Job purpose
To manage and oversee the activities of the South and Vale CCTV System efficiently and
effectively in accordance with Councils systems and procedures.
To provide overall operations and monitoring of CCTV systems as part of the councils
commitment to community safety and to maintain and further develop linkages with external
agencies in relation to CCTV matters. To forward plan all aspects of staffing, maintenance
and CCTV related enquiries.
Main duties and responsibilities
line management of the CCTV Operators to ensure the efficient working of the control
room. Ensuring that all work is undertaken in compliance with the operating
procedures, current legislation and the codes of practice. Including performance
reviews and 121 meetings, task and time management, training and recruitment.

administration of all staffing matters for the control room. Including the preparation of
the monthly shift rota (ensuring sufficient coverage during periods of sickness and
annual leave) and team meetings.

ensure that the control room and all equipment is maintained satisfactorily at all times
by managing the CCTV maintenance contract, ensuring that faults are remedied within
the terms of the contract and holding regular contract management meetings to ensure
contract compliance.

ensure the accurate recording of all events and actions monitored from within the

control room. Including the maintenance of daily logs.

occasional monitoring of CCTV cameras to provide shift cover/additional support when


operationally necessary (e.g. busy times, staff absence).

keep the management information system up to date and produce monthly/quarterly


performance reports, as required.

interface with partners in order to ensure that service level agreements are achieved
(Thames Valley Police and Town Councils).

ensure that tapes/discs are stored securely under the Data Protection regulations and
maintain the security of the control room environment.

maintain close links with the Police Control Room supervisor ensuring appropriate
information is passed on by control room staff. Ensure that staff provide appropriate
image-transfer to the police control room when circumstances dictate in order to
ensure they have the necessary information to resource and manage incidents.

maintain close links with the Police Area Intelligence Office in order to possess up to
date information about town centre activity and share your own information. Ensure
that where possible staff attend daily police briefings when required.

to understand and comply with the requirements of legislation that govern CCTV
operations in order to maintain the security and integrity of the South and Vale CCTV
System.

to attend Crown and Magistrates Court as a witness if necessary and to give evidence.

to assist in the delivery of the objectives set out in the service and implementation
plan.

to undertake all such duties and take on any other responsibilities as determined by
the Shared Community Safety Team Leader which are commensurate with the nature
of the post.

Qualifications

PERSON SPECIFICATION

A Levels or equivalent qualification or relevant experience


Security Industry Authority (SIA) CCTV Operators License or
the supervisor will need to have passed the appropriate CCTV
Operators course within three months of being appointed.
Experience, skills and knowledge
Good interpersonal skills including the ability to act with tact,
sensitivity and diplomacy.
Experience of supervising staff.
Ability to monitor, maintain and improve present systems and
practices.
Ability to learn and be adaptable to changes in procedures and
technology.
Proven ability to assess and react quickly to situations as they
unfold.
Working knowledge of IT (Basic Microsoft Word & Excel).
Experience of project management.
Previous knowledge of working within a relevant environment,
preferably CCTV
