Background:

MMRDA is developing Mumbai Metro Rail project on BOOT basis.


The Mumbai Metro project involves setting up metro railway network (both elevated and
underground) totaling around 63 km. (Click here for full table in PDF format)

The first line (elevated) of Phase I of 11.4 km would be completed by 2013.


The project was awarded by Mumbai Metropolitan Region Development Authority (MMRDA),
Versova-Andheri-Ghatkopar Corridor Mass Rapid Transit System (MRTS) project (Mumbai
Metro Line I) to RInfra led consortium through a global competitive bidding process on PublicPrivate-Partnership (PPP) framework.
A special purpose vehicle, namely, Mumbai Metro One Private Limited (MMOPL) has been
incorporated for implementation of the project. At RInfra, we hold 69% of the equity share
capital of MMOPL, while MMRDA holds 26% and remaining 5% is held by Veolia Transport,
France.

Funding:
General: The project (Line 1 of Phase I) would be developed on BOOT basis with the
Maharashtra government contributing viability gap funding. The BOOT operator would arrange
for the requisite finances. {There were plans of developing the project on PPP basis with
Maharashtra government and its agencies picking up 26 per cent stake in the joint venture.
However, these plans were not being pursued.)
April 2006: The Union Urban Development Minister said that a sum of Rs.50,000 crore would
be raised under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) to be spent
over the next 6 years, the Mumbai Metro Project would get funds from JNNURM.
Progress:
21 August 2004: MMRDA invited global technical and financial bids on BOOT basis through
public, private partnership (PPP) for development, operation and maintenance of MRTS,
Versova-Andheri-Ghatkopar corridor. For tender details clickhere.
31 August 2004: MMRDA short listed three out of 20 firms as consultants for the VersovaAndheri-Ghatkopar corridor. (more....)
19 May 2005: The Mumbai metro railway project was cleared by the Planning Commission. A
formal letter of approval was sent to the Maharashtra government. (more....)
04 June 2005: Technical bids were evaluated and six firms were short listed for submitting
financial bids.
Technical bids were received from five large consortia including Metro One, a consortium led by
Reliance Energy, Conex a French private metro operator, BEML and Siemens, Hindustan
Construction Company, IICCU, a consortium led by IL&FS, comprising Ital & Thai, Skanska
Cementation, Unity Infrastructure Consolidated Toll Network. (more....)
26 June 2005: Financial bids for Phase I of the Mumbai metro rail project were to be invited by
mid-July 2005. (more....)
August 2005: The DPR for the project was ready and field work for the DPR was in progress.
September 2005: Reliance Energy, L&T and IL&FS were shortlisted for the final round of
financial bids for the metro railway project from Versova to Ghatkopar via Andheri.
Reliance Energy along with French company Comex and Hong Kong Metro Rail, L&T led group
included Siemens and Bharat Earth Movers, while IL&FS along with Unity Construction as well
as Italian-Thai company passed the technical qualification stage.
The survey work on both the Versova-Ghatkopar line and Colaba-Mahim-Charkop line was
completed.
16 September 2005: The three pre-qualified consortia for the Mumbai metro rail project were
asked to submit their financial bids by 16 November 2005. (more....)
January 2006: MMRDA was expected to finalise the bidder for the first phase of the metro rail
on 17 January 2006.
Financial closure was expected by June 2006 and work was expected to commence in April 2006

17 January 2006: The consortium comprising Reliance Energy, Connex of France and Metro
Rail of Hong Kong emerged as the frontrunner based on financial bids submitted. This

12 May 2006: The Reliance Energy consortium was likely to win the mandate for Line 1 of
Phase 1. The final decision would be taken by end-May 2006. Work on the project was likely to
commence by October 2006.
19 May 2006:The consortium led by Reliance Energy was formally declared as the BOOT
operator for developing Line I of the Mumbai Metro rail project (Phase I). Reliance Energy
sought Rs.600 crore from the Maharashtra government as viability gap funding as against its
former demand of Rs.1,200 crore. The cost of the project was approved at Rs.2,356 crore -- the
escalation coming about due to additional features and increase in rolling stock. (more...)
30 May 2006: MMRDA planned to approach Japan Bank for International Cooperation (JBIC)
for loan for the second line of the metro rail project.
21 June 2006: On 21 June 2006, Prime Minister, Dr. Manmohan Singh, laid the foundation stone

July 2006: The project received preliminary clearances from the Finance ministry and has found
the project eligible for viability gap funding.
August 2006: On 22 August 2006, EoIs were invited for the pre-qualification of consultants to

October 2006: On 11 October 2006, Reliance Energy invited EoIs for construction of civil
works on turnkey basis for Versova-Andheri-Ghatkopar mass rapid transit system for the project.

December 2006: Veolia, French company would form a 70:30 joint venture with Reliance
Energy (REL) for the project. REL was in discussions with Veolia for an O&M arrangement.

February 2007: Mumbai Metropolitan Region Devp. Authority was likely to acquire 13.8 ha.
land between D N Nagar and Versova for the implementation of Line 1.
Parsons Brinckerhoff was appointed as the project management consultant for the Line 1.
Civil contractors were likely to be finalized soon to build the stations, way-structure and the
depot areas.
On 22 February 2007, Mumbai Metro One Pvt Ltd invited EoIs for implementation of the
Versova-Andheri-Ghatkopar (VAG) corridor project. The scope of work includes design, supply,
installation, testing and commissioning of signaling system, telecommunication systems, lifts
and escalators, catenary maintenance vehicle, station E&M services and building management

March 2007: On 16 March 2007, Mumbai Metro One Pvt. Ltd. invited Eols for implementation
of the Versova-Andheri-Ghatkopar (VAG) corridor project. The scope of work includes design,
supply, installation, testing and commissioning of the following systems:

July 2007: The second phase of the Mumbai Metro Rail project was marred with controversy
due to land acquisition.
August 2007: On 7 August 2007, Mumbai Metro One Pvt. Ltd invited EoIs for implementation
of engagement of finishes works contractors for stations, administrative building and deport. To

September 2007: Work on the Versova-Andheri-Ghatkopar corridor was expected to commence
by October 2007.
13 September 2007: Work on the project was delayed as the clearance from government for land
allotment for the construction of a depot and car shed at D N Nagar, Versova and other at Wadala
for casting work (more...).
Entities were shortlisted (names unavailable) for the EoIs invited during March 2007 and likely
to be finalised by December 2007.
January 2008: On 29 January 2008, Mumbai Metro One (MMOPL) board gave its approval to
award the Rs.450 crore civil works contract for Versova-Andheri-Ghatkopar Metro Rail Project
(Line 1 of Phase I) to Simplex Concrete Piles India.
Civil works for the project was expected to commence by early February 2008 and expected to

February 2008: On 8 February 2008, ADAG chairman Anil Ambani's wife, Mrs.Tina Ambani

On 15 February 2008, Simplex Infrastructures bagged an order worth Rs.406 crore for civil
construction works of 10.7 km long viaduct on the Versova-Andheri-Ghatkopar elevated corridor
project.
April 2008: Central government was likely to provide Rs.650 crore extra budgetary support to

September 2008: Mumbai Metro One, a SPV formed by Mumbai Metropolitan Regional
Development Authority, Reliance Energy Limited and French transport firm Veolia, to construct
and operate the Versova- Andheri-Ghatkopar Metro Rail project, has awarded three major
contracts for track work, the communication system and for an automatic fare collection system.

The laying of tracks contract is awarded to VNC Rail One of Germany, Automatic Fare
Collection to Indra of Spain and for the communication system for the corridor to Thales of

18 March 2009: Construction of pillars for the first corridor (S V road junction to Navrang
cinema) was delayed due to opposition from public.
September 2009: Reliance Infrastructure was awarded as a contractor for Line 1 of the project.
October 2009: Around 50 per cent of the Versova-Andheri-Ghatkopar metro corridor was
completed with completion scheduled for December 2010.
March 2010: The concession agreement on Charkop-Bandra-Mankhurd line was signed.
April 2010: The 183 metre long steel bridge over the Andheri railway lines was still awaiting for
its design to be cleared.
The design was altered twice to suit the requirements of the Western Railway authorities. The
clearance was in the final stages.
Work on Andheri Metro rail bridge was under process. Utility investigation and shifting was
carried out for the construction of side piers.
Fabrication of first span was commenced and detailed design approval from the railway
authorities was expected soon.
May 2010: MMRDA acquired a total area of 7,068 sq mtrs and handed over to Mumbai Metro
One (MMOPL) to facilitate the development of the Metro car depot. (more...)

July 2010: MMRDA was unlikely to meet the December 2010 deadline for the VersovaAndheri-Ghatkopar route due to the under construction cable-stayed bridge on the Western

department accorded in-principle approval to developers for constructing six multi-storey

Balance main building 1st concourse slab work, track level and available platform
level slab and utility building slab work was underway

At DN Nagar station, concreting of five spine beams was completed and median
column and other spine beams? work was in progress.

At Azad Nagar Station, concreting of five spine beams is completed and concreting
for nine transverse beams was in progress.

At Andheri station, main building slab wok was in progress.

At WEH station, pile cap, side columns and side 1st concourse slab work was in
progress

at Chakala, Airport Road and Marol Naka stations, concourse slabs were completed.

At Saki Naka station, balance piling work and median column work was in progress.

22 November 2011: The status of the work handed over to HCC was as follows:

Construction of cast in-situ superstructure over the extended pier cap was completed
for fifteen numbers.

Construction of station buildings at five locations was under progress.


16 cross overs out of 22 was completed and construction for the remaining was
underway.

Construction of all ten typical portals at Versova end was completed.

Construction of one special portal was completed.

06 December 2011: Around 90 per cent work was completed at one of the Metro stations in
Asalfa.
22 February 2012: Trail run for the Versova-Andheri-Ghatkopar railway line-(VAGRL) was
expected to commnce by August 2012.
04 March 2012: Around 80 per cent of the work was completed on Versova-Andheri-Ghatkopar
metro corridor.
17 March 2012: The MMRDA was likely to follow its plan to construct the Metro railway line
even if it failed to get right of way (ROW) for the Subhash Nagar station near Asalpha.(more)

Airport Road Station-Ghatkopar by December 2013.
30 April 2013: Around 99 per cent of the project work was completed.
01 May 2013: Chief Minister of Maharashtra, Prithviraj Chavan flagged off Mumbai metro 3 km
trial run at Versova Metro station on 1 May 2013.
Versova-Airport Road station stretch was likely to open by September 2013 and Airport Road

04 June 2013: The trial run from Versova-Airport station in Andheri was completed.
31 July 2013: The project received certification from Research Design and Standard
Organisation (RDSO).
16 August 2013: Work on 3 km Versova-Azad Nagar stretch was delayed due to delay in getting
Central Railway Safety Commissioner's approval.
Work on the 3 km stretch was expected to be operationalise by December 2013 while the entire
11.40 km stretch was expected to be completed by February 2014.
Besides various amenities including lifts, staircase, canteen, and sitting arrangement for
commuters, are yet to be completed.(more)
31 August 2013: The Maharashtra government was likely to take over the project or negotiate
with Reliance Infrastructure following its demand for a three-fold increase in tariff due to delays

25 October 2013: The company has received second mandatory certification for the Versova to
Ghatkopar by Electrical Inspector to the Government (EIG).
09 November 2013: The first trial run of the project from Versova, Andheri to Ghatkopar
corridor was conducted.
The trial run and technical tests were conducted only from Versova to Airport Road, passed
through the Sarvodaya junction on LBS Road in Ghatkopar.(more)
12 November 2013: The state government has issued a duty concession letter to the Customs
department for the project.
14 November 2013: The project was awaiting for the certification from the Research Design and
Standard Organisation (RDSO) and Commissioner of Metro Rail Safety (CMRS) for safety,
speed trail,braking,oscilation system integration among other things.
For the certification the state urban development department has approached the central
government.
18 November 2013: The Union urban development ministry issued a notification to include the
corridor in the Metro Act.
25 November 2013: The Union Ministry of Urban Development has issued notification for
speeding the safety certification for the project.
The project will come under Central Metro Railways Act.
26 November 2013: The company has set a completion scheduled for the project as 15 January
2014.
The company was awaiting for approvals and clearances in place from the statutory authorities,
as it cannot operate the services unless it gets approval from the commissioner of railway safety
(CRS), western circle.(more)
07 December 2013: MMRDA was likely to begin service on the project by the end-December
2013.
On 6 December 2013, the company carried out trial runs using six metro trains at a time on the
project.
Of the six trials, the first took place from Ghatkopar to Versova, while other trials followed
within a span of thirty minutes.
The railway board is carrying out its study, Research Design and Standards Organisation
(RDSO) was then begin the trials by December 2013.(more)
10 January 2014: The project was likely to get safety approval form railway safety authority by
February 2014.
The Research, Design and Standards Organisation (RDSO) was expected to commence
oscillation trials on the project soon.(more)

12 February 2014: The project was likely to be opened to traffic by March 2014.(more)
13 February 2014: A team of 10 RDSO members carried out oscillation trials which included
the study of train behaviour like acceleration and deceleration, suspension, emergency brake
distance and track parameters, and adherence to safety and technical specifications.
31 March 2014: The Ghatkopar railway station was likely to be integrated with the Ghatkopar
metro station by linking them with a skywalk on the western side of the Ghatkopar railway
station for this the land row between Central Railway and Mumbai Metropolitan Region
Development Authority (MMRDA) was on the verge of getting resolved.(more)
03 April 2014: The project has received clearance from the statutory technical body-Research,
Design and Standards Organisation (RDSO).
The company was likely to approach the commissioner of metro rail safety (CMRS) for final

17 April 2014: The Commissioner of Metro Railway Safety (CMRS) will conduct the last safety
check on the project by 18 April, 2014.(more)
27 April 2014: Commissioner of Metro Railway Safety (CRS) was carrying out the inspection of
the project and was likely to be opened by May 2014.
03 May 2014: The Commissioner of Metro Railway Safety (CMRS) has issued a conditional
safety clearance for the project
The company was awaiting for few minor clearances related to rolling stock and electrical
installations from the Railway Board for safety certificate.(more)
06 June 2014: The company received the requisite approval from the Railway Board to
commence commercial operations.(more)
07 June 2014: The project was likely to be opened to the public by 8 June, 2014.(more)
Completion:
08 June 2014: On 8 June 2014, Maharashtra Chief Minister Prithviraj Chavan launched the
Mumbai Metro Line 1 from Versova to Ghatkopar.(more)
