Delayed openings will continue for staff in-service

Evesham School District BOE member questions use of delayed openings versus early dismissals

The Evesham Township School District Board of Education adopted its calendar for the 2015- 2016 school year, albeit after a de- bate over the practice of using de- layed openings for the purpose of staff in-service. At its most recent meeting, the board approved a 2015-2016 calen- dar in which three, two-hour de- layed openings are scheduled for the purpose of staff in-service on Friday Oct 9, Friday, Jan. 15 and Friday, May 27. Board member Nichole Stone questioned the use of delayed openings, asking if the in-service could be performed through the use of early dismissal days in- stead. Stone said she believed delay- ing the opening of school made it much more difficult for parents to

get their children to school, as op- posed to early dismissal. Superintendent John Scavelli Jr. said the delayed openings, as opposed to early dismissals, gave the district more time to complete the necessary in-service activi- ties. Scavelli said with the addition- al in-service time gained from a delayed opening as opposed to an early dismissal, the district was able to cut down on the overall number of early dismissals. According to Scavelli, it was the overall number of early dis- missals he heard as the most fre- quent complaint from parents be- fore the district started in-service delayed openings several years ago. “We’ve reduced the number of days that are impacted overall, so we used to have as many as 12 or

Moorestown Community Band spring concert set

The Moorestown Community Band will present a spring con- cert at the Wiley Church on Main Street on Saturday, April 25 at 7 p.m. Jack Hanna, the music chair for the Wiley Home Auxiliary, has announced that the concert is open to the community. The Wiley Home Auxiliary is sponsoring the concert, and no tickets are required, but a free- will offering will be received to benefit the residents of the Wiley Health Care Center. Founded in 1991 by Bob McCoy, the Moorestown Community Band has grown to about 55 mem- bers ranging in age from the teens to the eighties. McCoy re- tired as conductor in 2013, al- though he currently serves as

conductor emeritus and he plays clarinet in the band. The present conductor is Bruce Smith, who is a former music teacher and prin- cipal of Delran Middle and Ele- mentary schools. Smith served in the United States Navy Show Band for three years during which time he toured extensively throughout the United States and South America. In addition, Smith con- ducted the All South Jersey Jun- ior High School Band in 1978 and 2012 and is also the conductor of the Homeschool Band of South- ern New Jersey. The music played by the Moorestown Community Band includes classical, pop, Broadway, marches, patriotic and seasonal selections.

Body cameras ‘overwhelmingly positive, police chief says

The Evesham Township Police Department recently concluded and released its annual report summarizing and detailing the accomplishments and changes af- fecting the department through- out 2014. The report features yearly highlights, police division and bu- reau information, a budget sum- mary, administrative review and analysis, an internal affairs sum- mary report, a use of force and vehicle pursuit analysis and

more. Specifically, Evesham Chief of Police Christopher Chew used the report to highlight several of what he calls “noteworthy achievements” the department experienced throughout the year. In the report, Chew noted the department’s 2014 adoption of body cameras – video-recording devices worn by Evesham patrol officers that are switched on in every instance of an officer inter- acting with a member of the pub- lic. The report describes the cam- eras as being deployed to assist of-

ficers through reinforcing offi- cers’ testimony after interacting with a potential offender, while si- multaneously allowing the de- partment to review officers’ inter- actions with members of the pub- lic and learn of improper con- duct. Chew said the department im- mediately recognized the impor- tance of the program, to both the community as well as the mem- bers of the department. “The impact has been over- whelmingly positive as our agency has been in the spotlight in being a leader in proactive policing and has always been transparent in our interactions with the public,” Chew said. Multiple news outlets through- out the country have featured sto- ries on Evesham’s success with the cameras since the implemen- tation. Another 2014 achievement noted by Chew was the depart- ment’s success in expanding com- munity policing events, 84 in total, in which officers spent more than 1,600 combined hours interacting with citizens in pub- lic places, such as restaurants, or meeting with various organiza- tions, and then answering ques- tions and reinforcing the depart- ment’s partnership with the town. The report lists 17 neighbor- hood awareness events, 13 crime prevention events, 10 special events, eight Marlton Business Association meetings, seven neighborhood watch events, four k9 demonstrations, four Coffee with a Cop events, three Evesham Alliance events, three Cool off with a Cop events, three Pizza with a Cop events, three police de- partment tours and two police ex- plorer meetings. Chew specifically noted the success of the department’s inau- gural “Shop with a Cop” event where the department helped families with financial difficul- ties shop for gifts for loved ones

Christie’s tax cap is working

But now it’s time to move to the next phase – reducing property taxes

F ive years ago, back in 2010, Gov.

Christie won a political battle,

enacting a 2 percent cap on mu-

nicipal tax levies. The law limited property-taxing budget increases to a maximum of 2 percent – with some ex- ceptions – down from 4 percent, lest they be subject to public vote. While some argued at the time whether the cap would work, or whether it was another political ploy, the data says it has had a positive ef- fect. Since the cap was enacted, property taxes rose 2.4 percent on average in 2011, 1.6 percent in 2012, 1.3 percent in 2013 and 2.2 percent in 2014. From 2004 to 2006, property taxes increased at least 7 percent each year. That’s data we can stand behind, but now, five years after the cap’s enaction, more needs to be done. It’s not simply good enough that property tax increas- es have leveled off; we need to find a

way to reduce the property tax burden on our residents. While the increase last year was only 2.2 percent, New Jersey’s average

property tax bill rose to the highest its ever been – to $8,161 on average, ac- cording to Department of Community Affairs data. The average property tax- payer paid an additional $173 in prop- erty taxes last year, up from an average total of $7,988 in 2013. Here’s some more ugly data

the U.S. paid more than $8,000 last year in property taxes – which is lower than our state average.

• New Jersey collects $3,000 per capi-

ta in property taxes. Seventy-nine per- cent of American homeowners paid less than $1,750 last year, and only 3 percent paid more than $4,000. Christie’s property-tax cap was never going to fix the problem of New Jersey’s high property taxes; it wasn’t designed to do so. It has helped keep local taxing entities in check, but that’s only a start. Step 2 of property tax reform should be initiatives to lower property taxes. Some of these are in place, such as in- centives to bring new business to the state’s barren wastelands such as Trenton and Camden. But that is not enough. We need to bring more business and more jobs to this state, more ratables for our towns and school districts to offset the taxes these entities need to operate. Taxes aren’t going up too much, and that’s good, but now they need to start going down.

Marlton woman dies in car crash

Accident on Evesham Road in Voorhees claims life of Sengching Hwang

The following report is on file with the Voorhees Township Po- lice Department:

On April 8 at approximately 7:11 p.m., Voorhees police were dispatched to a motor vehicle crash in the area of Evesham Road and Avian Plaza. Prelimi- nary investigation by police re- vealed the following:

A 2002 Toyota Celica, operated

solely by Marlton resident Sen- gching Hwang, age 64, was travel- ing Eastbound on Evesham Road when it struck a 2011 Hyundai Elantra that was attempting to exit the Avian Plaza. Both vehicles then veered off the roadway before striking sev- eral trees. Voorhees police were on scene immediately as well as emergency medical personnel rendering aid.

The Hyundai Elantra driver was transported to Cooper Hospi- tal where her condition was listed as stable. Hwang was transported to Vir- tua Hospital in Marlton where hospital personnel advised she succumbed to her injuries at 7:56 p.m. The crash investigation is still ongoing and being investigated by Voorhees police.
