lease of a wide range of vehicles, including
passenger vehicles, motorcycles, car derived
vans, light commercial vehicle and heavy and
specialist commercial vehicles of 7.5 tonnes
and above.

Additional services include vehicle conversions,

and the supply and fit of tyres.

What are Call Offs and frameworks?
A framework is an agreement with providers that sets out terms and conditions under which specific
purchases (call offs) can be made throughout the term of the agreement.
The Chartered Institute of Purchasing and Supply (CIPS) provide further detail on their website.

Fleet Portal Best for... Speed!

Further Competitions Best for... Choice!

The Fleet Portal is a web-based system, which


serves both Vehicle Purchase (RM1070) and
Vehicle Lease (RM858); and allows for instant
quotations of standard vehicles (cars and vans)
for purchase or lease. The Fleet Portal can be
accessed at
www.gpsfleetportal.cabinetoffice.gov.uk

Our eSourcing tool enables you to run


further competitions against our existing
agreements (where further competition is an
option), helping reduce procurement lead
times and commercial risk; and improving
transparency and data quality. It is also used
to access commercially sensitive documents such
as rate cards that cannot be made publicly available.

Direct Order Best for Traditionalists!


Customers can make a direct award when they
are able to demonstrate that a particular good
or service represents the best value without
going to further competition. This decision is
down to customer discretion, and so you must
be satisfied that you are selecting the best value
route. Because this process and the terms
involved vary between agreements, you are
advised to check the website for further details.

Spot Buy Team Best for Simplicity!


Our spot buying team provide a fully managed
procurement service for all public sector
customers. We run further competitions and
open market competitions below the OJEU
threshold on behalf of customers, providing
expert advice and guidance on procurement
strategy and appropriate route to market
for each requirement. We draft all tender
documentation, manage the tender process,
and conduct all award activities for customers,
saving you time, money and resource.

eAuctions Best for Savings!


An eAuction can help drive competition amongst
vehicle manufacturers to deliver significant price
savings. There may also be an opportunity to
aggregate your requirements with other customers
to achieve greater savings for all. During an
eAuction, bidders compete in real time and have
multiple opportunities to improve their price, which
encourages bidders to offer greater price savings
than a standard best and final offer approach. We
run three eAuctions per year and details of the
latest planned eAuction can be found under the
Access tab of the Vehicle Purchase (RM1070)
agreement page on the website.
All eAuctions follow compliance checks against
technical and delivery criteria, and so are based
on price alone.

Frequently asked questions
Where can I find model form contracts, full
detail of each lot and other information?
Under the Documents tab of the relevant
agreement on the website you will be able to access
all the documents and guidance that you need.
Within each agreement are the buying options
the same for every lot?
Generally yes, but the one exception is Vehicle
Lease (RM858) where it is envisaged that
customers will award an agreement under lot 1
by direct award following receipt of quotes from
the fleet portal. The further competition process
should be used for lots 2-8.

Is it possible to convert vehicles bought outside


of the Crown Commercial Service agreements?
For turnkey solutions, it is recommended that
base vehicles are acquired through Vehicle
Purchase (RM1070), and that leases are
arranged through Vehicle Lease (RM858).
However, customers may also free-issue
base vehicles to converters under the Vehicle
Conversions and Refurbishment (RM956) terms
and conditions. More information is available
under the Documents tab for the RM956
agreement on the website).

The Vehicle Purchase agreement gives the UK
public sector access to the supply of motor
vehicles. Suppliers appointed to the agreement
are responsible for the complete supply chain
from vehicle manufacture through to after
sales support.

Services agreement (RM956) brings together a
multitude of suppliers to allow for the diversity of
requirement at the best value.

and services are available within the public
sector
