Based on table above, ISM Code applied not base on size of the ship,
but base on the how big the gross tonnage of the ship. The first
amendment in 1994 is mandatory to the vessel with 500 gross tons and
above which engaged in trade like cargo ship, bulk carrier, etc. But, from
July 1998, ISM applied to passenger ships, and high speed craft over 500
gross tons and on July 2002 also applied to Mobile Offshore Drilling Unit
( MODU ).
So I think International Safety Management must be apply in
everywhere especially in Indonesia, because in Indonesia safety isnt very
important. These are my opinion how safety can be implement in
Indonesia :
1. Counseling about safety
In this point we must held a counseling about safety so people
know how important the safety is, and tell how dangerous when
we have a bad safety equipment to take care passenger, worker,
ship, etc. Counseling must be open for everyone so everyone
have a knowledge how to keep safety and how important the
safety is, because in Indonesia many people dont know how
important the safety is. The example that in Indonesia many
people didnt think the safety is important, such as many
Indonesian worker who work on the ship didnt use the
equipment for his safety such as helmet, and glove when they
are working. So its important to held counseling bout safety to
make them think the safety is Important.
2. Crew Training
There must be a training for ship crew. All the crew must be
trained well, so that they can work like a professional, and take
care of his self from the danger with all safety equipment and
skill they have. The crew that already trained must have a
certificate so when someone need a crew for his ship they can
hire the crew without worrying about the crew quality.
3. Maintaining the ship
Ship must be maintained regularly so we all know the ship
safe to sailing or not. If there are ships who not safe for sailing
we must fix it, so when the ship is sailing no one worry about the
ship because the ship has a perfect condition for sailing without
any threat from the ship itself. If the ship didnt do maintenance

regularly who knows when the ship was sailing and there has a
major damage on the main engine that make the ship couldnt
move, it will take a long time to fix and wasting time for the
passenger or the load that must be deliver that time.
4. Punishment
We should do a forceful punishment to anyone who disobey
the rule and regulation, so everyone who disobey the rule will not
repeat the same mistake they make, and no one willing to do the
same mistake.
5. Field Sterilization
This is the important thing that the working area must be
sterile from people who have no business, because they can
make a disturbance for the worker, that disturbance could make
the worker make a mistake and provoke the accident.
the surveyor see some infraction then the owner usually give
some money to surveyor so the surveyor didnt give a
punishment and the ship owner could sail his ship again.
So that International Safety Management have a big impact to keep
the people away from danger, although there were an accident people can
get safe without injuries and no one died when the accident happen,
because ISM already design it for the emergency situation and reduce the
possibility the ship and the worker get an accident. Beside of that
Indonesia can improve their standard operation to make the ship and the
worker more safety than before, and all the ships from Indonesia
acceptable in the International shipping lines without worrying the ship
rejected by the other coutry.
