International Safety Management Code

International Safety Management ( ISM ) Code made for the Safe


Operation of Ship and for Pollution Prevention, ISM could make decision to
make the rules from the Assembly, and amended by the Organization
along with the time. The International Safety Management Code was
created by the International Maritime Organization ( IMO ) and Ferriby
Marines Capt. Graham Botterill, Specialist Advisor to the House of Lords in
the UK on ship safety.
International Safety Management ( ISM ) Code at the end at the
1980 when there are apprehensive about the bad standard manufacture
at shipping. More of the maritime accident that happen caused by the
human. The investigate from the accident make an attention at the lack of
the ship management at land and sea. At 1987 committee adopted IMA
A.595 ( 15 ) that ask for maritime safety committee to expand the manual
about shipping and management based on the beach to make safety
operation on roll-on / roll-off ( ro - ro ) passenger. The tragic lost of the
herald of free enterprise at 1987 is the catalyst at this process.
The application of the International Safety Management ( ISM ) Code
should support and encourage the development of a safety culture in
shipping, because of the safety culture in shipping many accident in
shipping could decrease.
ISM can be apply or not by the company or owner of the ship, if the
company or owner the ship apply and agreed to use ISM Code rules, the
company or the owner must be follow the rules and regulation, if the
owner didnt follow the rules the ship can be rejected by the country or
the territory that use the ISM code rules and regulation.
Safety of Life at Sea ( SOLAS ) adopted the ISM Code in 1994 and
incorporated it into chapter IX. By 1998 much of the commercial shipping
community was required to be in compliance with the ISM code. By 2002
almost all of the international shipping community was required to comply
with the ISM Code.

International Maritime Organization ( IMO ) made International


Safety Management Code with some purpose that are :
a. To ensure Safety at sea, so the ISM make some standard to
reduce risk of the ship collapse.
b. To prevent human injury or loss life, ISM made rules for the safety
for the people so if something happen the passenger can escape
from the ship without any injuries and no one died.
c. To avoid damage to the environment and to the ship, ISM protect
the environment from the waste of the ship, and take care the
ship so that the ship didnt take any damage from the
environment.
In order to comply with the ISM Code, each ship class must have a
working Safety Management System (SMS). Each SMS consists of the
following elements :
a. Commitment from top management
b. A top tier policy manual
c. A procedures manual that document what is done on board ship,
during normal operations and in emergency situation
d. Procedures for conducting both internal and external audits to
ensure the ship is doing what is documented in the Procedures
Manual
e. A designated person ashore to serve as the link between the
ships and shore staff and to verify the SMS implementation
f. A system for identifying where actual practices do not meet
those that are documented and for implementing associated
corrective action
g. Regular management review
Application and fulfillment of this ISM Code are applied
internationally with schedule as follows :

Based on table above, ISM Code applied not base on size of the ship,
but base on the how big the gross tonnage of the ship. The first
amendment in 1994 is mandatory to the vessel with 500 gross tons and
above which engaged in trade like cargo ship, bulk carrier, etc. But, from
July 1998, ISM applied to passenger ships, and high speed craft over 500
gross tons and on July 2002 also applied to Mobile Offshore Drilling Unit
( MODU ).
So I think International Safety Management must be apply in
everywhere especially in Indonesia, because in Indonesia safety isnt very
important. These are my opinion how safety can be implement in
Indonesia :
1. Counseling about safety
In this point we must held a counseling about safety so people
know how important the safety is, and tell how dangerous when
we have a bad safety equipment to take care passenger, worker,
ship, etc. Counseling must be open for everyone so everyone
have a knowledge how to keep safety and how important the
safety is, because in Indonesia many people dont know how
important the safety is. The example that in Indonesia many
people didnt think the safety is important, such as many
Indonesian worker who work on the ship didnt use the
equipment for his safety such as helmet, and glove when they
are working. So its important to held counseling bout safety to
make them think the safety is Important.
2. Crew Training
There must be a training for ship crew. All the crew must be
trained well, so that they can work like a professional, and take
care of his self from the danger with all safety equipment and
skill they have. The crew that already trained must have a
certificate so when someone need a crew for his ship they can
hire the crew without worrying about the crew quality.
3. Maintaining the ship
Ship must be maintained regularly so we all know the ship
safe to sailing or not. If there are ships who not safe for sailing
we must fix it, so when the ship is sailing no one worry about the
ship because the ship has a perfect condition for sailing without
any threat from the ship itself. If the ship didnt do maintenance

regularly who knows when the ship was sailing and there has a
major damage on the main engine that make the ship couldnt
move, it will take a long time to fix and wasting time for the
passenger or the load that must be deliver that time.

4. Punishment
We should do a forceful punishment to anyone who disobey
the rule and regulation, so everyone who disobey the rule will not
repeat the same mistake they make, and no one willing to do the
same mistake.
5. Field Sterilization
This is the important thing that the working area must be
sterile from people who have no business, because they can
make a disturbance for the worker, that disturbance could make
the worker make a mistake and provoke the accident.

There always be a challenge to realize the safety can be Implement


in Indonesia such as :
1. Discipline
Discipline in Indonesia is very low, not only one worker but
many of them who use one tool to do many kind of work,
although there are any special tool for the special work they
didnt use it because they think if they can do it with one tool
why they must use the special tool to do it. Because of that is
hard to implement the safety in Indonesia.
2. Behavior
The worker behavior such as attitude when he work and when
they are in the working field is very bad, for the example many
worker eat some snack when they do work but they didnt throw
the trash to the bin, many worker just leave the trash where he
stand. That example can provoke the accident happen.
3. Environment
The environment teach us how to act, when we live in a bad
environment that can make a bad habit for ourselves, because
the environment that we live could change ourselves to that, that
relation between environment, behavior, and discipline is very
tight.
4. Corruption
There are many people who do the corruption for his willing so
for the example when the surveyor come to check his ship and

the surveyor see some infraction then the owner usually give
some money to surveyor so the surveyor didnt give a
punishment and the ship owner could sail his ship again.
So that International Safety Management have a big impact to keep
the people away from danger, although there were an accident people can
get safe without injuries and no one died when the accident happen,
because ISM already design it for the emergency situation and reduce the
possibility the ship and the worker get an accident. Beside of that
Indonesia can improve their standard operation to make the ship and the
worker more safety than before, and all the ships from Indonesia
acceptable in the International shipping lines without worrying the ship
rejected by the other coutry.
