3. SinceKeraladoesn't have an e-wastedisposalplant,.thewaste goes into the
unorganizedmarket for crude dismantling,recoveryand reuse.
This create several occupationalhealth hazards. As the State's consumptionpattern
increases,scientificmanagementof e-waste becomesvery critical.The problem of ewaste has been growing rapidly in the State and the end users especiallyofficesand
residentsare facing practical difficultiesin disposingof them in an environmentally
s o u n dm a n n e r.
4. ln the matter of safe collection,storage,transportationand scientificdisposal
of the e-wastes generated in the State, Government issue the following orders for
strict and urgent complianceby all concerned:
(i)

Producersof e-wastesshall be responsiblefor collection,transportationand


disposal in the prescribedmanner, of all e-wastes generated by them o1
bought back by them from consumers under the 'Extended Producer
Responsibility'either directly or through authorizedagents. The e-wastes
thus collected shall be deliveredto authorizedrecyclersby the producers
themselves,under appropriatearrangements.

(vi) Space may be arranged near local markets or landed propertiesowned by
LSGls, from where the wastes can be collected and stored at a central
collection point for each LSGI,to be taken delivery of by the accredited
state level agencies for collection and transportation and disposal or to
collect and transport to centralizeddisposalfacilities. The question of
payment of some monetary incentives to those who collect income
generating e-wastesfrom house holds, by the state level agenciesto
be
engaged can also be considered,for which the LSGIsproviding space for
centralizedstoragemay negotiatewith such agencies.
(vii) Some recyclers extend the facility of entering into agreement with
corporate and Governmentorganizationsto collect, transport and dispose
of e-wastes. They may also give incentive for the types of e-wasteswhich
will provide them income on reprocessing. Each category may have
different rate depending on its recyclablevalue. Usually the following ewastes are eligible for payment by registered recyclers/authorized
collectionagents.
