Jamaica Decriminalizes
Marijuana 'Ganja'

by changes to drug laws in the
United States, the Jamaica's
Parliament on last Tuesday gave
final legislative approval to an act
decriminalizing small amounts of
marijuana (Ganja) and establishing a licensing agency to regu-

late a lawful medical cannabis


industry.
The historic amendments
pave the way for a "cannabis
licensing authority" to be established to deal with regulating the
cultivation and distribution of
marijuana for medical and scientific purposes. Governor General
Patrick Allen will formally sign it
into law in the coming days.
In addition, adherents of the
homegrown Rastafari spiritual

movement can now freely use


marijuana for sacramental purposes for the first time on the tropical
island where the faith was founded in the 1930s.
The act makes possession of
up to 2 ounces of marijuana a
petty offense that could result in a
ticket but not a criminal record.
Cultivation of five or fewer plants
on any premises will be permitted.

Protect our Kids from Marijuana Smoking

t would appear that thousands of people


are very happy and excited about the
Jamaican governments recent decision to
decriminalize small amounts of marijuana
and establishing a licensing agency to regulate its use.
After decades of resistance and thousands of people amassing criminal records
for the use and possession of marijuana, or
ganja Jamaica is now part of an international trend of easing restrictions on the
weed for medical or personal use.
Jamaica joins some 50 other countries
and more than 20 American states that allow
some form of medical marijuana and last
year Colorado and Washington legalized personal use. Alaska recently became the third
state to legalize the recreational use of marijuana for adults.
As in the case of several countries where
government or states are relaxing the antiganja laws, consumption is on the increase
for both medicinal and recreational use.

However, in the case of tobacco and


alcohol consumptions, there are specific regulations to prevent and protect children from
exposure to the drugs. We are very concerned that not much is being said about the
protection of kids from the use of ganja.
Smoking is of serious concerns to us,
especially in light of several recent reports
that an increasing number of children under
the age of 21 are lighting up their own
spliffs.
According government data, New York
State estates that some 10.6 percent, or
108,500, high school students, are full-time
smokers, while another 13,500 (under 18)
have become new daily smokers (including
ganja).
Smoking in any form poses a serious
health hazard. Teens are more than twice as
likely as adults to smoke ganja, according
research data.
Nevertheless, while cannabis is not the
most dangerous of drugs, as with alcohol it
has a lot of harmful effects, observes Dr.

Harold Kalant, a professor of pharmacology


at the University of Toronto who has conducted research on alcohol and cannabis
since 1959. He also argues that marijuana
hijacks normal brain functioning in teens,
and many scientists believe the drug may
have permanent effects on brain development.
We believe every child deserves a
healthy, nurturing childhood and the opportunity to grow up to become a caring, productive adult. Unfortunately, the toxic use of
tobacco, alcohol and marijuana consumptions can damage a developing childs brain
in ways that create poor outcomes that last a
lifetime.
While such drugs may impair an individual childs chances for success, it also
harms a communitys economic prosperity
and quality of life.
We are therefore advocating for programs and policies that support kids and prevent the use of tobacco, alcohol and marijuana.

Jamaica Decriminalizes
Marijuana 'Ganja'

And tourists who are prescribed medical marijuana abroad will soon be able to
apply for permits authorizing them to
legally buy small amounts of Jamaican
weed, or "ganja" as it is known locally.
The move by Jamaican lawmakers
adds to an international trend of easing
restrictions on marijuana for medical or
personal use. More than 20 U.S. states
allow some form of medical marijuana
and last year Colorado and Washington
legalized personal use. Alaska recently
became the third U.S. state to legalize the
recreational use of marijuana for adults.
In the Americas, Uruguay last year
became the first nation to create a legal
marijuana market. In Argentina, personal
possession of marijuana was decriminalized under a 2009 Supreme Court ruling
that jail time for small amounts of drugs
violates the country's constitution. A law
in Chile permits use of medical marijuana.
However, Peter Bunting, the island's
national security minister, said Jamaica
has no plans to soften its stance on
transnational drug trafficking or cultivation of illegal plots. Jamaica has long been
considered the Caribbean's largest supplier of pot to the U.S. and regional islands.
"The passage of this legislation does
not create a free-for-all in the growing,
transporting, dealing or exporting of

ganja, Bunting said in parliament. The


security forces will continue to rigorously
enforce Jamaican law consistent with our
international treaty obligations."
William Brownfield, the U.S. assistant secretary for counter-narcotics affairs,
told The Associated Press days before the
vote that "Jamaican law is of course
Jamaica's own business, and Jamaica's
sovereign decision." But he noted that the
trafficking of marijuana into the U.S.
remains against the law. "We expect that
Jamaica and all states party to the U.N.
Drug Conventions will uphold their obligations, including a firm commitment to
combating and dismantling criminal
organizations involved in drug trafficking," he told AP in an email.
Ganja was brought to the West Indies
in the mid-19th century by East Indian
laborers who settled in Guyana, Trinidad
and Jamaica. In Jamaica, from the 1800's
until the early years of the 20th century,
ganja was an unregulated herb widely
used as medicine, intoxicant, and for religious sacrament. Even though it caused
few medical or social problems, JudeoChristian church groups and Jamaica's
white ruling elite convinced legislators to
criminalize it in 1913. The country later
became a signatory to international antimarijuana treaties.

Brooklyn teacher arrested


for allegedly hitting student

teacher in East Flatbush, Brooklyn has been arrested after allegedly hitting a
student during a fight. Authorities say a student at the Middle School for
Marketing and Legal Studies told police that his teacher smacked him across the
face and punched him Monday. The accused teacher, identified as Sakeem Nelbett,
is charged with assault with intent to cause injury and endangering the welfare of a
child. An investigation into the incident is ongoing.

that a Bronx salon receptionist was
unlawfully fired after she complained
about the dangers of formaldehyde in
2011.
Valerie Connoly was unlawfully fired
from Salon Zoe in Riverdale after she
complained of the ill effects of formaldehyde in hair products, the U.S. Labor
Department charged Tuesday.
Connoly first complained of respiratory troubles in 2011 while working at

Salon Zoe, according to documents filed


in Manhattan Federal Court. Months later,
she told fellow workers about the dangers
of formaldehyde -- a move that got her
fired, the feds charged.
The suit against the salon owner,
Kristina Veljovic, seeks payment of lost
wages and damages to be determined at
trial. The Labor Department took on the
case after Connoly filed a complaint about
her firing.

Domino's Worker Arrested for


Allegedly Recording Employees
Using the Bathroom

19-year-old Long Island man has


been arrested for allegedly recording at least two people using the
employee restroom at the Domino's
Pizza where he worked.
Jonathan Parra, of Uniondale, was
charged Tuesday will unlawful surveillance.
Authorities allege he recorded a 20year-old woman and a 51-year-old man
separately using the restroom.
The woman saw a cell phone sticking out of Parra's jacket pocket, which

and told her manager. The manager
called police.

Teacher Pleads Guilty In


Sexual Abuse Of Students

QUEENS:
52-year-old Rego Park elementary
school computer teacher will be sentenced to 10 years of probation after he
pleaded guilty to sexual conduct with
minors in his classroom over the course of
four years, authorities said.
Wilbert Cortez, 52, admitted to one
count of first-degree sex abuse and three
counts of endangering the welfare of a
child when he appeared in court on
Wednesday (February 25), according to
District Attorney Richard Brown. Queens
Supreme Court Justice Kenneth Holder
will sentence Cortez on March 30.
On top of serving probation, Cortez,
who taught at P.S. 174, (William Sydney
Mount School), at 65-10 Dieterle Crescent
in Rego Park, Queens, will lose his New
York State Teachers Certificate, must
complete sex offender counseling and will
register as a sex offender.

in sexual conduct with four boys younger

Foster home accused of


unethical AIDS drug trials

ust months after a Kenyan orphanage
was accused of conducting unauthorized drug trials on HIV-positive orphans,
similar charges have surfaced in the
United States.
Federal agencies are investigating
allegations of misconduct in AIDS drug
trials using children in New York Citys
foster care system. In December, a BBC
report aired interviews with children
claiming that when new treatments made
them sick, they were force-fed the drugs.
The BBC report also showed foster
parents who said their children were taken
away when they stopped giving them the
drugs. The charges focus on the
Incarnation Childrens Center (ICC) in
Manhattan. From the early 1990s through
2002, about 60 HIV-positive children at
the center took part in dozens of national
clinical trials run by researchers at
Columbia University Medical Center and
other area hospitals.
The ICC denies the allegations. Of
course some kids were reluctant, as kids
are, to take their medicine, says Gerald
McKelvey, a spokesperson for the ICC.
But children were never force-fed,
McKelvey says. The Pediatric AIDS
Clinical Trials Group (PACTG), a selfgoverning network that sets standards for
care of HIV-infected children and is supported by the US National Institutes of
Health, approved the trials.
Drug
companies,
including
Genentech, Bristol-Myers Squibb and
GlaxoSmithKline, sponsored some trials.
Liam Scheff, a freelance journalist who

does not believe that HIV causes AIDS,


first published the accusations.
If we dont know how HIV works, or
if it makes anyone sick, then its unethical
to treat any HIV-positive person with
potentially fatal pharmaceuticals, wrote
Scheff.
In rare cases, the city took children
away from foster parents who refused to
give them the drugs, says McKelvey.
According to a written statement from
Columbia University, the drugs side
effects were never serious enough to warrant discontinuing treatment.
However, for foster children, whose
legal guardian is a city or state agency,
informed consent is more complicated. In
the early 1990s, New York Citys
Department of Health had the power to
enroll these children in drug trials. That
power now belongs to the citys
Administration for Childrens Services.
One patient advocacy group, the
Alliance for Human Research Protection,
says the city has violated federal regulations by not requiring separate consent for
each child. The group is calling for a
moratorium on using foster children in
phase 1 and 2 trials. That would be a
major mistake, says Ram Yogev, who
chairs the PACTGs Primary Therapy
Research Agenda Committee. [Foster]
kids should have the same right to get the
newest drugs as they are available, he
says. Otherwise you deny these kids
drugs that might elongate their lives.

are out on bail after pleading
not guilty in a Kingston resident magistrate court.
Brady was charged with
fraud on Friday following a
near four hour interview session with Fraud Squad detectives in the company of his
attorneys Raymond Clough
and Abe Dabdoub. He spent
the night at the Kingston
Central Police Station.
Brady has been charged
with defrauding businessman Jeffery Panton of $37
million. Allegations are that
between June and September
last year, Mr Panton hired
Mr. Brady to sell a house in
Stony Hill, St Andrew. After
selling the property for $51
million, Mr Brady paid over

US$165,000 to the businessman in November.


He allegedly failed to hand
over the balance.

Corporate Area Criminal
Court on Friday. Lorne was

Jamaica secures US$75M


loan from World Bank

KINGSTON, Jamaica (JIS) -- The government of Jamaica has received US$75 million in loan support from the World Bank
to bolster the ongoing programme of economic growth and development for the
island.
The provision, under the first competitiveness and fiscal management policy
loan project, will support structural
reforms designed to enhance Jamaicas
competitiveness, thereby improving the
investment climate.
It is part of a larger programme of
financial assistance valued at US$510 million entered into by the government and
the World Bank.
Finance and Planning Minister, Dr
Peter Phillips, in his remarks at the signing
ceremony on Thursday, said that the loan
will provide for strategic reviews and

staffing analyses for various agencies,


which are designed to further improve fiscal management and public expenditure, as
well as the debt management programme.
He said it will support activities
designed to enhance Jamaicas competitiveness through, among other things,
improvements to the development
approval process.
The loan will also buttress the administrations renewable energy programme,
designed to facilitate the implementation
and incorporation of resources that will
contribute to reduced energy costs.
The minister pointed out that, in addition to supporting economic growth, the
programme also targets increased job creation, poverty reduction, and improvement of living standards, generally, for the
country.

M
any Jamaicans have often given thought to the
acquisition of real estate in Jamaica.
Unfortunately, some have become discouraged from
purchasing property in Jamaica because of the uncertainties surrounding the political and socio-economic climate, real or imagined.
Quite recently, a potential client, who traces his
roots to Jamaica, had his eyes set on purchasing real
estate there, but no sooner changed his mind because he
felt that because he would not be living in the property
but rather in North America and it would not be worthwhile making the purchase.

Proteas captain AB deVilliers made a

Usain Bolt got his 2015 campaign
underway at the Gibson Relays in Kingston
by running the anchor leg for Racers Lions
Track Club in the 4x100m, but the
Jamaican superstars team was surprisingly
beaten in the final.
The Racers Lions breezed to a heat
victory in 39.26, but the University of
Technology team posted a quicker 38.87 in
a previous heat. Still, few would have bet
against Bolts team in the final, as it also
included Commonwealth 100m champion
Kemar Bailey-Cole and world 200m silver
medallist Warren Weir.

Thanks to a storming second leg from


Julian Forte, the University of Technology
team were ahead before the half-way point.
Weir was unable to make much of an
impact on Kemarley Brown on the third
leg, so Bolt received the baton some five
metres down on UTechs anchor, Tyquendo
Tracey, the 2012 world junior 4x100m silver medallist.
Tracey ran the leg of his life to hold off

he Major League Soccer season will


kick off as scheduled on Friday after
a new collective bargaining contract was
agreed, avoiding the threat of a players'
strike.
The new five-year deal was reached
after four days of negotiations.
The agreement is a contract to promote the mutual interests of MLS, the
players and their union. "I am pleased to
announce we have reached an agreement
in principle," said MLS commissioner
Don Garber.
There was a similar dispute in 2010,
although that was resolved with five days
to go.
The first game of the 2015 season is
between champions Los Angeles Galaxy,
captained by Robbie Keane, and Chicago
Fire (Saturday, 03:00 GMT). Chicago had
flown out to LA despite the dispute.
As part of the new deal, a form of free
agency will be introduced, although it is
limited to players 28 years and older with
at least eight years in the league.
The deal also includes a rise in the minimum wage in the league and the overall
team salary cap, although full details are
yet to be announced.

MLS franchises, LA Galaxy and New
York City respectively, at the end of the

History Month

n honor of Womens History Month,


Coalition to Preserve Reggae Music
(CPR), the reggae lovers organization now
celebrating their tenth anniversary, will
honor women in a special way in March. In
light of the International observance of
Women in history, the CPR focus for March
is the mothers and daughters of Reggae
Music, the brave, bright and talented
women who have successfully navigated a
male dominated industry to contribute and
leave an indelible mark on the universal
sounds of reggae.
CPRs objective is to get people
involved and excited about learning more
about what women have done in reggae
music. As such CPR will conduct a social
media education campaign, comprised of
exhibits, music, challenges and trivia
games.
The tribute includes Guess Who?
Where a picture is presented and patrons are
invited to guess who the artist is; Read
about It, where biographical information is
shared; and Did you know? Where trivia
and mind teasers are shared. There is also
Jam Sessions! Where music and videos of
some of reggae musics most notable
female artist are played and enjoyed.
The works and deeds of women globally are innumerable as she cradles the world
in her heart, mind and womb. This project,

Commissioner Bill Chong recently
announced that DYCD will accept applications for the 2015 Summer Youth
Employment Program (SYEP) from
Monday, March 2 through Friday, April 10,
2015.
SYEP, the nations largest summer
youth employment initiative, provides New
York City young people between the ages of
14 and 24 with up to six weeks of entrylevel experience at worksites in all five boroughs. Participants are selected by lottery
for the program, which runs from July 6
through August 15.
My first job and love of public service
are the result of the Summer Youth
Employment Program, which taught me
work ethic and positively affected the career
choices I have made, said DYCD
Commissioner Bill Chong. Studies show
that SYEP improves school attendance,
offers new skills, reduces incarceration
rates and keeps teens and young adults
safeincluding youth who wouldnt otherwise have access to paying jobsand I urge
eligible New Yorkers to apply today for
more opportunities tomorrow.
This program offers a wonderful
opportunity for teens to get real-world
experience and explore their interests, said
NYC Schools Chancellor Carmen Faria.
This is a great way for students to stay

engaged and keep learning during the summer months, and I strongly encourage them
to apply.
SYEP participants are compensated for
their work at thousands of diverse worksites, including government agencies, hospitals, summer camps, nonprofits, small
businesses, law firms, museums, sports
enterprises and retail. SYEP also offers
workshops on job readiness, career exploration and financial literacy, and opportunities to continue education and social
growth.
Specialized programming for disabled,
foster care, runaway/homeless and courtinvolved young people are also available.
Ladders for Leaders is an employer-paid
internship component of SYEP for youth
aged 16-21.
Last year, more than 47,000 young
New Yorkers were employed and nearly
8,500 worksites were developed in all five
boroughs.
Youth can apply online or at a participating community-based organization during the application period. Worksites interested in providing jobs have until Saturday,
May 16, 2015 to apply.

resolve accusations that its MetLife
Bank unit violated the False Claims
Act by knowingly originating and
