Initially hired as a Civil Rights consultant until asked to take on the role of Interim Director in
2014.
Hire staff and manage all discrimination investigations conducted by internal staff and
contractors.
Lead, manage and evaluate programs and draft policies to improve equity practices for
faculty, staff and students.
Foster collaborative relationships between PSU and private, government and not for profit
organizations.
Prepare and present Civil Rights presentations to senior university leadership and community
stakeholders.
Oversee the drafting and implementation of PSUs Affirmative Action Plan.
Provide guidance regarding workplace and classroom Civil Rights matters to all levels of the

Hired as the first Civil Rights Executive Director for the RTD.
Created an office that became a standard for Transit Authorities nationwide by successfully
merging the Districts Equal Opportunity Office, Small and Disadvantaged Business Enterprise
Program (S/DBE), and the nationally recognized Workforce Initiative Now (WIN) Program.
Created RTDs first Civil Rights Title VI and Americans with Disabilities Act (ADA) Programs.
Managed a budget of approximately $2.5 million, a management staff of three, and a line staff of
nine.
Minimized RTD liabilities and enhanced community/stakeholder involvement and collaboration.
Developed progressive Civil Rights and Human Resource policies, created Alternative Dispute
Resolution services, and developed new innovative procedures for meeting annual legal and
regulatory reporting requirements.
Reviewed and made recommendations of District policies impacting employees, contractors,
and small and minority owned business utilization.
Developed the Districts Limited English Proficiency policies and practices.

Developed progressive Civil Rights and Human Resource policies to include strategic workforce
planning, created conflict resolution services, developed training programs as well as innovative
procedures for meeting annual legal and regulatory reporting requirements.
Created workforce practices that shifted the culture which led to a reduction of employment
discrimination complaints to their lowest numbers in the previous ten years.
Resolved issues at the lowest possible level by utilizing non-traditional methods of educating the
workforce.
Serviced 6,000 agency employees across 17 states in addition to various not for profit
organizations, private industry corporations, and other business groups.
Managed a budget in excess of $2 million and was a member of the Agencys Human Capital Team

Lead the Office of Civil Rights and its staff in operating the Equal Employment Opportunity &
Diversity Program, Alternative Dispute Resolution Program, and Employee Concerns Program
(program responsible for the investigation and disposition of all environmental health and safety
violations.
Reduced complaint activity by 39%, decreased operational costs by 23%, and directed all civil rights
activity.
Developed non-traditional methods of educating the workforce, resolving issues at the lowest
possible level, and negotiating more effective Collective Bargaining Agreements.
Directed a team of five managers and 11 support staff to support an employee base of three
thousand and twelve thousand on-site contractors.
