Flood disaster is one of other disasters which can happen as primary disaster
or secondary disaster from disaster source. Flood is primary disaster when neither
river capacity nor drainage network capacity is more over than maximum rainfall
discharge. Whereas, flood is secondary disaster when it happen after another
disaster happened such as volcano eruption (lahar flow), sea level rise (tidal
flood), etc. Based on the kind of flood, each flood gets different solution for risk
assessment and management.
Flooding as primary natural disaster would be a problem if it occurs on
residential areas or agricultural land. The characteristic of flood in each area is
different in its duration, intensity, and frequency. Flood effects can be local,
affecting a neighborhood or community. Located in the northern coastal areas,
Pati Regency is dominated by lowland area from 0 100 meter covered by
100.769 ha area, it meant agriculture is potentially in this region. In Pati, Juwana
River is in which river throughout the city also functioning as livelihood resource
for hundred thousands of people who are living in its surrounding areas. There are
at least 276 units of water pump (with big and small scales) which used to pump
up water for irrigation. There are hectares of aqua culture (both, salt and fresh
water). Fishing is also done with various equipments (net, regular fishing, etc).
In conclusion, flooding is the main disaster problem that needs handled
accurately in Juwana Watershed, so it is important to study the holistic approach
in the risk assessment to determined flood risk management accurately.
Based on the journal, flood risk assessment is using the empirical formula
(rational formula). The empirical formula does not always provide accuarate
results or in accordance with reality.In addition, the determination of the
maximum amount of rainfall use Thiessen polygons. In the journal does not
explain the amount of rainfall stations used and distributed. Thus, by using
Thiessen polygons, the maximum amount of rainfall is less representative.
Although, determination of flood risk can be determined using an empirical
formula or statistical formulas. Basically, all it can be used if there is a uniform
distribution of rainfall stations and the wide number of research areas suitable
with study area total. Therefore, evaluation is required to determine the risk of

flooding using the rational formula. In this case, the determination of the risk of
flooding should really take into account physically conditions (slope, landform,
land use). In the other hand, the aim of research is very good due to use time
series data.
Flood risk assessment should like monitoring for early warning systems
flooding will be approaching flow conditions actual flood water so that if flood
hazard will provide useful information for people living in the downstream in
order to save lives, property objects and securities are including data widespread
inundation accurate. Later in the dry season post AWLR Pati Regency also serves
to anticipate the mainstay discharge intended to meet the irrigation water in
downstream.
In order to survive their livelihoods, people living along Pati Regency have
various adaptations in dealing with either flood or drought. Agriculture as main
livelihoods requires people's capacity to manage disaster risks. Beside flood and
drought, rice pest attack also threat harvest failure. Meanwhile, the high price of
fertilizer is which sometimes unavailable a dynamic pressure becomes for peasant
along Pati Regency. Those factors threat people livelihood sustainability.
