Paveway IV
The Requirement
The Ministry of Defence has selected Paveway IV to be its new all-weather, 24-hour
Precision Guided Bomb (PGB) for use by the RAF and the Royal Navy. Paveway IV will
incorporate a new Mk82 500lb warhead, a new UK 'intelligent' fuse, and an electronic
jamming resistant GPS guidance kit.
Paveway IV is designed to minimise collateral damage without comprising operational
flexibility or effectiveness. Paveway IV is planned to enter service in 2006 and will be
deployed on Tornado GR4/4A, Harrier GR9/9A and Eurofighter. Paveway IV will become
the UK's general-purpose precision weapon.

Deadly Accurate - Paveway IV


Increased Stand-off Range - Paveway IV has been designed to meet the UKs
requirements. It is the very latest GPS guided Paveway weapon that builds on the
unrivalled combat success of the Paveway family of weapons. Its stand-off range is
significantly greater than any other precision guided bomb. Paveway IVs unique
manoeuverablity means that, if necessary, following launch it can turn and attack a
target behind the delivery aircraft.
Highly Accurate - Paveway IV utilises second-generation, state-of-the-art GPS aided
inertial navigation that incorporates anti-spoofing and anti-jamming technology.
Paveway IV will provide pin point accuracy in all operational scenarios.
Operationally Flexible - Paveway IV can switch between GPS and laser guidance
modes, even after release, giving the pilot maximum flexibility to attack re-locatable
and moving targets as well as fixed targets. Paveway IV also incorporates a
sophisticated proximity fusing sensor and penetrator nose-plug in every weapon thus
allowing pilots to be re-tasked against any type of target at any time whilst airborne.
Proven - Paveway IV has evolved from Enhanced Paveway and builds on the
phenomenal success already achieved by the RAF since 2002 with Enhanced Paveway.
This has resulted in the RAF's Enhanced Paveway/Tornado GR4 being the preferred GPS
guided weapon/platform combination by Joint Force Commanders.
Low Risk - Paveway IV's evolution from its Paveway legacy is a low risk approach
because it draws on processes and expertise that are tried and tested. All team
members are existing Paveway contractors, and integration risk is very low because
Paveway is already integrated or being integrated onto all candidate aircraft.
Low Cost - Paveway IV has a very low unit price because it draws on Raytheon
investment in developing commonality of components across several products to
reduce cost, as well as benefiting from large Paveway production orders. Life cycle
costs are further reduced because Paveway IV uses MoD's existing training, logistics
and testing arrangements. Paveway will be in service globally for the next two
decades with the US and other allies.
Growth - Paveway IV can easily be fitted with the proven LongShot wing kit that will
more than double its range. The Paveway IV modular design can incorporate a wide
array of electro optical sensors and data links to allow integration into a netted
targeting system. Paveway IVs modularity also means it can be fitted to different sized
warheads with no modification to guidance software.

UK Prime Contractor

The programme will be managed by Raytheon

Systems Limited (RSL) in Harlow supported by technology transferred from Raytheon


Missiles Systems in the US. Logistic and in-service support will be provided by RSL
Bedford which has supported Paveway in the UK for over 20 years. Paveway IV design
authority will be transferred from Raytheon US to RSL in the UK. This will enable RSL to
modify and develop the weapon as required by the MoD.

Made in Britain

Paveway IV is a joint US/UK design and will be

manufactured at RSL Glenrothes. Portsmouth Aviation Limited (PAL) will manufacture


the weapons airfoil group, which gives the weapon its tremendous aerodynamic
performance. PAL will also manufacture the Paveway IV containers to meet UK
requirements. The weapons mechanical and electrical interface with the aircraft has
been designed by MBM Technology and will be manufactured at their plant in Brighton.
The fuse has been designed by Thales Missile Electronics, and will be manufactured in
Basingstoke. QinetiQ at Farnborough will co-ordinate the test and qualification of the
weapon at UK ranges including Shoeburyness and Pendine. Aircraft integration will be
undertaken in conjunction with BAE Systems in Warton and Farnborough.

Established Paveway Team

The Raytheon Paveway IV team is well

established and has proved extremely successful in delivering UK weapon programmes.


Over the years it has delivered Paveway II, Paveway III, Enhanced Paveway and Maverick.
The latter two programmes were delivered in rapid time (10 and 6 months respectively)
from contract award to full integration and operational service as Urgent Operational
Requirements post - Kosovo. Raytheon has also delivered AMRAAM and Tomahawk. All
programmes were delivered ahead or on time and to a fixed price budget. The Paveway
IV teams past performance thus gives the MoD the assurance that the PGB programme
will be low risk and equally successful.

High Export Potential Paveway IV will be exported from the UK.

Paveway

has an extensive existing global customer base. Paveway products are used by 33
different air forces and are integrated on 25 different combat aircraft. Paveway IVs
uniquely flexible integration design means that the weapon can be integrated on all of
these aircraft at minimal risk and cost. The availability of dual mode laser/GPS guidance
within a single weapon means that air forces do not have to incur the expense of
maintaining two separate (laser and GPS) weapon stockpiles. Utilising existing Paveway
infrastructure makes Paveway IV procurement an even more cost-effective option.
