Incredible rise in wealth
in times of despair
Senator Manuel Villar was rated
in 2009 by Forbes magazine as
the No. 9 richest Filipino with
a net asset of $530 million. In
2008, the business periodical
rated him as the No. 11 richest
Filipino with a net asset of
$425 million.
In 1997, while the whole of
the Southeast Asian region was
battling the financial crisis, then
Congressman Manuel Villar of
Las Piñas declared a net asset
of only P312 million. Repeat:
312 MILLION PESOS!
Converting his money then
into US dollars, P312 million
is equivalent to $7 million.
So that, it means that in 11
years’ time, from 1998 to 2009,
the net wealth of Villar jumped
sky high.
He acquired 503 million
dollars in 11 years!
How did he acquire this al-
most impossible jump in
wealth when almost all others
were reeling from region-wide
financial flu?
Was it a result of his “busi-
ness acumen” he acquired from
selling shrimp as he claimed?
We really do not know how
but we are sure he made it in a
manner that cannot be done
morally.
Joker Arroyo’s expose
vs Villar in 1998
We get this idea from the
privileged speech delivered by

ment agencies such as the Na-
tional Home Mortgage Finance
Corporation (Pag-Ibig), the So-
cial Security Systems (SSS), the
Government Service Insurance
System (GSIS) to save the
latter’s dying Camella & Palmera
Homes from bankruptcy.
Joker also exposed how
Villar violated the Constitution
and anti-graft laws.

But now, Joker is singing a
different tune, despite his cam-
paign theme during the 2007
senatorial elections stating
“PAG BAD KA, LAGOT KA!”
Joker is now the top de-
fender of Villar on these very
same accusations.
How bad has Joker become?
Nevertheless, these accusa-
tions of Joker before are still
true as they are now.
During that time when
Joker attacked Villar, Joker’s
credibility was not a joke. The
Makati and Bicol senator was
respected by the people for his
daring exposes and stands on
issues that were of high inter-
est to the public. Joker was
even rewarded by the public
by electing him to the Senate in
the 2001 elections.
Despite his being an ally of
to speak up or he will be
jailed until they agree to
speak up by the power of
contempt; law enforcers
will be compelled to gather
evidence or they will be
held in jail in contempt un-
til they agree to work as

Now, the power to say
whether an accused is guilty

cause he is still capable to catch

third place in both the SWS and
Pulse Asia, both still respect-
able, considering his record in
the past speaks of massive cor-
ruption.
How can Estrada say he
will not be corrupt and will do
good governance when he came

While there are still four
months to campaign, Estrada
can still arouse his previous
supporters’ interest and make
magic.
To date, despite the evi-
dence to the contrary, Estrada
has maintained a following of
at least 20% of the voters, or
about 13 million, which is
enough to win a senatorial slate
in the last two elections.
The joke circling around
Erap is that he has had the habit
of not finishing his endeavors.
First, he did not finish
schooling. Then he did not fin-
ish his president’s term of six
years as he was ousted with
barely three years into. Then
he was sentenced to reclusion
perpetua but he also did not
finish the term, serving only six
years.
How much more Erap could
get now that Comelec allowed
him to run?
Evil is clear-and-present
danger
Other than the possible no-
proclamation plot where no
president, no vice-president
and no new 12 senators pro-
claimed, the other clear-and-
present danger is EVIL.
This is no joke.
EVIL here stands for “E”
as in Erap and “VIL” as in Villar
and not Brother Eddie
Villanueva.
As presented above, the
danger is real because Erap and
Villar are both very close to the
finishing line, although Senator
Noynoy Aquino is still far
ahead at 45% percent.
For Erap, his life has been
an open book to the voters. But
he still commands the votes of
those who refuse to believe
that he was convicted of plun-
der.
But for Villar, his state of
corporate cheating affairs has
yet to be fully known by the
electorate.
To this, Dyaryo Magdalo
presents snippets of the damn-
ing privileged speech of Joker
Arroyo against Villar and the
privilege speeches of Lacson 10
years later.
Joker said Villar
violated the Constitution
& anti-graf laws
Joker, who has now turned
into a No. 1 supporter of Villar,
fought bitterly against Villar a
decade ago.
In 1998, Joker delivered an
extremely-damaging privileged
speech against Villar shortly
after the latter became the
Speaker of the House of Rep-
resentatives during the presi-
dency of Joseph “Erap”
Estrada.
Joker began his meaty ti-
rade by reminding all congress-
trolling interest, during their
term.”
In this speech, Joker said
Villar caused his realty corpo-
rations, such as Camella and
Palmera Homes, to avail of
loans from government finan-
cial institutions, including Pag-
Ibig, SSS and GSIS.
Joker also accused Villar of
taking advantage of his power
as congressman to obtain a bil-
lion pesos of loan from the
Bangko Sentral ng Pilipinas to
finance the operations of Capi-
tol Bank at the time when the
chief executive officer was his
wife, now Congresswoman
Cynthia Aguilar Villar.
It was gathered by Dyaryo
Magdalo that the money
loaned from Bangko Sentral
was then borrowed from Capi-
tol Bank by Villar’s real estate
companies.
But these corporations did
not pay the loans, eventually
ending up to a compromise
whereby Villar’s corporations
paid the debts in subdivision
lots. As such, it is like Villar
succeeded in selling his subdi-
vision lots. But these were sold
not to persons who genuinely
needed lots for houses but to
the unwilling buyer in the per-
son of the Bangko Sentral.
Dubious loans from
government agencies
The first charge of Joker
against Villar was that Speaker
Villar and the companies of
which he was the president or
chairman, or where Villar had a
controlling interest, were—and
are—the biggest low-cost hous-
ing developers in the country.
Joker said that the Camella
and Palmera Homes and its
principal subsidiaries, the
Household Development Cor-
poration and Palmera and Com-
munities Philippines, were

September had only 14%, and
a decline for de Castro who
formerly had 28%. The Sep-
tember proportions for Roco
(20%), GMA (17%), and
Lacson (10%) are essentially
unchanged [Table 2].”
In the September 2003 sur-
vey of SWS, Roco was only in
second place. That survey
showed Noli de Castro as the
one leading, as shown by the
following official news release
from SWS:

the presidency or the vice-

“The new survey indicates

With these facts coming
form SWS, it now proves
Remulla is wrong in arguing
that Noynoy Aquino will fol-
low the fate of Roco, from be-
ing No. 1 in survey to end up
in the cellar.
Now, let us look at the sur-
vey ratings of Noynoy Aquino
as reported by SWS.
In the September 2009 sur-
vey, SWS reported that
Noynoy was preferred by
50% of the voters in the vote-
rich Luzon and Metro Manila
areas. This is the first SWS
survey conducted with
Noynoy included as among the
choices. Here, Villar came in
second at the very far 17%.
This was followed by an-
other September SWS survey
with different questions, show-
ing 60% of the Filipinos pre-
ferring Noynoy to be the next
president. To prove this, the
following news report from
Manila Bulletin is hereby
quoted as follows:
“Senator Benigno
‘Noynoy’ Aquino III has taken
over the top spot in the Fili-
pinos’ preferred successors to
President Arroyo in 2010, gar-
nering an overwhelming 60
percent nod among the elec-
torate, the third quarter Social
Weather Stations (SWS) sur-
vey results showed.
“The SWS survey on the
voters’ top three choices to
best succeed Mrs. Arroyo used
to be dominated by Senator
Manuel Villar Jr. in the two
preceding survey rounds in
May and June this year. Villar
dropped to a distant second in
the latest opinion poll.
“Vice President Noli de
Castro, who consistently
topped the same survey in
seven earlier polls from Sep-
tember 2007 to February
2009, has dropped out of the
top three in the latest SWS
survey.
“In the nationwide survey
fielded over Sept. 18 to 21
among 1,800 respondents, 60
percent mentioned Aquino’s
name as their top bet in the
2010 presidential elections.
“SWS asked the respon-

because I
choose to see it that way. I
was born into wealth in the
northern part of the Philip-
pines. My father was the
Chief of Police of the town
where my life began. He was
also a boxer.
My father lost everything
through gambling and so we
became very poor and had to
move to Manila. He brought
out the best and the worst in
me from the age of three. He
used to beat me and my
siblings, almost daily. I knew
agony and hunger at a young
age. Oh, don’t feel sorry for
me. I am grateful for my pain.
I would not want your life in
exchange for mine, even if
you were the daughter of the
Queen of England. Believe me
I wouldn’t change anything
about my life. It is my
tragedy that has given me
omnipotence.
This speech covers but a
tiny section of my colorful,
exciting life. I want to share it
with you, hoping that if you
knew pain and suffering when
you were a child, such as I
did, then my life could help

My father was extremely
intelligent. He was compas-
sionate, sensitive, passionate,
generous and loving, but he
also had the instinct of a
natural born killer. I don’t
remember how he looked
although my siblings do.
Maybe I have chosen to
forget.
He used to humiliate me
and beat me until my legs
bled. I don’t know what was
worse, to take the beating
myself or to watch my
siblings suffer his wrath. He
was so cruel and abusive to
my brothers that to this day
the memory brings me horror.
What happens to a child who
is betrayed by a parent at a
young age? You will never
know unless you suffered the
same fate as I did.
In Manila, we lived in a
neighborhood surrounded by
dangerous gangsters and
killers who went in and out of
prison like they were going
food shopping. It wasn’t rare
to hear them shoot at each
other at night. So as a little
girl my mother taught me to
hit the floor when I heard gun
shots.
I remember going to
school one morning, seeing a
pool of blood in front of my
house because members of
the local gang had a terrible
fight that evening. One man
was stabbed to death during
the encounter. And there I
was six years old, poor,
hungry, staring at death early
in the morning on my way to
school. Violence was not
only in my home, it was
everywhere.
My father died in my
arms when I was 16. And
after his death, I sought more
danger and violence. This
would be too much to tell
today. I was married at
nineteen and my husband
died a sudden death when I
was 23 years old. I raised my
two sons on my own.
I have known violence
most people will never know.
I have felt hunger, loss and
pain most people will never
know. Yet, I don’t complain. I
find no reason to complain. I
feel special that I was given a
challenging life. Otherwise, I
would be very boring like
most people.
I have chosen to conquer
my pain. I will not allow my
past to stop me from
achieving what I want out of
life. On the contrary, it is my
tragic past that has catapulted
me into the person I am
today.
If you can conquer your
past, then you will know
freedom and strength beyond
the imagination. I am free
because I have chosen to be
free. I am not impressed by
money, title or position. It is
only the great mind and spirit
in people that can touch me.
Nothing owns me.
Today, I believe if I cannot
go out and get what I want
for myself then I do not
deserve to have it. The world
does not owe me anything.
My success is mine. So is my
failure. My past is not an
excuse for failure. It is what
has powered my success.
Ultimately, the soul is
neither male nor female. I
have no gender issue. It is the
mind that powers the actions
of mankind.
Life is a choice. Suffering
is a choice. So is happiness. I

survey in May and June this

percent respectively.”
In the November 4-8
(2009) survey of SWS, it
shows Noynoy garnering 47%
while Villar and former Presi-
dent Joseph “Erap” Estrada
got 20% and 12%, respec-
tively.
In the December 5-10
(2009) survey of SWS, it
shows Noynoy being pre-
ferred by 46% of the voters
while Villar chalked up 27%
and Estrada went up to 16%.
The increase in Villar’s and
Estrada’s ratings may be due
to the fact that Senator Chiz
Escudero backed out of the
race and his voters were dis-
tributed to all other candidates.
In the December 27-28
(2009) survey of SWS, it
shows Noynoy still at the top
with 44% preference. Villar
came next with 33%, up from
his 27% in the December 5-10
(2009) survey. Erap was still
in third with 15%.
Without much ado, it is
therefore false for VIllar’s
spokesman, Gilbert Remulla,
to say that Noynoy will suf-
fer the same fate as that of

Macapagal Arroyo, including

was the governor there.
The arguments of Villar’s
spokesman are also unsound,
considering he is comparing
two different elections.
In the 2004 elections, there

It may also be said the last
rating of Noynoy, referring to
the December 27-28 survey,
is actually 47%, taken from
44% + 3% = 47%.
Now, for Remulla to say
“pababa nang pababa” is false
for only three surveys were
made and considering further
that the margin of error is 3%.
Remulla, though, is correct
in saying tthe survey rating of
Villar went up.

its eschewed meaning of what
that means.
It has the power to do any

getting truly clean, unselfish
and patriotic people to our

pends on the quality and char-
acter of politicians elected to
the posts of President, Vice-
President, Senators, Congress-
men, Governors, Vice-Gover-
nors, Board Members, May-

“Ampatuan Massacre,” there
could have been no “NBN-

nos’ ingenuity and potential
for industry, there could have
been no Moro rebellion, there

Pork Barrels and earn more
from becoming “rubber
stamps” and collaborators of
whoever in Malacañang and

watch out with many keen
eyes for those who buy and
intimidate for votes; (f) power
to redefine the age-old “capa-
bility to mount campaign”
doctrine that disqualifies well-
meaning candidates who hap-
pen to have no party or
money; (g) power to redefine
“bona fide intention to run”;
(h) power to define well the
meaning of “underprivileged”
and “marginalized” sectors
to qualify for party-list elec-
tions, etc.
To date, we have heard
no one imprisoned for elec-
tion violations.
We could have been
blessed with good officials if
only the Comelec has been
extra-vigilant, extra-pro-ac-
tive, extra-principled and ex-
tra-daring to meet the peren-
nial termites and cancers of
the Philippine society.
Everything begins from
election. If the beginning is
bad, so is the rest that fol-
lows.
The great politician-phi-
losopher Edmund Burke of
the 18th century said: For

COURT’S decision is the
most important and pivotal
part of the process of marital
dissolution. Of course, peti-
tioner is hoping and praying
that the decision would be
favorable: one that allows the
absolute nullity of marriage
or decrees annulment.
The court’s decision must
contain a statement that the
marriage is declared null and
void and that a decree of nul-
lity shall be issued after the
parties have complied with the
requirements set forth by Ar-
ticle 50 and Article 51 of the
Family Code.
What would be tackled un-
der Articles 50 and 51 are the
following:
1. Liquidation, Partition and
distribution of the properties
of the spouses;
2. Custody and support of
common children; and
3. Delivery of the future le-
gitime of the children.
Court’s decision
These requirements are nec-
essary only if the spouses have
properties or estate to parti-
tion and distribute between
themselves and to deliver to
their children as presumed le-
gitime or shares like in inherit-
ance when the parents are al-
ready deceased.
It is ideal that the properties
of the spouses and children cus-
tody issues should have been
settled. These issues therefore
can be quickly resolved if the
spouses already have a written
agreement that needed only the
approval of the court.
In order not to overlook
these essential ministerial acts,
the spouse client must see to it
that everything in this short list
is complied with.
To know the process in-
volved here, remember the three
Rs, which are as follows:
Recitals — The decision
shall recite the merits of the
case, the facts and laws in-
volved in coming out with the
decision;
Receipts — The decision
shall be served personally or
through mail to the parties,
Solicitor General and Public
Prosecutor; and
Recording — The decision,
the partition and distribution
of properties and the delivery
of the children’s presumptive
legitimes shall be recorded
in the appropriate civil regis-
try and registries of property.
The matters here discussed
are a common and costly over-
sight by a lawyer handling a
case for declaration of nullity
or annulment. Commonly, right
after receiving the decision, the
counsel and the client jump
in jubilation forgetting those
last operative acts.
This is a costly oversight.
As provided under Article 53
of the Family Code non-com-
pliance with these provisions

marriage null and void.

GHOST SURVEY
I was amused on how a
vice-mayoral candidate in
Quezon City slammed a sur-
vey firm for coming up with a
result where a mayoral bet
from the opposing camp was
on top and ahead by so many
points of all the other contend-
ers.
Aiko Melendez called the
survey showing Herbert
Bautista leading by 75 percent
a ghost survey. Ghost because
the survey did not mention
how it arrived at the figure.
This was not the first time
that a survey result was ques-
tioned.
Earlier, Liberal Party
presidential candidate
Noynoy Aquino was quoted
as saying that survey results
can now be bought in Quiapo.
He made the statement after a
survey reported that
Nacionalista Party bet Manny
Villar is only inches away from
him.
It is only natural for candi-
dates to despise a survey when
its results do not favor them.
It is as natural when they want
to grab newspaper headlines
when surveys show they are
leading.
What is not natural is when
surveys start to give unbeliev-
able results. Surveys are sup-
posed to be credible. It is now
hard to believe in surveys af-
ter learning of insinuations
they are no longer believable.
But come to think of it.
Many of the people would still
tend to trust the surveys be-
cause they have been accus-
tomed to rely on it in moni-
toring candidates’ standing for
a long time.
It is like a very bad habit
that is very hard to break.
NBI DOES IT AGAIN
The National Bureau of In-
vestigation (NBI) deserves a
commendation for the suc-
cessful operation that led to
the arrest of Jason Ivler.
Earlier, it was also the NBI
that caught and killed AFG
leader Alvin Flores, the one
who lead the Ayala Mall heist.
After these feats, it can be
said that the NBI is exerting
all efforts to regain the glory it
enjoyed many years back.
I don’t remember exactly
when but NBI used to be the
most respected law enforce-
ment agency in the country.
The popularity of the
agency went down after
Alfredo Lim brought non-
lawyers and non-accoun-
tants into its plantilla. It was
something that demoralized
the elite force.
In fairness to Lim, the
NBI arrested a lot of huge
criminals during his reign but
the agency was already at
the brink of degradation be-
fore he left the office. New
administrations that fol-
lowed had difficulties in
bringing back what NBI used
to be.
But just like what I said,
I think they’re back in their
sharpest fighting form.
I saw the footage of the
courageous lawmen fighting
it out with the trigger-happy
Ivler. Two of them were
wounded. They deserve
more medals.
My only comment was
that they spared the life of
Ivler because the guy is well
connected.
If it were the policemen
who operated on it, Ivler
would have been a goner.
This is how bad the image
of the police now.
And this is what sepa-
rates the PNP from the NBI.

The saga of
Hadji Butu,
first Muslim
senator
HADJI Butu Abdul Bagui, or
simply Hadji Butu, is the first
Filipino Muslim senator of the
Philippines.
His terms of office as sena-
tor did not go out without a
lasting legacy.
He served as the senator of
the Twelfth District, com-
posed of Twelfth Senatorial
District – Mt. Province, Baguio,
Nueva Vizcaya. Agusan,
Bukidnon, Cotobato, Davao,
Lanao, Sulu, and Zamboanga.
Senator Butu had actually
fought wars against the Span-
ish governments. He was the
brain in the fight of the Sulu
Muslims and the Sultans of
Sulu during his time.
Despite his bitter experi-
ence in the hands of the Span-
iards and the Americans who
took over after Spain surren-
dered in the Treaty of Paris on
December 10, 1898, Senator
Butu demonstrated his un-
equalled love for the Philip-
pines as a whole—not just
Mindanao.
One of his sterling perfor-
mances was his passion as a
patriot that his first bill in the
old Congress was his author-
ship of the establishment of
the Philippine Military Acad-
emy (PMA) and the Philip-
pine Naval Academy to en-

ter still continued to hold in-
terests in his companies even
after having been prompted
about his violations.
This means that the viola-
tions have become clear to be
deliberately done: he knew it
was wrong yet he continued
doing it.
It was labeled by Joker as a
“continuing violation.”
The Capitol Bank
The fourth charge of Joker
against Villar was that the lat-
ter controlled the Capitol Bank
while Mrs. Villar was the chief
executive officer.
Joker said that the Capitol
Bank received loans, financial
accommodations and guaran-
tees from the Bangko Sentral
from 1992 to 1998 while Villar
was a congressman.
“That is constitutionally
forbidden. To sum it up, the
constitutional prohibition is
very simple. If a Representa-
tive has a controlling interest
in a firm or entity, that firm or
entity cannot be extended a
loan, a guaranty, or a financial
accommodation for any busi-
ness purpose from any govern-

As such, Senator Butu is the
father of the PMA. All gradu-
ates of the PMA therefore have
the compulsory obligation to
salute Hadji Butu. Were it not
for him, there could have been
no PMA now.
Senator Butu demonstrated
once again his patriotism as

ots of his time. He kept fight-
ing for all of the Philippines,
not just Mindanao. He was
with Manuel Luis Quezon and
Sergio Osmeña in fighting for
independence of the Philip-
pines from America.
Hadji Butu campaigned to
the Muslims in Mindanao and
Sulu to support their Christian
Filipino brothers in the quest
for independence.
Butu and his company suc-
ceeded and got the passage of
the Jones Law of 1916. To this,
Senator Butu said: “a great step
towards the attainment of the
national ideal.”
In describing Hadji Butu,
the archive of the Senate says
of him: “One of Hadji Butu’s
sterling qualities was his flam-
ing love of the Philippines. He
was a sincere advocate of Fili-
pino nationalism—one country,
one people, one flag.”

unlawful for us to author any
law or resolution that would
benefit or favor us.”

against Villar was that in Villar’s
bid for the speakership of the
House of Representatives, the
latter distributed a propaganda
kit to congressmen and media.
In the kit were contained

of the Philippines said that
Senator Butu was born in Jolo
in the year 1865.
But the exact day and
month of his birth cannot be
ascertained. The Muslim Fili-
pinos during that time do not
keep track of time by the
Gregorian calendar and it was
their custom of not keeping
written records of births.
From stories I learned from
Muslim elders, Muslim Filipi-
nos just plant a tree on the day
of birth and it is this tree that
will keep track of the age of
that person.
Senator Butu descended
from distinguished ascendants.
He descended from Mantiri
Asip, a famous minister of Raja
Baginda, who was a Muslim
prince from Sumatra who con-
quered Jolo in 1390.
When he ripened in age,
Senator Butu kept his family
tradition that he served as the
prime minister to various sul-
tans of Sulu.
The Senate archive said that
since early boyhood, Senator
Butu manifested his prodigious
intellect.
At the age of six, Senator
Villar, Jr., Achiever and Vision-
ary Leader” and the “Legisla-
tive Performance of Congress-
man Manny B. Villar, Jr.”
In this kit, Joker cited that
Villar clearly said that he “in-
corporated in the landmark
Comprehensive and Integrated
Shelter Finance Act, RA 7835,
the recapitalization of the Na-
tional Home Mortgage and Fi-
nance Corporation and the
amendment of the Agri-Aqua
Law to include housing invest-
ment.”
This was improper consid-
ering that Villar’s companies
have been engaged in housing
business, thereby violating the
anti-graft law.
The said Act was co-
authored by then Villar. It di-
rects “banks to extend to hous-
ing loans not utilized for agri-
culture and agrarian reform
credit.”
In other words, funds for
agriculture and agrarian credit
are to be re-channeled to hous-
ing, which has been Villar’s busi-
ness.
Joker said that in the same
propaganda kit, it was stated
that making Pag-Ibig fund con-
tributions compulsory and in-
creasing housing investments
with SSS were also authored
by Villar.
Joker insisted that the Pag-
ibig is a main source of funding
of Villar’s companies and the
laws proposed by Villar from
Hadji Butu (second from right).
Butu studied the Arabic lan-
guage and the Qu’ran (Koran)
and mastered them in four years
time.
His growing-up years were
marked with turbulent wars
against Christian Spaniards and
Christian Filipinos. But he nur-
tured his passionate love for
knowledge and peace.
The Senate archive says
that Senator Butu saw Spain’s
desperate attempts to conquer
the Islamic Sultanate of Sulu
and the successful resistance of
the Moro people—particu-
larly the fearless Taosug war-
riors.
The Senate archive said that
on February 29, 1876, while
he was yet 11 years old, a
mighty armada under the com-
mand of Admiral Jose
Malcampo (concurrently Gov-
ernor-General of the Philip-
pines) attacked Jolo and cap-
tured it after a ferocious com-
bat.
At that time, the archive
says that Sultan Jamalul Kiram
1992 to 1998 were designed to
benefit his housing business, “a
violation of the Anti-graft law.”
Failure to give up interests
in his businesses
The seventh charge of Joker
against Villar was that when
those bills Villar authored were
enacted into law, Villar did not
divest himself of his interests
in his companies that benefited
from the laws.
SSS, GSIS and Manuela
Corp. P150-M loan
The eighth charge of Joker
against Villar was that Manuela
Corporation applied for and
was granted a loan of P1 billion
by the SSS, a government fi-
nancial institution.
Joker added that another P2
billion loan would be syndi-
cated with another government
financial institution, which was
the GSIS.
Such that, Joker said, the
total syndicated loan from the
two GFIs reached P3 billion for
Manuela Corporation.
Manuela was a housing and
realty corporation owned by
the family of the wife of
Speaker Villar.
These loans were obtained
despite the fact that the policy
of SSS is that it does not extend
direct loans to any company.
To Joker’s mouth, the SSS
I and his Taosug army evacu-
ated the city but continued their
resistance to the Spanish power
in the mountains.
Spanish forces defeated the
Taosugs in various battles but
they were never conquered.
While the war was raging,
Sultan Jamalul Kiram died and
he was succeeded by Jamalul
A’lam I.
The archive further said that
on January 22,1878, Sultan
Jamalul A’lam signed an agree-
ment with two foreign adven-
turers—Baron Gustave von
Overbeck (Austrian consul in
Hongkong) and Alfred Dent
(British trader) to finance his
war against the Christian invad-
ers.
The agreement called for
leasing the Sultan’s territory in
North Borneo, called Sabah, for
an annual rent of 5,000 Ma-
layan dollars (U.S. $1,600).
However, the Sultan died on
April 8,1878. The archive said
he was succeeded by Badarud
Din II.

million from Capitol Bank,
which is also owned by
Speaker Villar.
In other words, Villar’s cor-
poration got a loan from his

stockholders from their own
corporations.
It was like Villar borrowing
money from his own bank.
Converting agrarian lands
to housing
The tenth charge of Joker
against Villar was that while the
Comprehensive Agrarian Re-
form Program (CARP) was
being undertaken in obedience
to a constitutional mandate,
Villar’s companies have devel-
oped 5,950 hectares or almost
60,000,000 square meters of
agrarian lands into residential
subdivisions without appro-
priate DAR authorizations.
“Just to give you an idea
about how big 60,000,000
square meters is—my constitu-
ency of Makati is only one-
third of that size... Las Piñas
which is the constituency of
Speaker Villar is roughly
41,000,000 square meters. If
you add the entire area of Las
Piñas and Makati, that is the

Entitled Bilog na Hugis
Itlog, said music video is
regularly aired in between
programs of GMA-7
Network.
It is also played over FM
and AM radio stations.
Internet subscribers in
different places, including
absentee voters abroad, can
also see the said music video
online via youtube.com.
Bilog na Hugis Itlog is a
song that gives information
on how to vote using the
computerized ballot form.
It tells how to shade the
circle by looking for the oval
beside the name of a
candidate they intended to
vote.
It also tells that the
computer machine will read
the ballots.
Sexbomb Dancers also
used visual aids to walk the
viewer through the automated
election process.
It also instructed the
voters which elective

The bloody test for
Senator Butu
On February 22, 1884, Sul-
tan Badarud Din I died. This
led to events that became acid
tests for Senator Butu.
At that time, the Senate
archive says that the sultanate
was plunged into the mael-
strom of civil war.
During those times, it said
that the vacant throne became
the object of bloody wars
among the claimants.
One claimant was Raja
Muda (Crown Prince) Amirul
Kiram, who is a half-brother of
the deceased sultan.
The other claimants were
Datu Alipud Din and Datu
Harun al Raschid.
That time, Hadji Butu per-
suaded the majority of the
Taosug datus to support
Amirul Kiram.
The Spanish authorities
that time intervened and asked
claimants Raja Muda Amirul
Kiram and Datu Harun to go to
Manila to settle the matter.
Amirul Kiram ignored the
invitation because Hadji Butu
advised him not to heed the
Spanish summon.

Harun so that he won the
bloody fight against Sultan
Jamalul Kiram II (dynastic
name of Amirul Kiram).
In their victory, Harun cap-
tured Maimbung (Kiram’s
prime minister) who remained
at the coast to guard the pass
to the mountain stronghold.
Hadji Butu now leading
bloody fight
But this time, the Senate
archive says that it was already
Hadji Butu who was leading the
fight against Sultan Harun.
Realizing the influence of
Hadji Butu, the Spanish au-
thorities launched a vigorous
campaign to capture him.

The saga of Hadji Butu,
first Muslim senator
jungle fighting, the elusive
Hadji Butu was taken alive and
brought to Jolo.
However, instead of killing
him, Sultan Harun cordially
welcomed Hadji Butu and
asked him to become his prime
minister with the condition that
the Sultan will stop the war
against Amirul Kiram and rule
the people in accordance with
the noble tenets of Islamic
faith.
Shortly after Hadji Butu
assumed the premiership un-
der Sultan Harun, the Senate
archive says that Governor-
General Ramon Blanco visited
Jolo and conferred with Hadji
Butu for the restoration of
peace and order in the sultan-
ate.
Convinced of the sincerity
of the Spanish governor-gen-
eral, Hadji Butu pleaded with
Amirul Kiram and his follow-
ers to lay down their arms.
The peacemaking efforts of
Hadji Butu succeeded for all
hostilities ceased so that peace
once more reigned over the war-
torn sultanate.
The Senate archive says
that under the able adviser-ship
of Hadji Butu, Sultan Harun
ruled widely and well.
New challenge
for Hadji Butu
Sultan Harun now would
consistently refuse Spanish
demands to levy taxes in the
sultanate for Spain.
For his refusal, the Spanish
authorities that time became
hostile to Sultan Harun.
In 1892, while Hadji Butu
was in Sandakan settling land
disputes with the British gov-
ernment, the mother of Amirul
Kiram secretly intrigued with
the Spanish authorities to re-
place Sultan Harun and exile
him to Palawan.
The plot succeeded.
After his return to Jolo, the
archive continues, Hadji Butu
was persuaded by Governor-
General Ramon Blanco to serve
as the prime minister of Amirul
Kiram, who now took the name
Jamalul Kiram II when he as-
cended the throne in 1894.
Two years later, Hadji
Butu accompanied the new sul-
tan on a pilgrimage to Mecca.
Challenged by Villar, Ted
Failon of ABS-CBN investi-
gated on Daang Hari and he dis-
covered that instead of a
straight line highway, the said
road was made to pass through
circuitous route in order to
serve 24 subdivisions of
Villar—to repeat, TWENTY
FOUR subdivisions.

lasted one year.
In April, 1898, shortly af-
ter Hadji Butu’s return to Jolo
from Mecca, the Spanish-
American War broke out.
The American interlude
On May 1st, the American
squadron under the command
of Commodore George Dewey
sank Admiral Montojo’s fleet
in Manila Bay.
On June 12, 1898, General
Emilio Aguinaldo, who had re-
turned to the Philippines from
exile in Hong Kong aboard one
of Dewey’s vessels, proclaimed
the Declaration of Philippine
Independence at Kawit, Cavite
and urged his people to resume
their libertarian struggle against
Spain which was temporarily
halted by the “Pact of Biak-
na-Bato.”
On August 13, the Ameri-
can land forces under General
Wesley E. Merritt, supported
by the Filipino troops, crushed
the Spanish army and captured
Manila.
Finally, on December 10,
the Spanish-American War
ended with the signing of the
Treaty of Paris, bringing peace
between Spain and the United
States.
However, the Senate
archive says that this ignited a
more destructive conflict that
came to pass as the war for
Philippine independence from
1899 to 1902.
This time, Hadji Butu
watched the portentous events
in Luzon with keen interest.
Hadji Butu concluded a
treaty with General Bates
The Senate archive further
says that on May 19, 1899,
while the forces of the First
Philippine Republic under
President Emilio Aguinaldo
were courageously resisting the
American invaders, two Ameri-
can battalions occupied Jolo.
The following month, on
August 20, Hadji Butu, repre-
senting Sultan Jamalul Kiram
II, concluded a treaty with
General John C. Bates.
According to this so-called
“Bates Treaty,” the Sultan of

Sulu recognized American sov-
ereignty and, in return, the
United States recognized the
sultanate as an American pro-
tectorate and agreed to respect
the Islamic religion and customs
(including polygamy and sla-
very) of the Taosug people and
not to cede or sell Sulu or any
part of it to any foreign coun-
try.
A statesman of foresight and
sagacity, Hadji Butu realized
the futility of resisting Ameri-
can arms.
For the sake of peace and
to prevent unnecessary loss of
lives and property in Sulu,
Hadji Butu cooperated with the
Americans and advised his
people to accept American
rule.
On October 10, 1904, Hadji
Butu was appointed by the
American military authorities
as assistant to the Military
Governor of Sulu province.
On June 20, 1913, General
John J. Pershing (Military
Governor of the Moro Prov-
ince) promoted Hadji Butu as
Deputy District Governor of
Sulu.
In the same year the mili-
tary rule in the Moroland ended
and the Department of Min-
danao and Sulu was estab-
lished.
Becoming the first
Muslim senator
The Senate archive says
that in December, 1915, Hadji
Butu was appointed by Gov-
ernor-General Francis Burton
Harrison as senator, represent-
ing the 12th Senatorial District
(Mindanao, Sulu and some
parts of Luzon).
Hadji Butu thus became the
first Muslim to sit in the Phil-
ippine Senate.
He proved to be an able
parliamentarian so that he was
re-appointed senator by Gov-

The Senate archive says
that the first bill sponsored by
Hadji Butu in the Senate pro-
vided for the establishment of
a Philippine Military Acad-
emy, a Philippine Naval Acad-
emy, and for compulsory mili-
tary instruction in all schools
and colleges in the Philippines.
As a senator, Hadji Butu
worked hard for more appro-
priations for the construction
of more schools, hospitals,
roads, and bridges in Mindanao
and Sulu.
The archive says that one
of Hadji Butu’s sterling quali-
ties was his flaming love of the
Philippines.
He was a sincere advocate
of Filipino nationalism -- one
country, one people, one flag.
Together with Quezon,
Osmeña and other Filipino pa-
triots, Hadji Butu crusaded vig-
orously for Philippine inde-
pendence during the American
regime.
He welcomed the Jones
Law of 1916, for he considered
it to be “a great step towards
the attainment of the national
ideal.”
From 1919 to 1934, Sena-
tor Butu campaigned for the
independence cause in
Mindanao and Sulu, urging the
Muslim Filipinos to support
their Christian brothers in the
peaceful struggle for the resto-
ration of Filipino freedom.
A senator from 1916-1931,
Hadji Butu was blessed with
four sons and eight daughters.
On February 22,1937, a
year after his appointment by
President Quezon as member
of the Board of National Lan-
guage (representing Mindanao
and Sulu), Hadji Butu died in-
side his home in Jolo at the
age of 72, due to a kidney ail-
ment.
He died in the service.

“I feel like a (great) football
star,” said the pound-for-
pound king Manny Pacquiao
on the podium at midfield of
the Cowboys Stadium, a re-
mark that brought a smile on
the face of Jerry Jones, the oil
magnate and Dallas Cowboys
owner who is teaming up with
Hall of Fame promoter Bob
Arum in staging Pacquiao’s
fight with Joshua Clottey on
March 13.
Amidst the hysterics and
adulations he has received from
fans, assembled media and his
hosts, Pacquiao told them that
the five-star treatment he re-
ceived is unmatched.
There were the world-fa-
mous Dallas Cowboys cheer-
leaders gyrating and swaying,
Pacquiao was captivated by the
presence of a bevy of Cowboys
all-time greats and a handful of
ring heroes of yesteryears.
The star-spangled and
skimpy outfit of the cheerlead-
ers enamored Pacquiao more as
he waded through an artificial
smoke that was cranked up to
a much higher level with the
music of Survivor’s “Eye of the
Tiger” blaring in the back-
ground. But it was the way he
was introduced that left a last-
ing impression on him.
While the cheerleaders high-
kicked and Michael Buffer, the
man with the eternal tan who
trademarked the phrase, “Let’s
get ready to rummmmm-ble”
gave them his signature intro-
ductions, Pacquiao and Clottey
emerged from the man-made
fog and joined the group on
stage.

Deviating from the script,
Buffer noted, “Ladies and

legendary boxing promoter
who has worked with the likes
of Muhammad Ali, Tommy
Hearns, Marvelous Marvin
Hagler and Sugar Ray Leonard,
was moved to say, “Let me tell
you. Nobody does it like this
organization. This place is re-
ally spectacular. The big screen
is awesome. This was an
event.”
As Arum himself said, ap-
propriately framing the occa-
sion, “And this was just a press
conference. People are going to
kick themselves for not being
here.”
No, it isn’t the hope-for
mega-showdown of Manny
Pacquiao and Floyd
Mayweather, Jr. but Pacquaio
and Ghana-born, former wel-
terweight champion Joshua
Clottey are a good, big-time
boxing start for the house that
Jerry Jones built.
The newly-renovated sta-
dium lit up the occasion as it
unfolds it’s grandeur for every-
one in attendance to see. Boast-
ing of a 72 feet high and all in
high-definition screen that even
the farthest person on the far-
thest seat would not be denied
from viewing clearly the pro-
ceedings on the inside field.
The stadium will use its
basketball configuration for the

Before Jones bought the Cow-
boys, he once put on boxing
matches in his native Arkansas.
Longtime Texas boxing pro-
moter Lester Bedford began
working with the Jones family
to help make it happen. Their
first idea was to have the sta-
dium host Oscar De La Hoya’s
final fight.
They thought they had the
big one -- the undefeated
Mayweather against the undis-
puted “pound-for-pound and
the world’s best fighter.”
Pacquiao. But even after the
bidding escalated to $25 mil-
lion, Mayweather wouldn’t
agree to the fight.
“This is a very good conso-
lation prize,” Bedford said.
“This is what’s good for box-
ing -- a stadium fight. This is
what’s going to keep boxing
going.”
“I’ve known Bob Arum for
a long time,” Bedford said, “and
I’ve known Oscar De La Hoya,
Don King and have worked for
all of them. But none can match
Jerry Jones.”
Something in common
Clottey, for his part, said
he and Pacquiao have some-
thing in common.
He said he grew up dirt poor
in Accra, Ghana, just the same
way Pacquiao did in General
Santos City.
“There was nothing there,”
Clottey said at the Cowboys
Stadium in the city of Arling-
ton.
“Me and Manny Pacquiao
came from the same beginnings.
There was nothing in Ghana
and that was the same thing
with him (in the Philippines),”
said Clottey.
Clottey said he “had to
fight to survive” and as early
as six years old he had known
the gratifying sensation of
throwing and even receiving a
punch.
“I had to fight my way out
of poverty,” said the New York-
based Clottey, a heavy under-
dog, according to bookmakers.
Does Clottey stand
a chance?
Joshua Clottey shot a mes-
sage across the boxing world
when he was mauling Antonio
Margarito in the early rounds
of their bout. But a hand injury
suffered by him midway
through the fight was the life
raft that Margarito needed. Af-
ter that injury, Margarito was
able to regain his footing and
eventually came up with a de-
cision win.
He has impressive victories
over Zab Judah and the late
Diego “Chico” Corrales but
came up short against Miguel
Cotto. Some quarters thought
he should have gotten the nod
of the judges instead.
Clottey is a big and strong
welterweight with a good chin
and an aggressive style. But
now the bad news — he is
fighting Manny Pacquiao.
The Filipino ring icon that
gobbled up boxing legends,
manhandled and knocked them
all one by one.
Clottey said the Pacquiao
fight is once-in-a-lifetime expe-
rience and that it is going to be
an opportunity for him to alter
the course of his life in the event
he pulls off a major upset.
Arum was in his usual bom-
bastic self but he lived up to his
word that the press conference
would be something to be remem-
bered many years from now.
