Dear Senator Althoff,


I am writing to express my extreme concern in Governor Rauners call to reduce the local share of
the State income tax by 50 percent that he announced in his budget address. This reduction will
affect the villages ability to provide vital services to our residents and have a devastating impact on
our already strained budget. This is not a shared sacrifice as we have made budget cuts. LGDF has
been distributed to local governments since 1969; it is not the states to take.
It is estimated the Village of Spring Grove would see its annual local share cut by approximately
$285,000, which is 8% of the villages revenues. The village is already faced with rising police
pension costs and is asking the voters on April 7, 2015 to increase our property tax rate to fund our
obligatory amount because the pension contributions are increasing higher than the allowed
property tax cap rate. Now compound that with the proposed 50 percent reduction to our local
share of the state income tax and we will undoubtedly be faced with making decisions that will have
significant negative impacts on local services.
For the past six years, the village has been curtailing its spending without having to cut critical
programs and services. Reducing our revenues will force us to further cut our spending on important
infrastructure projects, such as road improvements, and other critical services, and will lead to
layoffs of police officers, public works employees and administrative staff leaving the village to once
again lean on the backs of our homeowners. These are real decisions that will impact the everyday
lives of our residents.
Your vote in favor of this will only move the burden to the local government. I strongly urge you to
oppose the proposed reduction of local government funds as these revenues are needed to support
local services.
