ARTICLES OF AGREEMENT
The Government on whose behalf the present Agreement is signed
agrees as follows:
EXPLANATORY ARTICLE:
The creation of the Global Environmental Organization (GEO) is to solve
the Environmental Problems in land, water and air that will result of
Global Warming and Climate Change to be experienced by All Nations
that will lead us to a Manmade Monster Problems of Point of No
Return to Second Noah abuse to our environment were being
implemented by Heartless and Soulless Greedy corporations, nations,
organizations, corrupt government officials, who are continuously
sucking the Blue Planet Mother Earth natural wealth.
The Technical Technology from Environmental Agencies such as:
Convention on Biological Diversity (CBD) Conference of the Parties
(COP10) United Nations (UN) United Nations Framework Convention on
Climate Change (UNFCC) United Nations Environment Program (UNEP)
Finance and UN-backed Principle for Responsible Investment (PRI)
under the UN Agency the World Metrological Organization (WMO)is
enough to solve the Global Warming Problems and Climate Change
Real Problem: Aside from Greedy Abusers of Environment the real
problems to have the Solutions is the Financial Requirement that needs
US$300Billion++ yearly to start Environmental Projects Solutions with a
total funding requirement of US$6Trillion++ for 20 years Marshall
Environmental Projects Program. GEO will solve the financial
requirement through ASBLP-UFO 1,000+++ Affiliated Banks worldwide
that will convert the present Environmental Problems into Sustainable
Solutions that will create millions to billions of permanent sustainable
employment worldwide.
INTRODUCTORY ARTICLE
The Global Environmental Organization (GEO) is established in
compliance to the Creation of Universal Fund Organization (UFO)
Articles of Agreement I, Section 1, No. 5 officially created under the LOI
No. 777-14 dated September 16, 2014 and being part of the CGRUPTRUST created under LOI no. 780-15 and on the Global Trade
Organization (GTO) Article VIII, Section I, Letter (c) issued by King
Anthony Santiago Martin-Windsor and shall operate in accordance with
following provisions:

Purposes
Section1. To All Nations
The purposes of the GEO are the following:
A. TO STOP THE ENVIRONMENTAL DESTRUCTION OF THE MOTHER EARTH
THAT WILL RESULT INTO MONSTER PROBLEMS OF GLOBAL WARMING
AND CLIMATE CHANGE THAT EVERY BODY (HUMANKIND) ARE ALL
LOSSERS, INCLUDING THE ENVIRONMENTAL CULPRIT VIOLATORS
B. TO INFORM THE PEOPLE OF THE GLOBE THAT WE ARE ALL
STAKEHOLDERS OF THIS ENVIRONMENTAL PROBLEMS THAT WE MUST
SHARE OUR SMALL, BIG, INDIVIDUAL SUPPORT AND COORDINATION TO
AVOID THE SECOND NOAH WE ALL MUST UNITE TO FIGHT FOR THE
EXISTENCE OF MANKIND
C. TO CONVERT THE PRESENT ENVIRONMENTAL PROBLEMS
INTO

1.) THE FOREVER GREEN PROJECT PROGRAM (FGPP) WITH ATTACHED
HUMANITARIAN PROJECTS, STARTING: BACK-PAYS/PENSION FUNDS TO ALL
ELDERLY SENIOR CITIZENS PILIPINOS, AND FARMERS, FISHERMEN, WORKERS
LOAN ASSISTANCE PROGRAM WITH CROP ISURANCE
2.) SUSTAINABLE PROJECT SOLUTION OF THE PHILIPPINES ON ENVIRONMENTAL
PROBLEMS (SPSPEP)ADDRESSING THE DREDGING, CLEANING, DEVELOPMENT,

F.)TO MAKE SURE THAT ALL ENVIRONMENTAL MARSHALL PROJECT PROGRAM
IS FOLLOWING ON MINIMUM STARDARD QUALITY, QUANTITY, SUSTANABILITY
G) TO MAKE SURE THE WORKERS AND EMPLOYEES OF ALL ENVIRONMENTAL
MARSHALL PROJECT PROGRAM IS UNDER THE INTERNATIONAL LABOR
ORGANIZATION (ILO) TO FOLLOW THE DECLARATION OF SOCIAL JUSTICE FOR
FAIR GLOBALIZATION TO ALL WORKERS AND EMPLOYEES WORLDWIDE AND TO
THE WORLD HEALTH ORGANIZATION (WHO) FOR MANDATORY EMPLOYEES AND

ARTICLE III
Members and Starting Capital of GEO
Section1. Membership
The GEO Members are all the Nations members and non-members of the
United Nations (UN) including qualified Non-Government Organization (NGO)
are qualified to be a member of the GEO
Section 2: Authorized Capital
The Authorized Capital of the Global Environmental Organization (GEO) will
start from Three Point Three Trillion United States Dollars
(US$3,300,000,000,000.00) to Seventy Seven Trillion United States
Dollars (US$77,000,000,000,000.00)
Section 3: Resources of GEO
The Resources of GEO of initial Cash coming from UFO, In-kind from
payment of Old Loans from IBC-TRUST and New Loans from ASBLP-UFO
1,000 +++ Affiliated Banks, GTO, and from CGRUP-TRUST
ARTICLE IV
ENVIRONMENTAL PROJECTS PRODUCED NATIONAL PRODUCTS
Section 1: Environmental Projects produced National Products
Environmental Projects that will produced National Products will be given
Maximum Guaranteed Income of Ten Percent (10%), Ten Percent (10%) and
Ten Percent (10%) after deducting total cost of Productions, including
transportation from Nation (Seller) under the Fixed Flexible Formula (FFF)
base on Nation/s location/s through Global Trade Organization (GTO)
ARTICLE V
MANDATORY INSURANCE
Section1: Mandatory Insurance to All Environmental Projects
All Environmental Projects received loan/financed by the ASBLF-UFO 1,000
+++ Affiliated Banks will apply Mandatory Insurance by the Project Proponent
/s to avoid Project Proponent financial disaster.
Section 2: Insurance Premium will always be part of the Loan Assistance
to be extended to Project Proponent/s
Giving Priority to Environmental Agricultural Projects and perishable products,
No Environmental Projects will be implemented without Insurance one of the
global organization of CGRUP-TRUST will be insured all Projects/National
Products

ARTICLE VI
Managing Partners
Section 1: Managing Partner/s
GEO serve as the Managing Partners of All Nations in implementing
Environmental Projects through the assurance of Environmental Projects to be
supported financially, modern technology, machineries, equipment, transport
and sure buyer of produced products through GTO to assure all National
Products produced will be sold/bought under the Fixed Flexible Formula (FFF)
in income price scheme and be bought/sold on guaranteed Standard Price of
10%-10%-10%
Environmental Projects produced National Products must be first satisfied the
domestic consumption and Minimum Reserve of Twenty Five (25%) of
National Products before it will allow to sell to GTO
ARTICLE VII
General Provisions as Regulator of Environmental Projects
Section 1: Usage and Objectives
(a)To be the Head Regulator of All Environmental Projects Finance by ASBLUFO 1,000 Affiliated Banks, GTO and other Organizations member of
CGRUP-TRUST worldwide
(b) To make sure that Global Master Marshall Environmental Project Program
will be followed by every nation/s /borrowers that resulted Cycle Projects
Sustainability and will create millions to billions of sustainable permanent
job worldwide
(c) Priority to be finance are Nation/s
Environmental projects to be
implemented by Global Environmental Organization (GEO) to be financed
through ASBLP-UFO 1,000+++ Affiliated Banks, GTO worldwide with
project/s name; Forever Green Project Program (FGPP) to assure the food
security of the people of the whole and attached projects; Sustainable Projects
Solution to Nation Environmental Problems (SPSNEP) through clearing,
cleaning, dredging, developing and maintaining of all water bodies of every
nation/s , mass production of Renewable Energy such as Bio-fuel Ethanol,
Solar Power and Wind Power and Worldwide Economic Environmental Social
Spiritual (WEESS) Projects
(d)To immediately suspend Nation/s Borrowers that find in violation of
Environmental Law according to domestic and international Environmental
Law/s that would affect human, animals, plants, land, air, and water,
environment investigation will be conducted within Thirty (30) days, and final
findings will be sent to GEO Board of Trustees, UFO Board of Trustees

(e) With the following project/s objectives; 1st To help to uplift the living
conditions of the people of the world particularly the poor 2nd To protect the
Mother Earth from total Environmental destruction and 3rd To Return Back the
faith of the people in One God
Section 2: Limitations of Financing Environmental Projects that
produced National Products of Member/Nation/borrower
Limitation of financing Environmental Projects on member/nation/borrower will
be based on yearly consumption and reserve globally produced particularly on
the perishable National Products, quarterly, yearly Products Buying will be
provided three (3) moths before the 1st day of the new year
Section 3: Environmental Projects financed by Debt Loan of 54 Nations
to TRUST: Environmental Projects that produced National Products financed
from the Debt Loan of 54 Nations matured and demandable from William V.
Morales Mother Account payable to International Banking Commission (IBC)TRUST will be recognized and be continued under Marshall Project Program
Environmental Projects that produced National Products from illegally
released Funds from the World War I and II Reparation Fund the Uncut US
Dollars will be denied and be discontinued with reservation under the Global
Financial Nucleus Regulatory System (GFNRS) final recommendation.
Section 4: Dealing between Nation/Member and the GEO
GEO shall deal with Nation/NGO through Nation/s Environmental Project
Representative Office (NEPRO):
(a)That will handle international policy formulation and negotiations, while
maintaining effective coordination with domestic other branches of
government
(b) NEPRO will consolidate all the agencies, committees, and bodies currently
engaged in environmental projects and investment policy formulation and
negotiations into one comprehensive institution
Section 5: Actual location of Environmental Projects produced National
Products paid by Members/Nations:
(a)The GEO shall verify if Environmental Project produced National Products
paid to GTO came on particularly country/nation that received the Loan that
the proceeds of the loan were used only for the purposes for which the loan
was granted, with attention to consideration of economy and efficiency and
with-out regard to political or other non-economic influences or considerations

(b)The GEO will verify Environmental Projects that produced National

Products paid In-Kind to GTO were really coming from that particularly
country/nation/borrower
(c) GEO will only recognize Nation Location of Environmental Project that
produced National Products the Issuer of Spiritual Humanitarian
Environmental (S/HE) Bond issued by particular country/nation
Section 6: Terms and Conditions of the Loan payable by Spiritual
Humanitarian Environmental (S/HE) Bond:
Amount of Loan per S/HE Bond: Country Currency equivalent to PH$_
Repayment Period
: 20 years
Interest per annum
: 2.5% per annum
Moratorium
: 2 years
Bank Charges
: Standard Charge
Signatories of S/HE Bond are: President, Prime Minister, King/Sultan,
Central Bank Governor, Nation/s Environmental Projects Representative
Office/s (NEPRO)/NTRO and Non-Government Organization (NGO)
President/ Chairman and Finance Officer/s in case of paying Debt/Loan
through National Products
Section 7: Environmental Projects that produced National Products from
other Environmental Organization
The GEO will may allow GEO Nation/NGO Office to make, participate in
other Environmental Organization, or Environmental Project implementation if
Member/s Nation/s Environmental Organization will follow and adapt the GEO
Articles of Agreement
ARTICLE VIII
Operation
Section 1: Operation
The GEO Operation will be managed by the CGRUP-TRUST Holder Owner
of, IBC/ASBLP-UFO and Appointed Corporate Representative/s
Section 2: Environmental Projects produced National Products and
Services, Visa Free
(a) Services and Visa Free
All qualified persons, expert, professionals, skilled labor and talent will be
given Visa Free in all GEO Nation members
(b) Environmental Projects that produced National Products to be
implemented
The GEO will accept and recognize Environmental Projects financed by the
TRUST/International Banking Commission (IBC), ASBLP-UFO, Affiliated
Banks, GTO, CGRUP-TRUST Member Organizations, and other Global
Agencies to be created

c)Loan by the Environmental Projects

The Loan can be payable maximum Ninety Percent (90%) In-kind National
Products produced by the Environmental Project to be computed equivalent
to the amount of loan amount payable by the Borrower/Countries/Nations
under Fixed Flexible Formula (FFF) Sell, Sell, Sell (SSS) Scheme of 10%10%-10% Maximum Mark-up of Ten Percent (10%)
(d) Calamities, events beyond control and war are reasons for moratorium of
payment of Loan/s principal and interest or loan restructuring to be given to
borrowers
Section 4: Method of Meetings Liabilities of the Nation/NGO Borrowers
in case of Defaults.
In case of default on loans made, participated in, or guaranteed by the
Nation/NGO/Borrower (Project Proponent):
a.)Nation/NGO: Nation Environmental Project Representative Office (NEPRO)
shall make such arrangement as may be feasible to adjust the obligations
under the loans, including optional arrangement of restructuring the loan

obligations under the loans, including optional arrangement of restructuring or
to become a Managing Partner/s or sell partial/all ownership of the Company
(Project Proponent) implementing production, processing and manufacturing
of the Nation/s National Products
ARTICLE IX
What is the Type of Environmental Problems/Projects
Environmental Problems/Projects are all projects related to Environmental
Protection of Mother Earth on land, water and air are the following:
1.Greenhouse Gases Emission: Includes the carbon dioxide, methane and

Organizational Management
Section 1: The Structure of GEO

Organization (UFO), ASBLP-UFO 1,000+++ Affiliated Banks, Global Financial

Nations Environmental Agencies entered individually by the Nation

Section 4: Land Ownership
Investment in particularly Nation/s Member of GEO need not to change the
ownership condition particularly on land ownership, utilization and
development of natural resources it must be retained to the Nation/s Members
of GEO, Investment Fund to be used in the development of Environmental
Projects will be through Loan/Debt by Nation Member of GEO payable in
S/HE Bond on Cash (minimum 10%) and In-kind National Products (maximum
90%)
ARTICLE XII
Withdrawal and Suspension of Memberships from GEO
Section1: Right of Members to Withdraw
Only the Nation/NGO Representative/s will be suspended, deleted, the GEO
Membership will continue to its normal environmental project implementation.
Members cannot withdraw as member/s from GEO unless all financial
obligations has been paid by the Members Nation/NGO in Cash, Equity
Ownership or In-kind
Nation Member/s of GEO after fully paid may any time Withdraw by
transmitting a notice in writing to the GEO and UFO at its principal office/s.
Withdrawal shall become effective on the date such noticed is received
Section 2: Take-over of Ownership to GEO
(a) If a Project Proponent/s used the Loan Proceeds to activities related to
war, logistic arsenal, firearms, illegal drugs and other illegal activities

(b) If a member (Project Proponent/NGO) fails to fulfill any of its obligations to

GEO and UFO, without valid legal reason/s, GEO will Take-over as Owner/s
and suspend or permanently terminated its former (Project Proponent)
Owner/s membership as the case may be. The suspended Project Proponent
Stockholder/s/Owners/s shall automatically cease to be a member One (1)
year from the date of its suspension unless decision is taken by the GEO and
UFO Board of Trustees to restore the members to good standing. While
under suspension a Owners/Stockholders/Project Proponent shall not be
entitled to exercise any rights under this agreement except the right to
withdraw, but remain subject to obligation
Section 3: Settlement of Accounts with Project Proponent /Owners to
GEO to be a Member:
(a)When Project Proponent/ members of GEO ceases to be a member, it
shall remain liable for its direct obligation to the GEO and for its contingent
liabilities to the UFO as long as any part of the loans and guarantees
conducted before it cease to be a member are outstanding
(b) When Project Proponent Members of GEO ceases, the GEO will
foreclosed and take possession and continue the operation of the
Company/NGO, the GEO Project Proponent members have the option to
repurchase priority for one(1) year
(c) Partial settlement of account/s is acceptable after the final evaluation of the
GEO and Global Financial Nucleus Regulatory System (GFNRS) Board of
Trustees for restructuring the scheme
(d) Failure of one (1) or more Project Proponent/s Members of GEO Members
is not 100% ground for termination of all Project Proponent for being a
member
(e) Cash and In-kind (National Products) is acceptable for Settlement of
payment of Obligations of Project Proponent to GEO
ARTICLE XIII
Status, Immunities and Privileges
Section 1: Purpose of the Article
To enable the GEO to full the functions with which it is entrusted, the status,
immunities and privileges set forth in this Article shall be accorded to the GEO
in the territories of each ASBLP-UFO Affiliated Banks member/country/nation

Section 2: Status of GEO

The GEO shall poses full juridical personality as Private or a QuasiOrganization (like the Universal Fund Organization (UFO) through Letter of
Instruction (LOI) from King Anthony Santiago Martin-Windsor, and in
particular, the capacity
(i)
to contract
(ii) to acquire and dispose of immovable and movable property;
(iii) to institute legal proceedings
Section 3: Position of the GEO with Regards to Judicial Process
Actions may be brought against GEO only in a Supreme Court of competent
jurisdiction in the territories of a member/country in which the GEO has an
office, has appointed an agent for the purpose of accepting service or notice
of process, or has issued or guaranteed securities, No action shall, however,
be brought by members or person acting for or deriving claims from members.
The property and assets of the GEO shall, wherever located and by whoever
held, be immune from all forms of seizure, attachment or execution before the
delivery of the final judgment against the GEO
Section 4: Immunity of Assets from Seizure
Property and assets of the GEO, wherever located and by whoever held, shall
be immune from search, requisition, confiscation, expropriation or any other
form of seizure by executive or legislative action
Section 5: Immunity of Archives
The archives of the GEO shall be inviolable
Section 6: Freedom of Assets from Restrictions
To the extended necessary to carry out the question provided for in this
Agreement and subject to the provisions of this Agreement, all property and
assets of the GEO shall be free from restriction, regulations, controls and
moratoria of any nature
Section 7: Privilege for Communication
The official communications of the GEO shall be accorded by each member
the same treatment that it accord to the official communications of the other
members/countries

Section 8: Immunities and Privileges of officers and Employees

All governor, executive directors, alternates, officers and employees of the
GEO shall be immune from legal process with respect to act performed by
them in their official capacity except when GEO waives this immunity
(i)
Not being local nationals, shall be accorded the same immunities
from immigration restrictions, alien, registration requirements and
national service obligations and the same facilities as regards
exchange restrictions as are accorded by members to the
representatives, officials and employees of comparable rank of the
other members
(ii) Shall be granted the same treatment in respect of traveling facilities
as in accorded by members to representatives, officials and
employees of comparable rank of other members
Section 9: Immunity from Taxation
(a) The GEO, its assets, property, income and its operations and
transactions authorized by this Agreement, shall be immune from all
taxation and from all custom duties. The GEO shall also immune from
liability for the collection or payment of any tax/duty
(b) No tax shall be levied on or in respect of salaries and emoluments paid
by the GEO or executive directors, alternates, officials or employees of
the GEO who are not local citizens, local subjects, or other local
nationals
(c) No taxation of any kind shall be levied on any obligations or security
issued by the GEO by whoever held.
(i)
Which discriminate against such obligations or security
solely because it is issued by the GEO; or
(ii) If the sole jurisdictional basis for such taxation is the place or
currency in which it is issued, made payable or paid or the
location of any office or place of business maintained by the
GEO
(iii) No taxation of any kind shall be levied on any obligation or
security guaranteed by the GEO by whoever held
(iv) Which discriminates against such obligation or security solely
because it is guaranteed by the GEO; or
(v) If the sole jurisdictional basis for such taxation is the location of
any office or place of business maintained by the GEO

Section 10: Application of Article

All nations/countries were the ASBLP-UFO Affiliated Banks are located and
interested to have Fresh Funds available to finance Environmental Projects
and Ready Buyer of All National Products under Free Tariff of All National
Products under the Fixed Flexible Formula (FFF) SSS- Maximum Mark-up of
10%-10%-10% can avail funding for Environmental Projects infrastructure,
production, processing, manufacturing, packaging, storage, warehousing,
transportation, operation and operation production of Environmental Projects
of their country/nation shall take such action as it is necessary in its own
territories/countries for the purpose of making effective terms of its own law
the principles set forth in this Article and shall inform the GEO/ASBLP-UFO
1,000+++ Affiliated Banks of the detailed action which it has taken
ARTICLE XIV
Amendments
(a) Any proposal to introduce modifications in this Agreement, whether
emanating from NEPRO members/countries, GEO, UFO, GFNRS, officials,
employees shall be communicated to the office of GEO Board of Trustees
(b) Notwithstanding (a) above, acceptance by the GEO Board of Trustees
mentioned is required in the case of any amendments modifying
(c) Amendments shall enter into force for all members three (3) months after
the date of formal communication unless a shorter period is specified in the
circular letter/GEO official letter
ARTICLE XV
Interpretation
(a)Any question of interpretation of the provisions of this Agreement arising
between any NEPRO Nation members GEO or between any NEPRO
members of the GEO shall be submitted to GEO Board of Trustees for their
decision
(b) In-any-case where the President have given a decision under (a) above,
any member may require that the question be referred to the GEO Board of
Trustees, whos decision is final.

(c) Whenever a disagreement arises between the GEO and a NEPRO/S

country/nation/member which has ceased to be a member, or between the
GEO and any members during the permanent suspension of the NEPRO,
such disagreement shall be submitted to arbitration by the tribunal of Five (5)
arbitrators, one appointed by the GEO, another by the country/member where
the GEO located and an umpire who, unless the parties otherwise agree, shall
be appointed by the President of the Global Financial Nucleus Regulatory
System (GFNRS), and Universal Fund Organization (UFO), and Global Trade
Organization (GTO) or such other authority as may have been prescribed by
regulation adapted by the GEO. The umpire shall have full power to settle all
questions of procedure
ARTICLE XVI
Approval Deemed Given
Whenever the approval of ASBLP-UFO Bank Authorized Signatory King
Anthony Santiago Martin-Windsor through Letter of Instruction (LOI) for the
official creation of Global Environmental Organization (GEO) to serve as the
Environmental Projects Regulator of all projects to be financed by the ASBLPUFO 1,000+++ Affiliated Banks and organization members of CGRUP-TRUST
and International Banking Commission (IBC) worldwide is required before
any act may be done
ARTICLE XVII
Life of the Global Environmental Organization (GEO)
The Life of the Global Environmental Organization (GEO) is for minimum of
One Hundred (100) Years and future life of operation will based on the Life of
the ASBLP-UFO (Universal Fund Organization) to implement the mandated
task embodied on the Articles of Global Environmental Organization (GEO),
Seven (7) years before the expiration of the 100 years life period of GEO,
GEO Authorized Officer/s will inform the Host Nation Government where the
GEO located their position to continue for another 100 years or terminate the
operation of GEO
ARTICLE XVIII
Host Nation Government Limitation on Global Environmental
Organization (GEO)
Host Nation Government participation in Operation and Management of the
Global Environmental Organization (GEO) is limited to domestic/local issues
and territorial jurisdiction, outside the Host Nation territorial jurisdiction is
discretionary decision of the GEO to have the services and the support of the
Host Nation Government resources

Final Provision
Section 1: Entry into Force:
This Agreement shall enter into force when King Anthony Santiago MartinWindsor Authorized Signatory of ASBLP-UFO issued Letter of Instruction
(LOI) in the creation of the Global Environmental Organization (GEO) to
serve as the Environmental Projects Regulator of All Environmental Projects
to be finance by ASBLP-UFO 1,000+++ Affiliated Banks worldwide
Section 2: Location of Head Office of GEO
Since the Head Office of the ASBLP-UFO (Universal Fund Organization) is in
the Philippines, the Head Office of the Global Environmental Organization
(GEO) will be located also in the Philippines to serve as the Environmental
Projects Regulator of All Environmental Projects to be finance by ASBLPUFO 1,000+++ Affiliated Banks worldwide and make this nation the source of
global prosperity and peace
