The Kiautschou (Jiaozhou Bay)


‘Red Eagles’ Provisional Issues
Kiautschou (Jiaozhou Bay) is a sea gulf located on the
southern coast of the Shandong Peninsula in East China. The
area became widely known to Europeans after a lease for 99
years was concluded by the German Empire during 1898 with
the Qing Government of China. Jiaozhou was ‘romanized’
as Kiautschou in German and Kiaochow or Kiauchau in
English. The administrative centre was Tsingtao.

Kiautschou (Jiaozhou Bay)

German Acquisition of Jiaozhou Bay (Kiautschou)

Since 1860 Jiaozhou Bay (Kiautschou) was variously explored by Germans


and recommended as a possible naval base in the future. But no final
decision was made until 1897, when on 1 November 1897 the Big Sword
Society murdered two German Roman Catholic priests of the Steyeler
Mission in Juye Country in Southern Shandong. After the German
Emperor Kaiser Wilhelm II intervened, the admiralty sent a message to
rear Admiral von Diederichs to “…proceed immediately to Kiautschou
with entire squadron…”. The German East Asia flagship SMS KAISER,
the SMS PRINZ WILHELM and the small cruiser CORMORAN were
sent to Jiaozhou Bay (Kiautschou) arriving off Tsingtao on 13 November
1897. After a further strengthening of the Naval presence by the marines
of ‘III. Seebatallion‘ arriving on the liner DARMSTADT on 26 January
1898, negotiations with the Chinese Government began. The German
Empire accepted a leasehold of the Bay for 99 years (much as the British
did in Hong Kong’s New Territories). Kiautschou Bay was officially placed
under German protection by imperial decree on 27 April 1898.

Opening of a German Post Office in Tsingtao

Tsingtao became a branch office of the German Post Office in


Shanghai. Since the opening of the Post Office in Jiaozhou Bay
(Kiautschou) on 26 January 1898 the general stamp issues for the
German Post Offices in China diagonally overprinted ‘CHINA’
came into use. Also an un-overprinted stock of German Empire
stamps had been supplied from the Shanghai Post Office for public
use. Obviously no needs or plans for an individual Kiautschou
stamp issue existed. The situation changed in May and July 1900.

9 May 1900, First Provisional Issue:


‘Red Eagles’ additionally surcharged ‘5 Pfg.’

On 20 April 1900 the marine chartered steamer DRESDEN


brought 1,000 soldiers to Jiaozhou Bay (Kiautschou). After 13 November 1897: arrival of the
German East Asia fleet at Jiaozhou Bay
a few days 5 Pfennig stamps covering postage for post cards to
the German Empire were exhausted. It was soon decided by the
Chief Officer of the German Post Office in Tsingtao to issue a
provisional 5 Pfennig stamp by overprinting the red 10 Pfennig
eagle stamps diagonally overprinted ‘CHINA’ with an additional
‘5 Pfg’ surcharge. This provisional overprint was carried out by the
German Missionary printers in Tsingtao. The printer created an
overprinting form of 50 units by combining various types of letters
and numbers for ‘Pfg’ and ‘5’. This overprint form of 50 was used
to overprint the upper half of the sheet of 100 followed by the
lower half of the sheet. Various types in the overprint form of 50
can be individually identified by the characteristics of letter type First Provisional Issue:
and size. Surcharge ‘5 Pfg.‘ (see lot 117)

9 July 1900: Second Provisional Issue:


‘Red Eagles’ additionally surcharged ‘5 Pf.’

When on 16 June 1900 the marine chartered steamer KÖLN


arrived in Jiaozhou Bay (Kiautschou), another 1,242 soldiers and
18 officers disembarked. This caused a further upsurge in demand
for 5 Pfennig stamps to pay post card postage rate for cards sent
home to families and friends in Germany. Again 5 Pfennig stamps
went short and a second provisional surcharge had to be carried
out by the Missionary printers in Tsingtao. A new overprint form
was prepared, again consisting of 50 units, meaning the form had to
be printed twice on the sheet of 100 ‘Red Eagles’. The lower halves
of the sheets had been overprinted after all the top halves of the
sheets had been finished. Finally the overprint form went defective
on the first three units of the lower row. These positions had to Second Provisional Issue:
be repaired to finish the printing. When carrying out the repair, Surcharge ‘5 Pf.‘, upper stamp without
and lower stamp with additional ‘5‘
the third overprint in the lower row read ‘5 fP.’ instead of ‘5 Pf.’ in handstamp over ‘10‘ in value tablet
error, then printed as position 93 on the sheet. (see lot 121)

7-8), another 200 the additional ‘5 Pf.’
handstamp (Michel: 4, Scott: 9).

Michel catalogue numbers 2+3 and 2+4 can


be found in pairs or strips because number
3 and 4 have been additionally overprinted in
the 5th and 10th horizontal rows only in the
Post Office sheet of number 2.

The ‘Red Eagle’ Second provisional issue is one of the rarest of all
Chinese stamp issues in existence and a fascinating chapter in Chinese
philately, comparable only to the Chinese ‘Red Revenues’ from 1897
having a similar background of their existence:
- a provisional emergency issue due
to a shortage of stamps of certain
denomination/currency
- overprinted/surcharged
- basic stamp in red colour.

around adhesive. Cover would benefit by being opened for display, a rare usage.

taxed on arrival with 1947 Postage Due 20 a. yellow green & black Postage Dues tied by

sheets used/unused, incl. some better values, in addition ten covers and a postcard, in good
