About This Document

About This Document


This document describes how to use the CME to configure a new 3900 series dual-mode base
station during network construction or network optimization.

Purpose
During network deployment or network optimization, you need to prepare the configuration file
for each base station and load the file to the base station during commissioning, so as to ensure
that the base station works as designed.
This document provides instructions for configuring the initial data for a base station. The content
involves the following parts: Preparing data for initial configuration of the dual-mode base
station, configuring the UMTS data on the WRAN CME, configuring the GSM data on the
BSC6000 LMT, and keeping reference documents ready.

This describes the required software tool and methods for the dual-mode base station initial
configuration.
2 Process of Dual-Mode Base Station Initial Configuration
This describes the process of dual-mode base station initial configuration. After the data for
dual-mode base station initial configuration is prepared, use the RF channel allocator to allocate
the radio resources. Then, configure the UMTS data on the WRAN CME and configure the GSM
data on the BSC6000 LMT.

1.1 Methods for the Dual-Mode Base Station Initial Configuration
This describes the methods for the dual-mode base station initial configuration. When the dualmode base station is configured, the data on the equipment layer and transport network layer on
the GSM and UMTS sides is the same as that in the single-mode base station. The resources on
the radio network layer are allocated by the RF channel allocator before the respective
configuration is performed on the GSM or UMTS side.
1.2 Software Tools of Dual-Mode Base Station Initial Configuration
This provides the software tools for dual-mode base station initial configuration. The software
tools involved are as follows: the RF channel allocator for allocating radio resources, the WRAN
CME for configuring data on the equipment layer, transport network layer, and radio network
layer on the UMTS side, and the BSC6000 LMT for configuring data on the same layers on the
GSM side.

1.1 Methods for the Dual-Mode Base Station Initial


Configuration
This describes the methods for the dual-mode base station initial configuration. When the dualmode base station is configured, the data on the equipment layer and transport network layer on
the GSM and UMTS sides is the same as that in the single-mode base station. The resources on
the radio network layer are allocated by the RF channel allocator before the respective
configuration is performed on the GSM or UMTS side.
The methods for the dual-mode base station initial configuration are as follows:
l

Methods for the dual-mode base station initial configuration on the GSM side

Allocate radio resources for the GSM side through the 1.2.1 RF Channel Allocator.
Then, manually configure the data on the radio network layer on the BSC6000 LMT.

Configure the data on the equipment layer and transport network layer on the BSC6000
LMT. For details, see the 3900 Series BTS Initial Configuration Guide(LMT).

Methods for the dual-mode base station initial configuration on the UMTS side

Allocate radio resources for the UMTS side through the 1.2.1 RF Channel Allocator.
Then, configure the data on the radio network layer on the WRAN CME in the same
way as configuring a single-mode base station.

Configure data on the equipment layer and transport network layer on the WRAN CME.
For details, see the NodeB Initial Configuration Guide.

Export the complete data configuration file of the NodeB. Activate the configuration
file and make the data take effect in the NEs.

The flowchart of the dual-mode base station initial configuration is shown in Figure 1-1.

1.2 Software Tools of Dual-Mode Base Station Initial


Configuration
This provides the software tools for dual-mode base station initial configuration. The software
tools involved are as follows: the RF channel allocator for allocating radio resources, the WRAN
CME for configuring data on the equipment layer, transport network layer, and radio network
layer on the UMTS side, and the BSC6000 LMT for configuring data on the same layers on the
GSM side.
1.2.1 RF Channel Allocator
This describes the RF channel allocator. The RF channel allocator is used for configuring the
data on the radio network layer of the dual-mode base station. It helps to negotiate the
configuration of the relevant RF data between GSM and UMTS.
1.2.2 WRAN CME
This describes the functions of and scenarios for the WCDMA Radio Access Network
Configuration Management Express (WRAN CME).
1.2.3 BSC6000 Local Maintenance Terminal
This describes the BSC6000 local maintenance terminal (BSC6000 LMT). GUI is used to
operate and maintain the BTS, configure data for the BTS, and provide detailed online help.

1.2.1 RF Channel Allocator


This describes the RF channel allocator. The RF channel allocator is used for configuring the
data on the radio network layer of the dual-mode base station. It helps to negotiate the
configuration of the relevant RF data between GSM and UMTS.

Overview of the Software


In a dual-mode base station, the RRU is shared between GSM and UMTS. The improper
allocation of frequency points or carriers in the TX or RX channel of the RRU in one system
has impact on the frequency points or carriers in the other system. If the data is planned
individually through GSM or UMTS, the dual-mode base station cannot work as designed. The
RF channel allocator is used to configure the relevant RF data between GSM and UMTS.
Figure 1-2 shows the process of the RF channel configuration in the dual-mode base station
based on the RF channel allocator.

The RF channel allocator is in Excel format. Manually allocate RRU channels from all cells
according to user data planning, RRU configuration in the base station, cell configurations on
both the GSM and UMTS sides, and the used RRU. The configured data on the radio network
layer on both the GSM side and the UMTS side for the dual-mode base station is thus obtained
individually.

Function of the Software


The RF channel allocator is used to configure the data on the equipment layer and radio network
layer of the RRU in the base station on both the GSM and UMTS sides. The software provides
the following functions:

Supporting the addition, modification, and deletion of sites, sectors, UMTS cells, GSM
carriers, and RRUs.

Calculating the RF channels according to the required bandwidth, power, and the number
of carriers and displaying the results, for example, a message indicating whether he resource
allocation succeeds or fails can be displayed.

Supporting the binding relations between the UMTS cell or GSM carrier and the RRU
channel. The Excel has three sheets: UMTS, GSM, and RRU, each of which individually
describes the binding relation between the UMTS cell and the RRU channel, the binding
relation between the GSM carrier and the RRU channel, and the RRU related information.

CAUTION
Do not modify the RF data on the CME or LMT after the RRU resource allocation succeeds so
as to avoid data inconsistency.

1.2.2 WRAN CME


This describes the functions of and scenarios for the WCDMA Radio Access Network
Configuration Management Express (WRAN CME).
The CME system is an auxiliary project design tool for RAN equipment. With the Graphic User
Interface (GUI), the CME provides integrated solutions for RAN data configuration, improves
data configuration efficiency, and reduces daily maintenance cost. The RAN system consists of
multiple Radio Network Subsystems (RNSs), each of which has one RNC and at least one
NodeB.

Function Description of the CME


The user-friendly graphic GUI provided by the CME simplifies data configuration and reduces
the cost of operation and maintenance. The CME provides configuration management and
activation on the whole network, which helps in evolution from single-point configuration to
whole-network configuration.
The CME system provides the following five functions by the license file:

Basic configuration functions

Enhanced functions of transport network configuration

Enhanced functions of radio network configuration

Function of data consistency check

Function of NodeB relocation

Scenarios for the CME


The CME supports initial configuration and reconfiguration.

RAN initial configuration


RAN initial configuration consists of RNC initial configuration and NodeB initial
configuration.

RAN reconfiguration consists of routine maintenance and reconfiguration of the RNC and
the NodeB.

1.2.3 BSC6000 Local Maintenance Terminal


This describes the BSC6000 local maintenance terminal (BSC6000 LMT). GUI is used to
operate and maintain the BTS, configure data for the BTS, and provide detailed online help.

Function Description of the BSC6000 LMT


The user-friendly GUI provided by the BSC6000 LMT simplifies data configuration and reduces
the cost of operation and maintenance.
The BSC6000 LMT provides the following functions:

Exporting and importing the data of network optimization, network planning, and base
station.

Setting cell parameters and configuring properties of the base station in batches.

Backing up, browsing, loading, and restoring data, checking data consistency, and
exporting device archive files and measurement object format file.

Collecting DTRU configuration statistics by BM subrack, module, interface board, or site.

Scenarios for the BSC6000 LMT


The BSC6000 LMT supports initial configuration and reconfiguration.

Initial configuration
Initial configuration consists of BSC initial configuration and BTS initial configuration.

Reconfiguration
RAN reconfiguration consists of routine maintenance and reconfiguration of the BSC and
the BTS.

This describes the process of dual-mode base station initial configuration. After the data for
dual-mode base station initial configuration is prepared, use the RF channel allocator to allocate
the radio resources. Then, configure the UMTS data on the WRAN CME and configure the GSM
data on the BSC6000 LMT.
2.1 Data Preparations for Dual-Mode Base Station
This describes the data preparations for dual-mode base station. Before the initial configuration,
you need to negotiate and plan the data for all cells according to the configurations of the GSM
cells, UMTS sectors, and the RRU.
2.2 Allocating RF Resources Through the RF Channel Allocator
This describes how to allocate RF resources through the RF channel allocator. The RF channel
allocator can be used to configure the RRU, radio network layer in UMTS, and carriers in GSM.
2.3 Configuring Data on the UMTS Side on the WRAN CME
This describes how to configure data on the UMTS side on the WRAN CME. After configuring
the data on the radio network layer on the UMTS side using the RF channel allocator, you need
to manually configure the data on the equipment layer, transport network layer, and radio
network layer on the WRAN CME so as to obtain the complete data on the UMTS side. Then,
you can export the data in .xml format.
2.4 Configuring Data on the GSM side on the BSC6000 LMT
This describes how to configure data on the GSM side on the BSC6000 LMT. After the
configuration file is generated through the RF channel allocator, you need to manually configure
the data for the TRXs in the GSM on the BSC6000 LMT. The configuration principles are the
same as those for the data configuration of a single-mode base station. Thus, the initial
configuration of the data on the GSM side for the dual-mode base station is complete.

2.1 Data Preparations for Dual-Mode Base Station


This describes the data preparations for dual-mode base station. Before the initial configuration,
you need to negotiate and plan the data for all cells according to the configurations of the GSM
cells, UMTS sectors, and the RRU.
Input data for the RF channel allocator and planned data for transport resources:
l

Configuration of the radio network layer in UMTS

Site configuration: site ID and name

Sector configuration: site ID, sector ID, number of RX antennas, and TX diversity mode
(including the coverage type in 0.5/0.5 carrier frequency mode)

Cell configuration: site ID, sector ID, cell ID, frequency point, and transmit power

Configuration of radio network layer in GSM

Site configuration: site ID, name and type

Cell configuration: cell index, cell name, frequency band typelogical carrier No.,
frequency hopping type, power mode and level, TX diversity mode, and RX antenna
mode

RRU configuration

RRU type

RRU RX/TX mode: single antenna, single antenna with two RX channels, and double
antenna

RRU working mode

RRU channels allocated for UMTS sectors and GSM cells

NOTE

For the configuration required data such as the data on the equipment layer or transport network layer on
both the UMTS and the GSM sides, see the NodeB Initial Configuration Guide and 3900 Series BTS Initial
Configuration Guide(LMT).

2.2 Allocating RF Resources Through the RF Channel


Allocator
This describes how to allocate RF resources through the RF channel allocator. The RF channel
allocator can be used to configure the RRU, radio network layer in UMTS, and carriers in GSM.

Prerequisite
l

The data negotiated and planned for RF resources on the GSM and UMTS sides are ready.

The RF channel allocator is open.

Procedure
Step 1 Click the RRU tab. The tab page is displayed, as shown in Figure 2-1. Based on the prepared
data, set parameters such as RRUNo, ChainNo, and RRUType so as to add an RRU.

Step 4 Click the save button on the toolbar. Click Start To Allocate, as shown in Figure 2-4.

Step 5 When the RF resource allocation in GSM and UMTS succeeds, the Allocate Successed dialog
box is displayed. Then, click OK.
NOTE

After the RF channel allocation succeeds, TxAtten and RxAtten on the tab pages UMTS and GSM show
the TX and RX channel resources respectively.

CAUTION
Do not modify the RF data on the CME or LMT after the RF channel allocation succeeds so as
to avoid data inconsistency.

2.3 Configuring Data on the UMTS Side on the WRAN CME


This describes how to configure data on the UMTS side on the WRAN CME. After configuring
the data on the radio network layer on the UMTS side using the RF channel allocator, you need
to manually configure the data on the equipment layer, transport network layer, and radio
network layer on the WRAN CME so as to obtain the complete data on the UMTS side. Then,
you can export the data in .xml format.

The data planned and negotiated for the UMTS side is ready.

The RRU RF channels are successfully allocated on the UMTS side by the RF channel
allocator.

Context
The data on the UMTS side is exported in .xml format. This NodeB configuration file is used
to activate data and cause it to take effect on the UMTS side.

A NodeB configuration file contains a complete set of NodeB configuration data for proper
operation of the NodeB. The NodeB configuration file can be loaded to the UMTS side.
The file can be a data source for NodeB configuration on the CME.

After configuring the NodeB data on the WRAN CME, export the configuration file. Then,
run the script executor to activate the file and validate it in the NodeB. Before reconfiguring
the RAN on the WRAN CME, import the NodeB configuration file to the CME server to
synchronize the NodeB data in the CME with that on the existing network.

Procedure
Step 1 Configure data on the equipment layer on the UMTS side on the WRAN CME.
For details, see the NodeB Initial Configuration Guide. For data descriptions of different NodeB
types, see Adding Data on the Equipment Layer of the BTS3900A (Initial), Adding Data
on the Equipment Layer of the BTS3900 (Initial), or Adding Data on the Equipment Layer
of the DBS3900 (Initial).
Step 2 Configure data on the transport network layer on the UMTS side on the WRAN CME.
For details, see the NodeB Initial Configuration Guide. For descriptions of different transmission
modes, see Adding Data on the Transport Network Layer of the NodeB (Initial, over
ATM) or Adding Data on the Transport Network Layer of the NodeB (Initial, over IP).
Step 3 Configure data on the radio network layer on the UMTS side on the WRAN CME.
According to the radio resources obtained by the RF channel allocator, manually configure data
on the radio network layer on the WRAN CME. For details, see Adding Data on the Radio
Network Layer of the NodeB (Initial) in the NodeB Initial Configuration Guide.
NOTE

If the data on the radio network layer on the UMTS side is already configured on the WRAN CME, you need
firstly clear the original data and then configure the data. Do not modify the data after the data is imported. You
can manually modify the data that is not handled by the RF channel allocator, that is, the data on the equipment
layer (excluding that of the RRU) and on the transport network layer.

Step 4 Export the NodeB configuration file.

2.4 Configuring Data on the GSM side on the BSC6000 LMT


This describes how to configure data on the GSM side on the BSC6000 LMT. After the
configuration file is generated through the RF channel allocator, you need to manually configure
the data for the TRXs in the GSM on the BSC6000 LMT. The configuration principles are the
same as those for the data configuration of a single-mode base station. Thus, the initial
configuration of the data on the GSM side for the dual-mode base station is complete.

Prerequisite

The planned and negotiation data of the BTS is ready.

The RF channels on the GSM side are successfully allocated through the RF channel
allocator.

Procedure
Step 1 Add a BTS.
Step 2 Add a cell.
Step 3 Set site attributes.
NOTE

The configuration of site attributes involves the configuration of the RXU chain and the allocation of RF
channels. When configuring the GSM data for the dual-mode base station, remember to set the parameters
related to SFP switch port and TOP switch.

Step 4 Set cell attributes.


NOTE

The cell attributes include the frequency point, carrier frequency allocation, power mode, and power level.
