminent jurist to be nominated by the President of India

A Search Committee will assist the Selection Committee in the


process of selection. Fifty per cent of members of the Search
Committee shall also be from amongst SC, ST, OBCs, Minorities and
Women.

(e)
Prime Minister was brought under the purview of the Lokpal with
subject matter exclusions and specific process for handling complaints against
the Prime Minister.
(f)
Lokpals jurisdiction will cover all categories of public servants
including Group A, B, C & D officers and employees of Government.
On complaints referred to CVC by Lokpal, CVC will send its report of
Preliminary enquiry in respect of Group A and B officers back to Lokpal
for further decision. With respect to Group C and D employees, CVC will
proceed further in exercise of its own powers under the CVC Act subject to
reporting and review by Lokpal.
(g)
All entities receiving donations from foreign source in the context of
the Foreign Contribution Regulation Act (FCRA) in excess of Rs. 10 lakhs per
year are brought under the jurisdiction of Lokpal.
(h)
Lokpal will have power of superintendence and direction over any
investigation agency including CBI for cases referred to them by Lokpal.

(i)
A high powered Committee chaired by the Prime Minister will
recommend selection of the Director, CBI.
(j)
Attachment and confiscation of property of public servants acquired by
corrupt means, even while prosecution is pending.
(k)

Clear time lines for:-

Preliminary enquiry three months extendable by three months.


Investigation six months which may be extended by six months at a time.
Trial one year extendable by one year and, to achieve this, special courts to
be set up.
(l)

Enhancement of maximum punishment under the Prevention of


Corruption Act from seven years to 10 years.
The minimum
punishment under sections 7, 8, 9 and 12 of the Prevention of
Corruption Act will now be three years and the minimum
punishment under section 15 (punishment for attempt) will now be
two years.

Guidelines for Suo Motu Disclosure by Central Government Ministries/Departments:

Government issued guidelines for suo motu disclosure by Central


Government Ministries/Departments and Public Authorities there under. These
guidelines are based on the recommendation of the Task Force set up by the
Government for strengthening compliance with provisions for suo motu
(proactive) disclosure as given in Section 4 of the RTI Act, 2005.

The following points:-

a) Suo motu disclosure of more items under Section 4 This includes detailed guidelines on
proactive disclosure of information related to procurement, public private partnerships,
transfer policy and transfer orders, RTI applications received and their responses, CAG and
PAC paras, citizens charter and Discretionary and Non discretionary grants.
b) Guidelines for digital publication of proactive disclosure to ensure that the Government
websites disclosure is complete, easily accessible, technology and platform neutral and user
friendly.

c) Detailing of few sub-clauses of Section 4 (1)(b) of the RTI Act regarding publishing of
information by the public authority viz the procedure followed in the decision making
process, norms set by the public authority for the discharge of its functions, the budget
allocated to each of its agency and details in respect of information, available to or held by
it, reduced in an electronic form.

Release of Documentary films on Good Governance Initiatives:

Union Minister of State for Personnel, Public Grievances & Pensions and PMO Shri
V. Narayanasamy and Minister of Information & Broadcasting Shri Manish Tewari released
seven documentary films on good governance initiatives. Six films have been produced by
the Department of Administrative Reforms and Public Grievances and one by the Department
of Pensions and Pensioners Welfare with an objective to promote good governance initiatives
in the country.

The Department of Administrative Reforms & Public Grievances has been documenting
and disseminating best practices of the Central and State Governments through various
modes of communication such as documentary films, books, workshops and Conferences
with an objective to promote the successful initiatives and facilitate their replication
elsewhere in the country.
The documentary films are meant for diverse audiences such as probationers & other
officers in national academies and State training institutes; delegates in conferences, seminars
and meetings at Central, State, District, Panchayat levels; and for telecast on national network
of Doordarshan or other television channels for general public.

Simplification of Procedure for Payment of Family Pension:

The Government has decided that an employee/pensioner/family pensioner may at


anytime make a request to the Appointing Authority for advance approval to the grant of
family pension for life to a permanently disabled child/sibling or dependent parents. On the
basis of this approval, authorisation shall be made in the original Pension Payment Order
(PPO) at the time of retirement or by issuing a revised authority. The permanently disabled
child/sibling/ dependent parents will receive family pension at the appropriate time, i.e., after
the death of employee/pensioner and/or after the death/ineligibility of any other member in

the family who was eligible to receive family pension prior to the disabled
child/sibling/dependent parents.

Where there are other eligible prior claimants to family pension, the names of disabled
child/children/dependent parents/permanently disabled sibling will be added to the PPO
issued to the preceding eligible family pensioner. Family pension to these permanently
disabled child/children/siblings/dependent parents will be payable after the death/ineligibility
of the prior claimant, as the case maybe.

Grant of Family Pension to the family of missing employee/pensioner

Family pension is payable to the family of a Government employee or pensioner after


his death. Difficulties in payment arise when a Government Servant or pensioner goes
missing. Clarificatory instructions were issued by the Central Government for payment of
benefits in such cases. According to these instructions, the family must lodge a report with
the concerned police station and obtain a report from the police, that the employee or
pensioner or family pensioner has not been traced despite all efforts made by them. The
report may be a First Information Report or any other report such as a Daily Diary or General
Diary Entry.

The family can apply for the grant of family pension, amount of salary due, leave
encashment due and the amount of GPF and gratuity (whatever has not already been
received) to the Head of Office of the organisation where the employee or pensioner had last
served, six months after lodging of police report. The amount of salary due, leave
encashment due and the amount of GPF will be paid to the family in the first instance as per
the nominations made by the employee or pensioner on filling of a police report and
submission of an indemnity bond.

DoPT Launched Internship Scheme, 2013 from September 01

The Department of Personnel and Training, Government of India initiated an


Internship Scheme from September 01, 2013 to engage Indian Nationals, who are
Graduate /Post Graduate or Research Students enrolled in reputed University/Institution
within India or abroad and preferably specializing in HR and associated subjects in Public

Policy and Public Administration, as Interns. These interns would be expected to


supplement the process of policy analysis within the Department through desirable empirical
collection and collation of in-house and other information. The exposure for the interns to
the functioning of the Indian Government may be an add-on in furthering their own career
goals in the Non Profit Organisation (NPO) Sector or International Organizations. The
internship shall be for a minimum period of 2 months but shall not exceed 6 months in
individual cases.

The DoPT identified ten topics for the Interns. The topics are: Analysis of cases
disposed of by Central Administrative Tribunal; Collection of Data on Reservation from
Ministries and its analysis; Issues relating to Anti-Corruption Law; Issues relating to
punishment of Government employees for unethical behavior; Exit policies for inefficient
public servants; Best HR practices; Service Conditions; Expectations of Persons with
Disabilities employees; Impact evaluation of Mid-Career Training Program of Central
Secretariat Service (CSS) Central Secretariat Stenographers Service (CSSS) and Revising
methodology of training program.

Eighth Annual Convention of Central Information Commission:


The two day 8th Annual Convention of Central Information Commission was held
at New Delhi and inaugurated by the President of India. Shri Ramachandra
Guha, noted historian and columnist delivered the keynote address on
Democracy in India: Mid-life Crisis. This year the theme of the convention was
Eight years of RTI: A Retrospective.
The two day convention had three technical sessions on RTI and inclusive
growth, RTI-an anti-corruption tool and Media and RTI with eminent panellists
taking part in these sessions.
The participants included the Information
Commissioners of both the Central and State Information Commissions and many
RTI and civil society activists, information officers and media personnel took
lively interest in all the panel discussions and engaged the panellists in
extremely interesting discussions.

Certificate of Excellence to the meritorious employees of Department of


Personnel &Training
Shri V.Narayanasamy, Minister of State for Personnel, Public Grievances
and Pensions presented Certificate of Excellence to thirty three employees of
the Department of Personnel and Training for their services during the year 201213 in New Delhi.
Recognition of meritorious performance of Government

employees is a critical management tool to encourage such employees and also


to motivate all the employees to emulate their example.
Department of Personnel & Training has, for the first time, introduced a new
nonmonetary incentive scheme from this year in the form of award of
Certificate of Excellence to recognize the contribution of its meritorious
employees of the level of Multi Tasking Staff to Under Secretary. This certificate
recognizes the dedication to work, excellence in performance and outcome
achieved during the year 20122013.

SECURITY RELATED ISSUES IN LWE AFFECTED STATES DISCUSSED


ENACTMENT OF LAW TO PROVIDE SPEEDY JUSTICE AND ENHANCED
PUNISHMENT FOR CRIMINALS IN SEXUAL ASSAULT CASES
QUICK REHABILITATION AND RELIEF TO VICTIMS OF UTTARAKHAND
DISASTER AND CYCLONES IN ODISHA AND ANDHRA PRADESH
SPECIAL EMPHASIS ON MODERNISATION OF STATE POLICE FORCES

During the year 2013, the Ministry of Home Affairs dealt with the challenges of
security, law and order, disaster management, police modernisation and border management
among other issues. Important consultation meetings with the Chief Ministers, DGPs of
States/UTs on law and order and naxalities management were also held. The Criminal Law
(Amendment) Act, 2013, launch of Crime and Criminal Tracking Network & Systems
(CCTNS), Strengthening of Unlawful activities (Prevention) Act, 1967 were other highlights
during the year.
The Conference of Chief Ministers was held in Vigyan Bhawan, New Delhi on April 15,2013
to discuss the recommendations contained in the 5th report of 2nd Administrative Reforms
Commission. During the Chief Ministers Conference on June 5, 2013, the Union Home
Minister Shri Sushilkumar Shinde had a separate meeting with the Chief Ministers of Andhra
Pradesh, Bihar, Chattisgarh, Orissa, Maharashtra, Finance Minister of West Bengal and the
Governor of Jharkhand on security related issues in Left Wing Extremism (LWE) affected
states.
The Special Industry Initiatives UDAAN in J&K was also taken up during the year. On
the bilateral and multi-lateral areas, revised travel arrangements between India and
Bangladesh, 33rd Asia and Pacific Conference of Correctional Administrators (APCCA) and
bilateral discussions with the Homeland Security Department of US in Washington and at
New Delhi were other highlights during the year.

Strengthening of Unlawful Activities (Prevention) Act, 1967


The Unlawful Activities (Prevention) Amendment Act, 2012 as passed by the Parliament has
come into force from February 01,2013. The Act enlarges the ambit of the Terrorist Act by
incorporating threats/dangers to the economic security of the country and the monetary
stability of India by way of production, smuggling or circulation of high quality counterfeit
Indian paper currency. The law increases the period of declaration of an association as
unlawful from two years to five years, criminalizes high quality counterfeiting and includes
within its scope offences by companies, societies or trusts and provides for punishment to
them.
The Criminal Law (Amendment) Act, 2013:
A Committee headed by Justice J. S. Verma, former Chief Justice of Supreme Court was set
up on 23rd December, 2012 to give recommendations on amending laws to provide for
speedy justice and enhanced punishment for criminals in sexual assault cases. The
Justice Verma Committee in its Report submitted on the 23rd January 2013, agreed to most of
the provisions of the Criminal Law (Amendment) Bill, 2012. Government wanted to amend
criminal laws affecting women immediately and since the Parliament was not in session, the
Criminal Law (amendment) Ordinance, 2013 was promulgated on 03.02.2013. In the Budget
Session, the Criminal Law [Amendment] Bill, 2013 was passed by the Lok Sabha on
19th March, 2013 and by the Rajya Sabha on 21st March, 2013. The President of India has
accorded his assent to the Bill on 2nd April, 2013.
Substantive amendments in IPC, Cr. P. C and Indian Evidence Act have been made to
effectively deal with the crime against women. Sentence of death has been provided as
punishment in case of rape followed by death or vegetative state of the victim. For the first
time acid attack, human trafficking, voyeurism, stalking etc. have been included as a specific
offence and severe punishment has been prescribed. Non- treatment of victims of rape and
acid attack by the hospitals (Government/ Private) has been made punishable. The
police has been made accountable and disobeying of any directions of law (like not recording
of FIR) has been made punishable. Adequate provisions have been made to protect the
women victim from harassment and humiliation during investigation and trial.

Internal Security
Terrorist activities in the hinterland continue to remain a threat. There have been
three incidents of bomb blasts:- first in Hyderabad in which 17 persons died, the second in
Bengaluru in which there was no casualty and the third in Bodh Gaya in which no casualty
was reported. The MHA has agreed to the request of the Bihar Government for handing over
the security of Bodh Gaya Complex to CISF. In some of these incidents, the Investigating
Agencies have been able to identify and arrest the persons responsible and in other cases the
investigations are on. The Government is committed for safety and security of its citizens
and in this regard the arrest of Yasin Bhatkal, Tunda, Haddi and solving of recent blasts
cases proves this resolve.

Uttarakhand Disaster of June 2013


The State of Uttarakhand witnessed a severe disaster due to heavy rainfall, cloudbursts and
landslides on 16-17th June, 2013. All the 13 districts of Uttarakhand were affected. The
disaster was so massive that 580 people lost their lives, while 4473 people were
injured. Besides over 5526 people are missing. . In a massive rescue operation
1,10,000 persons were rescued. Rs. 145 crore from State Disaster Response Fund
(SDRF) were released to the State Government on 20th June 2013. In addition, Rs.
250 crore on an on account basis were released from the National Disaster Response Fund
(NDRF) to the State on 19th July 2013. Prime Minister announced an ex-gratia amount of
Rs.2.00 lakh to the next of kin of the deceased and Rs.50,000/ each to injured persons from
Prime Minister Relief Fund.

Modernisation of State Police Forces


The Scheme for Modernization of State Police Forces (MPF Scheme) has been extended for a
further period of five years with effect from the financial year 2012-13 to 2016-17, with
funding partly under Non-Plan and partly under Plan. The items required by the State Police
under mobility, weapons, equipment, training equipment, forensic equipment are funded
under Non-Plan. The construction/upgradation of police stations/outposts, police lines,
police housing, forensic science laboratories and training infrastructure, construction of
buildings are funded under Plan budget.
Under the Scheme, an allocation of Rs. 8195.53 crore has been approved under Non-Plan and
Rs.3750.87 crore under Plan during the XII Plan period (2012-13 2016-17). In the current
year, outlay for MPF Scheme is Rs.750 crore under Non-Plan and Rs.1097 crore under Plan.
Mega City Policing in six cities namely, Ahmedabad, Mumbai, Chennai,
Hyderabad, Kolkata and Bengaluru has been approved as a sub-set under Non-Plan
component of MPF Scheme.

Crime and Criminal Tracking Network & Systems


Crime and Criminal Tracking Network & Systems (CCTNS), Mission Mode Scheme was
approved in 2009 with a provision of Rs 2000 Crores as a 100 % Centrally Sponsored
Scheme to be implemented during 2009-2012. This has now been extended up to 31st March,
2015. A Pilot launch of CCTNS was launched on 4th January, 2013 which earmarked
connectivity of nearly 2000 CCTNS locations in 25 States/Uts. The implementation of the
project has picked up and contracts with System Integrators have been signed in different
States/Uts.

Special Industry Initiative (SII) for J&K UDAAN


The Ministry of Home Affairs have launched a Scheme Special Industry Initiative for Jammu
& Kashmir known as UDAAN, in the nature of partnership between the corporate of India

and Ministry of Home Affairs. The scheme is being implemented by the National Skill
Development Corporation (NSDC). About 35 leading corporate have partnered with NSDC
to train more than 54,000 youth from the State over the next five years. UDAAN partners
include leading PSUs such as NTPC, BHEL, BSNL, ONGC, HAL and Canara Bank and
private organizations such as Wipro, TCS, HCL Technologies, Infosys, Bajaj Allianz, CMC,
Cognizant, Yes Bank, Future Learning, IL &FS, CII,
Edusports, Religare, Accenture, Tata Motors, etc.

Revised Travel Arrangements between India and Bangladesh


In order to liberalize the existing Visa Regime between India and Bangladesh and with a
view to removing certain difficulties faced by the nationals of either country in obtaining
visa, the Revised Travel Arrangements (RTA) between India and Bangladesh was signed at
Dhaka on 28th January, 2013. The Visa free regime has been agreed on reciprocal basis for
holders of Diplomatic and Official Passports for a period up to 45 days of stay. Grant of
double entry visa valid for a maximum period of three months can be granted to Bangladeshi
nationals applying visa for third countries, whose representative Missions are concurrently
accredited to Bangladesh from India. It also provides for medical visa, long term multiple
employment visa and multiple entry student visa etc. Necessary Circular amending the
provisions in the Visa Manual to incorporate the provisions of the new RTA was issued on
12th February, 2013.

33rd Asia and Pacific Conference of Correctional Administrators (APCCA)

The 33rd Asia and Pacific Conference of Correctional Administrators (APCCA) was held
from 22-27th September, 2013 in New Delhi. Delegates from 23 member countries and the
representatives from States/Uts participated in the Conference. The major theme of the
Conference was to exchange views on challenges and initiatives in Prison Administration,
induction of organisational culture, meeting the challenges posed by high risk offenders,
alternatives to imprisonment etc. The delegates also visited the Tihar Prison on Sept.23, 2013.
The deliberations resulted in a number of useful suggestions and ideas which will be further
crystallised in next APCCA Conference to be held in Canada in 2014.

Year End Review-2013

Cities have now become the engines of growth. The story of


future growth of the country will be written in urban areas. In such a scenario, the cities will
have to undergo a major makeover. Urban planning, urban renewal and urban development
assume unparalleled significance in this context.
It was towards this end that a massive programme of urban renewal, Jawahar Lal Nehru
National Urban Renewal Mission (JnNURM), was taken up in 2005 for a period of seven
years envisaging an investment of more than Rs 1,00,000 cr with a central share of nearly
Rs 66,00,000 cr. It has mainly two components:-

1. UIG : Urban Infrastructure & Governance for select 65 Mission Cities


2. UIDSSMT: Urban Infrastructure Development for Small & Medium Towns
These programmes include projects in transport and basic services like water supply,
sewerage, drainage and solid waste management.

The Mission has completed its normal tenure on 31-3-2012. Government has
extended the mission for a period of two years i.e. up to 31-3-2014 for completion of
ongoing reforms and projects.
New projects are also being sanctioned in the transition phase, 28 new projects were
sanctioned during the transition phase March 2012 March 2014 (as on Nov 2013) under
UIG while 174 projects were sanctioned for UIDSSMT for the same period.
Out of 539 UIG projects sanctioned in Phase-1 (March 2005-March 2012), 217 have been

In the transition phase, the thrust is on speedy completion of sanctioned projects.
Accordingly, out of the 217 projects sanctioned in Phase-1, the highest no. of projects ie. 56
were completed in 2012-13. Upto 31st Oct. 2013, 30 UIG projects have been completed in
2013-14. Similarly, out of a total of 806 projects of UIDSSMT, highest number of projects ie
185 were completed in 2012-13. Upto 31st Oct. 2013, 83 projects have been completed
under in 2013-14.

JnNURM & Reforms


One of the main aims of JnNURM is to help in urban renewal but in a manner which is
sustainable in the long run. Therefore, insistence on state and urban level reforms is an
essential component of the programme. A total of 23 reforms were mandated.
The level of reforms has now touched 78% (upto Oct. 31, 2013) from a level of only 9% in
pre- JnNURM period. At present, the number of states/UTs showing more than 85% reforms
stand at 11, 12 States/UTs have carried out between 70-85% required reforms, while 8 of
them have shown upto 50% reforms. High performance on reforms states include Andhra
Pradesh, Gujarat, Maharashtra, Karnataka, Tamil Nadu, UP, Rajasthan, Chandigarh,
Chhattisgarh among others. Some of the states showing less than 50 % reforms are of
North-Eastern Region.
Capacity Building
Evaluation exercises undertaken of JnNURM Phase-1 by various appointed committees and
agencies have unanimously pointed to the large capacity gap plaguing urban local bodies as
the primary impediment to speedy implementation of projects and reforms. Accordingly, it
was decided that ULBs shall be empowered by building capacities in terms of human
resources, infrastructure, procedures and systems to effectively deliver basic services to the
citizen. So, funds are being sanctioned under JnNURM for capacity building from the current
year onwards. 19 proposals of capacity building were received, out of which 13 proposals
worth Rs 627 cr have been approved as on Oct, 2013.
Some of the other important developmental schemes for urban areas of the Ministry
include:
Urban Infrastructure Development in Satellites Towns and Seven Megacities(UIDSST)
The scheme was undertaken on a pilot basis in July 2009 covering seven projects with an
outlay of Rs 632.07 cr out of which Rs 500 cr is GOI share. As per Planning Commission,
2014-15 onwards, the Scheme should be funded under JnNURM.

10% Lumpsum Provision of Scheme for benefit of North-Eastern States including


Sikkim
The scheme was started in 2001-02 for special development of urban infrastructure in North
eastern states. In the last 12 years, 281 projects estimated at cost of Rs 261807.83 lakh
have been sanctioned, out of which 153 projects have been completed and rest are under
various stages of completion.
Modern BUSES
The bus funding project was taken up by GOI under JnNURM during 2009-10. Under this
project, a total 15441 buses were sanctioned to 61 mission cities with the estimated Central
assistance of Rs. 2089 Cr (Approx.).
Another 10,000 buses are being sanctioned with special focus on hill States in the year
2013-14. Accordingly, Ministry of Urban Development has upto 13.12. 13 sanctioned 7601
buses to 76 cities/ cluster of cites in 12 States with the estimated project cost of Rs.3240
crore(approx.) with ACA component of Rs 1900 cr. In the revised guidelines for procurement
of buses , assistance will be given not only for buses but also Intelligent Transport System as
well as other ancillary infrastructure like depots, control centres, terminals etc.
BRTS (Bus Rapid Transit System)
BRT is a bus based mass transit system. BRT system was introduced in India to secure a
modal shift towards public transport.

National Capital Region Planning Board
National Capital Region Planning Board (NCRPB) is a unique example of inter-state regional
development planning for a region, covering15 districts in the states of U.P, Haryana, and
Rajasthan and National Capital Territory of Delhi, with the Nation Capital as its core. The
Board also arranges for, and oversees, the financing of selected development projects in the
National Capital Region through Central and State Plan, funds and other sources of
revenue.

Since inception, NCRPB has approved financial assistance for 277 infrastructure
development projects. The current status of these projects are as under:-

In July this year, the Board approved proposals to include Bharatpur district of Rajasthan;
Mahendragarh and Bhiwani districts of Haryana from Government of Rajasthan and Haryana
respectively in NCR.
Metro Rail

Metro has become a brand name which every city in the country wants to possess.
Accordingly, the Central Government is supporting preparation of Detailed Project Reports
(DPRs) for Metro Rail projects in all cities with population of 20 lakhs and above.
The metro rail projects which have already been sanctioned by Government of India, and
which are under operation or under various stages of implementation include Bangalore,
Chennai, Delhi, Hyderabad, Jaipur, Kochi, Kolkata and Mumbai.
Apart from this, the State Government/Union Territories which have approached Government
of India for metro rail projects are Chandigarh Administration for Tri-City of Chandigarh,
Mohali &Panchkula Metro Rail project, Government of Gujarat for Ahmedabad-Gandhinagar
Metro Rail project, Government of Maharashtra for Pune Metro Rail project, Government of
Punjab for Ludhiana Metro Rail project and Government of Uttar Pradesh for Lucknow Metro
Rail project.
The Delhi Metro achieved a major milestone on 08th August, 2013. Delhi Metro recorded its
highest ever ridership figure of 25, 04,900 on that day. This record was also subsequently
broken on 19th August, 2013 when 26, 06,364 commuters travelled by the system.
National Capital Region Transport Corporation Limited
An important feat this year was the constitution of National Capital Region Transport
Corporation Limited. (NCRTC) for designing, developing, implementing, financing, operating
and maintaining of Regional Rapid Transit System (RRTS) project in National Capital
Region (NCR). Three prioritized corridors under phase-I, to be taken up by NCRTC are:

OTHER IMPORTANT DEVELOPMENTS


Land pooling policy was notified in Sept, 2013, assures fundamental changes in acquisition
and development of land in Delhi. Landowners can pool their land for development by the
city's land-owning agency.
DMRC took over the operations of the Airport Express Link on 1st July, 2013 following a
notice by the concessionaire that it wont be able to run the operations of the line after
30th June, 2013.

DMRC and the Solar Energy Corporation of India (SECI) signed a Memorandum of
Understanding (MoU) on 17th September, 2013 in order to carry out projects for the
production of renewable solar power in the Delhi Metro premises.
To ensure safety of women in buses , Ministry of Urban Development issued an advisory in
February this year to all the States/UTs to examine provision of special city buses for
women in all million plus population cities.

The Central Public Works Department (CPWD) has entered into an agreement with IIM
Tiruchirappalli (IIM Trichy) for planning, designing and construction of the campus. The
campus with world class facilities will accommodate 1500 students and 300 faculty/staff
members and will be constructed at a cost of Rs. 450 crore (approx.)
