THE MALTA ARTS FUND


INTRODUCTION
This document should help you to:

Familiarise with the structure of the Malta Arts Fund (MAF)

Identify whether your project is eligible for support

Understand the application, assessment and complaints procedure

Identify the different strands of the MAF

OBJECTIVES
The objectives of the MAF are:

To contribute to the goals and priorities of the National Cultural Policy

To support creative and innovative initiatives by artists, cultural operators and


arts organisations

To support artistic interaction with all sectors and communities in society

To support multidisciplinarity in artistic practice, including new media and


technologies

To strengthen Maltas artistic sector internationally

To invest in artistic development and training of artists and cultural operators,


while encouraging professionalism

These objectives are reflected in the evaluation criteria against which submitted
applications are assessed.

DEFINITIONS
For the purpose of these guidelines, the following terms are defined as follows:
Applicant
An applicant may be an individual, a group or an organisation. To apply for Strand 2
(Organisation Support Grant), an applicant can only be a registered voluntary
organisation or a cooperative. Applicants cannot be employees of the Arts Council or
involved in the management of the MAF.
Application
An application is a submission, inclusive of all mandatory documents and any
annexes to the MAF application form made by an eligible applicant.
Arts
The arts comprise different creative and expressive disciplines, including performing
arts, visual arts and literary arts. This is taken as a general working definition and is
not meant to be exhaustive or exclusive.
Beneficiary
The beneficiary is the recipient of the grant. The beneficiary is responsible for the
implementation of the proposal supported by the MAF.
Compliance
If mandatory material is missing from the submitted application dossier, the whole
application will be deemed incomplete and will be rejected as non-compliant. Noncompliant applications will not be processed further.
Cultural operator
A cultural operator is an individual with an arts and culture background, working in
one or more fields in the sector of culture and the arts.
Eligibility

Compliant applications will first be screened in terms of eligibility by the appointed


evaluators. Proposals which are not considered eligible in terms of the set criteria
shall not be processed further and shall not undergo evaluation.
Evaluation
Applications deemed compliant and eligible are then evaluated against the Criteria
established in these Guidelines by the appointed evaluators.
Evaluator
The Fund Managers shall appoint an evaluation team for each call under the MAF.
The Arts Council may appoint both local and foreign professionals in the sector of
culture and the arts.
Grant
The grant is the amount allocated to a successful proposal.
Group
A number of persons with or without legal personality may form a group. One of the
persons involved must take the leading role and have the main legal responsibility for
managing the project and the grant. This person must be a Maltese citizen or be in
possession of a Malta residence permit or of a Maltese citizenship certificate or of a
Maltese passport.

Individual
Individuals applying for a grant must be Maltese citizens or be in possession of a
Malta residence permit or of a Maltese citizenship certificate or of a Maltese
passport.
Malta Arts Fund
The MAF is an arts incentive funding programme.
MAF management and administration
The Arts Council and the Culture and Audiovisual Unit within the Ministry responsible
for Culture are jointly responsible for the management of the MAF. The MAF is
administered by the Council. All official correspondence, including the submission of
applications, must be sent to the address indicated in these Guidelines and
Regulations.
Organisation

An organisation legally established and/or publicly registered in Malta, having a


statute. Voluntary organisations must be registered with the Commissioner for
Voluntary Organisations in accordance with the Voluntary Organisations Act
requirements (http://www.maltacvs.org/). The applicant must be a legally authorised
representative of the organisation. Cooperatives must be registered with Koperattivi
Malta.
Stand-Alone Project
A single project with determinate and specified start and end dates. These are
projects which have an artistic process commencing after the MAF result notification
date. The artistic process excludes groundwork related to project submission.

BEFORE FILLING IN THE APPLICATION FORM

Read these Guidelines and Regulations carefully, they provide all the key
information on how to submit an application to apply for a grant.

Develop your ideas and write a proposal. The guidelines in this document
highlight the main areas to be presented.

Seek other potential funding from private or public sources. Ensure you submit
an application which you have the financial and administrative capacity to
implement.

Your project or programme should also be discussed with possible sponsors,


Local Councils and other potential contributors. Coordination with local
communities and authorities should especially be sought if a project or a
programme will take place in a public space and will benefit or engage people
living in a particular locality or region.

The MAF may also co-fund projects supported by any EU funded programme.

ArtsTalk is a platform created by the Arts Council which facilitates dialogue


across sectors and disciplines in culture and the arts, including conversations
with established and emerging artists and information about the MAF.

GUIDELINES FOR FILLING IN THE APPLICATION FORM


The following are guidelines for filling in the different sections of the application form:

Strand
Tick the strand you are applying for.

Applicant
If you are applying as:
Individual | Write your name.
Group | Write the name of the group (if any) and the name of the person within
the group who is responsible for and leading the project.
Organisation | Write the official publicly registered name of the organisation as
it appears on the organisations statute, the relevant registration number of the
organisation, the name of the legal representative of the organisation and
his/her position within the organisation.

Residential/Official Address
Individual/Group | Write your current residential address.
Organisation | Write the current official address of the organisation.

Contact details
You must provide at least one telephone/mobile number and an email
address.

Project/Organisation Name or Working Title


Provide a name or working title for your proposal. In the case of the
Organisation Support Grant, write down the name of the organisation applying
for funding

Indicative start and end dates


Write down the start and end dates of the project. The project must start after
notification of results to applicants and end within the timeframe stipulated for
the respective strand.

Total Amount Requested


You may request up to 80% of the total project cost.

Have you ever benefited from public funds?


State whether you have/have not received public funding. If you have received
public funds, list the dates, specific funds and any other relevant details.

Declaration of compliance
Confirm that you have read and followed the Guidelines and Regulations and
submitted all requisite documentation.

Date and signature


Write the date of completion of the application and sign it.

Funds are distributed equally across the stipulated submission deadlines. Projects
must start after the date of result notification.
Strand 1.1 | Small Projects
The application deadlines and respective result notification dates of this strand are
listed in the table below. Each call for applications (please see left column below)
closes at 12:00hrs (noon), but you may submit your MAF application dossier to the
Arts Council (see address below the table) before these deadlines, anytime between
09:00hrs and 12:00hrs noon, and 13:30hrs and 16:30hrs. Applications must be
delivered by hand (either by the applicant or a representative of). Applicants are to
ensure that application dossiers are submitted in four (4) separate collated
packages. You will receive a written acknowledgement of receipt, which you need to
retain.
Late applications will not be accepted.
Application packages are not returned at the end of the selection procedure.

COMPILING YOUR APPLICATION


Your proposal must include a budget and a detailed project description. Your
project description gives you the opportunity to demonstrate in detail how the
proposal satisfies the MAFs assessment criteria. A decision on funding will be
made on the strength of the information submitted.

The project description


You must provide a detailed breakdown of the following:
General description

The context of the project

The aims and objectives of the project

A detailed and concise description of what the project entails, including all
specific activities related to the project
Project time-frames

Provide a breakdown (with indicative dates) of the projects main phases/activities.


Project location
Specify in which country or locality will the project take place and, which
venues/buildings/public spaces will be used during the projects implementation.
Details regarding the use of the various spaces should also be provided.
Art forms addressed by the project
Specify the art forms and genres that will be primarily addressed in the project.
Provide details regarding individual art forms and genres addressed by
multidisciplinary or interdisciplinary projects.

Audience category and participation


Specify the target audience(s) of the project. Provide details on the projects level of
interaction with the public, including the targeting of new audiences.

Anticipated project outcome


Describe the projects concrete and realistic expected outcomes (such as:
publication, exhibition, performance, social interaction and awareness). Provide
details regarding these outcomes and how the project plans to achieve them.
Anticipated benefits
Describe how you expect your artistic/cultural work, skill and contribution to the
sector to benefit from the project. How will the project help you and/or your
organisation meet your goals/ambitions and develop your creative practice?
Project marketing plan
You should provide your projects promotional, marketing and/or distribution plan.

The project budget*


You should provide a detailed breakdown of the following:
A detailed expenditure budget

This must include a breakdown of eligible project-related costs, including both


services and third-party costs** (e.g. rental of venues, etc.)
**All artists and individuals involved in the project are entitled to a fee for their
relevant services
A detailed budget income
The proposal must include amounts relating to secured, unsecured and other
planned revenues for the project. The unsecured amount requested from the MAF
must be quantified and allocated as the Amount Requested from the Malta Arts
Fund. This must not exceed 80% of the projects expenditure.
Official documentation in support of the budget
Expenditure must be supported by relevant quotations. Other sources of funding,
sponsorships (also in-kind sponsorships) must be supported by relevant
documentation.

MANDATORY DOCUMENTATION
The documents stipulated in items 1 to 5 below are mandatory and required for the
pre-evaluation assessment. Omission to present any of these documents will
render the application non-compliant.

PROJECT ELIGIBILITY AND EVALUATION


Projects will first be screened in terms of eligibility. Proposals ineligible in terms of
the criteria below shall not be processed further and shall not undergo evaluation.

Eligible
Stand-alone projects which engage the public through the arts
Research and development in the arts
Ineligible
Project(s) not directly related to the arts
Projects of an intrinsically commercial, self-sustainable or self-promotional
nature
Activities having fundraising or political party propaganda as a main objective
Events held on a regular basis, including annual projects, annual festivals,
school/annual shows, regular training programmes
Costs for traditional activities and festivities
Projects which are eligible under the other strands of the Malta Arts Fund
(Organisation Support Grant, Mobility Fund, Spreading Words)
Operational costs required for the day-to-day running of an organisation,
including premises or equipment, unless it is a necessary requirement of the
project
Projects which are eligible under the Malta Arts Scholarships
Funding for the creation or upholding of bursaries, prizes or scholarships
Individual modules credited as part of an educational course
Projects which are eligible under the Malta Film Fund
Production of documentaries, short films, feature films, television and radio
programmes
Projects eligible under the Cultural Diplomacy Fund
Projects eligible under the Malta Digital Games Fund
Projects submitted by public entities with or without a line vote
Initiatives with a line vote
Projects with a duration of more than eighteen (18) months from the date of
notification
Projects which have already started. This includes projects which have already
been made public (this includes promotion and teasers published on personal
websites, project websites, blogs, social media networks and other virtual or
physical platforms)

Projects that would have already taken place before the result is notified to
applicant(s)
Retrospective costs
Projects with budgets exceeding 80% of the project expenditure or the amount
requested is invalid
Incomplete applications as explained under Mandatory Documentation
Projects which are not stand-alone

Each eligible application is then evaluated against the criteria established in these
Guidelines and Regulations.

Evaluation criteria
Each eligible application is assessed against the following evaluation criteria:

The artistic quality of the project, and the expected quality of the audience
experience
The artistic development potential for the applicant, the audience and the
sector(s) addressed in the project
The increase in opportunities for a larger portion of the public to engage,
discover, and learn more about arts and culture
The development of the artistic core through creativity and innovation,
multidisciplinarity, interactivity and experimentation
The professional and financial management and delivery of the project

All five (5) criteria carry equal weight in terms of the project assessment.
The following are some questions directly related to these criteria which will be used
by the evaluators to arrive at their final assessment. You are advised to use these
questions to tackle issues relevant to the project proposal.
Quality

How strong is the artistic concept promoted in your project?


Is this a project of excellence?
Does your proposal show evidence of thorough thought, commitment and
preparation?
Based on the projects development so far, what is the likelihood for the
project to achieve its ambition and meet its targets?
Has the artist(s)/cultural operator(s) previous work been relevant to the
development of the art sector?
Will your project provide an outstanding experience that effects people who
engage with it?

Development

Does your project promote innovative concepts and help the public experience
the arts in alternative contexts, formats, or places?
Does your project support placing culture and the arts at the heart of learning,
education and community development?

Are artistic development opportunities maximised through the project?


Does your project help develop the skills of the artist(s) / cultural operator(s)
involved?
Does your project help in the development of the applicants artistic work?
Will opportunities be created to support or develop wider artistic practice and
understanding, and increase participation in the arts?

Public engagement

Will your project provide the public with opportunities for creative participation
and contribution during its development phase?
Does your project involve and respond to the needs of various communities?
Will your project use spaces and locations which are accessible and
encourage public interaction?
Does the project increase opportunities for people who do not usually engage
in arts activities?
Is there evident potential for the project to effect the public and the arts
scene? Will it encourage wider understanding or debate?

Creativity and Innovation

Does the concept within the application show creativity and innovation?
Does your project promise artistic challenges and push boundaries? Does it
bring together new or pre-existing media or components in an innovative
manner?
Does your project propose to re-interpret the functions of existing spaces?
Are different disciplines and people from different backgrounds involved in the
projects development and presentation?

Management

Does your application show evidence of careful marketing and development


plans?
Is the projects business plan/budget realistic?

Does your application provide sufficient evidence of the applicants ability to


manage the activity (including financial management) responsibly and
successfully?
Has the applicant made efforts to secure funds from other sources?

Evaluation process
While mandatory material must be submitted by the stipulated deadlines, the
Evaluation Board retains the right to request additional material during the
assessment phase. The Evaluators may ask you to attend a meeting.
The results of each respective call (successful, unsuccessful, ineligible and noncompliant) will be issued on the dates indicated in the submission timeframes. No
information on the evaluation process will be released before the official result
notification. Any form of soliciting will automatically disqualify an application.
All information received by the Fund Administrator, Fund Managers and
Evaluators will be considered confidential, both during and after the evaluation
process. Provisions on data protection and confidentiality will be included in the
Grant agreement, as applicable.

PROJECT IMPLEMENTATION AND MONITORING


When accepting the grant, applicants accept that their name, project title and a brief
overview of the project together with the amount awarded will be published by the
Arts Council.
You will be formally notified with the result, the amount of funding granted for the
realisation of the project, and any other conditions and / or recommendations related
to the grant.
If your project is successful, a legally-binding project support agreement, between
you and the Arts Council will detail the conditions and amount of funding.
Large Projects have a six (6)-month extension facility, subject to notification
and justification. Project extensions are not automatic. For an extension you
must submit a written justification for consideration by the Fund Managers.
The Fund Managers have the sole discretion whether or not to grant the
extension.
In all cases, payments will be processed after the signing of the contract. You must
use the MAF logo on all material and specify that the project was supported by the
Malta Arts Fund in all your marketing, PR and printed material.
You must use the grant received solely for the purpose for which it was awarded, in
line with your submitted proposal, the approval correspondence and project support
agreement. You must advise the Fund Managers immediately if changes affecting
the nature of the project take place during implementation.
The Fund Managers may alter or withdraw a grant if the change in the project is not
considered reasonable in relation to the initial proposal or if they are not informed
within reasonable time of the changes. Any changes to the original application must
be approved in writing by the Fund Managers. The Fund Managers retain the right
to change or add new conditions to the agreement during its implementation,
if this is deemed necessary for the proper management of the grant and the
sound administration of the project.
Project Report

At the end of each project, you will be asked to submit a detailed report
highlighting the work carried out and the achievements of the project
You will also be asked to submit copies of any relevant marketing, publicity or
information material (catalogues, programmes, publications, brochures,
albums etc.) developed for the funded project, including photographic or
audiovisual evidence and press releases
You must provide a short (200 words max.) testimonial with accompanying
project images that could be used for promotional purposes

You must submit this material within one (1) month of project closure. The Fund
Managers retain the right to make use of the submitted project material.

GUIDELINES FOR THE ORGANISATIONS PROPOSAL


Your proposal must include a three-year organisation plan and the organisations
artistic programme.
Your proposal gives your organisation the opportunity to demonstrate, in more detail,
how its work satisfies the Malta Arts Funds assessment criteria. A decision on
funding will be made on the strength of the information you submit.
The three (3)-year organisation plan
You should provide a detailed breakdown of the following points (where
relevant):
Mission Statement
A brief description of your organisations fundamental purpose.
Aims and Objectives
The organisations short- and long-term vision.
Organisations Organigram
A diagram outlining the structure of the organisation.
Audience Development
An analysis of the organisations target audiences. The development of possible new
audiences and markets should be studied and addressed in this section of the
proposal. What other audiences would the organisation like to target? How can your
organisation develop, to reach these new audiences?
Artistic Development

The organisations plans related to artistic research and artistic development in terms
of quality, excellence and professionalism. How is the organisation developing in
terms of the objectives of the National Cultural Policy?
Management accounts for the last three financial years
All the relevant accounts for the last three financial years of your organisation (this is
not applicable for recently founded or start-up organisations).
Sustainability Plans
These constitute the long-term plans to help the organisation sustain its operation
and reach its objectives. These plans should not only be limited to obtaining financial
assistance, but should also cater for other types of support, such as in-kind
sponsorship, volunteer staff or shared resources. Your sustainability plans should
take into consideration the organisations long-term financial stability.
A Budget of the Yearly Administration Costs for the Organisation.
Projected Expenditure | This must include a breakdown of eligible
administrative costs, including services and third-party costs.
Projected Income | The proposal must include amounts relating to secured,
unsecured and other planned revenues for the year. The unsecured amount
requested from the MAF must be quantified and allocated as the Amount
Requested from the Malta Arts Fund. This must not exceed 60% of the
organisations total yearly expenditure.
The organisations artistic programme
A detailed breakdown of the following points should be provided (where
relevant):
General Description
The context of the programme
The aims and objectives of the programme
A detailed and concise description of what your programme entails, including
participants and all specific activities related to the programme.
Programme Time-Frames
Provide a breakdown (with indicative start and end dates) of the programmes
landmark phases and activities.
Programme Location

Specify in which locality, and also if applicable, in which venues/buildings/public or


private spaces the project is to be implemented. You should also provide details and
specifications concerning the use of the various spaces (if applicable).
Art Forms addressed by the Programme
Specify the art forms that will be primarily addressed through the project.
Audience Category and Participation
Specify the target audience(s) of the events being proposed in your artistic
programme. Provide details on levels of interaction with the public, including the
targeting of new audiences.
Anticipated Outcome
Give an account of the anticipated tangible and intangible artistic programme
outcomes. Explain how the programme plans to achieve said outcomes.
Anticipated Benefits to the Organisation
Describe how the organisation and the sector are to benefit from the artistic
programme. How will the programme help your organisation meet its goals/ambitions
and develop its creative practice?
Programme Marketing Plan
Provide the artistic programmes promotional, marketing and/or distribution plan.
Programme Budget
A detailed Expenditure Budget | Include a breakdown of eligible programmerelated costs, including both services as well as third-party costs (e.g. rental of
venues, etc.).
A detailed Income Budget | Include amounts relating to secured, unsecured
and other planned revenues for the programme. The unsecured amount
requested from the MAF must be quantified and allocated as the Amount
Requested from the Malta Arts Fund. This must not exceed 60% of total
expenditure.
Official documentation in support of the budget | Expenditure must be
supported by relevant quotations and other sources of funding must be
supported by relevant documentation.

The total unsecured amounts of the yearly administration costs of the organisation (if
any) and the artistic programme budget (if any) requested from the Malta Arts Fund
should be allocated as the Total Amount Requested from the Malta Arts Fund. This
must not exceed 20,000.

Evaluation process
While mandatory material must be submitted by the stipulated deadlines, the
Evaluation Board retains the right to request additional material during the
assessment phase. The Evaluators may ask you to attend a meeting.
The results of each respective call (successful, unsuccessful, ineligible and noncompliant) will be issued on the dates indicated in the submission timeframes. No
information on the evaluation process will be released before the official result
notification. Any form of soliciting will automatically disqualify an application.
All information received by the Fund Administrator, Fund Managers and
Evaluators will be considered confidential, both during and after the evaluation
process. Provisions on data protection and confidentiality will be included in the
Grant agreement, as applicable.

PROJECT IMPLEMENTATION AND MONITORING


When accepting the grant, you also accept that the applicant / organisation name, a
brief project description together with the amount awarded will be published by the
Arts Council.

Beneficiaries will be formally notified with the result, the level of funding granted for
the project, and any other conditions / recommendations related to the Grant.
Payments will be processed after the signing of the contract. The beneficiaries must
use the Malta Arts Fund logo on all material and specify that the organisation is
supported by the Malta Arts Fund in all their marketing and public relations.
The Grant received must be used solely for the purpose for which it was awarded, in
line with the submitted plans, programmes and budgets. Beneficiaries must advise
the Fund Managers immediately if changes affecting the nature of the proposal take
place during implementation.
The Fund Managers may alter or withdraw a Grant:
if the change in the plans is not considered reasonable in relation to the initial
proposal
if they are not informed within reasonable time of the changes.
Any changes to the original application must be approved in writing by the Fund
Managers. The Fund Managers retain the right to change or add new
conditions to the agreement during its implementation, if this is deemed
necessary for the proper management of the Grant and the sound
administration of the organisations plans.
The funding agreement
The recommendation to fund must be finalised through the signing of the contract. A
legally binding project support agreement, detailing the conditions and level of
funding for the project, will then be entered into between the Fund Managers and the
Organisation.
Artistic Assessment
Artistic assessment is a useful tool for arts organisations to achieve excellence. It
also sets out to provide a context for conversations about excellence and artistic
quality. Artistic assessments will contain a fair and balanced evaluation about artistic
quality based on sound evidence.
Experts in the respective field will be selected to attend and experience projects and
events produced by the organisations and funded through this strand. In turn, they
will produce a report assessing the artistic quality of the work viewed. This report will
be retained by the Arts Council.

End of Funding Year Review Meeting


All funded organisations will have at least one review meeting with the Arts Council
at the end of the year. During this meeting, each organisation will be required to
provide a short summary of the outcomes of its previous year and a copy of its plan
for the coming year. The Arts Council will collate and interpret evidence from a range
of sources, including board minutes and management accounts. The meeting will
also draw on the organisations annual report and accounts, as well as evidence
from the Arts Councils artistic assessments.
The end of funding year review meeting will look back at the previous year and will
discuss how well the organisation achieved the outcomes set out in its funding
agreement. However, annual review meetings will focus on development plans for
the coming years. Following the end of funding year review meeting, the organisation
will be sent a copy of the Arts Councils Assessment Report focusing on the
evaluation of the organisations ability to deliver the outcomes for which it was
funded.
Yearly Report

At the end of each project, beneficiaries will be asked to submit a report


highlighting the work carried out and the achievements of the organisation and
the programme.
Beneficiaries will also be asked to submit copies of any relevant marketing,
publicity or information material developed for the funded organisation,
including photographic evidence.
An end of year press release underlining the organisations outcomes, making
clear reference to the contribution of the Malta Arts Fund, must also be carried
out by the beneficiary. Published copies of this press release must be
presented in the report.

Submission of this material should be completed within one month of


programme/year closure. The Fund Managers retain the right to make use of
submitted material.

GUIDELINES FOR THE MOBILITY SUPPORT GRANT


PROPOSAL
Your proposal must include a description of the mobility and a supporting budget.
Your project description gives you the opportunity to demonstrate in detail how the
mobility project satisfies the MAFs assessment criteria. A decision on funding will
be made on the strength of the information submitted.

Describe how you expect your artistic/cultural work, skill and contribution to the
sector to benefit through cultural mobility. Describe how the experience will help you
or your organisation meet goals/ambitions and develop your creative practice.
Describe the expected concrete and realistic outcomes derived through cultural
mobility.
The budget*
You should provide a detailed breakdown of the following:
A detailed expenditure budget
This must include a breakdown of eligible mobility-related costs.
A detailed budget income
The proposal must include amounts relating to secured, unsecured and other
planned revenues derived through cultural mobility. The unsecured amount
requested from the MAF must be quantified and allocated as the Amount Requested
from the Malta Arts Fund. This must not exceed 80% of the total expenditure.
NB Every budget must include both income and expenditure.

Expenditure must be supported by relevant quotations. Other sources of funding,

Mobility Support Grant report

Following the end of the mobility project, you will be asked to submit a detailed
report highlighting the work carried out and the achievements of the project.
You will also be asked to submit copies of any relevant marketing, publicity or
information material (catalogues, programmes, publications, brochures,
albums etc) developed in relation to the mobility, including photographic or
audiovisual evidence and press releases.
You must provide a short (200 words max.) testimonial with accompanying
project images that could be used on the maltaculture.com website.

Submission of this material should be completed within one (1) month of the mobility
project closure. The Fund Managers retain the right to make use of submitted
material.

Strand 4 |Spreading Words


Malta has a young and vigorously developing literary tradition. Maltese literature is
primarily written in Maltese, the only language of Semitic roots using Latin script and
which is effectively a melting pot of Arabic, Romance and English elements. Spoken
by the islands population of around 420,000 people, as well as the Maltese
diaspora, Maltese is the smallest official language of the EU in terms of speakers.

Spreading Words helps bring outstanding works written in Maltese closer to new
and wider audiences, both locally and around the Mediterranean, Europe and
beyond. It has a total allocation of 20,000. The fund offers Translation Grants and
Sample Translation Grants.

Eligibility

Who Is Eligible

An application for support for the translation of works written in Maltese may be
presented by an author, translator, publisher or a legally recognised organisation.
This enables challenging fiction, including literature for children and young adults and
literary non-fiction works, to be made accessible to non-Maltese-speaking readers. In
cases where an application for a translation grant is successful, Strand 4: Spreading
Words contributes part of the translation costs to the author, translator or publisher,
payable after the signing of the contract. This fund is not aimed at covering the full
costs of the translation, printing and editorial costs.

Works eligible for support

An application for support for the translation of works written in the Maltese language
may be presented for works in the following areas:

Prose, poetry, plays, including literature for children and young adults, as well
as literary non-fiction

In all cases, the work in question must be of excellence. An application may


only cover translation costs. Production and copyright costs are not eligible.

Priority is given to outstanding works of contemporary literature

An author, translator, publisher or a legally recognised organisation may apply


for support under Strand 4: Spreading Words for funding of sample

notification. Any form of soliciting will automatically disqualify an application.

All information received by the Fund Managers, Fund Administrator and


Evaluators will be considered confidential, both during and after the evaluation
process. Provisions on data protection and confidentiality will be included in the
grant agreement for successful applications.

PROJECT IMPLEMENTATION AND MONITORING

When accepting the grant, applicants accept that their name, the project title and the
amount awarded will be published by the Arts Council.

You will be formally notified with the result, the amount of funding granted for the
project, and any other conditions and recommendations related to the grant.

A legally binding project support agreement, detailing the conditions and amount of
funding for the project, will be entered into between the Fund Managers and the
Beneficiary.

Payments will be processed after the signing of the contract. The beneficiaries must
use the MAF logo on the published translation and on all related material and specify
that the project was supported by the Malta Arts Fund in all their marketing, PR
and printed material.

The grant received must be used solely for the purpose for which it was awarded, in
line with the submitted proposal, the approval correspondence and the project
support agreement. Beneficiaries must notify the Fund Managers immediately if
changes affecting the nature of the project take place during implementation.

The Fund Managers may alter or withdraw a grant if the change in the project is not
considered reasonable in relation to the initial proposal, or if they are not informed
within reasonable time of the changes. Any changes to the original application must
be notified for approval in writing by the Fund Managers. The Fund Managers retain
the right to change or add new conditions to the agreement during its

implementation, if this is deemed necessary for the proper management of the


grant and the sound administration of the project.

Project report

At the end of each project, beneficiaries will be asked to submit a detailed report
highlighting the work carried out and the achievements of the project.

Together with this report, beneficiaries must submit copies of any relevant marketing,
publicity or information material developed for the funded project, including visual
evidence.

A press release after the translation projects completion underlining the projects
outcomes, making clear reference to the contribution of the Malta Arts Fund, must be
issued by the beneficiary. Published copies of this press release must be presented
in the report.

Submission of the report together with the material stipulated above must be
completed within one month of project closure. The Fund Managers retain the right to
make use of submitted project material.

COMPLAINTS
1. Introduction
This section explains how applicants can make a complaint. Making a complaint will
not affect your chances of receiving support from the MAF in the future. All
complaints will be treated confidentially.
2. Grounds for complaints
a. Applicants can make a complaint regarding:
Procedural anomalies and irregularities during the submission and evaluation
process in terms of the procedures stipulated in these Guidelines and Regulations.
b. Complaints cannot be made concerning:
A decision made in relation to any third partys application;
The Arts Councils or Governments policies and procedures;
The merits of the application in terms of the criteria stipulated in these Guidelines
and Regulations.
3. Making a complaint

Stage 1
Complaints must be made in writing and be as clear as possible. The complaint must
state the grounds and the reasons for the appeal, providing a detailed explanation
and justification supported by relevant documentation or testimonials as to why the
appellant deems that irregularities were committed in the procedure/s stipulated in
these Guidelines and Regulations and in standard good governance rules and
regulations governing the public sector. The decision at the end of the complaint
process shall be final.
Complaints need to be made to the Chairman. You must do this within five (5)
working days of receiving your funding decision. You will normally receive a reply to
your complaint within ten (10) working days.
You may be asked to meet an Arts Council representative to discuss your complaint
in more detail. This meeting would normally be held within ten (10) working days
after a complaint has been received.
By using our complaints procedure, you agree that we may use and disclose such
information for purposes strictly connected to your complaint.
Stage 2
If the issue has not been resolved through Stage 1, you can refer your complaint to
the Ombudsman.
The Ombudsman provides an independent and unbiased service between
Government and its institutions and people. He or she has the power to decide
whether or not to investigate a complaint.
If the Ombudsman investigates your complaint and finds that it is justified, he or she
will recommend ways for the Arts Council to put things right, and how to prevent a
similar situation in the future.
The Ombudsman works according to his or her own guidelines and procedures, and
we recommend that you familiarise yourself with these. They can be found
at: http://www.ombudsman.org.mt.

The Ombudsman cannot reverse funding decisions or make changes to our legal
responsibilities and policies on awarding grants.

Legal Notice 429 of 2010
This legal notice establishes that if during year of assessment, a company proves to
the satisfaction of the Commissioner that it has made a cash donation to the Arts
Fund such donation may be claimed as a deduction against income for the year of
assessment in which it was made, provided that a certificate is issued in this respect

by the MAF. The total deduction that can be claimed by a company in any year of
assessment shall be the lesser of the expense actually incurred or 50,000 euro.
