Assessment Investigation
On August 25th, 2014, Governor Scott called for Commissioner
Stewart to conduct an investigation of standardized testing
required by the state and by school districts.
The investigation included an examination of why students take
the test, who is taking the test and what the results are used for.
The resulting report was released on February 18, 2015.

Assessment Investigation Recommendations


In order for Florida to move forward with fewer, better
assessments, the commissioner makes the following
recommendations:

1. Issue an Executive Order to suspend the Grade 11 Florida


Standards Assessment (FSA) for English language arts until
legislation is enacted to eliminate the mandate.
2. Enact legislation to eliminate the Postsecondary Education
Readiness Test (PERT) as a state mandate for grade 11 and
make it optional.
3. Enact legislation to eliminate the current progress monitoring
requirements.
4. Enact legislation to eliminate local final exams in
courses/subjects where there is also a statewide, standardized
end-of-course exam.

Assessment Investigation: Recommendations for


Districts
1. Give no more than one school-wide or district-wide interim
assessment per course/subject per grading period.
2. Dont test students for the sole purpose of evaluating
teachers.
3. Districts should provide teachers, parents, and students with
information about student progress on each assessment used
for progress monitoring.

What Schools Need to Know About FSA


Training tests are available for students to become familiar with the
CBT platform and item types.
Training tests with CBT accommodations are available by grade band,
not grade level. Answer keys and a user guide are available on the
portal (www.fsassessments.org).
Grade-level/subject-specific practice tests will be available in Fall 2015.
Students will be able to skip items on live tests and detailed
instructions will be provided in administration scripts.
Paper-based Sample Test Materials for grades 3 and 4, including large
print and braille (all grades), are being developed. Large print and
braille will be shipped to districts, and regular print are posted as PDFs.

What Schools Need to Know About FSA


Headphones are required for Grades 5-11 ELA listening
items (CBT).
External keyboards for tablets are strongly
recommended.

Training webinars for the FSA systems were
conducted in November and were recorded. These
are posted to the FSA Portal.
In-person training for school personnel took place
at 8 regional locations in late January and early

Winter 2014-15 FSA ELA Writing Component
Field Test
Purpose:
to obtain item statistics on the newly-developed writing
prompts for grades 4 to 11; and
to review the item statistics and choose writing
prompts that will be used as operational items
beginning in the 2015-2016 school year
22,500 students per grade were selected for the sample

CBT: December 119, 2014; January 5February 13, 2015
PBT: February 213, 2015
Paper-based in Grades 4-7 (3 lined pages provided for each
prompt response); computer-based in Grades 8-11
Grades 4-11; all grade bands in selected schools participated
Two different prompts administered to each student on two
different days
One 90-minute session for each prompt, with an additional 30
minutes allowed, if needed (up to 120 minutes per session)
All students provided a planning sheet for each session

2015 FSA/FCAT 2.0/EOC Schedule
If districts wish to suspend testing on a given day (e.g., due to a
religious holiday), they may do so for all schools in the district.
There is no limit on administration days within a testing window.
Districts have been given maximum flexibility in scheduling.

Whats New in Accommodations


Unique Accommodations
One-Item-Per-Page (PBT and CBT) and Large Print (CBT) are no
longer unique accommodations.
Student eligibility for ALL paper-based accommodations must
be confirmed at the district level and submitted to FDOE.
These should be no more than 3% of the population.

Decisions regarding accommodations are made by

Updated Calculator Policy


Online calculator tool for FSA Grades 7 and 8 Mathematics
and EOC assessments will be the scientific calculator.
Permit the use of a hand-held scientific calculator for all
students taking an FSA Mathematics assessment (Grade 7,
Grade 8, Algebra 1, Geometry, and Algebra 2) during
calculator-allowable sessions only (Sessions 2 and 3 for
grades 7 and 8; Session 2 for EOCs).
See the FSA Portal for a list of prohibited functionalities for
scientific calculators (rather than approved models).

FSA ELA Score Reporting


FSA ELA scores will be reported as a single score,
combining the FSA ELA Writing and Reading Components
There is no defined weight to the FSA ELA Writing
Component (e.g., 30%).
Questions and prompts are weighted in part based on their
relative difficulty compared to other test questions.
Questions and prompts are also analyzed for pattern scoring.
That is, the pattern of correct and incorrect answers and quality
of writing provided by a student are analyzed as a whole to
determine the students abilities.
This scoring model is used across the nation and around the
world because it produces the most accurate scores possible.

FSA Score Reporting All Tests


By statute, assessment results must be reported no later
than the week of June 8.
Scores linked to FCAT 2.0/ NGSSS will be provided for
Grades 3 & 10 ELA and Algebra 1.
For all other grades and EOCs, student reports will
include percentile ranks comparing student performance
with other students who took the test.
Districts will receive percentile ranks and t scores for all
grades and subjects, including Grades 3 & 10 ELA and
Algebra 1.
