HIGHLIGHTS OF PLENARY PROCEEDING OF THURSDAY, 27TH NOVEMBER, 2014

1. The Rt. Hon. Speaker, Rebecca A. Kadaga chaired the sitting.


The Speaker:
i)

Extended invitation to Members of Parliament to participate in the East


African awareness walk scheduled for 5 th December, 2014 starting at 9.00
a.m. from the Constitutional Square;

ii)

Notified the Leader of Government business that 59 questions which require


oral reply from Ministers are yet to be responded to despite numerous
reminders.
Speaker directed that from next week pending questions will be reflected
on the Order Paper without further notice.

iii)

Designated Hon. Amama Mbabazi to serve on the Standing Committee on


Rules, Privileges and Discipline and the Sectoral Committee on Legal and
Parliamentary Affairs;

2. The House considered the Public Finance Bill, 2012, and passed it with
amendments.
3. Hon. EkanyaGeofrey, MP/Shadow Minister For Finance, Planning And
Economic Development moved a Motion for a Resolution of Parliament to
Support The Inter-Parliamentary Union (IPU) Proposal for a stand-alone
Sustainable Development Goal on Democratic Governance before the United
Nations Open Working Group (OWG) on Sustainable Development Goals
(SDGs).
The Motion was considered and adopted by Parliament

4. Hon. Sarah Opendi, Minister of Health, made a Statement on World AIDS day,
which is due to be observed on 1st December, 2014.
The Speaker requested the Minister to discuss in Cabinet the possibility of
securing a loan to fund the immunization against Hepatitis B.

5. Hon. Ababiku Jesca raised on a matter of lack of x-ray and imaging equipment
in hospitals in Adjumani District. She further raised a matter regarding
delayed demarcation of the border between Adjumani and Amuru Districts.
The Rt. Hon. Prime Minister informed the House that Government is in process of
securing a company to supply x-ray and imaging equipment in Government
hospitals.
6. Hon. Olanyah Gilbert raised a matter on invasion of Ajak Sub-county in Amuru
District by elephants and Hippos from South Sudan which were destroying
crops and killing people.

7. Hon. Isiko raised on a matter of lack of classroom furniture for primary school
going children, particularly Primary One to Primary Three in Namutumba
District. He further raised a matter that the Tirinyi road area in Namutumba
District still lacked electricity even after it was surveyed in 2003.
For items 6 and 7, The Rt. Hon. Prime Minister informed the House that the
Ministers responsible will make a statement to the House next week.
8. Hon. Rosemary Seninde laid on the Table 24 documents on Financial
Statements for the year ended 30th June 2012 June 2013 together with the
report and opinion thereon by the Auditor General
The statements were referred to the Public Accounts Committee to consider and
report back to the House.
9. Hon. Oboth Marksons Jacob laid the report on the Parliamentary delegation to
the 60th Commonwealth Parliamentary Conference held in Yaounde, Cameroon,
from 2nd to 10th October, 2014.

10. Hon. Sempijja Vicent presented a Petition by residents of Bujumba


Constituency Kalangala District over the MV Kalangala ship, on behalf of Hon.
Badda Fred.
The Speaker ruled that the first two prayers in this Petition should be handled by
the Minister of Works and Transport and the third should be handled by the
Committee on Physical Infrastructure.

11. Hon. Dr. Atwooki Baltazar Kyamanywa, MP Bugangaizi County West, presented
a Petition by tobacco farmers in Bugangaizi West Constitutency, Kibaale
District.
The Speaker referred the Petition to the Sectoral Committee on Agriculture, Animal
Industry and Fisheries.
12. Hon. Mulimba John, MP Samia-Bugwe North, presented a Petition by
carbonated soft drink industry in Uganda.
The Speaker referred the Petition to the Committee on Finance, Planning and
Economic Development.

13. Hon. Nambooze Betty raised an issue regarding Petitions from Mukono
Municipality which were referred to various Committees but no report has been
presented to the House. She also reminded the Speaker regarding her petition
on KCCA.
The Speaker promised to establish the status and give her an update on Tuesday
2nd December, 2014.
14. Hon. Mulongo Simon raised a matter concerning the African Development Bank
Loan that had delayed in the Committee and risked being withdrawn.
The Speaker cautioned the Ministry of Finance, Planning and Economic
Development against misrepresenting Parliament on the dates on which loans are
brought to Parliament creating an impression that Parliament is responsible for
the delay of loan approvals.
15. Hon Biraaro Ephraim requested the Rt. Hon. Speaker to give him opportunity to
present some reports of the Committee on Physical Infrastructure before
Parliament breaks off for the Christmas recess. The Rt. Hon. Speaker accepted
his request.
16. The House was adjourned at 7:14 p.m. to Tuesday, 2 nd December, 2014 at 2:00
p.m.
