1.
This Defence Standard, 02113 Part 7, specifies the requirements for the design,
inspection, testing and certification of Link Chain Lever Hoists used in HM Surface Ships and
Submarines.

Construction

General

a.

The Lever Chain Hoists described within this standard shall comply with all
relevant European Directives' essential requirements, BS 4898, the United
Kingdom Acts and Regulations and any additional MOD(N) requirements.

b.

The equipment described must also be accompanied by a Certificate of


Conformity, Declaration of Incorporation or Statement of Conformity.

Operations
a.

1.1.3

Materials
a.

All materials shall be in accordance with BS 4898.

b.

Where new or alternative materials are proposed, they shall normally have been
proven to possess the properties required over a minimum period of two years.
The manufacturer shall produce evidence of such properties and time period to
the satisfaction of the MOD.

Effective Effort
a.

1.1.5

The load shall be moved by the operation of a lever and the direction of
movement shall be determined by means of a reliable ratchet arrangement. It
shall be possible to change the direction of movement of the load chain without
releasing the load. Means shall be provided to allow the operator to move slack
chain quickly to its required position when the hoist is not under load.

The effective effort required for the operation of Lever Chain Hoists shall be in
accordance with BS 4898.

Temperature Range
a.

Operating temperature range shall be -10C to +40C.

b.

Operating temperatures greater than those specified in Clause 1.1.5a will be


specified in the System Requirement Document (SRD).

General
a.

3.

The Hand Operated Lever Chain Hoists described within this standard shall
comply with the following standards:
(1)

BS 4898;

(2)

Lifting Operations and Lifting Equipment Regulations 1998 (LOLER);

(3)

European Union Machinery Directive 89/392/EEC.

3.1

Testing and Inspection

3.1.1

General
a.

All tests and inspections, both at the manufacturer's premises and after
installation of the equipment on board shall conform to the SRD.

b.

The manufacturer shall conduct Type Tests on one representative sample of


each type and size of equipment. The tests shall demonstrate that the
equipment certificated by the manufacturer/supplier comply with the
requirements laid down in this standard.

c.

The tests shall prove the design, material, heat treatment and methods of
manufacture used. Any change in design, material specification, heat
treatment or method of manufacture, which leads to modifications of the
mechanical properties, shall require the type tests to be conducted on the
modified component.

d.

Proposals for type and production tests at the manufacturer's premises shall be
submitted to MOD for agreement early in the design stage of the equipment.
Subsequent waiving or modification of tests shall not be permitted without
MOD agreement.

e.

Where an equipment is supplied from an existing range, Quality Assurance


documentation shall be provided to confirm conformance with the test and
inspection requirements to the satisfaction of the MOD Warship Support
Agency.

f.

The testing of equipment shall be in accordance with BS 3243 and BR 3027.

g.

All tests shall be carried out at room temperature; the accuracy of test load
measuring devices shall be within 2 per cent.

3.2

Inspecting and Testing - Hand Operated Chain Lever Hoists

3.2.1

Type Tests
a.

The manufacturer or his agent shall conduct the following tests on a


representative sample of each type and size of block:

(1)

Type Tests in accordance with BS 4898;

(2)

Ultimate Strength Test (in accordance with BS 4898) but at five times
the Safe Working Load (SWL) for one minute.

Certificate of Test and Examination


a.

A certificate of test and examination shall be issued for each individual hoist
giving the following information:
(1)

Unique identification/serial number;

(2)

Make and Type;

(3)

Safe Working Load;

(4)

Load Chain size and grade;

(5)

Factor of Safety;

(6)

Range of lift;

(7)

Static Load Test applied in accordance with BR 3027;

(8)

Date the Test and examination were completed;

(9)

MOD Contract Number;

(10) NATO Stock Number (NSN);


(11) Date of manufacture.
b.

3.2.3

Marking of Lever Hoists


a.

3.3

The certificate shall declare that each hoist has been subjected to the Static
Load Test described in BR 3027, was subsequently examined by a Competent
Person and that it complies with this standard. It shall also state the name and
address of the testing establishment and the status of the signatory.

The following information is to be permanently and legibly marked on a


suitable part of the hoist:
(1)

Marks to be as required by BS 4898;

(2)

MOD requirements for Contract Number and NSN;

(3)

Date of Static Load Test.

Painting
a.

All preparation and painting is to be in accordance with NES 737.

b.

Prior to painting, metalwork is to be thoroughly cleaned, dried and free from


welding slag, rust, scale and grease.

c.

Metal surfaces bolted or riveted together are to be primed and painted prior to
assembly. Paint may be applied by a spray gun or brush. At least one priming
and one finishing coat are to be applied.

3.4

Maintenance Schedule

3.4.1

Preparation
a.

Lubrication
a.

4.

The equipment manufacturer is to assist MOD in the preparation of


maintenance schedules for use onboard ship. MOD will initiate action with the
manufacturer at suitable stage in the design of the equipment.

The SRD is to include a requirement that where any oils or greases are used or
required for any purpose they are, wherever possible, to be specified from those
listed in DEF STAN 015. If this is not possible it is to be brought to the
attention of the PCO and/or the Design Authority, as applicable, for resolution.

Design
a.

All Lever Chain Hoists shall be designed in accordance with BS 4898.

b.

MOD(N) requirement is for a Factor of Safety of 5:1 based on the yield point.

Components
a.

All components shall be in accordance with BS 4898.

5.

CORPORATE KNOWLEDGE AND EXPERIENCE

5.1

General
a.

Lifting equipments onboard ships are subjected to dynamic loadings due to


seaway motions. For this reason this standard requires that lever hoists are
designed and manufactured with a Factor of Safety (FOS) of 5:1, rather than the
the FOS of 4:1 required for Commercial off the Shelf (COTS) equipments.

For the purpose of the standard the following definitions apply:


Chain Lever Hoist

A portable tool reeved with a load chain, and operated by a


lever ratchet arrangement so as to give a mechanical
advantage.

Competent Person

An authorized person who has such theoretical and practical


knowledge and such experience of the Lever Hoist used in the
lifting operation that is sufficient to carry out the function (i.e.
thorough examination) to which the term relates in each
particular context.

Factor of Safety

A designed safety factor expressed as a figure by dividing the


Yield Point by the Safe Working Load. Equipment designed in
accordance with this standard must have a minimum Factor
of Safety of 5:1 based on the Yield Point.

Fitness for Purpose

The ability of the Lever Hoist to operate in the intended


operational role in a safe and suitable manner, i.e. the Lever
Hoist is of adequate strength for the purpose for which it will
be used, of sound material and free from patent defect,
properly assembled and easily maintained.

B3.

Running Load Test

A test during which a load is lifted sufficiently to assess the


fitness for purpose of the moving parts of the Lever Hoist. The
test shall demonstrate that no inherent weakness has been
built into the Lever Hoist that would become apparent when
in service. The test shall involve operations such as hoisting
and slewing carried out at slow speed, where appropriate the
load is to be slewed as far as possible in both directions.

Safe Working Load

The maximum load which can be safely applied to the Lever


Hoist in a particular stated service.
