The Cherry Hill Mall, Springdale and Greentree neighborhoods finished fifth, sixth and
seventh, respectively, on the list.
Laurel Springs was the only New
Jersey suburb ranking higher on
the list.

looked at 45 suburbs in the


Philadelphia area. It looked at the
percentage of married residents,
percentage of children under 5,
percentage of residents between
22 and 34, median home value,
median household income and
unemployment rate. Each category was scored based on U.S. Census data. Data such as unemployment rate, home values and median income were taken from
AreaVibes.com. The scores in
each category were then combined for the final ranking.
The Cherry Hill Mall neighborhood benefitted in the rankings
from having the second-highest
population of children under 5.
The area also ranked higher than
other New Jersey suburbs such
as Marlton, Moorestown and Haddonfield because homes are more
affordable for young couples.
Here, the median home price
is just $258,500, which, yes, compared to the national median
home price is a bit high, but compared to most of Jersey, its pretty
low, the report said.
Whether youre talking affordability for young families and
young professionals, we are doing
the most that we can with our tax
dollars, Palmer said.
Greentrees high ranking was
mostly due to a high percentage
of married couples as well as a
low unemployment ranking.
An abundance of married couples is just one of the things that
makes Greentree feel rather like a
modern-day Pleasantville, the
report said.
Springdale was cited as a
neighborhood for young couples
with a bit more money to spend
on housing. Springdale has the
fifth highest median income for
young couples in the list. In addition, Springdale also has a large
number of married residents.
A good 65 percent of the residents here are married, so you
should have no problem finding

other couples to hang out with,


the report said.
The township recognizes there
are many young families in the
township and has tried to cater to
them in a number of ways.
Palmer said the recreation department has expanded its offerings to reach all demographics,
including children and young
families.
We have a wealth of child programming and we have a lot of
young adult programs coming
up, she said.
Coming up with events for
young families extends beyond
recreation classes. Township initiatives such as Welcome to Cherry Hill Night, Cherry Hill Restaurant Week and Complete Streets
were created with young families
in mind.
Theyre all sort of aimed at attracting new families that are
going to live here and invest
here, Palmer said.
Palmer said the township has
seen a number of new families
move to Cherry Hill in recent
years. The township has tried to
strike a balance between catering
to residents of all ages and backgrounds.
Its such a diverse community
and its important that we attract
new families, Palmer said. We
try and strike a balance with the
things we do.
Cherry Hills diversity extends
beyond age. Palmer said having
three separate sections of Cherry
Hill finish in the top 10 of the list
showcases the towns neighborhood diversity.

neighborhoods, they each have
their own qualities and characteristics, Palmer said.

Christie won a political battle,
enacting a 2 percent cap on municipal tax levies. The law limited
property-taxing budget increases to a
maximum of 2 percent with some exceptions down from 4 percent, lest
they be subject to public vote.
While some argued at the time
whether the cap would work, or
whether it was another political ploy,
the data says it has had a positive effect.
Since the cap was enacted, property
taxes rose 2.4 percent on average in
2011, 1.6 percent in 2012, 1.3 percent in
2013 and 2.2 percent in 2014. From 2004
to 2006, property taxes increased at
least 7 percent each year.
Thats data we can stand behind, but
now, five years after the caps enaction,
more needs to be done. Its not simply
good enough that property tax increases have leveled off; we need to find a

way to reduce the property tax burden


on our residents.
While the increase last year was
only 2.2 percent, New Jerseys average
property tax bill rose to the highest its
ever been to $8,161 on average, according to Department of Community
Affairs data. The average property taxpayer paid an additional $173 in property taxes last year, up from an average
total of $7,988 in 2013.
Heres some more ugly data...
Only 0.2 percent of homeowners in
the U.S. paid more than $8,000 last year
in property taxes which is lower
than our state average.
New Jersey collects $3,000 per capi-

ta in property taxes. Seventy-nine percent of American homeowners paid


less than $1,750 last year, and only 3
percent paid more than $4,000.
Christies property-tax cap was
never going to fix the problem of New
Jerseys high property taxes; it wasnt
designed to do so. It has helped keep
local taxing entities in check, but thats
only a start.
Step 2 of property tax reform should
be initiatives to lower property taxes.
Some of these are in place, such as incentives to bring new business to the
states barren wastelands such as
Trenton and Camden.
But that is not enough. We need to
bring more business and more jobs to
this state, more ratables for our towns
and school districts to offset the taxes
these entities need to operate. Taxes
arent going up too much, and thats
good, but now they need to start going
down.

Police department, township launching academy this summer

Calling all recruits. The Cherry Hill Police Department is looking for residents ages 11 to 14 to
participate in its inaugural Junior Police Academy.
The police are starting their
own version of the Junior Police
Academy for the first time this
year. The program will run during the summer, from July 20 to 24
at the townships municipal complex.
A number of surrounding municipalities have started junior
police academies in recent years.

academy will be a great way for
middle school-aged children to

learn about how the police department works on a daily basis.


The idea for the academy was
discussed the past couple of years
when the police department was
looking at ways to freshen up its
community programming.
We were looking for something thats more current with
the times, Monaghan said. We
wanted to attempt to find ways to
have better relationships with the
community.
To help form the curriculum
for the program, the police department took a page out of existing police academies from other
South Jersey towns.
Weve gone out to different
towns, Monaghan said. We took
some piece from each one and
made them our own.

The program will give participants an all-encompassing view


of the inner workings of the police department. Each day will
start with physical training,
where an officer will put kids
through a training session similar to what real police officers experience.
After physical training, participants will take part in a drill and
ceremony portion of the day
where they will go through a
block of instructed marching.
The rest of the day will be
spent in various areas of the police department. Everything from
crime scene analysis to traffic patrol will be touched on. The curriculum is designed to give the
