Locally hosted service is the one where all the infrastructure and resources are on premise, where
as cloud service is that where consumers do not need to manage their own data center or server
infrastructure instead they can rent the services as virtual service. For e.g. In SaaS, user can
access the software in the cloud by any internet browsers and pay as they use.

The main points that enterprise would consider to migrate to cloud SaaS service are as follows:-

-Pay-per-use model eliminates the need for IT support costs. The SaaS provider manages both
the hardware and software.
-The time it takes from sign-up to use is dramatically lower than traditional applications. So a
user could sign up and start using cloud services in 10-30 minutes. This has really helped the
SaaS category of cloud computing become very popular.
-The absence of lengthy and long-term contracts has helped users take risks, try our cloud based
software and eventually adopt.
-Smartphones have become powerful and everyone has them. Users love the fact that they can
do their work from anywhere/anytime.

Locally hosted infrastructure includes an organization with its own hosting station where it has
its own data centers with massive servers, storage, and other resources whereas IaaS is a way of
delivering Cloud Computing infrastructure servers, storage, networking,etc over the internet
on-demand.

The main points due to which an enterprise drives toward IaaS cloud service provider are as
follows:
-Businesses can rapidly scale up or down, without any upfront expenses for hardware purchases.
-Businesses can respond to changing internal or external demand quickly.
-New companies and startups can quickly create products and not worry about the hardware
aspect of things.

-With IaaS computing becomes a commodity. Resources and applications can be managed
from anywhere/anytime.

I think DTGOV should employ full IaaS service as it has three datacenters with all having
mainframe and low level environment platforms while mainframe platform is not available for
outsourcing. 100000 servers with various configurations can be used for IaaS cloud
infrastructure hosting. It is capable enough to host storage infrastructure as a service as it has
data centers of 10000 terabytes of storage.
It has experience of hosting its infrastructure and application to some consumers; the only
limitation is that these are not standardized. Once the service is standardized as cloud service
such as automated transparent billing, pay per use, on demand access, etc, DTGOV can attract
many other consumers as well.
