INDUSTRY APPLICATIONS
ST
Segment:
Loop: ____
Usage: Mandatory
Max Use: 1
Max Length: 53
Purpose: To indicate the start of a transaction set and to assign a control number
Semantic:
1 The transaction set identifier (ST01) used by the translation routines of the
interchange partners to select the appropriate transaction set definition
(e.g., 810 selects the invoice transaction set).
2 The implementation convention reference (ST03) is used by the translation
routines of the interchange partners to select the appropriate
implementation convention to match the transaction set definition. When
used, this implementation convention reference takes precedence over the
implementation reference specified in the GS08.

must provide a key to the table maintained by the transaction processing
party.

IN-BOND IDENTIFYING INFORMATION
M12
M12
Segment:
Loop: N7
Usage: Optional
Max Use: 2
Max Length: 345
Purpose: To transmit in-bond data for a master in-bond bill of lading
Syntax:
1 E0206
Only one of M1202 or M1206 may be present.
2 C0608
If M1206 is present, then M1208 is required.
3 P0809
If either M1208 or M1209 is present, then the other is required.
4 P1011
If either M1210 or M1211 is present, then the other is required.
Semantic:
Comments:
A If M1202 does not contain the paperless entry number, then M1206 is
required when used for US In-Bond information.
B M1205 is the value in whole dollars of the in-bond movement. Use twenty
dollars per kilo if value is unknown.
401
Notes:
1 This segment is mandatory for all rail in-bond shipments. If while the
shipment is still in-transit the carrier handling the shipment receives
notification of customs release and the cargo is no longer in-bond
that carrier should generate a waybill correction without the M12

MEA Measurements
Segment:

Max Length: 126
Purpose: To specify physical measurements or counts, including dimensions, tolerances,
variances, and weights
Syntax:
1 R03050608
At least one of MEA03, MEA05, MEA06 or MEA08 is required.
2 E0412
Only one of MEA04 or MEA12 may be present.
3 L050412
If MEA05 is present, then at least one of MEA04 or MEA12 are required.
4 L060412
If MEA06 is present, then at least one of MEA04 or MEA12 are required.
5 L07030506
If MEA07 is present, then at least one of MEA03, MEA05 or MEA06 are
required.
6 E0803
Only one of MEA08 or MEA03 may be present.
7 P1112
If either MEA11 or MEA12 is present, then the other is required.
Semantic:
1 MEA04 defines the unit of measure for MEA03, MEA05, and MEA06.
2 MEA04 is a composite data element, C001, which contains 15 simple data
elements. The Rail Industry only uses the first component of the composite,
data element 355. This implementation guideline reflects that decision by
substituting 355 for C001, which is syntactically correct.
3 MEA11 is the external code list for the unit of measure.
4 MEA12 defines the unit of measure for MEA03, MEA05, and MEA06 from
external code list.

MEA
MEA
Segment:
Loop: LX/L0
Measurements
Usage: Optional
Max Use: 3

If either LH106 or LH107 is present, then the other is required.
Semantic:
1 LH112 is the packaging form code for the non-bulk container passed in the
LH101 as defined in 49 CFR 178 and required by 49 CFR 172. (See Code
Source 937)
Comments:
A LH101 and LH102 are used to convey the number and type of packages for
bulk and non-bulk movements.
B LH106 and LH107 are used to convey the quantity or volume and unit of
measure for shipments.
C In LH109, a value of R or P requires that the receiver generate the words
