Written report

Section 2- It is about the promotion of social justice including economic


opportunities. Social justice in the constitution is that the State or Government
guarantees us the right to equality of opportunity in all fields of human endeavor.
And the duty of the State is to provide us or create economic opportunities, and we,
people of the State, have an obligation to make an effort or to initiate ourselves to
equip with knowledge and skills that make us productive in the economy. So, we will
not depend on the State or other person in the communities.
Section 4- the State shall found an agrarian reform program. The agrarian reform
program is about the rights of the farmers and regular farmworkers to own the land
they till and if youre the other farmworkers (e.g. seasonal farmworkers, security
guards, drivers), you will receive a just share of the fruits or crops. The State shall
also encourage and undertake the just distribution of all agricultural lands, when we
say agricultural lands this refers to all capable of growing crops public and private
agricultural lands. The reasonable retention limits of the Congress is like when they
limit the maximum areas of land that may be retained by affected landowners. And
the State shall also recognize and respect the rights of small landowners.
Section 6- the State shall apply the agrarian reform program whenever it is
applicable in accordance with the law. Including the public domain- lands or
properties that the government own, and the rights of indigenous cultural
communities like the ita or katutubo that would like to preserve their culture, and
their ancestral land shall respect by the State and shall not be a part of the
program. The State may resettle landless farmers and farmworkers and use the
properties that the government own when theres not enough land to give and it
shall be distributed to those deserving farmers families or farmworkers. It shall be
distributed to them in accordance with the law.
Section 8- Its about the landowners that the State concerned. They will provide an
incentives so they will accept the program and promote it and to have an
industrialization, employment creation, and privatization of public sector
enterprises. It contains features that shall enhance their negotiability or
transferability and acceptability in the marketplace.
Section 10- The Urban and rural poor dwellers should not be evicted from where
they live and shall not demolish the house they built like the squatters, except in
accordance with law. And if they resettle the poor dwellers, they should consult first
the dwellers and the communities where they will be relocated before planning to
relocate them. In the past, many poor dwellers or squatters were forcibly evicted
from the lands they live and relocate them immediately without studying or
planning if what would be their life if they put them there. Many squatters returned
to where they lived and reoccupy their lands. Before relocating, the relocation site
shall be easy accessible to basic social service, water, electricity, transportation,

school facilities, medical clinics, and livelihood opportunities. So, they will not
consider going back to the place where their house demolished or where they
evicted.
Section 12- This section is about establishing and maintaining an effective food
and drugs regulatory system, to rationalize the law on food and drugs to protect the
public from harmful and useless but costly food and drugs. The duty of the State is
to encourage locally applied drug research, and institute effective drug quality
control supply and delivery systems as well as a program for dissemination of drug
information to educate the people on the rational use of drugs.
Section 14- this section is for the women. The State shall respect and protect
women, by the reason of the fragile physical structure and maternal functions of
women. Giving special concern to working women by providing a safe and healthful
working condition but, not exceeding to the limit that will cause discrimination to
the men of the State.
Section 16- the State shall give right to the people and their organizations to give
opportunities and to be effective and be a reasonable participation at all levels of
social, political, and economic and decision-making should not be curtail on rights or
privileges. The State shall also maintain consultation on the mechanisms of the
organizations.
Section 18- in this section, its about the powers and functions of the Commission
on Human rights. The visitorial power of the Commission No. 4 refers to its power to
examine the administration and conditions of jails, prisons, or detention facilities,
with a view of determining possible violations of human rights. The Commission
may perform other duties and functions as enumerated in this section.
