Issue of Debit Card SAMAGRA:Government has leveraged this SAMAGRA Mission for the effective implementation of

the JanDhan Yojana. The SAMAGRA is to facilitate the implementation in transparent manner.
The Pradhanmantri JanDhan Yojana asks every family to hold at least two bank accounts. They
should be provided with RuPay Debit card. Various Government and private banks are allocated
according to the location of banks nearer to the village.
The Scheme requires very less documents to open the account- which is less than what is
required otherwise. There are proper Kiosk centers for the distribution of the money. The
distribution through post office is decreasing tremendously. The SAMAGRA database is quite
good and contains proper information of families for pension schemes and other such schemes.
The lead Bank in the district coordinates the other banks in implementing the JanDhan.
The JanDhan Yojana in the village is gradually moving. There were various issues and
short comes from the villagers as well as the government side during the implementation
process. There was lack of willingness among the people to open the bank account. The villagers
are not willing to handover the proofs to their single village representative. The lack of internet
facilities in the Panchayat levels makes the updating of the Database difficult. The government is
not able to know the number of families in the villages who are benefited by this scheme.
The Process
As part of the registration drive, the state and district authorities set up camps at various districts
in a well-planned fashion. At these centres representatives from multiple banks are supposed to
be present and help the people open an account with basic documents such as ration card, voting
Id. Within a few days their accounts would be opened with the nearest bank branch. Banks are to
an extent obligated to open the accounts but on the other hand they also increase their customer
base. This list will also be present in the form of family data at Public Distribution Systems. The
persons responsible for the data and process are the Gram Panchayat/Janpad Panchayat
Secretary, Ward/Zone for Urban areas. As of November, 2014, out of the 1,28,000 pensioners in
MP, 40,000 members already have their accounts created through this scheme and will be
receiving pension and other benefits through this account hassle free
To enable transparency and speed up the payment process, the Samagra Debit Card scheme was
introduced. With the introduction of this scheme, every person in the district can be registered
with a 9-digit unique identification number called Samagra ID. Each person will be given a debit
card which he can use to access his account from the ATM kiosks that would be set up. As people
register, data would be collected such as other members of the family, age, gender, income, caste,
occupation and education. Each family would have an 8-digit Family ID which would be linked
to members of that family.

Observations:

Lack of willingness amongst the people to open their account

Lack of internet connectivity at panchayat level which makes the updating of


database is difficult

Suggestions: The Database should be regularly updated. Proper Internet connectivity should be
provided at the village Panchayat. A trained staff should be employed for the updating of the
database. People should be made more aware of the benefits of the scheme (they should be
informed of the benefits like Insurance). Voice message like IVR should be there at the KIOSK
so that the people who cannot read can get the benefited. Private level Banks should be
encouraged to penetrate at village level. At present HDFC is leading among the Private and SBI
among the government. Panchayat should be more pressurized to complete the process quickly.
The dead line can be provided for completing a particular target in a given period of time.
