1.

This Defence Standard (NES) specifies the requirements for winches, reels and windlasses to
be installed in RN vessels.

If it is found to be unsuitable for any particular requirement MOD is to be informed in writing


of the circumstances.

No alteration is to be made to this standard except by the issue of an authorized amendment.

Unlessotherwise stated, reference in this standard to approval, approved, authorized and


similar terms, means by the MOD in writing.

7.

Any significant amendments that may be made to this standard at a later date will be indicated
by a vertical sideline. Deletions will be indicated by 000 appearing at the end of the line
interval.

This standard has been reissued to reflect changes in Departmental Nomenclature due to the
MOD reorganization and the changes to technical requirements.

This Defence Standard has been devised solely for the use of the MOD, and its contractors in
the execution of contracts for the MOD. To the extent permitted by law, the MOD hereby
excludesall liability whatsoever and howsoever arising (including but without limitation,
liability resulting from negligence) for any loss or damage however caused when the Defence
Standard is used for any other purpose.

GENERAL

General
a.

The Statement of Technical Requirements (STR) for particular equipment


shall define the following parameters:
(1)

Types, size and length of ropes and electrical strain cables to be used or
stowed;

(2)

Diameters of the warp or barrel as appropriate;

(3)

Duties the equipment shall perform, i.e:

(4)

(a)

Hauling and Veering speeds;

(b)

Maximum Working loads;

Power requirements:
(a)

Electrical power supplies;

(b)

Hydraulic pressures;

(5)

Means of control:

(6)

Special features of the equipment.

b.

MOD standard items referred to in BR 320 shall be used to the fullest extent.
The mechanical features of equipment shall be interchangeable as far as
possible,except those handed items to suit deck arrangements.

c.

The design shall take into account impact loading that is experienced with
vesselmovement.

d.

Within the design the following criteria coupled with cost shall be observed:

Maximum reliability;

Ease of operation;

(9)

Ease of maintenance;

(10) Minimum maintenance;


(11) Low weight;
(12) Quietness of operation.
(13) Safety of operation
e.

Winches and windlasses with their driving machinery (where power driven)
shall be compactly mounted on a common bedplate. Bedplates shall be of cast
steelor fabricated in mild steel as specified. The underside of the bedplate shall
be machined to provide a good bearing surface on the seating. Units shall not be
connecteddirectly to the deck. The clearance between the deck and the
equipment shall be sufficient to permit cleaning and maintenance of structure
in way.

f.

Savealls shall be welded to the deck round the bedplates, to prevent oil from
overflowing onto the deck, but shall not be fitted to the winches on weather
decks. Where savealls are fitted, drainage arrangements shall be incorporated
leading to the Oily Water Separator System, which is described in NES 322.
Bolts round the boundary angle shall not project beyond the normal edge of the
bedplate.

g.

A cover manufactured in accordance with NES 727 shall be supplied and fitted
for each winch, windlass or reel. Covers shall be used at all times the equipment
is not in use.

h.

Working parts shall be encased as far as practicable to ensure protection from


the detrimental effects of seawater and weather.

i.

The surfaces in contact with the cable shall be faired to avoid abrasion to the
cable.

j.

Pipework shall be in accordance with BR 3013(2).

Winches
a.

Winches are employed for heaving and veering:


(14) ropes of steel, manila and synthetic material;
(15) electrical strain cables.

b.

Warping winches shall conform to the requirements of ISO 6482.

c.

Cargo winches shall conform to the requirements of ISO 3078.

d.

Mooring winches shall conform to the requirements of ISO 3730.

e.

Hand winches shall incorporate means of preventing runaway, i.e.


selfsustaining ratchet and pawl system or centrifugal brakes as appropriate.
The design of hand winches shall be based on a sustained pull of 9 kg maximum
effort at the handle.

Reels
a.

Reels are used for stowing:


(16) ropes of steel, manila and synthetic material;
(17) electrical strain cables.

b.

Reelsfor light lines, such as boat falls, shall be fitted on bulkheads or structure
off the deck, where their life will be lengthened.

c.

Reelsfitted for heavier lines, e.g. mooring wires and towing wires, shall be
arrangedso that the outer turns of the wire on the reel are at least 230 mm off
the deck for protection of the wire and cleanliness and maintenance of the deck.

d.

Loosesleeves shall be fitted on the handles of reels for ease of handling.

Windlasses
a.

Windlasses are employed for heaving and veering chain cable.

Power Requirements
a.

Sufficient power shall be provided to enable the equipment to operate with a


50% overload without difficulty.

b.

Equipment shall fail safe in the event of power failure.

Electrical
a.

Electrical requirements shall be in accordance with NES 632 and NES 636.

b.

Where electrical power is used, the controllers shall be of a watertight


construction in accordance with NES 501.

Hydraulic
a.

Hydraulic requirements shall be in accordance with NES 324.

Mechanical Requirements
a.

Mine sweeping winches shall use low magnetic materials where possible.

b.

Gearwheels shall be of steel, except in minesweeping winches, and designed in


accordancewith BS 436 Parts 4 and 5 (ISO 1328 Parts 1 and 2) and BS 545.

c.

Whereelectric power is used, the drive from the electric motor shall be through
a slipping clutch to suitable reduction gearing. The slipping clutch shall be set
to slip at twice the working load.

d.

A speed limiting device and a means of indicating the length of rope on the drum
shall be provided in accordance with the STR.

Spooling Gear/Lead on Gear


a.

Warping drums may be incorporated for use with steel, manila and synthetic
ropes.

Leadon gear shall be provided if specified. The position at which the cable is led
onto the winch drum (top or bottom) shall be stated in the STR.

Drums
a.

The surfaces of the drums shall be compatible with the materials of the cables.

b.

Grooving of the drums shall be as specified in the STR.

c.

Drums shall be of mild steel construction, either fabricated or cast. Drums for
mine sweeping winches shall be manufactured from low permeability material.

d.

The design shall take into account the rotational inertia developed when the
drum is allowed to run free when streaming out cables.

Brake Systems
a.

Brake systems for drums shall be designed to satisfy the following conditions:
(18) To be provided with a safety interlock so that the brake cannot be released
until the power supply is available and the circuit made;

(19) The brake shall be capable of manual override control to allow the drum
to run free when the power supply is not available;
(20) No permanent distortion of winch drums or permanent set in bending of
the drum shaft shall be allowed when braking takes place;
(21) Brake linkage pins shall be manufactured from nonferrous material
running in nonmetallic bushes to avoid corrosion and the need for
lubrication;
(22) Hand operated brakes shall be fitted with bonded friction linings. They
shall not apply friction when in the off position;
(23) Automatically applied brakes which operate in the event of power failure
shall be incorporated if specified in the STR.

Controls
a.

Unless otherwise stated in the STR, winch controls shall be located such that
the operator has a clear view of the load being transported throughout its travel.
Control positions shall not be sited beneath the load at any part of its travel.
Power operated winches are generally controlled at the winch. Controllers shall
be placed below the deck wherever they are likely to be damaged. All controls
shall be clearly labelled with their purpose and mode of application.

b.

Whereautomatic control gear is incorporated, arrangements shall be made to


ensure that it cannot be operated concurrently with manual control.

c.

An emergency stop push button shall be provided in accordance with the STR.
When operated it shall apply the control brake system and remove power from
the equipment. It shall be located in a clearly marked and accessible position.

Markings
a.

Equipment shall be permanently marked by means of a rating plate,


prominently displayed. The rating plate shall contain such information as
stated in the relevant Standard and STR.

The equipment shall conform to the requirements of NES 1004.

Shock
a.

The equipment shall satisfy the anticipated shock levels stated in the STR for
the vessel in which the equipment shall be fitted.

Temperature
a.

The equipment shall meet the safety requirements at all operating


temperatures i.e. -29C to +40C and conform to the requirements of
NES 1004 and DEF STAN 0035.

INSPECTIONS AND TESTS

General
a.

All tests and inspections both at the manufacturer's premises and after
installation of the equipment on board shall conform to the STR.

b.

The manufacturer shall conduct Type Tests on one representative sample of


each type and size of equipment. The tests shall demonstrate that the
equipments certificated by the manufacturer/supplier comply with the
requirementslaid down in this standard.

c.

The tests shall prove the design, material, heat treatment and methods of
manufacture used. Any change in design, material specification, heat
treatment or method of manufacture which leads to modifications of the
mechanicalproperties shall require the type tests to be conducted on the
modified component.

d.

Where an equipment is supplied from an existing range, Quality Assurance


documentation shall be provided to confirm conformance with the test and
inspection requirements, to the satisfaction of the MOD DPA/DLO.

e.

All tests shall be carried out at room temperature; the accuracy of test load
measuring devices shall be within 2%.

f.

Results shall be issued to the MOD for subsequent routine testing purposes and
shall contain specific instructions regarding any adjustments necessary for
overloadtesting. Results shall be presented in accordance with the STR.

g.

To achieve satisfactory results, the Inspection Authorities shall conduct repeat


tests at the manufacturer's premises and onboard ship as deemed necessary.

Tests and Inspections at Manufacturers Works


a.

Proposals for type and production tests at the manufacturer's premises,


including drawings of the test rigs shall be submitted to MOD for agreement
early in the design stage of the equipment. Subsequent waiving or modification
of tests shall not be permitted without MOD agreement.

b.

Wheneverpossible, tests at the manufacturer's premises shall simulate


operation of the equipment as installed on ship. Where equipment is tested at
the manufacturer's premises under simulated ship heeling conditions, the
results shall furnish information of equivalent side loading for use when the
equipment is tested on board ship in the upright condition.

c.

Testsshall be in accordance with the relevant ISO (3078, 3730, 6482) and STR.
Further guidance on type and production testing can be found in NES 362.

Onboard Tests and Inspections


a.

Testsshall be in accordance with the relevant ISO (3078, 3730, 6482) and STR.

b.

Additional overload tests shall be carried out with the ship heeled to Port and
Starboard. The angle of heeling shall be in accordance with the STR.

Contract Requirements
When Defence Standards are incorporated into contracts users are responsible for their correct
application and for complying with contractual and statutory requirements. Compliance with
a Defence Standard does not in itself confer immunity from legal obligations.
Revision of Defence Standards
Defence Standards are revised as necessary by up issue or amendment. It is important that
users of Defence Standards should ascertain that they are in possession of the latest issue or
amendment. Information on all Defence Standards is contained in Def Stan 00-00 Standards
for Defence Part 3 , Index of Standards for Defence Procurement Section 4 Index of Defence
Standards and Defence Specifications published annually and supplemented regularly by
Standards in Defence News (SID News). Any person who, when making use of a Defence
Standard encounters an inaccuracy or ambiguity is requested to notify the Directorate of
Standardization (DStan) without delay in order that the matter may be investigated and
appropriate action taken.
