impede one country in its investigation
of the nationals of another, it is far
from certain that the whole truth will
ever be known. Th« State department
has held, for example, that the police--
authorities cannot enter the Soviet
consulate unless there is "reason to be-
lieve that a crime is being committed."
Enough is known already, however, to
•rouse a sense of fear and alarm.
For what Mrs. Kosenkina has just
experienced follows closely in the famil-
iar pattern of "the Terror." Apparent-
ly she did. not want to return to Rusr
iia. Apparently, too, she was not
(ranted any choice in the matter. And
when she undertook to make one, the
entire consulate seems to have taken
measures to compel her to return to
Russia. "What is more the whole inci-
dent takes place, not In Moscow or
Budapest or Prague, but In New York
City in the United States. It is this,
perhaps, which gives the story its most
.horrifying touch.
Mrs. Kosenkina may have fled to the
