Com aproximadamente 1 milho de metros
quadrados e cerca de 65 mil habitantes (IBGE, 2010),
Helipolis localiza-se no bairro do Ipiranga, regio
Sudeste da cidade de So Paulo, e est dividido em
14 glebas nomeadas por letras do alfabeto. O Projeto
Helipolis est inserido no Programa de Urbanizao
de Favelas da Secretaria Municipal de Habitao
(Sehab), cujo objetivo proporcionar mais qualidade
de vida aos moradores, por meio da equao de
diversos dficits relacionados infraestrutura e
servios pblicos.

With approximately one million square meters and


about 65,000 inhabitants (IBGE, 2010), Helipolis is
located at the neighborhood of Ipiranga, Southern
region of the city of So Paulo, and is divided into
14 plots designated by letters of the alphabet. The
Projeto Helipolis [Helipolis Project] is inserted in the
Slums Upgrading Program of the Municipal Housing
Secretariat (Sehab), whose purpose is to provide a
better life quality for inhabitants, through the equation
of several deficits related to infrastructure and public
services.

Em Helipolis, a Sehab desenvolve um plano de


interveno global, que ser implementado por
etapas por meio do Plano Municipal de Habitao
(PMH), de acordo com critrios tcnicos de
prioridades para a realizao das obras.

In Helipolis, Sehab develops a comprehensive


intervention plan that will be implemented in stages
through the Municipal Housing Plan (PMH), according
to priority technical criteria for the project completion.

Atualmente, as glebas A, G, H, K e N, esto


recebendo novas unidades habitacionais e obras
de infraestrutura, como pavimentao, drenagem,
melhoria viria, ampliao e/ou abertura de vielas e
escadarias, implantao e readequao do sistema de
distribuio de gua e coleta de esgotos, canalizao
dos Crregos Sacom (concluda) e Independncia
(em andamento), a instalao de equipamentos de
lazer e de paisagismo.
Para que as intervenes sejam perenes, o Plano
Urbanstico de Helipolis vislumbra intervenes
casadas ao PMH, pensando na futura integrao
das duas regies da cidade: O Bairro do Ipiranga e
Helipolis.

Currently, the A, G, H, K, and N plots are receiving new


housing units and infrastructure works such as paving,
drainage, road improvements, expansion, and/or
opening of streets and staircases, implementation
and readjustment of water and sewage distribution
systems, drainage of the Sacom stream (completed)
and Independncia stream (in progress), and the
installation of recreation and landscaping equipment.
In order for the interventions to be permanent,
the Helipolis Urban Plan envisions interventions
combined with the Municipal Plan for Social Housing
in the City of So Paulo (PMH), projecting the
future integration of the two regions of the city: The
neighborhood of Ipiranga and Helipolis.

A comunidade de Helipolis tem sido foco de


intervenes pblicas desde os anos 1980. Em quase
4 dcadas de existncia, as administraes pblicas
intervieram no local com o intuito de sanear e
possibilitar a habitabilidade do local, porm tais aes
foram implementadas de maneira isolada, dificultando
a integrao dos diversos ncleos da gleba entre si e
com a cidade.

The Helipolis community has been focus of public


intervention since the 1980s. In almost four decades
of existence, the government intervened in the
neighborhood in order to improve the local housing
conditions, but such actions were implemented
separately, which hindered the integration of
several plots nuclei between each other and with
the city.

Desde 2005, a Secretaria Municipal de Habitao tem


desenvolvido uma nova poltica habitacional em So
Paulo, o que resultou na elaborao do Plano Municipal
de Habitao Social da Cidade de So Paulo (20092024), que estabeleceu critrios de intervenes nos
assentamentos precrios, a partir de um Sistema de
Priorizao que abrange questes tcnicas, sociais
e ambientais, com foco de atuao em permetros
constitudos pelas macro bacias hidrogrficas.

Since 2005, the So Paulo Municipal Housing


Secretariat has developed a new housing policy in
So Paulo. Such policy resulted in the elaboration of
the Municipal Plan for Social Housing in the City of
So Paulo - PMH - (2009-2024), which established
criteria for interventions in the slums from a
Prioritization System that encompasses technical,
social, and environmental matters, focused on
perimeters composed by macro watersheds.

Com isso, o PMH traa as diretrizes de interveno


de forma integrada, descartando intervenes
pontuais como as que haviam sido implantadas
em Helipolis que no propiciam a integrao
urbanstica das reas.
Diante desses aspectos vinculados previso
das intervenes do PMH, em 2010, inicia-se o
desenvolvimento do Plano Urbanstico para a
comunidade de Helipolis. O desenvolvimento do
Plano busca, alm da construo de novas unidades
habitacionais, integrar outras secretarias com o
intuito de construir estratgias divididas em quatro
grandes objetivos: Mobilidade, Habitao, Meio
Ambiente e Bairro Compacto, proporcionando o
definitivo reconhecimento de Helipolis como
parte integrante da cidade.

Thus, the PMH sets out intervention guidelines in an


integrated manner, rejecting sharp interventions
such as those already implanted in Helipolis that do
not promote the areas urbanistic integration.
Considering these aspects related to the projection
of PMH interventions, in 2010, the development
of the Urban Plan for the community of Helipolis
begins. In addition to constructing new housing
units, the Plan development seeks to integrate other
departments in order to build strategies divided into
four main purposes: Mobility, Housing, Environment
and Compact Neighborhood, providing the ultimate
recognition of Helipolis as an integral part of the city.

Uma equipe interdisciplinar, formada por arquitetos


engenheiros e assistentes sociais, trabalhou no
desenvolvimento das estratgias de construo do
Plano Urbanstico de Helipolis, em dilogo constante
com as lideranas da comunidade, para que as futuras
aes pudessem atender aos anseios da populao.

An interdisciplinary team composed of architects,


engineers and social workers worked on the
development of strategies for the construction
of the Urban Plan of Helipolis, and remained in
constant dialogue with the community leaders, in
order to meet the needs of the population.

O primeiro desafio da equipe foi elaborar as bases


cartogrficas de toda rea de Helipolis, considerada,
at 2010, a maior favela da cidade de So Paulo1. Foi
executado o levantamento em campo, de casa em
casa, para a atualizao dos dados. Esse trabalho
resultou nas bases tcnicas para o diagnstico,
possibilitando uma anlise detalhada de toda a rea.

The first challenge of the team was to prepare all


cartographic area of Helipolis, considered, until
2010, the largest slum in So Paulo1. A field survey
from house to house was performed in order to
update the data. This work resulted in the technical
basis for the diagnosis, allowing a detailed analysis
of the entire area.

O Frum de liderana existente para dirimir as questes


das obras em curso em Helipolis cedeu lugar para
pequenos laboratrios de discusses urbanas entre
a equipe tcnica da Sehab e todos os representantes
de Helipolis. Em cada um dos Fruns, discutiram-se
aspectos da rea para a formalizao do Plano.

The existing leadership Forum created to settle


issues of the ongoing works was replaced by small
laboratories of urban discussions between the
SEHABs technical team and all representatives of
Helipolis community. In each of the Forums, the
discussions were focused on aspects of the area to
formalize the Plan.

Aps os dados do Censo 2010 Helipolis, diante de todas as


benfeitorias executadas no local deixou de ser a maior favela
de So Paulo. Hoje, essa comunidade o maior assentamento
com aproximadamento 65.000 habitantes, porm a rea
favelizada caracterizada pelo Censo, contabiliza 41.118
habitantes.

According to the 2010 Census data, after all


improvements implemented in Helipolis, the
neighborhood cannot be considered the largest slum
in Sao Paulo anymore. Currently, this community is the
largest settlement with nearly 65,000 inhabitants, but
the area characterized as a slum by the Census counts on
only 41,118 inhabitants.

1 Frum: Foi apresentada s lideranas a ideia de se pensar Helipolis como um todo, no apenas por
glebas, pois mesmo entre as lideranas, as aes eram pensadas isoladamente, cada uma em seu prprio
territrio, por isso, era necessrio reconhecer o bairro como um todo. O desafio da equipe da Sehab era fazer
com que o pensamento abrangente fosse associado e de fato incorporado pela populao.
1st Forum: the idea of thinking about Helipolis as a whole, not just a land divided in plots, was presented to the
leaders, as even among the leaderships, the actions were considered separately, each in its own territory, so it was
necessary to recognize the neighborhood as a whole. The SEHAB team was challenged to make the population
understand and incorporate this thought.

em execuo pela equipe de arquitetos, a
compreenso e a viso dos moradores era um fator
preponderante para a continuao dos trabalhos e
a elaborao das propostas.

2nd Forum: The technical diagnostics were already


being implemented by the team of architects. The
residents understanding and vision was an important
factor for the progress of works and the preparation of
proposals.

Tomou-se como princpio o trabalho dos Mapas


Mentais, tcnica reconhecida por psiclogos, em
que o reconhecimento da cidade se baseia no dia
a dia das pessoas. Tendo isso em vista, o segundo
frum foi dividido por Glebas, e as lideranas
puderam opinar de forma mais contundente sobre
as reas de seu foco de atuao, o que propiciou
a equipe vislumbrar o todo da problemtica local.

psychologists, in which the city recognition is based
on peoples daily lives was taken as principle. In this
sense, the second forum was divided by Plots, and the
leaders were able to discuss more accurately about
their areas, which led the team to see all local problems
individually.

3 Frum: O terceiro frum aconteceu diante de uma maquete (escala 1:1000). As problemticas
vislumbradas no frum anterior foram conduzidas por uma dinmica onde as lideranas estavam livres para
propor quaisquer intervenes. As propostas eram localizadas e marcadas na maquete. Nesse momento
percebeu-se que a territorializao das lideranas foi deixada de lado. Propostas surgiram de todos para a
rea inteira.
3rd Forum: The third forum took place in a scale model (scale 1:1000). The problems envisioned in the previous
forum were conducted by a dynamic where the leaders were free to propose any interventions. The proposals were
located and marked on the scale model. At that moment we could see that the leaderships territorialisation has
been set aside. All proposals targeted the community as whole.

4th Forum: The Urban Plan of Helipolis is presented to


the residents, who discussed the proposals, approved
interventions and suggested revisions of some
actions. The plan is a continuous construction, and
the discussions with the community and other offices
will continue in the next Forums in order to meet the
neighborhood demands.

Conceito de MIOLO DE QUADRA / inner blocks concept
Os diagnsticos apontaram a necessidade de
reassentamento de aproximadamente 5 mil famlias
em Helipolis, que ainda moram em reas de risco
ou insalubres. Os domiclios irregulares ocuparam
a totalidade do territrio de Helipolis, exigindo a
busca por reas de proviso prximas ao bairro.As
moradias remanescentes recebero infraestrutura
de saneamento bsico haver uma requalificao
urbanstica da paisagem, por meio de intervenes
pblicas realizadas em parceria com organizaes
do terceiro setor. As novas unidades habitacionais
sero construdas priorizando uma diversidade
tipolgica que atenda aos variados perfis de
moradores.

The diagnosis indicated the need for resettlement


of about 5 thousand families in Helipolis, who
still live in risky or unhealthy areas. The irregular
residences occupied the entire territory of Helipolis,
requiring the search for provision areas next to the
neighborhood. The remaining residences will receive
sanitization infrastructure, and there will be an
upgrading of the urbanistic landscape through public
interventions conducted in partnership with third
sector organizations. The new housing units will be
constructed considering a typological diversity that
meets several profiles of residents.

um desafio rotineiro na vida dos moradores de
Helipolis. A alta densidade populacional e fcil
acesso ao automvel aumentaram a problemtica
dos deslocamentos no bairro. Com a inaugurao
de duas novas estaes de Metr prximas a
Helipolis, a utilizao do transporte pblico tem
sido uma boa opo para a populao, mudando os
hbitos de muitas pessoas.
O plano prev a melhoria das condies gerais de
mobilidade da regio, de forma a criar integrao
e permeabilidade junto ao seu entorno imediato,
por meio de um sistema de deslocamento exclusivo
para pedestres e ciclistas, promovendo a separao
do uso comum dos automveis.

Driving by Plot K during a Saturday afternoon is a


challenge in life routine of Helipolis inhabitants.
The high population density and the easy access
by cars increased the transportation problem in the
neighborhood. With the inauguration of two new
subway stations near Helipolis, the use of public
transport has been a good choice for the population,
changing the habits of many people.
The plan calls for improvements in the general
conditions of transportation in the region, in order
to integrate the neighborhood with its current
surroundings through a unique mobility system for
pedestrians and cyclists, promoting the separation of
the common use of cars.

Ao realocar as famlias para as reas de proviso,


novos espaos surgem com a potencialidade de se
transformar em reas verdes e espaos livres de uso
pblico, aumentando os ndices de permeabilidade
e rea verde por habitante, incrementando a
convivncia e as relaes sociais dos moradores.
Arborizar os novos espaos pblicos e os passeios
existentes desencadear a diminuio do efeito ilha
de calor, alm de estimular o aumento dos nveis
de permeabilidade do solo e de reteno de guas

and rainwater retention, thus favoring the drainage
network performance.

A demanda de produo habitacional para atender


somente a Helipolis de 5 mil unidades. A
produo de novas unidades habitacionais deve
acompanhar a estrutura que qualificar a regio
como bairro, descartando a possibilidade da
monotonia e repetio ocasionada pelos conjuntos
padronizados.
Deve-se promover o uso otimizado, intensivo e
equilibrado do solo para fins residenciais e no
residenciais, com diversidade funcional da area e
incentivo s atividades relacionadas com os setores
de cultura, lazer e esporte.
A instalao de atividades de comrcio e servios
de mbito local para atendimento da populao
residente de extrema impor tncia. Outra
necessidade apontada pela populao que est
contemplada no projeto a criao de espaos de
uso noturno afastadas das reas residenciais.

proposto pelo o Plano Municipal de Habitao
(PMH) que prev intervenes em Helipolis
at o ano de 2024. O Plano Urbanstico tem
a inteno de planejar e estruturar a ordem
de intervenes ao longo desses anos numa
escala macro e em acordo com a populao
que sempre ser moradora do local e a maior
interessada em suas transformaes.

the Municipal Housing Plan (PMH), which provides
assistance in Helipolis until 2024. The Urbanistic
Plan intends over the years to plan and structure
the order of interventions on a macro scale and in
accordance with the population, which is the most
interested part in this whole Project.
