County Politicians Seek to Improve Quality of Life

For lawmakers in Prince
George’s County, this year’s General
Assembly is all about boosting
the image of Maryland’s second-
largest Black enclave. Members
of the county’s delegation say they
are working on various forms of
legislation to improve residents’
quality of life and attract prospective
residents.
Sen. Nathaniel Exum (D-Dist.
24) is introducing a bill that will
outlaw future drive-through liquor
stores in the county. “I think times
are changing with the new drunk
driving laws that have been proposed
and passed,” said Exum. “There
seems to be an affinity to stop these
types of facilities from going on in
the county, especially any additional
ones.”
Exum said these types of stores
can at times attract an unsavory
element, particularly in communities
inside the Beltway. “Selling liquor is
directly related to crime especially
in inner Beltway communities in
Prince George’s County,” he said.
“The statistics that I’ve looked at
indicate the more [liquor stores] you
have, the more crime there seems
to be in those areas. Although this
won’t necessarily remove many of
those [liquor stores], it would show
the sense of the county moving
forward.”
Meanwhile, Del. Gerron Levi
(D-Dist 23A) is also working on a
bill intent on suppressing crime in
the county. The bill strengthens a
statute passed in 2007 regarding
prosecution of criminals involved in
gang activity.
“Back in 2007 we passed a
criminal gang statute and this would
be strengthening the statute,” Levi
said. “It would be easier to use by
prosecutors and easier to prosecute
gang-related offenses.”
The bill has good timing as
Prince George’s and Montgomery
Counties recently received $2.7
million in federal funding to jointly
fight gang activity. That legislation
lends credence to what Prince
George’s County Police Chief
Robert L. Hylton claimed is the the
county’s new “zero tolerance policy”
on gangs.

delegation, Sen. Douglas J.J. Peters
(D-Dist. 23), is co-sponsoring
multiple bills that will impact the
county’s residents.
One bill is would require prison
wardens and administrators to
develop aftercare programs for
prisoners to participate in before
being released back into the public.
“An individual making the
transition back into the civilian world
after prison has a real high possibility
of relapse if they don’t continue
their substance abuse program,” said
Peters. “This is a way to build a
bridge between coming out of prison
and going into society.”
With the county’s crime rate at
a record low, keeping those who’ve
already committed crimes from
repeating the pattern is crucial to
maintaining that rate, he said.
“We’re very concerned that
people are coming out of prison
are getting healthier,” Peters said.
“You have people that suffer from
substance abuse and they get out of
prison after getting counseling and
there’s nothing there. Then they’re
going to go right back to substance
abuse and that leads to a lot of
problems.”
Peters is also co-sponsoring a
bill with an eye to job creation and
recovery. This bill would give a tax
break to companies who employ
people who currently receive
unemployment benefits. The bill is
not only designed to create jobs, but
also to generate money for the state
from income tax, which recently
declined.
“There’s a huge amount of stress
on the unemployment rolls right
now,” he said. “We really need to
get people working again and off the
unemployment insurance trust fund.
“We have to get people off
unemployment and get them
working so they can help on the
credit side where they’re going
to produce revenue and we can
generate some income tax.”

Volunteering can be powerful ‘medicine’

(ARA) — Some research
suggests volunteering can
have a positive effect on
overall health and well-
being – and may help
improve your disease. Many
Americans who suffer from
chronic conditions can get
involved with volunteering
to stay active.
And, for the more than
1 million Americans with
the chronic condition
rheumatoid arthritis
(RA), volunteering may
help them better manage
the disease. RA is an
autoimmune disease that
affects the joints and can
cause pain, disability
and leave people feeling
limited or isolated by their
disease. Women are two to
three times more likely to
have RA than men, and the
disease is most commonly
diagnosed between the
ages of 30 and 50.
A new nationwide
initiative – Hand in Hand
for RA – aims to change
that by demonstrating to
people living with RA that
they can do more. In fact,
results of a recent survey
showed that a majority of
people with RA want to be
more active and not feel
limited by their condition.
Moreover, four in 10
want to give back through
volunteering or public
service to prove they are
not limited by their RA.
“It’s the first time that
we are bringing together
people living with a form
of arthritis like RA who
would otherwise be held
back a little bit by their
condition, and give them
an opportunity to help
out in their community,”
says Seth Ginsberg, co-
founder and president of
CreakyJoints, a grassroots
arthritis group and a
supporter of the Hand in
Hand for RA campaign.
“We want people to go to

Religious Conflict Leaves 326 Dead in Nigeria

dead last week, a state police commissioner said Monday,
pledging to bring those responsible for the killings to justice.

with the rioting in Jos, a one-time tourist and mining town
that straddles Nigeria’s Christian south and Muslim north.

who took part in killings that nearly wiped out a small village
on the southern outskirts of Jos. Volunteers there discovered
bodies shoved into communal wells and sewer dumps. Others
lay dead in the bush outside the village, victims of gunshot
and machete wounds.
Sectarian violence in this central region of Nigeria has left
thousands dead over the past decade. The latest outbreak came
despite the Nigerian government’s efforts to quell religious
extremism in the West African country.

The political landscape of the entire country was quietly changed last week when the
Supreme Court in a 5-4 decision in Citizens United v. Federal Elections Commission ruled
that the government may not ban corporation spending in candidate elections. In reaching its
decision, the majority of the Court extended the basic First Amendment guarantee of “freedom
of speech” beyond individual people, and for the first time has clothed inanimate corporations
with such rights as if they were human.
We believe the Court has created a Frankenstein, which now poses a serious threat to the
American democratic election process. The Court’s action has opened a flood gate which now
exposes future political campaigns to the enormous influence of big business whose unlimited
dollars President Obama correctly fears can now “be free to drown out voices of everyday
Americans.”

been given the right of “persons” in constitutional law. In
effect, they now have the same rights to influence elections
as individuals, when the differences in power, status and
capability are obvious.  The jobless rate among African-American men in many cities

for the Voting Rights Act by saying, “Give us the ballot and
we will fill our legislative halls with men of good will.”
We have done well since that statement was made—then
there were only five Black members of Congress and now
there are 43 with similar growth in Black elected officials
occurring at every level to the point that there are now more
than 9,000.
This decision enables the enormous wealth of the
capitalist system to enhance its ability to determine winners
and losers in American elections, and since data from the
2008 elections indicated that corporations gave twice as
much money to Republicans than Democrats, it tilts the
playing field strongly in their direction.

the worst excesses of Wall Street, and pledged his enduring

Americans. He expressed his forceful and compassionate
commitment to the people of Haiti – a swift, comprehensive
response to the human tragedy that stands in stark contrast
to his predecessor’s reaction to the thousands victimized by
Hurricane Katrina.
President Obama outlined the right agenda – one that is pro
civil rights, pro human dignity and pro the American Dream
for every American. However, he cannot do it without us.
Predatory banks, profit-driven health care CEOs, and
those big business leaders who would see our country and our
families go bankrupt before they would pay their own way (or
even a living wage) are committed to funding a fierce battle
for the status quo. The Supreme Court, still dominated by
those who helped steal the election in 2000 and their protégés,

But without you and all your friends and neighbors back
on the battlefield, sowing and reaping the power of we, there
is no guarantee progress will continue. Like every great
wave, the one that made it possible for a Black family to live
in the White House must be regenerated, or it ebbs. More
importantly, our communities’ and families’ fates, which are in
perilous condition, will ebb with it.
We can be proud of the progress President Obama has
made – implementing
policies to stem massive
job losses, extending
health care coverage
to millions of children,
stabilizing the economy,
increasing women’s ability
to ensure fair treatment in
the workplace, rebuilding
the Justice Department
and EEOC’s ability to protect Americans’ basic rights, and
restoring our nation’s ability to protect its food and water.
These are our victories.
Some argue that our president has not pushed hard enough
for the change we need. But just as this administration’s
greatest accomplishments lies in the hands of the idealists and
organizers, so too must we claim the shortcomings.
In too many instances in the past 12 months we have
powered down, left the field for the bleachers, and chosen to
play armchair pundit rather than continue to build and lead. If
our president is not bold enough, it is up to us to build the next
wave for bolder action.
The great Frederick Douglass once said, “If there is no
struggle there is no progress. Those who profess to favor
freedom and yet depreciate agitation … want crops without
plowing up the ground, they want rain without thunder and
lightning. They want the ocean without the awful roar of its
many waters. ... Power concedes nothing without a demand. It
never did and it never will.” 
We cannot be silent. The change we seek is in our hands.

Blacks who campaign for office have traditionally
had far less funding than their White counterparts which
is why many opposed the McCain-Feingold campaign
finance law that placed limits on soft money. Black elected
officials were disproportionately recipients of soft money
in their campaigns, and studies show that within the Black
community they could raise enough money to run campaigns
successfully.
The Supreme Court decision however, not only destroys
McCain/Feingold by inviting even more money into
campaigns, it places Blacks, especially those who would
run in “White districts,” in a highly competitive bind. It is
still very difficult for Blacks to run in such districts and win,
and they are placed at a huge disadvantage because money
generally goes to White candidates in those districts.
This means that although Blacks have run successfully
in many White majority districts, representing 40 percent of
the Congressional Black Caucus, it will be more difficult
to expand the number of elected officials beyond what now
exists.  and many financial institutions
Most importantly, a significant portion of the Black
community needs the social and economic product of
legislative action at every level, but with more candidates
being elected with corporate funds, it could skew the
democratic process within legislative bodies toward the
interests of the upper class. This point is vividly seen in
the current fight over health care, as a substantial number
of members of Congress, funded by corporations, oppose
restrictions on insurance companies and the expansion of
care to 30 million people. Someone said it right, the impact
of the United Citizens decision is that rather than having
senators and representatives serving the interests of their
constituents in states, more of them will essentially be owned
by corporations.
Laws limiting the participation of corporations in
elections have been around for nearly 100 years, so
this decision of the conservative wing of the Court is a
monumental disrespect for precedent. In that connection,
Senate Democrats were suckered into supporting Chief
Justice John Roberts, largely on the strength of his promise
to respect judicial precedents. In the last decade, conservative
justices have thrown precedent aside in rolling back rights
that supported broad democratic participation in society and
favoring dominant, racial, political and economic interests.

Tyrese Talks ‘Legion’

Fresh off the phenomenal success of Transformers:
Revenge of the Fallen, which was the No. 2 movie at the box
office in 2009 (behind Avatar), actor/singer/model Tyrese
is back with another apocalyptic sci-fi adventure. Legion,
however, is a horror flick with a rather novel, religious premise
revolving around a struggle to survive the wrath of a vengeful
God who has lost faith in humanity.
Kam Williams: Hey, Tyrese, thanks for the time. You had
quite a year with “Transformers 2.” How does it feel riding
that wave?
Tyrese: Honestly, everybody that’s in my life will tell you
that I enjoy the highs of life, but I’m always that guy with the
big fan in his hand trying to clear the smoke out right away
in order to get back to the mission, back to the focus. It’s not
that I don’t like to marinate in the blessings, because I do. But
I’m very ambitious, very motivated to reach beyond what I’ve
already mastered. I never get complacent. I’m not the type to
relax and just kick my feet up as if I’ve made it. I’m always
looking to go to the next level. Transformers has literally
changed my life in so many different ways. I’m known around
the world now, because so many men, women and children
have seen the film at some point. What a blessing that is.
And now that I have that international stage, I’m all about
maximizing and taking it to another level.
KW: Last summer, you also released your own comic book,
“Mayhem.” How is that doing?
Tyrese: Oh, man, it’s doing beyond well. It’s selling like
crazy. You know it’s available on iTunes in 38 countries now.
I’ve partnered up with Apple and it’s being sold digitally.
Basically, I have a digital comic book. I did the voiceover for
all of Mayhem’s parts, and hired a bunch of other actors to
do the other characters. And when you see a car crash in the
comic, you can actually hear it. So, it’s like you’re watching a
still yet motion comic.
KW: When I interviewed you last summer, you said that
you would personally call anybody who purchased 25 copies
of “Mayhem.” I guess it’s too late for fans to take advantage of
that offer.
Tyrese: No, not at all. If somebody’s going to invest that
much to support something you’re passionate about, you’re
supposed to call them with a personal thank you. I had that
going over at the store, Meltdown Comics. I’m going to give

KW: I definitely will. Let’s talk about “Legion.” It looks

Tyrese: Yeah, Legion is a real heavy thriller with spiritual
and religious overtones.
KW: Yeah, it poses a very intriguing question: What would
happen if God lost faith in humanity? And judging by the
trailer, it looks like you and the other leads serve sort of like
the three wise men, as you try to protect this pregnant waitress
[Adrianne Palicki ] carrying the Christ child from an army off
angels dispatched by God.
Tyrese: It’s us trying to protect her from all these forces on
a mission to stop her from giving birth.
KW: Did you have any reservations about signing on,
given that Scott Stewart was a first-time director?
Tyrese: No, he had lots of experience working with A-list
directors, because he owns the special effects company called
Orphanage.
KW: How’d you get along with the rest of the cast, like
Paul Bettany, Dennis Quaid, Charles S. Dutton and Lucas
Black?
Tyrese: It was fun times, man. Paul Bettany is a really,
really talented guy. That was my second film with Dennis
Quaid, and my first time with Charles Dutton.
KW: Was making this movie at all transformational for
you?
Tyrese: I never read that deeply into it, because my faith
is so etched in stone that I don’t allow images or situations to
shake it. I just showed up to do my part.
KW: In so many horror flicks, a brother is the first person
to die. Is that the case this time?
Tyrese: No. But honestly, a Black man always being the
first to die makes no sense to me because it’s hard to convince
an audience that a Black guy would trip and fall while being
chased. Black folks would react totally differently than Whites
do to horror movie scenarios—you know what I mean?
Rather than hang around some secluded place where people
are getting picked off one-by-one, we’d be going, “I’m outta
here.” That’s Black folks’ instinct. We don’t run towards a
problem, we run away from it.
KW: Laz Lyles would like to know, if you’re planning on
doing another album soon?
Tyrese: No.
KW: Laz also asks, how do you feel about “Mayhem” as
an entry into an exclusive canon of Black superheroes?
Tyrese: You know what? I never really thought of it as a
Black thing. I just wanted to create a superhero. He is Black,
an African American, but I really only wanted to develop a
great character. So, that became my motivation.
KW: Larry Greenberg says you have made a stunning
transition from model to singer/songwriter to action hero. Do
you think you might run for governor of California someday?
Tyrese: No way. I appreciate politics, but it’s definitely not
for me. Arnold Schwarzenegger could never do another film….
KW: If you could have three wishes immediately granted,
what would they be for?
Tyrese: I’m a mogul—that’s who I am [and]that’s who I
was destined to be. I have so many ideas and so much more
to accomplish. I’ve been on my share of private planes and
inside elaborate mansions. And I’ve been around some very
successful people. But I don’t get complacent. I realize that
this is not my plane or my mansion. I’m not materialistically
driven, but I do understand the dynamics of there being
more out there to achieve, to reach for and accomplish. So,
one of my wishes would be to allow the rest of the world to
experience these thoughts and these ideas that I have which
I think would impact the world. Another wish would be for
more leading man roles.
KW: You proved that you could handle a lead role a long
time ago when you did “Baby Boy.”
Tyrese: I appreciate that.
KW: When you look in the mirror, what do you see?
Tyrese: I see ambition, focus, hunger, determination,
passion, integrity and humility. I see a father and a man of
substance. I see a man that’s spiritually grounded. And I see
a man who just won’t settle, because there’s so much more to
do.

Hill, White Inducted into MEAC Hall of Fame

Howard University
athletics had a pretty rough
2009, and so far, 2010
hasn’t offered much of an
improvement in terms of
wins and losses. But at least
Bison students, alumni and
fans can celebrate some of
the school’s greatest sports
legends.
The Mid-Eastern
Athletic Conference recently
announced that longtime
Howard Sports Information
Director (SID) Edward
Hill and former Bison
quarterback Ted White
(1995-‘98) are among five
members to be selected to
the 2010 MEAC Hall of
Fame.  Hall of Fame inductees.
“We are excited
to recognize another
outstanding class of
inductees who have made
a significant impact on
their institutions and our
conference during their
collegiate days and beyond,”
said Dennis E. Thomas,
MEAC commissioner. “I’d
like to congratulate the 2010
MEAC Hall of Fame Class
for all of their achievements
both athletically and
professionally.”

Hill, a native of
Wilmington, N.C., served
more than two decades as
Howard’s SID, working
283 consecutive Howard
football games and has
not missed a game since
the 1984 season. He is an
active member with the
College Sports Information
Directors of America
(CoSIDA) and Black
College Sports Information
Directors of America
(BCSIDA). Hill also serves
as an adjunct professor at
Howard, teaching a course
on sports and the media.
Before taking the job with
Howard, Hill was a staff
writer for the Winston-
Salem Chronicle and the
Black college sports page.
He was also a freelance
writer for the Washington
Post and his articles have
appeared in USA Today and
other nationally circulated
papers.
Hill was honored
by CoSIDA in 2005
as the Bob Kenworthy
Award recipient for his
commitment to community
service. He has been very
active in the Washington,
D.C., community where
and co-founder of the DC
Warriors basketball program.
He was also a counselor for
the National Youth Sports
Program (NYSP). Hill was
honored by CoSIDA again
in 2009, this time presented
with the 25-Year Service
Award.

football team from 1995-
1998 and was named the
MEAC Offensive Player
of the Year in 1996. He
maintains both Howard’s
and the MEAC’s record
for passing completions
with 638 passes, as well
as passing yardage (9,908)
and touchdown passes (92).
White also set the MEAC

passing yards, along with Ted White was a standout player on Howard’s football
eight touchdowns against team from 1995-1998 and earned MEAC offensive player
Florida A&M University on honors in 1996.

I was standing in the buffet line at one of
my favorite eating joints when a guy came
up to me and said, “Aren’t you Tim Lacy?”
I acknowledged that I was, thinking that he
may have seen my picture in this periodical.
This has happened from time to time and
it gives me a little ego boost. But not so this
time. He explained that he remembered me
from a golf event where we were teamed
together. I managed to smother my ego and
cover my embarrassment while we chatted.
I plated my pork chops and moved on to
the gravy, all the while thinking that there
is a lesson in this encounter. My thoughts
surrounded the dilemma Tiger Woods finds
himself in at the moment, and how this could
sneak up on the public so suddenly.
I am just a run-of-the-mill scribe who
hacks out a column every week, and about
five or six times a year somebody recognizes
me from my column picture. Other people
who find my face familiar associate the
resemblance to my Pop. Do you see where I
am headed?
In 1991 when Tiger won the Junior U.S.
Open, he got the attention of the media.
When he repeated in ’92 and ’93, eyes
started to open in other quarters. When he
ran the table from ’94-’96, leaving all other
amateurs in the dust, his face was firmly
implanted on the brains of golf fans around
the world as a force to reckoned with. There
were mothers all over the country who gazed
upon the countenance of this fresh-faced kid
and welcomed him as a star on the horizon.
When Tiger won the Masters
Championship in 1997, every kid in America
was Tiger Woods in their imagination. Golf
clubs were being sold by the thousands.
I said all of that to say this: Tiger Woods
is one of the most recognizable people on the
planet, yet he has managed to have affairs
with a dozen or more women and nobody has
seen him—I ain’t buying that. With the way
paparazzi and media heads are scurrying for
position to break a story on anybody famous,
you are going to have to convince me that
Tiger is invisible when he is on his way to
one of his assignations.
Along with this, there is other evidence
that somebody is lying. According to
reports, Tiger spent more time out of
his clothes than in. Consider this: after
an afternoon of strenuous activity in the
bedroom, Tiger has been able to go out on
the course and hit a golf ball 300 yards.
C’mon guys, you know that after a session
the only activity you are interested in is a
nap.
Anybody who has played sports has heard
a coach say that sexual activity will hit you
in the legs. Tiger walks a golf course and the
average walk is about 7 miles. He repeats
this for four days in a row, and manages to
pick up enough checks to put him at the top
of Dunn and Bradstreet for athletes. It seems
like his legs are in pretty good shape.
I am amused with the report that Tiger
has enrolled in a sex rehabilitation program.
I have never participated in such an event,
but I am of the impression that when a man’s
libido is in full swing, you can hit him in the
head with a ball peen hammer and it won’t
slow him down.
I know they have drugs to help with the
natural function, but I haven’t heard of a pill
that can turn off the sex drive. The only thing
I can think of to stop this desire is to neuter
an individual, and I will bet that Tiger ain’t
going for that.
The bottom line is Tiger isn’t wearing
spandex tights and a cape, with a “T” on his
chest. He isn’t a superhero; he is just a gifted
athlete with an enormous appetite for sex.
So, what the problem is?

Howard freshman sensation Saadia Doyle has earned her way among the top statistically
ranked players in the nation in NCAA Division I women’s basketball.
The Atlanta, Ga., native is currently ranked sixth in the nation in double-doubles with 11,
and is seventh in rebounds per game with 11.3 to go along with 16.1 points per game. Doyle
is also ranked in the top 50 in field goal shooting percentages, making 51.7 percent of her shot
