About Ascentis
Ascentis was originally established in 1975 as OCNW, a co-operative scheme between Universities and
Colleges of Further Education. OCNW was the first Open College in the UK and served the needs of its
members for over 34 years. Throughout this period, OCNW grew yet maintained its independence in order
that it could continue to respond to the requirements of its customers and provide a consistently high
standard of service to all centres across the country and in recent years to its increasing cohorts of overseas
learners.
In 2009 OCNW became Ascentis - a company limited by guarantee and a registered educational charity.
Ascentis is distinctive and unusual in that it is both:
a National Awarding Body (NAB) approved by the Qualifications and Curriculum Authority (QCA)
and
an Access Validating Agency (AVA) for Access to HE Programmes licensed by the Quality
Assurance Agency for Higher Education (QAA)
Ascentis is therefore able to offer a comprehensive ladder of opportunities to centres and their students,
starting at Entry Level basic skills or vocational programmes and progressing to QAA recognised Access to
HE qualifications. The flexible and adult-friendly ethos of Ascentis has resulted in centres throughout the UK
choosing to run its qualifications.

SPECIFICATION SUMMARY
Introduction
The Ascentis Level 2 Certificate in Health and Safety in the Workplace is a vocationally related
qualification (VRQ) that is designed to give the learner an understanding of the basic principles of health and
safety awareness and regulations, related to the learners place of work.
The intention of the qualification is to:
Widen understanding and practice of appropriate personal health and safety standards in a range of
occupational contexts;
Provide a basis for potential career progression towards health and safety as a career, as a
responsibility within a job role or as a union representative;
Directly assist in a reduction of accidents in the workplace.

For the full qualification the learner must complete a portfolio of evidence for all four units and the multiplechoice external assessment. Unit certification is available.
Assessment and Moderation Arrangements
There are two types of assessment within this qualification:
Internal Assessment: Learners must complete a portfolio of evidence that demonstrates that the assessment
criteria as described within the What you need to do section of the units have been achieved. This must be
completed for each unit of the qualification.
External Assessment: This is a multiple-choice test that must be completed under supervised conditions. It
is a synoptic assessment testing knowledge and understanding across all four units of the qualification. The
multiple-choice tests are provided by Ascentis on request and must be stored in centres under secure
conditions. They are marked by Ascentis.
Internal and external moderation are a requirement for the internal assessment.

BACKGROUND INFORMATION
Aims
To provide learners with practical support skills so that they become actively and positively involved in
the safety culture of their workplace.
To reduce accidents in the workplace.
To provide a basis and opportunities for vocational progression for adult returners.
Objectives
To promote awareness of the nature and need for the application of health and safety legislation and
practices in the workplace.
To improve knowledge and understanding of safety issues in the workplace.
To provide opportunities for learners to develop transferable skills.
To increase employability prospects for those learners who are studying vocational subjects within a
further education institution.
Target Group
This qualification is aimed at young people aged 16 and over and adults who are either employed or who are
studying vocational subjects within a further education institute.
Award of the Qualification
This qualification is offered at Level 2. To achieve the full award a learner must complete all four units. The
certificate will state:

A learner may also achieve unit certification for individual units. In this case the certificate will state the title/s
of the unit/s achieved.

External Assessment
This is a synoptic multiple-choice test assessing knowledge and understanding across all four units of the
qualification. The multiple-choice tests must be stored in centres under secure conditions. The test will be
made up of 40 questions and must be taken by the learner under supervised conditions. Learners will have
60 minutes to complete the test.
The multiple-choice tests are available on request; learners must be registered 15 working days prior to the
required test date using the Foundation Information Student Information Record Sheet (SIRS) marked
FTEST. The SIRS should include the month and date in which the test will be taken. Ascentis will then send
the test papers and OMR answer sheets to the centre. Once the tests have been completed the test papers
and the OMR answer sheets must be returned back to Ascentis within 48 hours for marking. A pass list is
subsequently sent to the centre. This must be retained and available for the external moderator when s/he
visits the centre in order that they can verify that the learners have successfully completed the internal and
external assessments and therefore certification can be given for the full qualification. Further details on the
operation of the external assessment and the conduct of the assessments are provided in Appendix 7 and 8.
A sample multiple-choice paper is given in Appendix 5, together with the answers in Appendix 6.
Internal Moderation
The portfolios of evidence for the internal assessment must be internally moderated.
Internal moderation is the process of ensuring that everyone who assesses a particular unit in a centre is

assessing to the same standards. Internal moderation will be co-ordinated by a named Foundation Coordinator at each centre, who will liaise with Ascentis. The Foundation Co-ordinator may also act as the
Internal Moderator. Internal moderation will be carried out through standardisation activities including the
internal moderation of 10% of portfolio evidence across all the groups of students, to include all the
assessors and the full range of units. It is the responsibility of Internal Moderators to ensure assessors
decisions are sampled and monitored to ensure consistency and fairness. Internal Moderators are also
responsible for supporting assessors by offering advice and guidance.
The Ascentis Foundation Information File has copies of forms that can be used to record internal
moderation activities, although centre-devised forms can also be used.
Ascentis External Moderators will confirm the Internal Moderation activities at their visit.
External Moderation
Accredited centres will normally be visited up to twice a year for external moderation. The focus of the
external moderation visits will include:
Staff development, including guidance and support for all assessors and internal moderators.
Moderation of a sample of the learners evidence.
Confirmation of coverage of all the assessment criteria and units needed for unit certification or the full
qualification, including the successful completion of the multiple-choice test.

UNIT 1 IDENTIFYING HAZARDS IN THE WORKPLACE
Introduction
In this unit you will learn about the hazards in the workplace and the most likely causes of fire. You will learn
how to prevent fire occurring in the workplace and know the different types of fire extinguishers and their
appropriate use dependent on the type of fire. You will learn about accident, first aid and fire procedures either
within your own workplace, or typical procedures within a workplace.
You will build up a portfolio of evidence to show that all the assessment criteria within the what you need to
do section of the unit have been met. The multiple-choice test will cover aspects of the knowledge and
understanding from this unit.

APPENDIX 7
THESE INSTRUCTIONS SHOULD BE HANDED TO CANDIDATES WELL BEFORE THE TEST TAKES PLACE
It is the responsibility of candidates to ascertain the time and place of the examinations they are
taking. Failure to appear for examinations through misreading of the published timetables (which will be
displayed on the College notice boards) will not be accepted as an excuse.
Candidates who are unable to attend an examination because of illness or any other cause must
see that this information, supported by a medical certificate, is passed immediately to the Examinations
Officer.
Candidates will be admitted to the Examination Room not more than fifteen minutes before the
time indicated on the published timetable.
No candidate may leave the Examination Room until the expiration of half an hour from the
beginning of the examination. (Where College regulations stipulate a longer period, these will apply.) If a
candidate enters an examination after the first half-hour has passed, it will be at the discretion of the Chief
Moderator for Foundation to decide whether to take this into account and mark the script.
Candidates should bring to the Examination Room their own Bilingual dictionary, pens, HB
pencils, clean rubber, slide rules and, where their use is permitted, pocket calculators. Any handbags,
books, papers and other articles brought into the Examination Room must be deposited with the
Invigilators.
PLEASE NOTE: HB pencils must be used to complete the answer sheets.
At the beginning of the Examination, candidates must read carefully the Regulations set out on
the Test paper.
Candidates who, for any reason, wish to leave the Examination Room temporarily may only do
so if accompanied by an Invigilator or by another authorised person.
Candidates are strictly forbidden to copy from another or to communicate with another or with
any person or persons other than the Invigilators. THE USE OF UNFAIR MEANS BY STUDENTS IN
EXAMINATIONS WILL NORMALLY RESULT IN THEIR FAILURE TO QUALIFY FOR THE AWARD.

At the end of the examination period candidates will be instructed to stop writing, directed how to
tie their answer sheets and test paper together and instructed to leave them on their desks. Candidates
who leave the Examination Room before the end of the examination must also leave their answer sheets
and test paper on their desks.

An Appeals process is available within the Ascentis system. Information about this is available
from either your Ascentis Co-ordinator or the College Examinations Officer. However, any Application for
Appeal must be received in the Ascentis office at Lancaster within FOUR weeks of the official marks

APPENDIX 8
LEVEL 1 AND 2 FOUNDATION TESTS
INVIGILATORS INSTRUCTIONS
A - General
1
All Invigilators must be present in the Examination Room AT LEAST 20 MINUTES BEFORE the
beginning of the examination.
Invigilators will be provided with an attendance list to be sent with the examination test papers to
the examinations officer concerned. Ascentis administration shall be notified of any late arrivals or
unusual circumstances relating to attendance, recording this on the invigilator report form.
One test paper and answer sheet will be issued to each candidate.
The Invigilator shall be responsible for the preparation of the Examination Room. One Test
Paper and one Answer Sheet should be provided on each desk, unless the instructions on the test
paper indicate otherwise. HB Pencils, erasers and rulers should be made available to candidates who
do not bring their own.
Not more than 15 minutes before the examination is due to commence; the Invigilators shall
admit the candidates. If more than one examination is being held in the same room, particular rows
will be allocated to particular examinations.
Handbags, books and papers and similar articles (other than special materials prescribed for the
examination) must be deposited with the Invigilators.
Invigilators will ask the candidates to read carefully or the invigilator may read the Regulations
set out on the cover of their Test Paper and Answer Sheet. They will also inform them about the
availability of additional examination materials if appropriate.
Candidates must be informed that ONLY HB Pencils must be used to complete the Answer
sheet. If a wrong answer is completed by mistake the candidate may use an eraser to rub out the
mark.
Invigilators shall check attendance. Absences, late arrivals and any unusual circumstances
relating to attendance shall be noted on the Invigilators Report Form which should be returned at the
end of the examination session with the test papers and answer sheets.
The Invigilators will note the name of any candidate who arrives after the first half-hour of the
examination and the reasons the candidate gives for being late. They shall inform the candidate that it
is at the discretion of the Chief Moderator for Foundation to decide whether to take this into account
and mark the test paper.
The Invigilators shall have discretion in exceptional circumstances to decide whether to allow
candidates who arrive more than half-an-hour late extra time to finish the examination. Extra time
allowed shall not exceed the amount of the examination after the first half-hour which the candidate
has missed. The Invigilators shall make a note of any extension of time allowed to candidates arriving
late.

No candidate may leave the Examination Room until the expiration of half-an-hour from the

Invigilators shall note the names of all candidates who leave the Examination Room shortly after the

anything. Candidates who wish to leave the Examination Room temporarily may do so only if
accompanied by an Invigilator or (if there is only one Invigilator) by another authorised person.
Should any candidate become ill during an examination, arrangements should be made by an
Invigilator for the student to receive medical treatment (on which a report should be obtained).
A candidate who contravenes the regulations and instructions governing the examination,
especially by unfair practice such as copying from or communicating with other candidates, SHALL BE
REPORTED IMMEDIATELY TO THE COLLEGE EXAMINATIONS OFFICER. The candidate shall be
informed that (s)he has contravened the regulations and that (s)he has been reported, but (s)he shall
not be prevented from continuing the examination. A written report must be given to the Examinations
Officer and to the Chief Moderator for Foundation (including full details of the contravention).

test papers and answer sheet(s) on their desks.
