Each call for applications (please see updated deadlines on p. 7, 8, 16, 25, 34) closes at 12:00hrs (noon), but you may submit your MAF application dossier (4 identical
and complete copies as per these Guidelines and Regulations) to the Arts Council before these deadlines, anytime between 09:00hrs and 12:00hrs noon, and 13:30hrs
and 16:30hrs.
Applications for the Malta Arts Fund are to be submitted by hand to the Arts Councils new offices at 16, Casa Scaglia, Triq Mikiel Anton Vassalli, Valletta.
OBJECTIVES
The objectives of the MAF are:
These objectives are reflected in the evaluation criteria against which submitted
applications are assessed.
DEFINITIONS
For the purpose of these guidelines, the following terms are defined as follows:
Applicant
An applicant may be an individual, a group or an organisation. To apply for Strand 2
(Organisation Support Grant), an applicant can only be a registered voluntary
organisation or a cooperative. Applicants cannot be employees of the Arts Council or
involved in the management of the MAF.
Application
An application is a submission, inclusive of all mandatory documents and any
annexes to the MAF application form made by an eligible applicant.
Arts
The arts comprise different creative and expressive disciplines, including performing
arts, visual arts and literary arts. This is taken as a general working definition and is
not meant to be exhaustive or exclusive.
Beneficiary
The beneficiary is the recipient of the grant. The beneficiary is responsible for the
implementation of the proposal supported by the MAF.
Compliance
If mandatory material is missing from the submitted application dossier, the whole
application will be deemed incomplete and will be rejected as non-compliant. Noncompliant applications will not be processed further.
Cultural operator
A cultural operator is an individual with an arts and culture background, working in
one or more fields in the sector of culture and the arts.
Eligibility
Individual
Individuals applying for a grant must be Maltese citizens or be in possession of a
Malta residence permit or of a Maltese citizenship certificate or of a Maltese
passport.
Malta Arts Fund
The MAF is an arts incentive funding programme.
MAF management and administration
The Arts Council and the Culture and Audiovisual Unit within the Ministry responsible
for Culture are jointly responsible for the management of the MAF. The MAF is
administered by the Council. All official correspondence, including the submission of
applications, must be sent to the address indicated in these Guidelines and
Regulations.
Organisation
Read these Guidelines and Regulations carefully, they provide all the key
information on how to submit an application to apply for a grant.
Develop your ideas and write a proposal. The guidelines in this document
highlight the main areas to be presented.
Seek other potential funding from private or public sources. Ensure you submit
an application which you have the financial and administrative capacity to
implement.
The MAF may also co-fund projects supported by any EU funded programme.

Evaluation criteria
Each eligible application is assessed against the following evaluation criteria:
The artistic quality of the project, and the expected quality of the audience
experience
The artistic development potential for the applicant, the audience and the
sector(s) addressed in the project
The increase in opportunities for a larger portion of the public to engage,
discover, and learn more about arts and culture
The development of the artistic core through creativity and innovation,
multidisciplinarity, interactivity and experimentation
The professional and financial management and delivery of the project
All five (5) criteria carry equal weight in terms of the project assessment.
The following are some questions directly related to these criteria which will be used
by the evaluators to arrive at their final assessment. You are advised to use these
questions to tackle issues relevant to the project proposal.

Does your project promote innovative concepts and help the public experience
the arts in alternative contexts, formats, or places?
Does your project support placing culture and the arts at the heart of learning,
education and community development?

Will your project provide the public with opportunities for creative participation
and contribution during its development phase?
Does your project involve and respond to the needs of various communities?
Will your project use spaces and locations which are accessible and
encourage public interaction?
Does the project increase opportunities for people who do not usually engage
in arts activities?
Is there evident potential for the project to effect the public and the arts
scene? Will it encourage wider understanding or debate?
Does the concept within the application show creativity and innovation?
Does your project promise artistic challenges and push boundaries? Does it
bring together new or pre-existing media or components in an innovative
manner?
Does your project propose to re-interpret the functions of existing spaces?
Are different disciplines and people from different backgrounds involved in the
projects development and presentation?

Evaluation process
While mandatory material must be submitted by the stipulated deadlines, the
Evaluation Board retains the right to request additional material during the
assessment phase. The Evaluators may ask you to attend a meeting.
The results of each respective call (successful, unsuccessful, ineligible and noncompliant) will be issued on the dates indicated in the submission timeframes. No
information on the evaluation process will be released before the official result
notification. Any form of soliciting will automatically disqualify an application.
All information received by the Fund Administrator, Fund Managers and
Evaluators will be considered confidential, both during and after the evaluation
process. Provisions on data protection and confidentiality will be included in the
Grant agreement, as applicable.

At the end of each project, you will be asked to submit a detailed report
highlighting the work carried out and the achievements of the project
You will also be asked to submit copies of any relevant marketing, publicity or
information material (catalogues, programmes, publications, brochures,
albums etc.) developed for the funded project, including photographic or
audiovisual evidence and press releases
You must provide a short (200 words max.) testimonial with accompanying
project images that could be used for promotional purposes
You must submit this material within one (1) month of project closure. The Fund

The organisations plans related to artistic research and artistic development in terms
of quality, excellence and professionalism. How is the organisation developing in
terms of the objectives of the National Cultural Policy?

All the relevant accounts for the last three financial years of your organisation (this is
not applicable for recently founded or start-up organisations).
Sustainability Plans
These constitute the long-term plans to help the organisation sustain its operation
and reach its objectives. These plans should not only be limited to obtaining financial
assistance, but should also cater for other types of support, such as in-kind
sponsorship, volunteer staff or shared resources. Your sustainability plans should
take into consideration the organisations long-term financial stability.
A Budget of the Yearly Administration Costs for the Organisation.
Projected Expenditure | This must include a breakdown of eligible
administrative costs, including services and third-party costs.
Projected Income | The proposal must include amounts relating to secured,
unsecured and other planned revenues for the year. The unsecured amount
requested from the MAF must be quantified and allocated as the Amount
Requested from the Malta Arts Fund. This must not exceed 60% of the
organisations total yearly expenditure.

What is the organisations financial position? Does it breakeven?
Is the budget together with the amount applied for appropriate and suitable for
the scale and type of activity? Are income sources balanced?
Is there a realistic plan for achieving additional income to support or improve
the organisations activity?
Does your organisation have any long-term loans? How does it plan to repay
them?

Beneficiaries will be formally notified with the result, the level of funding granted for
the project, and any other conditions / recommendations related to the Grant.
Payments will be processed after the signing of the contract. The beneficiaries must
use the Malta Arts Fund logo on all material and specify that the organisation is
supported by the Malta Arts Fund in all their marketing and public relations.
The Grant received must be used solely for the purpose for which it was awarded, in
line with the submitted plans, programmes and budgets. Beneficiaries must advise
the Fund Managers immediately if changes affecting the nature of the proposal take
place during implementation.
The Fund Managers may alter or withdraw a Grant:
if the change in the plans is not considered reasonable in relation to the initial
proposal
if they are not informed within reasonable time of the changes.
Any changes to the original application must be approved in writing by the Fund
Managers. The Fund Managers retain the right to change or add new
conditions to the agreement during its implementation, if this is deemed
necessary for the proper management of the Grant and the sound
administration of the organisations plans.
The funding agreement
The recommendation to fund must be finalised through the signing of the contract. A
legally binding project support agreement, detailing the conditions and level of
funding for the project, will then be entered into between the Fund Managers and the
Organisation.
Artistic Assessment
Artistic assessment is a useful tool for arts organisations to achieve excellence. It
also sets out to provide a context for conversations about excellence and artistic
quality. Artistic assessments will contain a fair and balanced evaluation about artistic
quality based on sound evidence.
Experts in the respective field will be selected to attend and experience projects and
events produced by the organisations and funded through this strand. In turn, they
will produce a report assessing the artistic quality of the work viewed. This report will
be retained by the Arts Council.

Proposals will first be screened in terms of eligibility. Proposals which are not eligible
in terms of the set criteria will not be processed further and will not undergo
evaluation.
Eligibility
Who Is Eligible
An application for support for the translation of works written in Maltese may be
presented by an author, translator, publisher or a legally recognised organisation.
This enables challenging fiction, including literature for children and young adults and
literary non-fiction works, to be made accessible to non-Maltese-speaking readers. In
cases where an application for a translation grant is successful, Strand 4: Spreading
Words contributes part of the translation costs to the author, translator or publisher,
payable after the signing of the contract. This fund is not aimed at covering the full
costs of the translation, printing and editorial costs.
An application for support for the translation of works written in the Maltese language
may be presented for works in the following areas:
Prose, poetry, plays, including literature for children and young adults, as well
as literary non-fiction

When accepting the grant, applicants accept that their name, the project title and the
amount awarded will be published by the Arts Council.
You will be formally notified with the result, the amount of funding granted for the
project, and any other conditions and recommendations related to the grant.
A legally binding project support agreement, detailing the conditions and amount of
funding for the project, will be entered into between the Fund Managers and the
Beneficiary.
Payments will be processed after the signing of the contract. The beneficiaries must
use the MAF logo on the published translation and on all related material and specify
that the project was supported by the Malta Arts Fund in all their marketing, PR
and printed material.
The grant received must be used solely for the purpose for which it was awarded, in
line with the submitted proposal, the approval correspondence and the project
support agreement. Beneficiaries must notify the Fund Managers immediately if
changes affecting the nature of the project take place during implementation.
The Fund Managers may alter or withdraw a grant if the change in the project is not

Project report
At the end of each project, beneficiaries will be asked to submit a detailed report
highlighting the work carried out and the achievements of the project.
Together with this report, beneficiaries must submit copies of any relevant marketing,
publicity or information material developed for the funded project, including visual
evidence.

issued by the beneficiary. Published copies of this press release must be presented
in the report.
Submission of the report together with the material stipulated above must be
completed within one month of project closure. The Fund Managers retain the right to
make use of submitted project material.

COMPLAINTS
1. Introduction
This section explains how applicants can make a complaint. Making a complaint will
not affect your chances of receiving support from the MAF in the future. All
complaints will be treated confidentially.
2. Grounds for complaints
a. Applicants can make a complaint regarding:
Procedural anomalies and irregularities during the submission and evaluation
process in terms of the procedures stipulated in these Guidelines and Regulations.
b. Complaints cannot be made concerning:
A decision made in relation to any third partys application;
The Arts Councils or Governments policies and procedures;
The merits of the application in terms of the criteria stipulated in these Guidelines
and Regulations.
3. Making a complaint

Stage 1
Complaints must be made in writing and be as clear as possible. The complaint must
state the grounds and the reasons for the appeal, providing a detailed explanation
and justification supported by relevant documentation or testimonials as to why the
appellant deems that irregularities were committed in the procedure/s stipulated in
these Guidelines and Regulations and in standard good governance rules and
regulations governing the public sector. The decision at the end of the complaint
process shall be final.
Complaints need to be made to the Chairman. You must do this within five (5)
working days of receiving your funding decision. You will normally receive a reply to
your complaint within ten (10) working days.
You may be asked to meet an Arts Council representative to discuss your complaint
in more detail. This meeting would normally be held within ten (10) working days
after a complaint has been received.
By using our complaints procedure, you agree that we may use and disclose such
information for purposes strictly connected to your complaint.
Stage 2
If the issue has not been resolved through Stage 1, you can refer your complaint to
the Ombudsman.
The Ombudsman provides an independent and unbiased service between
Government and its institutions and people. He or she has the power to decide
whether or not to investigate a complaint.
If the Ombudsman investigates your complaint and finds that it is justified, he or she
will recommend ways for the Arts Council to put things right, and how to prevent a
similar situation in the future.
The Ombudsman works according to his or her own guidelines and procedures, and
we recommend that you familiarise yourself with these. They can be found

The Ombudsman cannot reverse funding decisions or make changes to our legal
responsibilities and policies on awarding grants.
