PROPOSED ORDINANCE NAMING THE UNNAMED STREET
LEADING TO MATINA GOLF CLUB AS COL. EMILIO D. ESCANDOR
STREET.
Background
1. This pertains to a proposed ordinance naming the unnamed street leading to Matina Golf
Club as Col. Emilio D. Escandor Street.
Highlights
2. Col. Emilio Decena Escandor was married to Violeta Yap Escandor and together they had
two (2) sons, namely, Glenn and Gerome.
3. He had a long military career and was assigned in various places such as Bukidnon,
Tacurong, General Santos City, Pampanga, and Davao City.
4. Escandor is also the founder of Davao Security and Investigation Agency (Dasia), which
he established on September 8, 1972 with only a handful of security guard recruits. Dasia is
now considered as one of the premier security agencies not only in Mindanao but in the
whole country as well.
5. In September 8, 1998, Emilio and his wife Violeta, in a bid to provide world-class
accommodation to Davao City guests, established the Royal Mandaya Hotel, named after the
noble lineage of Mr`s. Escandor, who hails from the Mandaya tribe of Davao Oriental.
6. Due to the overwhelming contributions that Col. Emilio Decena Escandor has given the
City of Davao, it is but proper to name the unnamed street leading to Matina Golf Club as
Emilio Escandor Street.
7. According to the Revised Guidelines on the Naming and Renaming of Streets, Public
Schools, Plazas, Building, Bridges and other Public Structures, public places under the
jurisdiction of the local governments with the exception of barangays may be named or
renamed by the local government unit concerned (e.g. a provincial road cannot be renamed
by a municipal or city government.)
8. The subject road is a public road because it was donated to the City Government of
Davao 15 years ago.
9. Though this road has been used by the public for a long time, it has not been named.
Recommendation
10. This Committee recommends that a resolution be passed entitled A RESOLUTION TO
ENACT AN ORDINANCE NAMING THE UNNAMED STREET LEADING TO MATINA GOLF
CLUB AS COL. EMILIO D. ESCANDOR STREET and its corresponding ordinance entitled
ORDINANCE NAMING THE UNNAMED STREET LEADING TO MATINA GOLF CLUB AS
COL. EMILIO D. ESCANDOR STREET

RESOLUTION TO ENACT AN ORDINANCE NAMING THE UNNAMED STREET
LEADING TO MATINA GOLF CLUB AS EMILIO ESCANDOR STREET
WHEREAS, this pertains to the naming of the unnamed street leading to Matina
Golf Club as Col. Emilio D. Escandor Street (see vicinity map attached herein as
ANNEX A);
WHEREAS, Emilio Decena Escandor was a Colonel and a prominent Dabawenyo
businessman;
WHEREAS, Escandor is most remembered as the founder of Davao Security and
Investigation Agency (Dasia), which he established on September 8, 1972 with only
a handful of security guard recruits;
WHEREAS, Dasia has been considered as one of the premier security agencies not
only in Mindanao but in the country, as well;
WHEREAS, Emilio and his wife Violeta, in a bid to provide world-class
accommodation to Davao City guests, also established on September 8, 1998 the
Royal Mandaya Hotel, named after the noble lineage of Ms. Escandor, who hails

NOW THEREFORE, be it resolved as it is hereby resolved, by the Sangguniang


Panlungsod in session assembled, to enact an Ordinance naming the unnamed
street leading to Matina Golf Club as Col. Emilio D. Escandor Street;
RESOLVED FURTHER, that copies of this Resolution be furnished to the Office of
the Secretary to the Sangguniang Panlungsod, The Traffic Management Center, PNP
Highway Patrol and all other offices/departments concerned, for their information
and guidance.

ORDINANCE NAMING THE UNNAMED STREET LEADING TO MATINA


GOLF CLUB AS EMILIO ESCANDOR STREET
Be it ordained by the Sangguniang Panlungsod of the City of Davao, in
session assembled that:
Section I. TITLE This ordinance shall be known as the An Ordinance
naming the Unnamed Street leading to Matina Golf Club as Emilio Escandor
Street.
Section II. DECLARATION OF POLICY According to paragraph 2 of the
Revised Guidelines on the Naming and Renaming of Streets, Public Schools,
Plazas, Building, Bridges and Other Structures 2. Public places under the
jurisdiction of the local governments with the exception of barangays may
be named or renamed by the local government unit concerned (e.g. a
provincial road cannot be renamed by a municipal or city government)
Section III. AUTHORITY The Sangguniang Panlungsod of the City of
Davao has the power to name the unnamed street leading to Matina Golf
Club pursuant to the above-mentioned provisions of the Local Government
Code (LGC);
Section IV. LOCATION OF THE STREET The street is located at corner
Quimpo Boulevard leading to Matina Golf Club. (see vicinity map attached
herein)
SECTION V. SEPARABILITY CLAUSE If for any reason, any section or
provision of this ordinance is declared unconstitutional or invalid, other
sections or provisions hereof not affected by such declaration shall continue
to be in full force and effect;
SECTION VI. EFFECTIVITY CLAUSE This Ordinance shall take effect
immediately upon approval.
ENACTED, ___________, by a majority vote of all the Members of the
Sanggunian present.
