SCOPE
1.

This NES details the requirements for thixotropic unsaturated isophthalic polyester resins for
use with fibre reinforcement for the production of GRP laminates for ship structures. The
materials currently approved are specified in Annex H.

2.

The two resins designated standard (S) and low viscosity (LV) provide similar laminate
properties when used under comparable conditions. The low viscosity resins are for the
production of large flat or nearly flat panels. The grade of resin to be supplied will be stated
in the contract or order.

3.

Details of the catalyst and accelerator to be used in association with the resin are specified in
Annex C.

FOREWORD
Sponsorship
1.

This Naval Engineering Standard (NES) is sponsored by the Procurement Executive, Ministry
of Defence, Deputy Controller Warships, Section NA 131.

2.

It is to be applied as required by any Procurement Executive, Ministry of Defence contract for


resin polyester requirements for ship structures and is applicable to surface ships and
submarines.

3.

If it is found to be technically unsuitable for any particular requirement the sponsor is to be


informed in writing of the circumstances with a copy to Deputy Controller Warship
Equipment DCWE, Section ME 241.

4.

Any user of this NES either within MOD or in outside industry may propose an amendment
to an NES. Proposals for amendments which are:
1.

not directly applicable to a particular contract are to be made to the sponsor of the NES

2.

directly applicable to a particular contract are to be dealt with using existing


departmental procedures or as specified in the contract.

5.

No alteration is to be made to this NES except by the issue of a formal amendment.

6.

Unless otherwise stated, reference in this NES to approval, approved, authorized and similar
terms means by the Procurement Executive, Ministry of Defence.

7.

Any significant amendments that may be made to this NES at a later date will be indicated
by a vertical sideline. Deletions will be indicated by 000 appearing at the end of the line
interval.

General
8.

This Naval Engineering Standard (NES) has been prepared for the use of the Crown and of
its contractors in the execution of contracts for the Crown. The Crown hereby excludes all
liability (other than liability for death or personal injury) whatsoever and howsoever arising
(including but without limitation, negligence on the part of the Crown, its servants or agents)
for any loss or damage however caused where the NES is used for any other purpose.

This document is Crown Copyright and the information herein may be subject to Crown or
third party rights. It is not to be released, reproduced or published without written permission
of the MOD.

The Crown reserves the right to amend or modify the contents of this NES without consulting
or informing any holder.

he is in possession of the appropriate version of each document, including related documents,
relevant to each particular tender or contract. Enquiries in this connection may be made of
the local MOD(PE) Quality Assurance Representative or the Authority named in the tender
or contract.

13.

When NES are incorporated into MOD contracts, users are responsible for their correct
application and for complying with contracts and any other statutory requirements.
Compliance with an NES does not of itself confer immunity from legal obligations.

TYPE APPROVAL
a.

Before any resins are supplied as complying with the requirements of this NES,
the manufacturer is to obtain type approval. Type approval is to be obtained for
each resin proposed.

b.

Applications for type approval are to be submitted to the Director of Materials


Quality Assurance, HQ Building, Royal Arsenal East, Woolwich, London
SE18 6TD, together with:
(1)

evidence, in the form of test results, that the resins comply with all the
requirements specified herein.

(2)

a sample of the resin for which approval is sought, together with:


(a)

details of composition; this information will be treated in


confidence.

(b)

two copies of full instructions for use.

(c)

the manufacturers reference number (if any).

(3)

a second sample of the resin for use in ensuring conformity with Section 2.

(4)

test laminates prepared in accordance with Annex D. Such laminates are


to have a total area of at least 0.4m2 and one dimension of each piece must
be at least 300mm. Untrimmed laminates to this latter dimension are
acceptable.

(5)

a list of nominal values for the properties referred to in Annex F. when


determined by the methods described in Annex C. The nominal values
proposed are to be to the satisfaction of DMQA. The tolerances permitted
on the nominal values are shown in Annex G.

c.

A copy of the type approval application, excluding sample material, is to be


forwarded to the Procurement Executive, Ministry of Defence, DCW Section
NA 131, Foxhill, Bath BA1 5AB.

d.

In selecting materials or substances to meet this NES, the manufacturer is to


take into account their relative toxicity; preference will be given by the Ministry
to those materials which, while meeting the technical requirements of the NES,
give rise to the least hazard in their storage, handling, application, removal and
disposal.

e.

The composition is not to be changed from that declared without prior written
permission from DMQA. Any such newly formulated resin may be subjected to
new Type Approval tests.

KEEPING QUALITIES
a.

When stored in the original unopened containers at a temperature of 20 C to


22 C, the material is to comply with the requirements of Annex G. for a period
of at least 6 months from the date of despatch.

3.

REQUIREMENTS FOR BATCH PRODUCTION SAMPLING


a.

Each batch is to be sampled to prove compliance with Annex G., and certified
to this effect by the manufacturer. Copies of the certification are to be supplied
with materials delivered.

b.

If any sample is found not to comply with all the requirements of this NES a
further sample may be tested. Should this second sample fail to meet any of the
requirements of this NES, the whole consignment is to be rejected.

a.

The manufacturer is to forward with his tender or acknowledgement of order,


certification that the resin to be supplied conforms with that for which type
approval was granted.

7.

REQUIREMENTS FOR USER SURVEILLANCE


a.

The resin manufacturers certification required by Clause 4.a. is to be checked


by the user in respect of:
(1)

gel time of each batch of resin.

(2)

viscosity.

b.

The frequency of checking is to be at the discretion of the user.

c.

Tests in accordance with Clause 7. are also to be undertaken from randomly


selected samples of as supplied and as stored resin at the discretion of the user
or DMQA.

d.

All resins exceeding a 13 week life, as indicated by the batch production date,
must be tested to the requirements of Annex G. prior to use.

e.

If any material is found not to comply with all the requirements of this NES
samples are to be referred to the manufacturer and DMQA for comparative tests
in accordance with Annex E. The material is not to be used until material
change or re-certification has been obtained.

The catalyst to be used in association with the resin of this NES is to be as

Accelerator
a.

The accelerator to be used in association with the resin of this NES is to be based
upon soluble cobalt salts in organic acids (such as cobalt octoate) with styrene
as the diluent. The cobalt content is to be a nominal 0.5%. The shelf life is to be
a minimum of 3 months from the date of despatch at a maximum storage
temperature of 20 C.

b.

The manufacturer is to certify that each batch of accelerator complies with the
appropriate Approved Firms Schedule, obtainable from MQAD.

c.

Each container is to be clearly marked with the following particulars:

TEST SPECIMEN PREPARATION AND CONDITIONING
D.1

Mixed Resin System


a.

For determination of gel time, cast resin and laminate properties, the following
curing agents are to be employed:
Catalyst: Interox SD2, Butanox LA or equivalent1.5%.
Accelerator: AKZO NL48ST (or equivalent)1.5 to 2% as stipulated from the
type approval data.
For batch production testing proportionate increase in the accelerator content
may be used providing the relevant correlation data is presented with the type
approval information and stated in production certification documents.

Laminate Reinforcement
a.

D.1.2

Laminates are to be reinforced with eight plies laid weft on warp alternately of
830g/m2 woven rovings of material approved to NES 166 by MOD for ship
structures. Currently approved materials are listed in Annex H.

Laminate Conditioning
a.

Conditioning of laminate prior to machining or testing of specimens is not to


exceed 60 days at a temperature not exceeding 25 C.
Laminates may be cured by leaving at a controlled room temperature not
exceeding 25 C for a period of between 24 and 72 hours, followed by post curing
at a temperature of 40 C 2 C for a period of 72 hours.

Laminate SpecimensMachining
a.

During all machining operations care is to be taken not to damage the laminate
by overheating or delamination (cut edges are particularly susceptible) and due
note is to be taken of alignment of specimen with reinforcements direction.

Viscosity Measurement
a.

b.

Equipment required for viscosity measurement are:


(1)

For Type Approvalthe viscosities at true shear rates are to be


measured using apparatus such as the Weissenburg Rheogoniometer,
ShirleyFerranti, or equivalent instrument.

(2)

For Production Batch Sampling and User Surveillance the


viscosities at mean shear rates are to be measured with the Brookfield
model RVT viscometer equipped with the No 3 spindle or equivalent
equipment of proven correlation.

(3)

The appropriate equipment makers instructions for determining viscosity


are to be followed.

Specimen Conditioning for Batch Sampling and User Surveillance is to be


as follows:
(1)

The contents of any container selected for sampling are to be thoroughly


mixed before the sample is taken.

(2)

The resin specimen is to be brought to a temperature of 25 C 0.2 C


before viscosity measurement is taken and the temperature maintained
during the test.

(3)

The resin specimen is to be established prior to testing by allowing it to


stand for 30 minutes at the test temperature after stirring to obtain
uniform temperature distribution.

Procedure for Measuring Mean Shear Rate Viscosity: with the


Brookfield Viscometer Model RVT is to be as follows:

Note:

The sample as received may contain small finely dispersed air bubbles
which remain throughout the test procedure. They do not affect the
results, but it is advantageous not to increase aeration during pouring and
stirring.
Measurement
(1)

Note:

Set the viscometer for mean shear rate at 5rpm. Immerse the spindle and
guard of the viscometer in the sample to the depth indicated by the groove
cut in the spindle. Check that the viscometer is absolutely vertical. Start
the motor, release the clutch lever and allow rotation to continue for 30
seconds. Press down the clutch lever with the thumb to hold the reading
and switch off when the red pointer comes into view. Take the reading on
the scale and take two further check readings, starting the motor before
releasing the clutch, thereby reducing oscillation and permitting quicker
readings.
Always release the clutch while the spindle is still immersed so that the
pointer will float rather than snap back to zero.

Preparation of Sampletwo thirds fill a 600ml beaker with the test


material, taking care not to introduce air bubbles. Bring the temperature
of the sample to 25 C 0.2 C by stirring the sample using the
thermometer to ensure an even temperature distribution. Avoid creating
air bubbles by over vigorous stirring. Cover the beaker with a glass plate
or watchglass. Allow the sample to stand undisturbed in the constant
temperature room or constant temperature water bath for at least 30
minutes.

Set the viscometer for mean shear rate at 50rpm and repeat the procedure
detailed in (1) above.

Calculation and Expression of Resultscalculate the Brookfield viscosity


in centipoises by multiplying the scale reading by the factor appropriate to the
spindle and speed used.
Factors appropriate to No 3 spindle are:
At speed 5rpm: 200
At speed 50rpm: 20
Record the viscosity in poises (P) and quote the spindle and speed used.

Compressive Strength and Modulus Test procedures are to be as follows:


(1)

Specimen shape to be in accordance with FIGURE E.1.

(2)

Test to be carried out with specimen clamped in special end fixtures as


detailed in FIGURE E.2.

(3)

For modulus measurement attach compressometer to machined edges of


specimen. Recordings to be taken up to approximately 25% ultimate
stress. Compressometer to be removed at approximately 30% ultimate
stress.

(4)

Compressive tests to be carried out at a loading rate such that failure


occurs in 30 to 90 seconds (1.25mm/min approx).

Delayed Lay-up Test procedures are to be as follows:


Laminating Procedure:
(1)

Laminate one panel approx 600mm 600mm 4 plies thick


alternatively weft on warp.

(2)

After approx 48 hours at 24 C + 2 C cut the laminate into 4 panels each


approx 300mm 300mm.

(3)

Laminate an additional 4 plies on each panel at the following intervals


after completion of initial lay-up.

Five Cross Breaking Strength Specimens and five Compression


Specimens are to be immersed in fresh water at a temperature of 23 2 C
and pressure of 7 0.35MPa for a period of 100 days.

(2)

Specimens may be removed from the pressure vessel up to 6 hours before


testing and immersed at atmospheric pressure.

(3)

Immediately prior to testing the specimens may be dried on absorbent


paper to remove surface water.
Where suitable apparatus for this test is not available, and after
satisfactory completion of all the other tests required in Annex F. and
authorization has been obtained from DMQA, prepared specimens may be
forwarded to:
